W
elcome to the third Annual Meeting of the Chesapeake
& Potomac Association of Collegiate Registrars and
Admissions Officers! Third time’s a Charm! The CAPACRAO Executive Board is so excited to have you attend our third
annual gathering for great professional development and networking.
The association has been very busy this year. Here are some of our
accomplishments:

performed our first audit by our audit committee








purchased liability insurance for the organization
applied for tax exempt status from the IRS
implemented online payment for membership dues and conference fees
developed a conflict of interest policy and whistle blower policy
developed a leadership manual and executive board responsibilities
established templates for end of year reports for the executive board and CAPACRAO
committees
and in November will have our first leadership training for our new executive board members and committee chairs
I am also very excited about increased membership involvement in all CAPACRAO committees.
A very warm shout out to the program committee chaired by our President-elect Joellen Shendy and
the Local arrangement committee chaired by Diane Major for all their hard work over the past year.
You will experience quality sessions & roundtables, great food and what would our conference do
without our Monday night evening event (which this year is “Disco Night”…be sure to dress appropriately)! Also, many thanks to our presenters and moderators in their willingness to share their
ideas and innovations! And, last but certainly not least, a huge round of applause to our corporate
partners for their continued support of CAPACRAO; especially our Platinum level vendors.
Over the many years I have been involved in higher education, I have valued the opportunities I have
been given for professional development. Not only has it made me a better professional, but the
knowledge I have gained has allowed me to offer better services to students, faculty and staff. I truly
treasure all the friendships I have developed that offer me great resources and information when
needed and provided wonderful, fun memories at networking events. I hope through CAPACRAO
you find this true too!!!

Adrian Cornelius
University Registrar
University of Maryland, College Park
Adrian Cornelius’ career spans over 30 years of administrative and teaching experience in higher education. Adrian is a past-president of the Florida ACRAO, a member of the CAPACRAO founding committee, and a contributing writer for the “Field Notes” column of the AACRAO Connect publication. Adrian developed a passion for education early in his life, and pursued a bachelor’s degree in education, graduating magna cum laude from
Universidad de Oriente, in Venezuela. While in college, Adrian became particularly interested in the field of education administration, and later obtained a master’s degree in higher education administration from Baruch
College of the City University of New York, a specialist degree in education
leadership from Georgia Southern University, and a doctorate degree in
higher education administration from Georgia Southern University. Adrian
has worked in large and small institutions in many roles. Currently the University Registrar at the University of Maryland, College Park, Adrian is actively involved in the implementation of student systems and has worked
extensively on improving academic support services through the use of
innovative technology. His professional fulfillment comes from being able12
to assist students on their pathway to a successful life.

Meredith Braz

AACRAO, Vice President for Leadership &
Management Development, 2015-2016
Meredith Braz is Registrar of the College at Dartmouth College, a member
of the Ivy League located in Hanover, NH. She supports and advances the
systems and structures of Dartmouth’s unique learning environment and
safeguards the integrity of the institution’s regulations and records as she
provides leadership to advance the priorities and initiatives of the Arts and
Sciences. She serves on several key Faculty and Administrative Committees
and has provided leadership for over a dozen new project implementations in the last year alone, which includes a new student data warehouse
to improve reporting, a new online course approval routing system, and
implementation of student access to faculty course evaluations. She published a chapter in the book Leadership Lessons: Vision and Values for a
New Generation, AACRAO, ed. Lonabocker, 2013 and was recently elected
AACRAO Vice President for Leadership and Management Development.

Frances Burman

Academic Program Manager, Department of Epidemiology
at Johns Hopkins Bloomberg School of Public Health
Fran Burman is the immediate past-president of MSACROA. As
a part of the organization for the past 25 years, Fran has held
many of the leadership roles within the Local Arrangements
Committee prior to joining the executive board in 2013. This
year, she has led the Committees of Nominations and Elections and Honorary Memberships. Fran also serves as the Academic Program Manager for the Department of Epidemiology at the Johns Hopkins Bloomberg School
of Public Health where she has worked in student services for 18 years. Academic
Program Managers coordinate all aspects of recruitment, retention, graduation,
academic advising, and mentoring for the individual departments. It is a unique
role that affords interaction with students, faculty, and administration and leadership. Fran earned her BA in creative writing from Towson University and her MS in
Counseling focused in Higher Education at Johns Hopkins University. She also holds
a post-graduate certificate in career counseling. In her spare time, Fran enjoys
photography and has shown photos in galleries on the Eastern Shore.

Higher education institutions are hotbeds for data, and are therefore particularly
vulnerable to cyber criminals seeking to obtain sensitive data such as SSNs, credit
card information, photographs, signatures, and health records. Records breaches
have been increasing in recent years, propelling the need for institutions to do
what they can to prevent attacks, or avoid careless exposures. Regretfully, however, best preparedness efforts might prove inadequate, or insufficient, against sophisticated hackers, and an institution may all of a sudden find itself facing the
dreadful circumstance of having to deal with an information breach. This session

With changes to Federal and State regulations regarding residency, UMBC's Office
of Admissions conducted an institutional reevaluation of residency classification
processes. In this session, the presenters will share their year long process, what
they learned, how residency is now classified, and will provide recommendations
for best practices. Attend this session to learn some simple do's and don'ts on the
collection, interpretation, documentation, and communication of residency status.
M16303 What Do We Need? Grades! When Do We Need Them? Now!

Are you frustrated because you can't get faculty to submit their grades on time?
Do you have a backlog of missing grades that is larger than you care to admit?
Grades play a important role in higher education. Not only do they serve as indicators of academic progress towards a degree or certificate, but they are increasingly used to determine whether students can continue to receive federal financial
aid. Yet in spite of the weight given to grades, it is an ongoing challenge to ensure
the timely reporting of grades to the Registrar's Office at the end of each academic
term. Failure to obtain grades during the prescribed grading period often results in
a pileup of missing grades which can become difficult to manage over time if left
unchecked. This session examines the various aspects of these two intertwined
issues. It will explore strategies to make the grade collection process more efficient and leverage the associated metrics to advantage.

It is the dawn of a new era for higher education. New and re-imagined models of
educating students are emerging - among which Competency Based Education
(CBE) holds great promise. While CBE is not new, it is surging in popularity. How
does the paradigm shift which CBE brings affect how we provide evidence to the
student of their learning journey? What conversations are occurring at your institution regarding competency based education? This session focuses on the challenges in developing a new extended transcript for CBE. System challenges with
interoperability, potential for electronic delivery that is interactive, and depth of
granularity of the data on the document are just some of the questions that must
be answered. Traditional boundaries will disappear when it is the demonstration
of learning that counts. How do we develop a new way to showcase learning while
assuring our current consumers of transcripts feel at home with the new reality?

Online orientation can provide an opportunity for your institution to redesign or

Southern Maryland has been developing an online orientation to meet the needs

This amendment is to clarify a couple of job duties of the Treasurer.
ARTICLE III: Officers Section 5. The Treasurer shall be the cus-
todian of the funds of the Association. The Treasurer shall
collect dues and fees, and shall pay all bills rendered to the
Association when approved for payment by the President.
The Treasurer shall prepare a financial report to be presented to the members of the Association at the annual meeting. The Treasurer will file federal and tax forms each year.
The Treasurer will serve as the liaison with the audit committee.
This amendment is to clarify how the President reimbursements
are approved.
ARTICLE III: Section 6. The immediate Past-President shall
chair the Nominations and Elections Committee. The PastPresident shall also serve as liaison with other professional
associations. The Past-President will approve any bills to be
reimbursed to the president.
This amendment is to clarify how long a committee member
term will be.
ARTICLE IV: Committees Section 1. There shall be a Nomina-
tions and Elections Committee chaired by the PastPresident, with at least two additional members, who do
not serve on the current Executive Board, appointed by the
President and approved by the Executive Board. The com34

mittee shall be selected after the Annual Meeting and serve
until the following year’s Annual Meeting. Careful consideration should be given to the composition of the committee
to assure cultural diversity and representation from both
registrars and admissions officers, and to strive for representation from 2-yr and 4-yr, and public and private, institutions. The committee’s duty shall be to select nominees for
all eligible elective offices and to report to the Association
during the Annual Meeting. Membership term of a committee
is two years.
This amendment changes how CAPACRAO will be audited in
alternate years when an external audit is not conducted.
ARTICLE V: Finance: Section 5. An external audit of the fiscal
records of the Association shall be conducted after the
conclusion of the Annual Meeting in odd years, in conjunction with the beginning of the new Treasurer’s term. In alternate years, an audit shall be conducted in a manner prescribed by the Executive Board. by the Audit Committee.
