Office for Victims of Crime
The Office for Victims of Crime (OVC) is
charged by Congress with administering the
Crime Victims Fund (CVF), a major source of
funding for victim services throughout the
Nation.
Mission: To enhance the Nation’s capacity to
assist crime victims and to provide leadership
in changing attitudes, policies, and practices in
ways that promote justice and healing for all
victims.
Crime Victims Fund (CVF)
Authorized by the Victims of Crime Act (VOCA)
of 1984, as amended, Title 42 U.S.C. §§
10601-10608. The VOCA amendment formally
established OVC within the Office of Justice
Programs, U.S. Department of Justice in 1988
to administer the Crime Victims Fund (CVF).
Crime Victims Fund (CVF)
The CVF is comprised of fines, criminal penalties, and
bond forfeitures from convicted federal defendants—
no taxpayer dollars are used. It was one of the first
major sources of funding to support national efforts to
assist crime victims and the only federal source to
address victims of all types of crimes. The Fund
supports statutorily created programs:
• Children’s Justice and Assistance Act of 1986 (CJA), Public Law 99401;
• State Crime Victim Compensation Programs;
• State Crime Victim Assistance Programs;
• National scope training and technical assistance (TTA), compliance
efforts, demonstration programs, and support for direct services to
federal crime victims; and,
• Antiterrorism Emergency Reserve Fund.
Crime Victims Fund (CVF)
The CVF also supports DOJ operational costs
via statutory set-asides (P. Law 107-77) for:
• 170 EOUSA Victim Witness Coordinators and
Advocates
• 134 FBI Victim-Witness Specialists
• Federal Victim Notification System

Vision 21 designs a philosophical and strategic framework to transform
the response to victims of crime in this country.

Literature reviews provided a foundation for examining the current state of
affairs in the crime victim services field.
Stakeholder input and recommendations from traditional and
nontraditional arenas were gathered to inform the transformation of the field.
The Vision 21 report synthesizes the findings and presents a set of
recommendations to drive broad, cross-cutting strategic change in the
victim assistance field.
This is the first comprehensive assessment of the victim assistance
field in nearly 15 years and is an opportunity for real change in the
role of victim services in the Nation’s overall efforts to ensure the safety
and well-being of communities.

Elder Abuse Training for
Legal Service Providers
An interactive online training course that teaches
legal aid and other civil attorneys how to identify and
respond to elder abuse. This training course
includes a variety of information, tools, and
resources, from interactive client scenarios to
printable materials. Three training modules are
currently available with additional modules set to be
added in 2015.

Responding to Transgender Victims
of Sexual Assault

and support of transgender victims of sexual assault,

Through this TTA Initiative, OVC TTAC and the National

to develop and deliver training and provide technical
assistance to the legal community.
