AN ORDINANCE TO AMEND SECTION 5-546 OF
THE CITY CODE PERTAINING TO HOMING OR
RACING PIGEONS
SECTION AMENDED: § 5-546
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF VIRGINIA
BEACH, VIRGINIA:
That Section 5-546 of the City Code is hereby amended and reordained to read
as follows:
Chapter 5 - ANIMALS AND FOWL

ARTICLE V. - ANIMAL WELFARE

DIVISION 3. - PROHIBITED ACTS
....
Sec. 5-546. - Homing or racing pigeons.
Notwithstanding the provisions of sections 5-545, it shall be unlawful for any
member of a recognized national pigeon association, which supplies pigeons to the
armed forces of the United States in times of emergency, to may house or keep in any
district, and allow to fly for exercise within the corporate limits, homing or racing pigeons
which are suitable and the type used as messengers in time of war and civil defense
and which are banded with numbered leg bands showing the same to be registered with
such associations, provided, such pigeons are not kept so as to constitute a nuisance or
create a hazard to public health.
Adopted by the City Council of the City of Virginia Beach, Virginia, this 25th day of
October, 2011.
