>>> Teras Strategik 5 Strategic Thrust 5 Building Today For Tomorrow Teras Strategik 5 Strategic Thrust 5 Inovasi Melalui Penyelidikan dan Pembangunan Serta Mengguna Pakai Kaedah Baru Pembinaan Innovate Through Research and Development and Adopt New Construction Methods Dalam industri pembinaan tempatan, kadar inovasi melalui Penyelidikan & Pembangunan (R&D) serta penggunaan kaedah baru dalam pembinaan masih rendah disebabkan oleh kewujudan bilangan buruh asing murah yang tinggi. Keperluan untuk menggunapakai Sistem Binaan Berindustri (Industrialised Building System-IBS) dan Kordinasi Modular (Modular Coordination-MC) lebih didorong oleh permintaan berbanding bekalan. Selain itu, R&D dalam bidang pembinaan akan dapat dirangsang sekiranya terdapat insentif dan inisiatif ke arah usaha R&D. Inovasi dalam teknik dan teknologi pembinaan menjadi keutamaan untuk menambah daya saing menerusi aplikasi bahan binaan terkini, kecekapan pengurusan projek, penggunaan mesin dan peralatan moden, kaedah perolehan, pengurusan fasiliti, pengurusan nilai, pengurusan rantaian bekalan dan sebagainya. Dua saranan yang dicadangkan untuk mencapai matlamat teras strategi ini ialah: 1. Melaksanakan inovasi dalam proses dan teknik pembinaan; dan 2. Merangsang aktiviti R&D melalui inisiatif pengumpulan sumber dalam di kalangan pemain utama dan peruntukan infrastruktur R&D. Program yang dilaksanakan oleh CIDB untuk mencapai matlamat tersebut sepanjang tahun yang ditinjau meliputi: 74 The rate of innovations via R&D as well as the usage of new methods in construction is currently low due to high availability of cheap foreign labour. The necessity to adopt Industrialised Building System (IBS) and Modular Coordination (MC) has been demand oriented rather than supply oriented. Besides, R&D in the construction industry shall increase further if there are incentives and initiatives made towards R&D efforts. Innovations in construction techniques and technology has become priority in improving competitiveness which is achievable through utilisation of up-to-date building materials, efficiency in project management, employment of modern machinery and equipment, procurement methodology, facilities management, value management, supply chain management, etc. Two recommendations proposed to achieve the objective of this strategic thrust: 1. Implementing innovation in building process and technique; and 2. Boosting R&D activities through collection of resources amongst main industry players and allocation in R&D infrastructure. Programmes implemented by CIDB throughout the year are: Laporan Tahunan 2007 Annual Report A. Sistem binaan berindustri (IBS) A. Sistem binaan berindustri (IBS) Program IBS menjuruskan sektor pembinaan ke arah peningkatan kualiti, produktiviti, keselamatan, dan daya saing di samping mengurangkan pergantungan kepada tenaga kerja asing kurang mahir. Ia juga menjurus kepada pelaksanaan Sistem Pembinaan Terbuka (Open Building System) dan pembangunan mampan. The IBS programes will bring the construction sector towards quality, productivity, safety and competitiveness enhancement whilst reducing dependency on unskilled foreign labour. It will also lead to the implementation of the Open Building System and sustainable development. Pelaksanaan IBS Roadmap 2003-2010 dipantau dan diselaraskan oleh satu Jawatankuasa Penyelarasan Induk antara Kementerian yang dipengerusikan oleh Ketua Setiausaha Kementerian Kerja Raya. Pusat IBS di Jalan Chan Sow Lin, Cheras yang bertindak sebagai pusat rujukan kepada agensi kerajaan dan para penggiat industri pembinaan telah mula beroperasi pada awal Mac 2007. Pusat IBS melaksanakan empat fungsi iaitu perancangan industri, pengetahuan dan latihan, pusat sumber dan pusat teknologi IBS. Ia juga menyediakan kemudahan bilik latihan, pusat sumber, galeri, IBS Village dan inkubator. Bagi memastikan keberkesanannya, beberapa aktiviti telah dijalankan sepanjang tahun seperti berikut:- i. Penyediaan bahan, dokumen, sumber dan Pusat Rujukan IBS Sumber rujukan yang mencukupi menjadi prasyarat kepada kejayaan IBS. Justeru, bagi membantu pihak berkaitan melaksanakan aktiviti yang dirancang; garis panduan, manual, piawai, katalog dan lain-lain diterbitkan secara berterusan. Sehingga tahun 2007, sebanyak 28 bahan rujukan diterbitkan dengan kerjasama pelbagai pihak dalam industri. The implementation of the IBS Roadmap 2003-2010 was monitored and standardised by ainter ministarial Committee chaired by the Secretary General of the Ministry of Works. The IBS Centre which acts as a referral point for government agencies and construction industry players began operations in early March 2007 at Jalan Chan Sow Lin, Cheras. It undertakes four functions i.e industry planning, knowledge and training, information centre, and IBS technology centre. Facilities at the IBS Centre include training room, information centre, gallery, IBS Village and an Incubator. To ensure the effectiveness of The Centre, Several activities carried out during the year were as follows:i. Preparation of materials, documents, resources and IBS Reference Centre Sufficient reference materials is a pre-requisite to the success of IBS. Guidelines, manuals, standards, catalogues and other publications are published on continuous basis to assist relevant parties accomplish their IBS plan. By 2007, a total of 28 reference documents had been published with the cooperation of various parties in the construction industry. ii. Skills and Expertise Enhancement ii. Peningkatan kemahiran dan kepakaran Sepanjang tahun 2007, usaha berikut telah dijalankan bagi meningkatkan kemahiran dan kepakaran industri:- Throughout 2007, these efforts were undertaken to enhance industry skills and expertise:- a. Conducted 17 courses, including IBS01 – Introduction to IBS & MC, IBS02 – IBS Scoring System, technical course such as IBS04 – Analysis & Design of Precast Concrete Structure and IBS06 course – Modular Coordination (MC) Design for designers. These courses were conducted throughout Malaysia and have been certified as CPD point for members of the Malaysian Board of Engineers and the Malaysian Board of Architects. a. Menjalankan 17 kursus di seluruh negara seperti Kursus IBS01 – Introduction to IBS & MC, IBS02 – IBS Scoring System, kursus teknikal seperti IBS04 – Analysis & Design of Precast Concrete Structure dan kursus IBS06 – Modular Coordination (MC) Design untuk golongan profesional yang merekabentuk projek. Ia diiktiraf sebagai CPD oleh ahli Lembaga Jurutera Malaysia dan Lembaga Arkitek Malaysia. 75 Building Today For Tomorrow b. Sebanyak 2 lawatan teknikal ke tapak projek di Putrajaya dan Beranang juga telah dijalankan. Ia merupakan aktiviti berterusan bagi memperluaskan pengetahuan berkaitan IBS. iii. Program Pendaftaran, Penilaian dan Pensijilan Sistem pendaftaran, pengujian, penilaian dan pensijilan merupakan mekanisma tapisan supaya semua IBS yang ditampilkan adalah berkualiti dan menepati keperluan program dan juga kehendak pengguna. Aktiviti ini meliputi pendaftaran, pengujian, penilaian dan pensijilan bagi bahan dan komponen IBS, projek IBS, syarikat bertaraf IBS, pendaftaran kontraktor IBS dan akreditasi pekerja mahir. Sehingga kini, kemajuan yang dicapai untuk menjayakan program dalam aktiviti ini meliputi:- a. Pelaksanaan IBS Product Verification Scheme yang bertujuan mensijilkan produk dan komponen yang mematuhi Manual Penilaian Komponen IBS; b. Pelaksanaan Modular Coordination Verification Scheme oleh SIRIM Bhd bagi pensijilan produk yang mematuhi MS1064. Sehingga kini 2 produk telah mendapat pensijilan MC; c. Sebanyak 326 produk dan 119 syarikat pengeluar IBS telah didaftarkan dan disenaraikan ke dalam ‘Orange Book’ sebagai ‘IBS Status Company’; d. CIDB telah mendaftarkan 1,933 kontraktor (849 kontraktor aktif) dalam bidang-bidang pengkhususan berkaitan dengan IBS, contohnya Bangunan Pasang Siap (B01), bangunan Kerangka Keluli (B02), Kerja Aluminium/Keluli dan Kaca (B12), Pemasangan Bumbung dan ‘Cladding’ Logam (B15), Kerja b. A total of two technical visits were made to Putrajaya and Beranang site. These visits shall be continued in the future for the purposes of enhancing knowledge on IBS. iii. Registration, Assessment and Certification Programme The registration, testing, assessment and certification system is a screening mechanism to ensure that all IBS compenents meet quality standards requirements and customer demand. The activities cover registration, testing, assessment and certification of IBS materials and components, IBS projects, IBS status companies, registration of IBS contractors and accreditation of skilled workers. To date, progress made to implement the programme included: a. Implementation of the IBS Product Verification Scheme with the aim of certifying products and components that complied with the IBS Component Assessment Manual; b. The Modular Coordination Scheme was implemented by SIRIM Bhd to certify products complying with MS 1064. Two products had been MC certified to date; c. A total of 326 products and 119 IBS manufacturers were registered and listed in the “Orange Book” as IBS Status Company; d. CIDB registered 1,933 contractors (849 active contractors) in IBS related fields such as Prefabricated Buildings (B01), Steel Framed Buildings (B02), Aluminium /Metal Glass Works (B12), Roof Installation and Metal “Cladding” (B15), Pre Stressing and Post Tensioning Works (B17), and Formwork Systems (B19). CIDB telah mengeluarkan ‘Orange Book Volume 2’ 2007 bagi senarai kontraktor aktif CIDB; dan e. Aktiviti akreditasi pekerja binaan bagi bidang sistem blok dan kekuda bumbung keluli telah siap dibangunkan dan telah mula dijalankan sejak akhir tahun 2007. Bidang IBS lain pula akan dilakukan selepas modul latihan disiapkan. iv. Penyelidikan dan Pembangunan Projek penyelidikan diselaraskan oleh CREAM dan dijalankan oleh penyelidik-penyelidik daripada Institusi Pengajian Tinggi. Sehingga kini, CIDB telah membiayai sebanyak 9 projek penyelidikan bernilai RM5.44 juta. published Orange Book Volume 2 2007 that lists CIDB’s active contractors; and iv. Research and Development Bagi memastikan keberkesanan aktiviti dan pencapaian objektif program IBS, kajian separuh penggal pelaksanaan program Roadmap IBS 20032010 telah dilakukan. Maklumat kajian tersebut telah dibukukan dalam laporan ‘Implementing the IBS Roadmap 2008-2010’. Buku tersebut mengandungi saranan, strategi dan pelan tindakan bagi mencapai program Roadmap IBS menjelang 2010. Pada tahun 2007, IBS Village yang merangkumi 3 unit rumah berskala penuh yang menggunakan kaedah IBS dibuka sepanjang tahun bagi tujuan promosi dan latihan. Aktiviti promosi dan kesedaran yang telah dijalankan sepanjang tahun 2007 boleh dikategorikan seperti berikut:- To ascertain the effectiveness and achievement of objectives in the IBS programme, a mid term review through the implementation of the IBS Roadmap 2003-2010 was made. Results of the review have been published in the “Implementing the IBS Roadmap 2008-2010” book. The book contains suggestions, strategies and action plans towards accomplishing the IBS Roadmap programme in 2010. vi. Promotions and Awareness vi. Promosi dan kesedaran Research projects under CREAM were carried out by researchers from Institutions of Higher Learning. To date, CIDB has sponsored 9 research projects worth RM5.44 million. v. Mid Term Review v. Kajian Separuh Penggal e. Accreditation of construction workers in Blockwork and Roof Trusses System has been successfully developed and commenced since the end of 2007. In the meantime, other IBS fields shall follow through once their training modules are completed. In 2007, the IBS Village comprising of 3 full scale houses using the IBS were open all year long for promotional and training purposes. Promotional and awareness activities that were conducted throughout 2007 can be categorised as follows: 77 Building Today For Tomorrow a. Menerbitkan majalah ‘IBS Digest’ secara berkala ( 4 edisi setahun). IBS Digest merupakan majalah ilmiah yang mempromosikan penggunaan IBS dan disasarkan kepada para penggiat industri pembinaan. Selain daripada itu, edisi khas IBS Digest@MALBEX turut diterbitkan dan diedarkan bersempena pameran MALBEX07. a. Periodical publication of “IBS Digest” magazine (4 editions per annum). IBS Digest is an educational magazine that promotes the use of IBS and is targeted to construction industry players. Besides the regular issue, a special edition entitled IBS Digest@MALBEX was published and distributed during MALBEX07. b. Menganjurkan 8 kursus meningkatkan kemahiran dan kepakaran melalui kerjasama dengan NGO bagi menarik penyertaan golongan sasaran seperti ahli perniagaan, arkitek, dan jurutera. b. Eight skills and expertise enhancement courses were conducted in collaboration with NGOs to attract participation of target groups such as entrepreneur, architects and engineers. c. Memberi 29 taklimat dan ceramah IBS kepada agensi kerajaan, pertubuhan bukan kerajaan dan syarikat pembinaan yang melibatkan 2,857 peserta. c. Twenty nine IBS briefing and talks were made to government agencies, Non-Government Organisations and construction companies involving 2,857 participants. vi. Pembangunan Usahawan Bumiputera Pelbagai usaha dan program dilaksanakan bersamasama dengan Kementerian dan agensi ke arah peningkatan kapabiliti dan kapasiti usahawan (pengeluar, pemasang dan kontraktor) Bumiputera yang terlibat dalam IBS. B. Program R&D Program R&D di CIDB dilaksanakan menerusi syarikat bersekutunya, Construction Research Institute Malaysia (CREAM). CREAM melaksanakan inisiatif seperti berikut berdasarkan cadangan-cadangan dalam CIMP. Sepanjang tahun 2007, perkara-perkara berikut telah dilaksanakan:i). Penilaian Permohonan Menjalankan R&D 78 Sepanjang tahun 2007, sebanyak 10 permohonan baru projek penyelidikan telah diterima oleh CREAM. Projek-projek yang diterima adalah berdasarkan kepada 4 bidang keutamaan (Strategic Areas) yang ditetapkan oleh CIDB sebagai garis panduan kepada pemohon. Daripada 10 permohonan baru yang diterima, 3 permohonan telah diluluskan seperti berikut:1. The Potential of Contract and Tender Document as Part of Occupational Safety and Health Management System - Universiti Malaya; 2. Development of JKR/Malaysian Standard Joint for IBS Component - CREAM/JKR; dan vi. Bumiputera Entreprenuer Development Various efforts and programmes were implemented in collaboration with Ministries and agencies towards enhancing entrepreneurs (manufacturers, installers and contractors) capabilities and capacities in IBS. B. R&D Programme The R&D programme at CIDB is carried out through its associated company, The Construction Research Institute of Malaysia (CREAM). CREAM undertakes several initiatives based on recommendations in the Construction Industry Master Plan (CIMP). These activities were carried out by CREAM throughout 2007 : i) Application to Conduct R&D Evaluation A totla of ten new research project applications were received by CREAM in 2007. Approved projects were based on 4 Strategic Areas set by CIDB as guidelines for applicants. Out of the 10 new applications received, 3 were approved: 1. The Potential of Contract and Tender Document as Part of the Occupational Safety and Health Management System - University of Malaya. 2. Development of JKR/Malaysian Standard Joint for IBS Component - CREAM/JKR 3. Technology Transfer Model for Benchmarking Laporan Tahunan 2007 Annual Report 3. Technology Transfer Model for Benchmarking and Capturing EU Best Practices in IBS CREAM. ii). Aktiviti Pemantauan Projek-projek R&D Sehingga kini, sebanyak 32 projek penyelidikan sedang berjalan melibatkan universiti-universiti tempatan di mana 16 projek telahpun siap dan ada antaranya dalam proses pengkomersialan dan dipatenkan. Projek-projek R&D ini dijangka akan dapat disiapkan sepenuhnya menjelang tahun 2009. and Capturing EU Best Practices in IBS CREAM ii) R&D Project Monitoring There are currently 32 research projects undertaken by local universities where 16 projects have been completed and some of which are under commercialisation and patenting process. These R&D projects are expected to be fully completed in 2009. iii). Perancangan dan Kerja-kerja Awal Pembinaan Makmal iii) Planning and Prelininary Works on the Laboratory Kemudahan makmal IBS CREAM akan dibina di Jalan Chan Sow Lin, Kuala Lumpur pada tahun 2008. Insentif ini juga selaras dengan hasrat kerajaan untuk mempromosikan penggunaan Sistem Binaan Berindustri (IBS). Berdasarkan Pelan Induk IBS (IBS Roadmap: 2003-2010), CREAM akan menjalankan kerja ujian, pentauliahan produk IBS dan penyelidikan teknologi IBS. IBS CREAM Laboratory facility will be built at Jalan Chan Sow Lin, Kuala Lumpur in 2008. This incentive is in line with the government’s aspiration of promoting the usage of Industrialised Building System (IBS). According to the IBS Roadmap 20032010, CREAM shall conduct all tests, certification of IBS products and research on IBS technology. iv) Publications iv). Penerbitan Antara penerbitan utama CREAM ialah Malaysian Construction Research Journal (MCRJ). Ia merupakan jurnal pembinaan yang membolehkan hasil penyelidikan disebarkan kepada pihak-pihak yang terlibat dalam industri pembinaan. Pelancaran MCRJ telah disempurnakan pada 13 Mac 2007 di Pusat Dagangan Dunia Putra (PWTC) oleh Y.B Dato’ Seri S. Samy Vellu, Menteri Kerja Raya, Malaysia. The Malaysian Construction Research Journal (MCRJ) is one of CREAM’s main publications. It is a construction journal through which research findings are circulated to construction industry players. The MCRJ was launched by YB Dato’ Seri S. Samy Vellu, the Minister of Works, Malaysia on 13th March 2007 at Putra World Trade Centre. v) Promotions and Commercialisation v). Promosi dan Pengkomersilan 79 Building Today For Tomorrow CREAM berjaya menganjurkan “Construction Industry Research Archievement International Conference (CIRAIC 07)” pada 13-14 Mac 2007 sebagai landasan mempromosikan hasil penyelidikan. CREAM juga telah menjalankan “Projek Perintis” sebagai salah sebuah daripada hasil penyelidikannya di Akademi Binaan Malaysia Sarawak. Salah satu produk CREAM juga telah mendapat peruntukan di bawah dana teknologi berjumlah RM 1 juta daripada Kementerian Sains Teknologi dan Inovasi (MOSTI) untuk tujuan pengkomersilan. CREAM has successfully organised the “Construction Industry Research Achievement International Conference (CIRAIC 07)” on 13-14th March 2007 as a platform to promote research outcomes. CREAM has also run a “Pioneer Project” for one of its completed research project at the Akademi Binaan Malaysia Sarawak. One of CREAM’s projects has secured a RM1 million technology fund allocation from the Ministry of Science, Technology and Innovation for commercialisation purposes. vi) Patent vi) Paten Sepanjang tahun 2007, 6 hasil penyelidikan telah menjalankan proses carian paten. Daripada jumlah itu, 4 penyelidikan telah berjaya menyiapkan proses carian dan sedang menjalani proses memfailkan paten. Selain daripada itu, CREAM telah menganjurkan Seminar Harta Intelek pada 14 Februari 2007 yang dihadiri oleh para penyelidik tempatan. vii). Permuafakatan dengan centre of Research Excellence (CORE) Dalam dan Luar Negera 80 Pada tahun 2007 CREAM telah diterima secara rasmi menjadi ahli antarabangsa CIB, United Kingdom. CREAM juga telah mengadakan lawatan ke United Kingdom dan beberapa negara Eropah untuk mengenalpasti potensi mengadakan hubungan kerjasama dengan rakan-rakan strategik dari luar negara. CREAM dan CIDB telah berusaha menjalin kerjasama R&D dengan West Midlands Centre for Construction Excellence UK,CIB dan University of Wolverhampton. Throughout 2007 a total of, 6 research outcomes went on to patent search process. Of that number, 4 researches have completed the search process and are in the midst of filing for patent. Besides this, CREAM had organised an Intellectual Property Seminar on 14th February 2007 which was attended by local researchers. vii) Collaboration with Local and Foreign Centre of Research Excellence (CORE) CREAM was officially accepted as a member of CIB, United Kingdom in 2007. Throughout 2007, CREAM made several visits to United Kingdom and several European nations to identify potential areas of collaboration. CREAM and CIDB has made efforts in establishing joint research and development (R&D) with West Midlands Centre for Construction Excellence UK, CIB and the University of Wolverhampton.
