In case of disagreement on the interpretation of these rules the English text will be authoritative. The list of events in which each nation intends to compete must be received by June 16th, 1948. Final individual and team entries must be received by July 14th, 1948. Thereafter no alterations or additions to the entries can be made. Events : Men : 800 metres relay, free style (4x200 metres) Women : 400 metres relay, free style (4x100 metres) 10 SPECIAL RULES OF THE FÉDÉRATION INTERNATIONALE DE NATATION AMATEUR FOR THE GAMES OF THE XlVth OLYMPIAD, 1948 1. The regulation of all swimming competitions at the Olympic Games is under the supreme control of the Fédération Internationale de Natation Amateur (F.I.N.A.). Length of course : 50 m. width 20 m., depth 2-5 m. 2. The F.I.N.A. shall appoint all officials, and, as far as possible, the same officials shall officiate throughout the Games. 3. Entries shall be received by the country holding the Games at such time as may be decided by the Olympic Committee, the forms to be handed to the Hon. Secretary of the F.I.N.A. or his deputy, and to be at his disposal at the place of contest, at least seven days before the first contest. The F.I.N.A. Hon. Secretary shall immediately call a meeting of the committee appointed. They shall (a) make a complete draw for all events, (b) publish the draw at least four days before the first event. 4. The number of entries from each country for each individual contest shall not exceed three, and no reserves shall be allowed. 5. For team events, one team from each country may compete for each event, with four reserves for water polo and two for each team swimming event. In addition to the privilege of competing in any of the heats or the finals in swimming or 11 diving competitions the swimming or diving entrants of any country shall be allowed to compete as reserves in the water polo and relay events. If a team in a heat (round) started with one or more ordinary reserves or such ones as just mentioned, the said team shall have the right, in the eventual succeeding heats (rounds) or final to replace such reserve or reserves by the ordinary members or other reserve member or members of the team. Ten days before the commencement of the Olympic Games, the Hon. Secretaries of all the countries sending competitors shall send to the General Organising Secretary of the country holding the Games a list of any competitors entered who are not starting, so that the non-starters may be eliminated from the entries. 6. Programme of events : 100 metres free style for men 400 metres free style for men 1,500 metres free style for men 100 metres free style for women 400 metres free style for women 100 metres back stroke for men 100 metres back stroke for women 200 metres breast stroke for men 200 metres breast stroke for women High diving for men, the height of the platforms to be 5 and 10 metres Spring board diving for men High diving for women, the height of the platforms to be 5 and 10 metres Spring board diving for women 800 metres team race (4 men, 200 metres each) 400 metres team race (4 women, 100 metres each) Water polo for men 12 7. The fixed daily programme can only be altered, under exceptional circumstances, by the Management Committee of the F.I.N.A. Every alteration must be announced on the official notice board at least 24 hours before it comes into force. 8. The competitions take place during the space of eight days. The organising country fixes the date. Competitions are held morning, afternoon and evening. 9. At the Olympic Games in the Spring Board Diving Contests and the High Fancy Diving Contests there shall be executed the dives prescribed by the F.I.N.A. Rules for Diving, and no other dives may be added by the nation arranging the Games. For men the Spring Board Diving Contests shall consist of five compulsory and five voluntary dives. The voluntary dives must be selected out of five different groups. For women it shall consist of four compulsory dives and four voluntary dives in accordance with the preceding rules governing the men's contest. The High Diving for men shall consist of four compulsory and four voluntary dives ; for women it shall consist of four compulsory and two voluntary dives. The compulsory dives have been fixed for the current Olympic Period by the Diving Committee of the F.I.N.A. as follows : A. (10 m.) 3 m. 1,2 1,6 1,9 1,2 1,2 1,8 1,9 1,6 1,4 1,4 1,1 1,2 In Water Polo, the system of groups shall be adopted, on the basis of the following principles : The Committee of Management is empowered to select the head teams of each group on the basis of previous Olympic and Continental championship tournaments, inter-nations matches, etc., and to make the draw of the remaining teams. The teams taking part in the tournament are thus divided into groups of three or four teams. In each group every team is to play against each opponent. First and second team of each group have to play in a new (second and/or final) group, each team again playing against every opponent. Matches played between two teams 14 in a previous group shall not be repeated, and their result shall count for the whole tournament. The same teams shall not meet twice. Two points shall be awarded for each win, 1—1 points for a draw. Points gained in a previous round shall count in that round only, and placings in the next or final round shall be established on the basis of points gained in the next or final round. In cases of equality of points the goal average (number of received goals, multiplied by 100 and divided by the number of given goals) shall decide. If the goal average proves equal, a new match shall be played between the two teams to the finish, with extra times, as the case might be ; in the event of the scores.being equal at the expiration of time, the teams shall play three minutes each way, with one-minute intervals, and repeat, until a decision is reached. There shall be an interval of ten minutes allowed at the expiration of time, and the same period allowed between any further extra time. In case a team taking part in the water polo tournament declared forfeit or was disqualified for one or more matches, the match or the matches shall be awarded to the opponent with a goal score of 5 : 0. 10. The Committee of Management shall be the Bureau or Committee of the F.I.N. A., and they shall have power if they think it advisable to add to their numbers by the addition of one representative of the country holding the Olympic Games, one representative from the United States and one representative from Australia. Their duties shall be : (a) to make the draw, etc., (b) arrange the programme of events, (c) take charge of the entire management of the contests, (d) appoint all officials, (e) decide all protests or other matters that may arise during the Games. This Committee shall have four members, all of whom must be representative of different countries, in addition to the 15 President, the two Vice-Presidents and the Hon. Secretary, who shall be ex-officio members of the Committee, four members to form a quorum. Should any member appointed be absent from the Games, the remaining members shall have power to appoint substitutes. This Committee shall be elected at each Congress of the Federation. 11. It is not desirable that exhibitions or displays outside the usual Olympic programme should be held during the Games unless with the authorisation of the F.I.N.A.
