I have been requested by a number of my nei"hbors W,1.0 are taxpayers like myself, to call to your attention, as President of the

;vh·ich now ·(;!xists in our section of the villa~e by reason of the
laci;: of prope.r lighting fiicilities.
I am asked to sutfuit this mattec for the consideration of your
self and ·your Board f.rom two points of view, to-wit, from thll point
of view of the rights of the tax·-p'.iyers ~nd from 1;he point of view
. of ~ublio safety.

The residents of Riverview Hanor who reside on streets less
than two rods wide are required to pay taxes at the samd rates as
proT-erty holders residing on streets over ';;:lich the Village assumes
full control in tile matter of lighting as well as otherwise.
From t",e point of view of the ri"ht of tax l':ayers, justice
requires that t;le narrower streets should be lighted as thOlcoughly.

your a.ttention to the importance of this matter from the point of
Vlew of public safety.
The present lighting facilities are, in our
opinion,. insufficient to afford reasonable safe conditions for that
portion of t~le public whose affairs require them to us.e the .streeta
in our seotion. Several of my neighbors are elderly pea, Ie who are
not as foot sure as formerly and are t:'lerefore not as well aille to
protect themselves from t:'1is LiOk of proper li.ghtinc; as our you.n~er
residents.

~or its own protection, as well as theirs, we feel that the
Villiige of Dobbs Fer·ry should consider oarefully their situation
.and do its ut'fiost to afford them prol,er li'lhting facili ties.
In addition to. th~ protection of the Village itself, the darkness of our section inv61ves other problems which are more particuliirly of importance to its residents. The policing of our
section is satisfacto·ry, to the best of my lmo,vledge, but darkness,
as is well known, is the chief assest.of the burgla.r, and since ,ve
pay taxes at. the same rate as other prollerty owners, we feel that
we are entitled to the same protection again8t this danger.

I have made a thorough inspection of tile Asphalt block on

Ashford Avenu.e and find a few chipped blocks in places, which in
ony opinion should be replaced in tile Spring instead of' at this

proper working order and wish to advise you that the same will
receive our ilmnediate attention. We will, also, make an inspection
of t.he ot2-1er hyd.rants in thci 1[illa,ge and. if any an" found to 'be out
of order, we nill repair same.

,We, also, wi82-1 to advise yllu that we have engaged Mr. Joseph
DiNardO, our contractor to repair the fense in front of the property
of the ]Hssionary Sisters on Livingston Avenue, which 'lias .damaged
by our water at the time :the fire hydrant, at that point; VICl.S
broke,n by an auton;obile. Mr DiNardo states that he will give this
matter his at·tention at his earliestcronvenience.
