Review of January and March 2010 PAAC meeting minutes: No Changes

Treasurer Financial/Finance Committee Report:
a. Account Balances:
• Certificate of Deposit (CD) account fund as of May 10, 2010, is $53,797.86.
• Checking account fund as of May 10, 2010, is $38,698.82.
b.
Attorney Fees::
• Attorney fees services are on-going and have been paid. The finance
committee recommends that the cost is monitored and if necessary a budget
change is made.
c.
2010 Taxes:
• An extension was filed, so additional documents could be provided to the
accountant. The taxes will be prepared and submitted soon.
d.
2011 Proposed Budget:
• The 2011 Budget and codes have been prepared.
e.
2011 Proposed Budget Amendments and Vote:
• Due to this years meeting schedule, the Finance committee recommends that
the Board of Directors makes a motion to “review the 2011 proposed 2011
budget today, submit any amendments in writing to the PAAC president by
June 15, 2010, and to vote on the final proposed budget at the July 2010 PAAC
meeting.”

Special Projects:
• The request for funds from CCPOA for special projects was passed at the last
PAAC meeting. A draft letter has been prepared and will be submitted soon.
Communications/Comments/Announcements:
a. PC 830.2 Proposed Legislation:
• Proposed legislation was initiated to make parole agents 24/7 peace officers.
The legislation was supported by Robert Ambroselli and Melinda Silva and
majority of the Board of Directors because it provided legal protections to
agents when assisting other law enforcement agencies with non-parolee
interactions. It also provides for funding for additional CPOST training. Ms.
Boudreaux believes this legislation is a main table item, therefore, it should not
be passed. CCPOA also opposed legislation. Note: without the passage of the
legislation per PC Parole Agents may be left liable for action taken when
assisting other agencies.
• Region II members were surveyed to determine if they supported or did not
support the PC 830.2 legislation. All members gave a show of hands in favor
of the legislation.

b.
Field Training Officer (FTO) Pilot Program:
• A FTO is a program that is slated to be piloted with the September 2010
Academy. Essentially, after graduating from the Parole Agent Academy, a
graduate will be partnered with a FTO for 10 weeks. The graduate will not
have a caseload. The FTO is responsible to complete on the job (OJT) training
and test the graduate. Once the 10 weeks is completed the graduate will be
assigned a caseload. Note: Not passing the OJT and testing phases of the
program could result in job loss. FTO’s will attend POST training course for
the certification, receive a lower caseload, and a 10% salary increase while
assigned a graduate. There will be PA II Supervisors overseeing the actual
PA I FTO.
c.
Policies:
• Policy 10-08, Global Positioning System (GPS)
o Negotiations ended May 12, 2010.
o 36 proposal were submitted, none were approved.
• Pending Dress Code Policy
o New proposed policy prohibits the wearing of shorts while on duty.
d.
SROA/Lay off Notices/Program 800:
• SROA/Lay off Notice:
o Reemployment list must be utilized for all vacancies relative to
Program 800.
o Headquarters reduction and Department of Juvenile Justice (DJJ)
layoffs are a separate table.
e.
Furlough Hours:
• Furlough hours: Should end June 30, 2010 pursuant to governors directive.
An appeal on the past furlough is pending. Status unknown. If budget is not
passed employees can be paid minimum wage.
f.
Merit Step Increase, Service Credits, 2010 Holiday Reduction
• Merit Step Increase: Employees have indicated that upon completion of their
apprenticeship program, they are not receiving their merit step increase.
Melinda encourages members to send slips via Golden State Overnight to HQ
Training Unit and not rely on their Unit Supervisor to forward it. This is
because delays in the receipt of the slips may result in the delay of receiving
the merit step increase.
• Merit Step Start Date for increases: Merit step start dates vary depending on
the salary range you entered the Academy at (see email).
• Timesheets (998): Check credits on bottom of paycheck for accuracy.
• Holiday Reduction: Holidays for 2010 have been reduced by two holidays
(Lincoln’s birthday and Columbus day eliminated).
• Payroll System Limitations: The personnel payment system only holds three
pay codes, so if you have more than three codes, then you should be getting a

separate check during the month. These are such codes as Furlough, Physical
Fitness, Education, Bilingual, and Longevity. For instance, if you have
Furlough, Physical Fitness, Education, and Longevity, you should be getting a
separate check. However, if you have Furlough, Physical Fitness, and
Longevity then the pay is incorporated in your main salary check.
Physical Fitness pay: Physical Fitness form must be submitted by June 30,
2010.
g.
Parole Reform/Parole Summary:
• Pre-parole home visits are required along with extensive initial interview.
• Assembly Select Committee: Isadore Hall, (D-Compton) will chair the
committee which is slated to hold its first hearing February 2010. Other
Assembly members include Tom Ammiano, Marty Block, Steve Bradford,
Nathan Fletcher, Felipe Fuentes, Warren Furutani, Dave Jones, Jim Nielsen,
Sandre Swanson, Alberto Torrico, and Norma Torres. Melinda request that
Agents contact their assembly representatives and discuss responsibilities of
our profession including day to day tasks along with issue regarding Parole
reform.
h.
Training:
• Training Calendar is based on the Calendar year not the Fiscal year. Ensure
that you are getting your required training from Jan through Dec.
• Motivational Interview Training: Was piloted in Region I and is rolling out in
Region 2, 3, and 4.
i.
Board of Parole Hearings (BPH) Update:
• Board Revocation Agents (BRRs), BRR’s are losing their cars and home
headquarter status. There are approximately 65 positions statewide. There has
been a continuous salary range problem because they can not do
apprenticeship, therefore not able to reach top pay step.
j.
Office of Correctional Safety (OSC) Update:
• Parolee at Large Amnesty: OSC was working a amnesty program for parolees
at large. The program offered $200 per parolee if they turned themselves in.
Program concludes May 15, 2010.
k.
Office of Substance Abuse Treatment Services (OSATS) (formally known as
DARS) Update:
• Employee placement meetings/SROA list are on-going.
• New PYS: Transportation PA I’s and PSA’s are being hired.
l.
Parole Service Associate (PSA) Update:
• Positions continue to increase.
• Not adequate training
• No Academy.
• Teachers being layed off are eligible to become PSAs.

Parole Violation Decision Making Instrument (PVDMI):
• PVDMI report from August showed a 20+% RTC rate and that AOR agreed
with the instrument 50% of the time.
• Computer system is inoperable on a frequent basis.

California Parole Apprehension Team (CPAT):
• PSAs positions at headquarters.
• Negotiations pending
o.
Parole Agent Correction Team (PACT) & caseload assignment:
• Continues to be problematic with positions being moved to CPAT and not
filled behind.

Hiring Above the Minimum (HAM) Salary:
• A request for a higher starting salary higher can be made.
• Request has to go to DPA and be approved before the final job offer is
received.
q.
Employee Opportunity Transfer (EOT):
• Still frozen
• Working on some management moves within a Region to get agents within 65
miles
• Hardship moves are still occurring. Need to discuss hardships between
different divisions
• Pending negotiations
r.
Seniority List:
• Received copies May 12, 2010. Copies are available.
• Check your place on the seniority list and ensure that your number is correct.
If it is not, contact your personnel specialists.

Negotiations:
• Labor is no longer approving travel time for negotiations. These changes add
to a difficult negotiation process, where labor standard practices deny all
proposals.

Corrections Standard Authority (CSA) Survey:
• PAI Survey: A PAI job analysis questionnaire is being emailed to agents. It
includes a request to complete a 2 hours survey regarding duties for
reevaluation of standards and selections. It includes an offer of IST credit (2
hours) and has a May 30, 2010 due date. Note: Your participation is strictly
voluntary.

Tracking Monthly Workload and Modification/Overtime:
• Compton Field Unit

State Vehicles and Home Storage Permits:
• Matt Cate has expanded the home storage permit miles to 65 miles statewide.

Internal Affairs and/or Inspector General Interviews/Job Stewards:
• IA investigations: IA investigations have increased significantly throughout
the state. If you are a subject or witness, you have the right to a representative
of your choice and you should always invoke that right.
• Inspector General investigations: Inspector General Investigations have also
increased. Again, ask for Representative.
• Job Steward Training: CCPOA offers training. You should sign up to learn
your rights.

General discussion:
• PAAC webpage: We have a website to get information out to the membership.
It is www.cdcrparole.com. It is up and running. It will be updated as we move
forward. If you have feedback or ideas, contact Ms. Silva.
• CDCR Intranet Access: You can assess the CDCR intranet via the web at
https://portal.cdcr.ca.gov.
• Email usage: Emails are tracked and we are starting to see adverse actions
relative to use. If you receive an inappropriate email, delete it. Do not forward
it. If you receive inappropriate email and delete it, is no adverse should occur.
However, if you forward inappropriate email the state can and in many
instances is taking adverse action.
• Threats on Staff: If you hear about threats on staff, let your Reps know. The
department does not do a good job of tracking these cases and it needs to be
monitored.
• Shooting: If you are involved in a shooting, you should request a CCPOA
attorney immediately. If you can not get through, call your Rep and tell them
you need an attorney. Do not discuss details with Reps.
• Ballistics Vest: Check the expiration date on your ballistic vest. If expired,
contact your Regional Training Coordinator immediately.

• Robert provided a brief overview of the budget crisis and indicated that
business is going to be done differently.
• Robert stated that he approved EOT in status quo format.

interest of PAAC by Dave MacIlvaine.
