Athar Building and Development is a local
construction company founded in 2002 based in
Doha-Qatar.
It is Part of Al Manara Holding. It has grown from a firm
serving only the local Qatari market into one of the top
engineering and construction contractors with huge
projects and investments in the MENA region.

The Project Manager is the single point of accountability in the project;
Plans are implemented to manage and execute each project:
 Engineering Plan relying on Safe Design criteria, Codes& Standards.
 Construction and Start-up Plan comprises Site Organization, Safety Policy and Sub-Contracting Strategy.

Halmore Power Plant is a state of the art, Eco-friendly project that complies with all
international standards for liquid and gaseous emissions, the project is under commercial
operations since June, 2011and it is supplying electricity to Pakistan national Grid.
The second Phase of the project consists of :The upgrade of the existing Halmore Power Plant,
operating with 225 MW capacity, by additional 1200 MW to be working in a total capacity of
1445MW.
