Welcome!
We would like to invite all Fire, EMS, and Law Enforcement personnel to the 10th Annual Sissonville Fire & Rescue School in
March 2016. In 2014, we trained OVER 800 first responders from West Virginia and surrounding states.
We have teamed up with RESA 3 and West Virginia University Fire Service Extension to offer certifications for most of our
courses.
Also, we are hosting a Blended Learning Firefighter 1 course where you will begin the course at your own home and finish at
the Sissonville Fire & Rescue School campus.
Firefighter Training Headquarters has released a statement saying that “Sissonville Fire and Rescue School offers one of the
best fire academies in the US”.
General Assembly: All students, instructors, and staff must be present for General Assembly on the first Saturday morning
- March 5, 2016 - at 8:00am for announcements.
Free T-Shirt: All students who submit their registration to us by February 22, 2016 will receive a Free Fire School T-Shirt.
Any registrations received after this date, - including those at the door - will not receive a T-shirt.
Refunds: No refunds will be given unless all three of your choices for a particular day are canceled or full. Second and Third
Choices must be selected or you forfeit your option for a refund. All refund requests must be made in writing and submitted
via U.S. Mail with your Fire Chief’s (or other designee’s) signature.
Meals: Lunch will be provided to all participants on both Saturdays. Lunch on Sunday will be on your own. Free refreshments
will available on both Saturdays and Sundays.
Pro Board Certification: The courses shown in this brochure that have a Pro Board logo behind the description are the only
courses being offered with Pro Board certification. Those classes will be offered with state certification unless you specify
at the first day of class that you wish to obtain Pro Board Certification. There will be an additional $25.00 fee that will be due
during the class if you wish to obtain Pro Board certification.

Students will learn the fundamentals of firefighting skills through this blended learning course which will combine online learning with intense practical application. The course is designed to assist students with obtaining certification through a self paced style of instruction and includes certification in Firefighter Level 1, First Aid and CPR, Hazardous Materials Awareness, and Hazardous Materials Operations.

This is a tested, 40 hour course, approved by the International Association of Arson Investigators (IAAI), and meets the general training requirement for the student to sit for the IAAI Fire Investigation Technician Certification examination. The
SUN 8A-4P course covers the methodology of conducting an investigation, fire scene examination, fire dynamics, the effect of fire on
BOTH WEEKENDS materials, scene documentation, note taking and report writing, photography, and evidence collection.
If the student wishes to take the IAAI certification examination, in addition to the requirement of a minimum 40 hour training
course, there are three (3) on-line courses which are also required: Ethics & the Fire Investigator; NFPA 1033 and Your Career, and; The Practical Application of the Relationship Between NFPA 1033 and NFPA 921. These courses can be taken, free
of charge, at the IAAI training website: www.cfitrainer.net. It is strongly recommended that these courses be completed
before taking this class. The cost of IAAI membership, and the certification exam fee are NOT included in the tuition.

objectives for course success. This course introduces the student to the concept of utilizing training aids to enhance his/

Various grants that are available to fire departments and emergency response organizations will be discussed and a
"Grant Resource Toolkit" will be given to each student attending. The course is designed for students with little or no
previous experience. Students will be provided a list of local, State and Federal grant resources including minimum
requirements and tips for securing and effectively managing these grants.
TRAFFIC INCIDENT MANAGEMENT

TIMS consists of a planned and coordinated multi-disciplinary process to detect, respond to, and clear traffic incidents so that traffic flow may be restored as safely and quickly as possible. Effective TIM reduces the duration and
impacts of traffic incidents and improves the safety of motorists, crash victims and emergency responders. The TIM
Program of the Federal Highway Administration (FHWA) is part of a larger all-hazards program called Emergency
Transportation Operations (ETO). TIMS compliance will be required by all agencies who respond to incidents of highways by 2015.

The basic concepts presented in IS-200 are expanded and discussed in detail. ICS-300 provides training and resources for personnel who
require advanced knowledge and application of the ICS. The completion of ICS-300 and ICS-400 training is a National Incident Management
System (NIMS) implementation priority for middle management and command and general staff. The single command organization is
stressed and students will be exposed to resource management and the role and function of each ICS position, including air operations.

Avsec, Robert - Battalion Chief Robert Avsec (Ret.) served with the Chesterfield (Va.) Fire & EMS Department for 26
years. He was an active instructor for fire, EMS, and hazardous materials courses at the local, state, and federal levels.
Chief Avsec earned his bachelor of science degree from the University of Cincinnati and his master of science degree in
executive fire service leadership from Grand Canyon University. He is a 2001 graduate of the National Fire Academy's
Executive Fire Officer Program. He has continued to be a life-long learner working in both the private and public sectors
to further develop his "management sciences mechanic" credentials.
Burger, Brent - Brent is the Director of Support Services for Kanawha County Ambulance Authority and Retired Chief
from the Culloden Fire Department with 30+ years of service. He is also a Supervising Instructor with RESA 3 Public Service Training having taught Fire, Hazmat and EMT classes for over 15 years. Brent has also been a team member with the
Kanawha County Ambulance CISM team since the early 1990’s.
Carney, Chuck - Chuck is a 14-year veteran of the fire service. He is a Lieutenant / EMT at the Sissonville Volunteer Fire
Department and a Firefighter / EMT at the City of Dunbar Fire Department. He has vast knowledge in Rope Rescue and
Water Rescue. He is an American Heart Association Instructor.
Coles, Patrick - Patrick has been in the fire service since 1990 serving both in both career and volunteer roles. He currently services as Firefighter / EMT for both the Sissonville Volunteer Fire Department and the Charleston Fire Department. Previously, Patrick was also employed by the Dunbar Fire Department. At the Charleston Fire Department his current position is in the Training Division. He is also a member of the departments’ Dive Team and is a Hazardous Materials
Technician.
Davis, Gary - Gary is a long time Paramedic recently retiring from the Kanawha County Emergency Ambulance Authority
with over 30-years of experience. He is a 30-year EMS and Fire Instructor for RESA 3.
Estep, Doug - Doug is a 33 year fire service veteran. He is a founding member of the Morrisvale Volunteer Fire Department and has been Chief there for 32 years. Doug's department was featured nationally on GotBigWater.com as being the
first rural volunteer fire department in the United States to have met the 1000 gpm fire flow for ISO by using a tanker
shuttle. Chief Estep is a Fire Officer II, serves on the Executive Committee of the West Virginia State Fireman's Association, and has taught Rural Water Movement and Tanker Operations around the region. He is an instructor for WVU-FSE.
Gaskins, Ron - Ron has been our Fire & Rescue School photographer for the past three years. He was the photographer for
the Weirton Area Ambulance & Rescue Squad and Weirton’s VFD Company #3 during the early 1980s, and also photographed the
Weirton Heights Rescue School for several years. More recently, he served on the Board of Directors for the Ripley VFD and as
their photographer. Ron has received Fire Photography training through the Ohio State Fire Academy, Forensic Photography
through WVU, and additional arson investigation photography training through the International Association of Arson Investigators.

Gill, Paul - Paul is a retired Senior Fire Investigator for the West Virginia State Fire Marshals Office with over 33 years
service primarily in the southern West Virginia Coalfields. Paul is now an Adjunct Instructor with the SWVCTC-Task Force 1
and holds multiple instructor ratings from WVU-FSE, Gov. Cmte. (LE), MSHA and FEMA/EMI-NIMS/All Hazards.
Gray, David - Dave began his fire service career in 1986. He has been instrumental in the start up of hazmat and rescue
teams. Additionally, he has served as an assistant emergency services director and a president of a Local Emergency Planning
Council (LEPC). Serving in emergency services, David has experience in commanding large scale incidents, managing federal
response to natural disasters, planning for events such as the Greenbrier Classic and Presidential Details. Currently, he
serves in a volunteer capacity for Sissonville Volunteer Fire Department as a firefighter, secretary and training instructor.
Grieco, Brian - Brian is a Deputy Chief with the City of Huntington, WV Fire Department. Brian is a lead instructor with
West Virginia University Fire Service Extension's Rescue and ARFF Programs.
Hill, James - James began his fire service career as a volunteer at Tyler Mountain Fire Department in 1999. He has held
positions of Captain and Training Officer. Since 2000, James has been employed with the City of St. Albans, WV Fire Department where he serves on the Water Rescue Team and the department Training Committee. James is a RESA and WVU
Fire Service Instructor.
Jones, Sturgill - Sturgill is a 30+ year veteran of the fire service. He has experience both with the Sissonville Fire Department and in the Industrial Fire and Rescue service at several local chemical plants. He was part of a team that responded from West Virginia to the Washington D.C. area during 2001 for Hurricane Isabell to assist in Swift Water Emergencies. Has served in various positions including Lieutenant, Captain, Instructor, and he currently serves on the department's Board of Directors. He is certified as a Firefighter II, Fire Officer II, Hazardous Materials Specialist, Fire Instructor
II, Rope Rescue Technician, Swift Water Technician, a Confined Space Technician, and EMT-B.
Jordan, Paul - Paul has been a Firefighter for 28 years, currently serving as a Captain for the Williamstown Fire Company in West Virginia. Has been employed by Finley Fire Equipment for the past 23 years. He is a certified West Virginia Fire
Instructor and is a Pro Board Firefighter.
Miller, Tom - Tom has 31 years of experience in the fire service. He is a Pro Board Certified Fire Instructor III; Hazardous Materials Technician; Swift Water Rescue Technician; a Certified Firefighter II and Fire Officer II, and has extensive training in all aspects
of Emergency Management and Response. He is West Virginia's Representative on the National Volunteer Fire Council and is a Firefighter with the Sissonville Fire Department. Tom serves as the NVFC's representative on the NFPA 472/473/1072/475 Technical
Standards Committees for Hazardous Materials and WMD Training. Tom is also on the Legislative Committee for the West Virginia
State Firemen's Association.

Niedbalski, Paul - Paul is a Lieutenant for the Charleston Fire Department (WV) as well as a captain for the Teays Valley
Fire Department. Paul is a 25 year veteran of the fire service and has been recognized for many achievements. A 1997
Firehouse Magazine Heroism Award, 1996 Governor’s Medal of Valor, and a 1997 West Virginia State Firefighters Association Award for Bravery. He has delivered programs across the country and is a Firehouse Expo H.O.T. Instructor, a member of the West Virginia Regional Response Team , and serves on the West Virginia Technical Rescue Committee.
Oldaker, Jim - Jim is a 39-year veteran of the Fire Service serving as Chief of the Alum Creek, WV Fire Department for
30 years. He served 10 years on the WV State Fire Commission and 3 terms as President of the WV State Firemen's Association. He is a certified Fire Officer 4, Fire Instructor 2, Fire Inspector 2 and Hazardous Materials Technician. He is also a
proud member of the “Dog Pound” as a Cleveland Browns fan.
Rader, Jan - Jan was hired by the Huntington Fire Department in August of 1994. She was recently promoted to the rank
of Deputy Chief where she currently services as the Commander of C-Shift. Jan is also a member of the Mayor’s Office of
Drug Control Policy. She is also a West Virginia University Fire Service Instructor.
Shedd, Jim - Jim is the Director of Public Service Training for RESA 3 and a member of the International Society of Fire
Service Instructors (ISFSI). HE has over 30 years of EMS and Firefighting experience. His career began at the Ravenswood VFD (WV) and has worked for several EMS agencies including Putnam County EMS and the Charleston FD (WV). He
also worked at the WV Office of EMS as the Education and Licensure Coordinator. While there he became a member of the
National Council of State Emergency Medical Services Training Coordinators serving on the Executive Committee.
Smith, Les - Les currently serves as a Captain with the Charleston Fire Department (WV). He started in the fire service
in 1986 as a volunteer in Northern Virginia. He is the team leader for the West Virginia Regional Response Team - Hazardous Materials and USAR.
Smoot, John - John started in the fire service as a volunteer firefighter for the Cedar Grove Fire Department and has
enjoyed a long fulfilling career in emergency services. As a Firefighter with the City of St. Albans Fire Department in the
early stages and then retiring from Kanawha County Emergency Ambulance Authority as Director of Operations. He has
been a member of the Teays Valley Fire Department since 1990 and is currently serving as Fire Chief. After retiring, he
became the Director of the EPTC for RESA 3 Public Service Training in Dunbar, WV.

Summerfield, Rick - Rick is a retired ATF Senior Special Agent/Certified Fire Investigator (CFI) and Explosives Specialist/
Bomb Technician, and is a former member of the ATF National Response Team. A graduate of West Virginia State Univ. and ATF's two-year CFI training program, and he has also studied fire engineering at the Univ. of Maryland and Seneca College, and is
trained in the use of mathematical fire simulations. He is a staff instructor at the ATF National Academy; National Fire Academy
and has been a lecturer at the International Law Enforcement Academies in Bangkok, Thailand and Budapest, Hungary.
Virag, Darin - Darin is a 17 year veteran of the fire service. He currently serves as a Captain with the Charleston Fire
Department (WV). He has a Bachelors of Science Degree in Biology and Chemistry. Darin is also a member of the West
Virginia Regional Response Team.
Wagoner, David - David has been a student of the fire service for more than 26 years. Currently he is the Chief and a
Life Member of the Pinch Volunteer Fire Department in Kanawha County, West Virginia. He is employed by the City of
Charleston, West Virginia Fire Department with the rank of Captain. He is a RESA Instructor.
Whittington, Glenn - Glenn has served several positions at the Buffalo Fire Department since 1975, including Fire Chief.
He became a Fire Service Instructor in 1984. He retired from Verizon Communications after 39 years. Now spends his
free time working with the WV State Fireman's Association, Putnam County Fireman's Association, and Putnam County Fire
Board. Is a past recipient of the WV State Fireman's Association Award of Valor.
