26 4* TauranvaOty _ ., Council 20 October 2014 Elder Outdoor Gym Proposal DC No: 290 Purpose 1. To consider the proposed site for the establishment of an elder outdoor gym. Executive Summary 2. In response to a submission received to the 2014/15 Annual Plan, Council approved in principle the provision of Council land for the establishment of an elder outdoor gym subject to further assessment of suitable sites for Council consideration. 3. An assessment of the suitability of four Council reserves was undertaken by Council staff in conjunction with representatives from SUPA-NZ and the Elders Forum. 4. Kulim Park has been identified as being the most suitable site. 5. Capital funding to develop the elder outdoor gym will need to be secured from external funding providers by SUPA-NZ and the Elders Forum. The ongoing maintenance and depreciation costs of the facility will need to be met by Council. 6. It is recommended that Council approve Kulim Park as the site for the establishment of the elder outdoor gym subject to external funding for the project being secured by SUPA-NZ and the Elders Forum. Recommendation/s That the Council: (a) Approve Kulim Park as the site for the establishment of an elder outdoor gym subject to external capital funding for the project being secured by SUPA-NZ and the Elders Forum. (b) Agree to take over ownership responsibility for the elder outdoor gym including the ongoing maintenance and depreciation costs. Discussion 7. Council considered a submission through the 2014/15 Annual Plan from SUPA-NZ (Seniors United to Promote Age-Friendly New Zealand) requesting Council land, and funding for the establishment of an elder outdoor gym. 8. The submission was supported by the Elders Forum and the Older Persons Activity Forum. The Older Persons Activity Forum was established in 2012 by the Elders Forum to consider the provision of outdoor activity for older people in Tauranga and Objective ID: A5875349 Elder Outdoor Gym Proposal -1 - 27 A Council 20 October 2014 TaurangaCity includes representatives from Sport BOP, YMCA, SUPA-NZ, Bay Venues Ltd, Age Concern and the Elders Forum. 9. In response to the submission. Council resolved to: Ml4/40.37 "Approve in principle the provision of Council land for the establishment of an elder outdoor gym subject to further assessment of suitable sites for Council consideration and Council not approving funding for the project except if a successful application to the proposed Community Development Match Fund is made". 10. Council staff have been working with representatives of SUPA-NZ and the Elders Forum to identify a suitable site for the establishment of the elder outdoor gym. 11. The criteria used for assessing site suitability included: • • • • • • High visibility A combination of sun and shade Ease of parking Toilet facilities located within a reasonable vicinity Proximity to other recreational facilities e.g. walkways, shopping precinct. Consistency with the applicable reserve management plan. 12. Banks Avenue Reserve, Kulim Park, Fergusson Park and Mount Drury were identified as potential sites. Assessment of the sites against the criteria identified Kulim Park as the most suitable. 13. It is proposed that the elder outdoor gym be located in the vicinity of the existing petanque court at Kulim Park as shown on the site map included as Attachment A. 14. The proposal is consistent with Harbour Reserves Management Plan 2005 which includes Kulim Park. 15. An elder outdoor gym comprises internationally verified specialist fitness equipment for mature and older people to maintain muscular and skeletal strength. The equipment proposed to be installed is a modular design that incorporates a number of different exercises and activities (Attachment B). 16. Council previously declined to fund the project except if a successful application is made to the Community Development Match Fund. The fund requires Councils contribution to be matched, either through volunteer labour, donated materials, professional services, and/or cash. 17. Therefore, funding will need to be secured from external funding providers. Construction cannot commence until it can be demonstrated that the necessary funding has been secured. 18. Once installed, ownership and ongoing maintenance for the Elder Outdoor Gym would become the responsibility of Council. The ongoing cost for maintenance and depreciation is approximately $2,500 per annum. 19. If Council approve Kulim Park as the site for the establishment of the elder outdoor gym, details of the project will be communicated to the neighbouring residents of the Park and the wider community. The proposal to establish an elder outdoor gym contributes to the community outcomes of 'a city of great spaces, places and environments'. 21. The elder outdoor gym project will provide a significant recreational facility within Tauranga City and increase the individual and social connectivity and overall wellbeing of older people. 22. Councils Age Friendly City Strategy 2013-2023 contains specific provision to increase recreational and physical activity for the older community, including considering the provision of an elder outdoor gym as follows: "Increase the diversity of recreational and physical activity opportunities at community centres and parks. As part of this consider the initiation of an elder outdoor gym or exercise stations at suitable recreation points". Community 23. The site where it is proposed to locate the elder outdoor gym at Kulim Park will not impact the existing use or users ofthe park or neighbouring properties. 24. Implementation 27. The total capital cost of the elder outdoor gym is $25,055 + GST which includes the cost of purchasing and installing the equipment, the necessary safety surfacing and equipment use signage. 28. The capital funding for the project is the responsibility of SUPA-NZ and the Elders Forum. Construction cannot commence until it can be demonstrated that the necessary funding has been secured. 29. Installation of the elder outdoor gym equipment will be undertaken by a Council approved contractor to ensure compliance with the NZ safety standards. 30. Council staff will oversee the installation of the elder outdoor gym equipment.
