Dangerous Goods – Policy Reference Document TNT Express DG Restrictions Overview Scope: the TNT Fixed Networks (Road & Air) including PUD and feeders. 1. Introduction & Background The transport of certain DG might require specific handling or equipment. To ensure compliance with these requirements, TNT Express has implemented a number of restrictions. This document provides a summary of these restrictions applicable to the transport of Dangerous Goods (DG) within the TNT Express European Networks. These requirements are an addition to the legal regulations (ADR/IATA DGR/IMDG-CODE, etc.). 2. DG Restrictions Overview Changes to the previous version of this document (Dec 2015) are marked in yellow. 2.1 Options, Approval Requirements, Products & Transit Times • DG shipments must always be entered into the system with the applicable option code(s) • DG shipments are only accepted in combination with the option and product codes as detailed below • Transit Times for DG shipments are not guaranteed. (Pallets are not considered a ‘package’) • 2.4 IATA DGR Cargo Aircraft Only (CAO) • This restriction is applicable to air transport only. • DG that are marked and packed as Cargo Aircraft Only (CAO) are not accepted for transport by TNT Express. • The following substances are exempted and can be carried by the TNT Network: Changes to the previous version of this document (Dec 2015) are marked in yellow. flammable liquids (Class 3), Packing Group III, other than those with a subsidiary risk of Class 8; toxic substances (Division 6.1) with no subsidiary risk other than Class 3 infectious substances (Division 6.2); radioactive materials (Class 7); miscellaneous dangerous goods (Class 9). 2.5 Magnetized Material by Air (IATA DGR 3.9.2.2.) Classification (compass deflection/distance) Regulatory Requirements TNT Requirements ≤ 2º at 2.1m Exempted Normal > 2º at 2.1m UN2807, Magnetized Material / Packing Instruction 953 and The shipper must make prior arrangements with the operator identifying the magnetized material. DG by Air Customer Approval process applies A Shipper's Declaration for Dangerous Goods is not required provided alternative written or electronic documentation includes the words “magnetized material” in association with the description of the goods; Connote completion: - Goods Description: “Magnetized Material” - DG Box: “Yes” must be ticked ≤ 2º at 4.6m the package must bear the magnetized material handling label; the operator must stow the packaged magnetized material in accordance with 9.3.11; and: Acceptance check with TNT Magnetized Material Check List HZ option code must be used IMP code “MAG” must be used in Skymaster the incident reporting requirements of 9.6 must be met. > 2º at 4.6m Magnetized material with field strength sufficient to cause a compass deflection of more than 2 degrees at a distance of 4.6 m may only be transported with the prior approval of the appropriate authority of the State of origin and the State of the operator. Booking for HZ, EQ & XP shipments must always happen through the origin country’s customer service. Option Code XBB requirements DI XBB bookings for DI shipments by Air may be accepted under the following conditions ONLY: Countries involved must be DG Approved Countries involved (origin, transit & destination) have agreed to accept the business. LQ XBB bookings for ADR LQ shipments may be accepted under the following conditions ONLY: Each receiver must be specifically approved by HO. In order to obtain approval, receiving countries must submit the XBB Receiver Approval Request (form) to HO. Receivers will only be approved if all countries involved (origin, transit & destination) have agreed to accept the business. Each approved XBB receiver must be listed in the Approved XBB Receiver List for LQ Receivers must ensure that the ‘actual shippers’ will prepare the shipments in full compliance with the applicable DG regulations and consequently they must provide copies of the relevant shipping procedures/instructions to TNT before XBB approval can be granted. BB, GM & LB XBB bookings for DG shipments with DG option codes BB, GM or LB may be accepted under the following conditions ONLY: Receiving customers must ensure that the ‘actual shippers’ will prepare the shipments in full compliance with the applicable DG regulations Origins have the right to refuse pick-up of incompliant shipments 2.7 Multiple piece consignments containing DG and non-DG. Whenever possible DG and non-DG should be send on separate consignment notes. This will ensure correct handling for each type of consignment. Customers should be advised to avoid sending DG together with non-DG in one consignment. Handling: When a consignment contains DG and non-DG, the consignment must be handled as a DG consignment. In the event that part of the consignment has to be held during transport, all pieces of the consignment must be kept together at one location including those pieces that do not contain DG. 2.8 UN3480 and UN3090 Lithium Batteries • UN3480 & UN3090 in compliance with Section II of the relevant Packing Instruction, will only be acceptable on TNT's Air Network and in commercial uplifts: if moved by Special Services and from Approved Customers and with additional and dedicated physical consignment checks by Cat 6 certified DG specialists under the HZ option code (to ensure manual handling) TNT Airways will only accept Section II batteries in compliance with the above. • UN3480 & UN3090 in compliance with Section IA or 1B of the relevant Packing Instruction, will only be acceptable from DG approved customers if moved by Special Services and with enhanced existing customer approval and via standard DG acceptance process Issued by the TNT Express Field Operations - Dangerous Goods Department (DHO) Last update: June 2015 Page 3 of 3
