In customary and usual fashion, I also, greet you in the name of our beloved Founding Fathers: Bishop Edgar A. Love, Dr. Oscar J. Cooper, Professor Frank Coleman and Dr. Ernest E. Just. The Year in Review Another year has passed and with this second year it has been my priority to bring more focus to the business of Omega in the 5th District. While focusing on training and the consistency of operations at the district level we have attempted to facilitate the flow of ideas and best practices, bilaterally. Last year your elected officers were, for the most part, new in their positions. This year I feel like we became more self-assured and purposeful in our actions. As we looked beyond our current offices we began to look at how we can improve the operations of the 5th District for years to come. Each Officer and Committee chair was tasked with developing a contact list for each coordinating position holder at the chapter level and to conduct at least one conference call per quarter. Some were able to accomplish this charge, others were not. In addition to improving the organizational functions of the district I continue to focus on reclamation and retention as the backbone of growth in The Fifth. Keeping in mind that Member Selection truly takes care of itself from a growth perspective, reclamation and retention require my advocacy. MSP requires my oversight. At no time have I visited a chapter or attended an event sponsored by brothers when someone didn’t offer asssitance. “Brother DR, let me know if there is anything that you need….how can I help?” Those expressions of support are always appreciated and encouraging. I serve at your pleasure and it is all of us that make the 5th District successful in our own individual way, but as one. On the International level, as a member of the Supreme Council, I have consistently expressed the views I believe best represent the unified voices of the Legendary Fifth District. I have shared information and insights on a flow basis through our monthly DR Conference Calls, Emails, District Website posts and Chapter visits. Supreme Council meetings have been held in Rochester, NY, Kansas City, MO (International Leadership Conference) and Atlanta, GA (International Undergraduate Summit). There have been numberous DR Conference Calls and Supreme Council Conference Calls. The status of our District’s Initiatives are as follows: Project Scholarship 5th D continues to operate with the requirement that every undergraduate MSP candidate list consist of an aggregate GPA of 2.75 on a 4 point scale. In the past year there have been new members initiated at Gamma Theta; Phi Eta; Eta Beta; Mu Zeta; Iota Beta; Rho Lambda; and Rho Psi. Our undergraduate chapters overall GPA have improved as a direct result of this project. Please refer to the District Scholarship and Lead Advisor’s report for detailed information. I have continued the monthly conference calls with the chapter Basileus and district committee chairmen. Participation has consistently leveled out in a range of 12 to 20 participants each month. Participation is averaging 15 to 20 callers. We need more. Over the past year our committee chairmen positions have experienced some modification. Bro. Lloren Foster accepted responsibility for the Scholarship Committee, Bro. Randy Crawley accepted the assignment to the Lead Advisor position and the Rules Committee was reassigned to the District Counselor, Bro. Christopher Taylor. With the concurrence of the District Council I have added three positions to the Budget Committee. Those positions consist of Bro. Sheldon Lightsy, Basileus, Theta Omega; Bro. Erskine Oglesby, Basileus, Kappa Iota; and 2nd Vice DR Orlando Carter. The 5th District continues to require the talents of it members on committees and in leadership. The joint MSP concept is gaining traction and is being utilized more widely throughout the district. The middle Tennessee chapters have signed a Memorandum of Aggreement addressing issues of previous disagreement and are making marked progress toward the dismantling of attitudes that divide chapters there. The objective continues to be to “build in” uniformity of how neophytes enter this Fraternity. This theoretically eliminates divisive issue of “how you were made.” While my bi-weekly “blog” that is posted to the 5th District website had a good start, I have unfortunately failed to consistently post my editorial comment. The blog is designed to promote dialogue and encourage thought about how we view our Fraternity and each other. It continues to be my intent to post a new composition every 14 days. The sharing of ideas is critical. Likewise our beloved Founding Fathers: Bishop Edgar A. Love, Dr. Oscar J. Cooper, Professor Frank Coleman and Dr. Ernest E. Just. Let us be ever reminded that Friendship is Essential to the Soul. I have expressed, and will continue to express, my appreciation as it has been my distinct and overwhelming pleasure to serve in the capacity of 1st Vice District Representative. You have allowed me the opportunity to go far and beyond my dreams in allowing me to serve this legendary district and our dear Fraternity. My previous 2 years of service as your 1st Vice has been filled with positive revelation and enormous growth. I have been afforded the opportunity to work with, and continue to work with an, awesome Executive Committee, Committee Chairs, and the brotherhood of the members who compose this Legendary 5th District. I will offer a recap of the events and opportunities experienced since taking this seat. I was unable to attend the Leadership Conference in July due to prior work obligations. In October, I attended the 5th District Undergraduate Summit (Nashville, TN) with our special invited guest, Brother Tony Q Cobb, 2nd Vice Grand Basileus. I had the privilege of presenting to the undergraduate brothers on some of the basics of chapter operation, specifically the importance of keeping up with their respective chapter rosters and how to access many of the online tools that the Fraternity has put into place for their use. I always jump at the opportunity to share with the undergrads the knowledge and know how I’ve gained from serving as 5th District for KRS for a number of years. In November, I attended the Fall District Council Meeting (Bowling Green, KY). I gave a brief presentation on submission of Form 77, and the new digital format that will be used from this point on. Brothers were reminded about the dates of consideration for the various awards (Omega Man, Superior Service, Founders Award, etc.) that should be from the start of the previous fiscal year ending at the current fiscal year (November 1 to October 31). I was able to attend the Undergraduate Summit in Atlanta, GA this year, the first time in about 4 years. There were various opportunities for training as well as having the opportunity to sit in on the DR meeting after the Supreme Council Meeting. I have aided our DR by stepping in when needed, and carrying out my orders to completion. Most recently, Brother DR has allowed me to take the lead in a joint chapter venture within the Nashville area. I want to extend my sincere appreciation to the standing committee members and the hard work they continue to do. Brothers, there is still much work to be done for Omega. Sam McKenzie, District Keeper of Records and Seal April 2014 Greetings Brothers, Welcome to Jackson, TN and the Sixty-Sixth Fifth District Meeting! The Brothers of Theta Iota have done a wonderful job preparing for this important event and should be commended. I again challenge each of you to rededicate yourselves to the cause of Omega and the 5th District. It has truly been a pleasure to serve as your District Keeper of Records and Seal this past year and I look forward to updating our district’s ability to transact the business of Omega! The work is considerable however the mark has been met. I continue to work closely with our 1st Vice District Representative Bryan White, Keeper of Finance Lewis Jones and District Director of Public Relations Quincy Snider in supporting our District Representative Earl Young on several fronts that will lead to greater efficiencies associated with transactions between the local chapters, the District and the International Headquarters. I’ve attended numerous KRS International Calls with the Grand KRS and District KRSs to learn new and better ways to collect information from our Local Chapter KRSs and keep the District Representative abreast of the Ways and Means of the Fifth District. Thank you for allowing me to attend the 2013 Leadership Conference in Kansas City, MO where I had the opportunity to train with several District KRSs and glean from them processes and spreadsheets that I am beginning to use to improve both the ease of transmission, the content of our activities and maintenance of rosters. Lastly, I take an active role in the District Call held on the second Tuesday of each month. Listed below are a few of the new initiatives that I have either accomplished or currently pursuing: Generated a Matrix that tracks each Chapter’s attendance at the International and District Meetings (i.e. Conclave, Undergraduate Summit, Leadership Conference, District Meeting and Fall Council) dating back to 2010. I generated a spreadsheet for the DR that gives a snapshot of how each chapter in the 5th District is operating/performing (i.e. Form 37 Activity Report, District Call attendance, payments beginning FY14) We are working to create a standard KRS Manual for use across the Fraternity that will streamline our processes and allow IHQ to respond more quickly to our submissions and requests. Working to create a modernized District Dues Remittance Form, and will continue to work to get Electronic Banking enacted in the Fifth District. Goal is to have electronic payments beginning FY15. Preparing to formalize the 5th District Delegate Credentialing Process beginning at the 2015 District Meeting. We (DR and I) have been working diligently to clean up the local chapters’ rosters and getting our inactive chapters placed in the proper status so that when there is a status change we can get them active in a timely fashion. Submitted two recommended changes to our Bylaws Committee Chair for consideration. These changes will allow our District greater flexibility in conducting our business Finally, we have been working with several inactive brothers that want to reestablish the Fraternity’s presence in Upper East Tennessee and Western Kentucky through the reactivation of both the Graduate and Undergraduate Chapters in their areas. Both Phi Tau and Upsilon Iota Iota are newly activated graduate chapters. Theta Zeta and Alpha Beta are undergraduate chapters that also are getting close to regaining our once strong presence on their respective college campuses. It has been a great year in the 5th District and I am pleased to report I have completed the District’s requirements for the position of DDPR as well as my personal goals for this position. I have been extremely diligent to raise the communication levels of the 5 th District as well as promote the great and awesome work of Omega that we complete in our Legendary District. Additionally at this year’s 66th District Meeting I have introduced a road map to the 67 th District Marshal titled “5th District Meeting Planning Guide”. Working with our 21 st District Representative and several past/present District Marshals I developed a guide to planning our meetings. This will hopefully reduce the number of times we have to re- invent the “planning wheel”. Information and communication are key essentials in any organization hence I have invested much of my time concentrating on internal relations this past year. I have been able to bring some of my skills to this position and standardize many protocols of the 5th District as well as bring positive attention to our Legendary District. If the Brotherhood permits I look forward to extending the work of Omega this year by adding external relations to our portfolio. I have several ideas and programs that can promote our District on a higher level. Finally I must recognize the staff of the 5th District Public Relations committee. Again, I want to share how privilege I am to be an Omega Man. And, what a privilege it is to continue to be the District Chaplain of the Legendary 5th District of the greatest Fraternity in the world! For the past 40 1/12 years, I've been blessed to serve Omega, from my roots through Psi Tau Chapter to being the 1st Omega at the University of Kentucky (Rho Lambda Chapter), to the Lexington, KY community as a Husband (Brenda Carter for 36 1/2 yrs,), to as a father -Bishop IV, (Psi Psi Chapter, '98), BJ (Psi Psi Chapter '02), Brenda 2 (Delta Sigma Theta, TSU, '04), and Tika; as a Pastor at Bethsaida Baptist Church for the past 31 1/2 yrs.; Moderator of the Consolidated Baptist District of KY (58 churches of central KY); as Chief Chaplain of KY Dept. of Corrections ( retired 2004); and Director & Faculty Member- Simmons College of KY (since '94). It's been a privilege to serve Omega from being PTA Presidents to 4H Counselor, to Junior Pro President, to NAACP & Urban League Committee Chairman, to Fayette County School Advisor Board members, to name a few. Oh, what a privilege. One of the most valuable times in my life was to receive my 40 year pin & represent the Legendary 5th District at the Omega Psi Phi Leadership Conference in Kansas City, Mo. in August of 2013. Through the ministry that our Lord & Saviour has given me, I am still privilege to serve our Lord with much concern due to the influence of the four Cardinal Principles: Manhood, Scholarship, Perseverance, and Uplift. The Fifth District 65th District Meeting Minutes District Meeting April 4, 5 & 6, 2013 Knoxville, TN By Bro./Elder James Jackson, Jr. 5th District Keeper of Records and Seal Brother Brian White introduced the District Officers and the Former DR’s in the following order; District Chaplain (Dr. Bishop Carter, III), District Counselor (Christopher Taylor, Esq.), Keeper of Finance (Lewis Jones), Keeper of Records and Seal (Elder James Jackson, Jr.). Former DR’s (Brother Jefferson, Brother Morris, and Brother Jackson, Bro. Griffin and the current DR, Brother Earl Young. Formal Opening Brother James Jackson, Jr., District Keeper of Records & Seal, with the assistance of Bryan White, 1st Vice D.R., conducted roll call. {All Active Chapters, District Officers and past D.R.s were accounted for. 17 chapters answered for the roll call. The house was divided with voting members delegates on the left and non-voting members on the right. Immediate Past DR Ed Morant announced that he would be running for the position of Grand KRS. He stated that his experience on the Grand Council and personal involvement with other past DRs gives him An outstanding outlook of the fraternity and knowledge of it’s working. He stated also that he would need the brothers’ support in this effort. Former DR Morris made a motion for the district to support him by allotting $7000 to Bro. Morant to be used towards his expenses and it to be divided into 2 equals amounts of $3500, the first to be issued from this meeting. The motion was seconded and the body voted approval. DISTRICT OFFICER REPORTS Brother DR presented his State of the District Report: (Pg. 5 in printed DR Report) - - - Every undergrad candidate line must have an aggregate 2.75 GPA on a 4 point scale Have continued monthly calls with chapter Basileus and district committee chairman New committees have been added and there will be some changes in existing ones An ongoing “Blog” has been added to the 5th District website There was an attempt for a joint session MSP but there was a lack of cooperation on the member level and ineffective leadership on the MSP Coordinator, Basileus and DR level. Several chapter were visited Use of technological tools have been expanded Represented the district on International conference calls, meetings, trainings and Grand Council Meetings. Bro. Morant covered for me at the Undergraduate Summit and the concurrent Supreme Council Meeting, due to a personal absence. Disciplinary Actions have included 3 chapter suspensions, which have been listed; 6 individual suspension, with 3 still active and 1 expulsion. The Fifth District MEMBERSHIP SELECTION PROCESS CHAIRMAN REPORT The Fifth District Membership Selection Program is continuing to move forward toward producing outstanding Omega men. The MSP chairmen are working hard to improve their area through educational training of the Brothers. At the beginning of the year the district conducted a training session that recertified brothers on the MSP procedures. The area MSP chairmen have the responsibility to recertify the remaining brothers. As a reminder all brothers are required to complete the IHQ self pace computer MSP test once every 5 years starting FY2013. There have been several MSP activities conducted throughout the fifth district with several programs started prior to this conference and will be completed prior to the Conclave. At this time the cost for new members is: Undergraduates is $950.00 for IHQ + $284.00 for District + $35.00 Initiation fee + Chapter Dues; Graduates is $1155.00 for IHQ + $344.00 for District + $35.00 Initiation fees + Chapter Dues. Tennessee: Jackson MSP committee has conducted recertification training at Theta Iota, Kappa Sigma, and Iota Zeta. Memphis MSP committee has conducted several recertification training for the chapters in the area Epsilon Phi, Chi Psi, Xi Zeta, and Sigma Lambda Lambda. MSP program was completed for XI Zeta, University of Memphis. Chattanooga MSP committee completed a process at Eta Beta, after conducting recertification training. MSP activity was conducted at Rho Psi chapter. Kentucky: Lexington MSP committee has been involved in the following activities over the past year: Conducting a MSP program at Northern Kentucky University, University of Kentucky, and Psi Tau chapter. We completed MSP for three members at Eastern Kentucky University. At this time have no activity is being conducted at Kentucky State University. Louisville MSP committee has been involved in member recertification training. The graduate chapter conducted a MSP program for 3 new members. An MSP program at Pi Eta, University of Louisville produced 3 members. Bowling Green MSP activity included processes for Gamma Theta, Western Kentucky University, and Theta Alpha Alpha. I conducted MSP training at Pi Eta, Paducah, Kentucky. Chapter is preparing to work with Murray State University to reestablish the chapter there. All MSP programs are directed by IHQ to be completed by April 18, 2014. Information on future MSP process activity after that date will be given out later. JEFFERSON-CHAIR February 18, 2014 It was recommended that the By-Laws be reprinted at the 65th District Meeting in Knoxville denoting the amendments regarding the Talent Hunt-Article X11 and Scholarship –ArticleX111. However, the reprinting has been cancelled due to the submission of two amendments by District KRS McKenzie (Article X, Section 4 – Dues and Taxation and Article XIV, Section 2 – Proposal of Amendments) and one amendment by Past DR’s Morris and Bishop (Article V. Section 3 – Elections). The new amendments were not submitted pursuant to Article XIV, Section 2 and will only be presented at the 66th District Meeting for discussion or changes, but cannot be approved until the 67th District Meeting in Lexington. Duke, 5th District Talent Hunt Chair Committee Report 1 March 2014 Goals and Objectives for the 5th District: To ensure that all chapters of Omega Psi Phi Fraternity are provided the same guidelines, and to improve their ability to present a quality Talent Hunt program in their local community. Our ultimate goal is to provide consistency in the process used to identify gifted and talented students of the visual and performing arts. The fifth district will continue to provide scholarships and resources for our district and national presenter/winners. One major goal is for all chapters to hold a Talent Hunt program; any chapter unsure of the ability to put on such a program should contact the 5th District Talent Hunt Chair for assistance and support. Achievements: New International Talent Hunt Guidelines approved by the International Talent Hunt Committee will be utilized by all entities (local, district & national). All forms/adjudicator sheets have been updated. Now online at the district level in pdf files: Drama, Dance, Instrument solo, Piano solo, Art-Painting, Tabulation sheet, Contestant application and Parental consent form. All local chairmen should review the following: Basic rules for participation and procedures for conducting a successful Talent Hunt. Best Practices: All local, district and national Talent Hunt participants will use the same presentation, on every level. There will be no changing of performance at any level. All local winner forms will be sent to the 5th District Chairman no later than 2 weeks prior to the district meeting. Late entrants will not be featured in the 5th District Talent Hunt Program. Things to improve: Each local Talent Hunt Chairman needs to complete and report the following: Number of contestants participating, the amount of student awards and this same information for previous years forwarded to the 5th District Talent Hunt Chair so historical data can be compiled. Settles, 5th District Retention Chairman February 25, 2014 Brothers of the Legendary Fifth District it gives me great pleasure to have been privileged to serve you in the capacity as chairman of this committee for the last 9 years, and to participate in this the 66th Fifth District Meeting. The Retention Committee Reports for 2013 an average retention rate of 26 percent. This figure is derived from the number of new Fifth District brothers inducted into the fraternity by the membership selection process during the period November 1, 2010 through October 31, 2011 as shown in the records of the International Headquarters. The workshop template strategy has been tried, tested, and has proven to be effective to date. It is recommended that each graduate chapter in the Fifth District perform this workshop annually and jointly with their local undergraduate chapters between the months of April and June. The Service Awards Program strategy will give a brother incentive to stay financially and physically active with his local chapter after he has been newly inducted or recently reclaimed. Hopefully, this strategy will be adopted, embraced, and implemented by the District. This program strategy will increase the retention of new fraternity brothers; and, it will increase the reclaiming of our more seasoned, stalwart brothers who have drifted away from the brotherhood for various reasons. Should the recommendation be approved by the District, the Retention Committee will need an initial budget of $500 to cover the cost for procuring a modest number of service awards to present at the 67th Fifth District Meeting in 2015. An analysis of this program strategy should propagate the conclusion, this small investment will pay much greater dividends in the future of the Legendary Fifth District.
