Maintenance programs are often underfunded

•California SB 1608, which addresses Certified
Access Specialist (CASp) Americans with
Disabilities Act (ADA) compliance, has
added new challenges to facility planning as
commercial infrastructure leaders evaluate their
accessibility infrastructure to accommodate
services.

infrastructure becomes “out of sight and out
of mind,” until new infill construction becomes
necessary—creating expensive and timeconsuming consequences.

Plan – ADA certification and
compliance
New ADA federal standards, implemented in
California in March 2012, address elements
in existing facilities that are subject to
“supplemental requirements” and must be
brought into compliance quickly. Our CASp staff
provides planning and reports to confirm facility
eligibility for receipt of protection afforded by
current California legislation. Completion of such
reports enables arbitration in lieu of lawsuits
for ADA claims. Atkins’ engineers, architects,
cost estimators, and construction managers
can provide a complete compliance package
with budgets, schedule for completion, and
construction management services. Through
our GIS/mapping services, we provide an
Internet “dashboard” of compliant ADA
walkways, parking locations, and all accessibility
paths throughout the facility. We also offer
monitoring and updating of the report to

Atkins’ commissioning team includes experienced commissioning
professionals who perform retroactive or retro-commissioning—
even if the buildings were not commissioned upon completion.
When efficiency issues and concerns are found, repairs and
modifications are suggested and designed to improve airflow,
electrical systems, and water flow to reduce energy usage,
improve comfort, and prolong equipment life. Retroactive
commissioning has proven to lessen energy costs by as much
as 35 percent. With the U.S. federal government mandate to
reduce building energy usage 30 percent by 2020, commissioning
is becoming a key component of operations and maintenance
