I Motie,n me.de and secon:ied t:'lat the minutes of Aug. 7,Sept: 4, oct. 5, 1917 be approved as read. All i 11 fa vo r • Motion made and seconded that the Com. from Walter Storms under date of Oct. 10, lY17 be received and pl~ced on file. Al·l in favor. New York, N. X. Oct. 10, 1917. ·Hon •.I?ranklin Q,. Brown, President of the Board or Tru~te~6, V{lla~e of Dobbs Ferry, N. Y. near Sir:- I I have been requested by a number of my nei"hbors W,1.0 are taxpayers like myself, to call to your attention, as President of the 60uneil Of,·t·he l[Ufiige of . Dobbs:-:jj'erry, to t'le serious condition ;vh·ich now ·(;!xists in our section of the villa~e by reason of the laci;: of prope.r lighting fiicilities. I am asked to sutfuit this mattec for the consideration of your self and ·your Board f.rom two points of view, to-wit, from thll point of view of the rights of the tax·-p'.iyers ~nd from 1;he point of view . of ~ublio safety. . The residents of Riverview Hanor who reside on streets less than two rods wide are required to pay taxes at the samd rates as proT-erty holders residing on streets over ';;:lich the Village assumes full control in tile matter of lighting as well as otherwise. From t",e point of view of the ri"ht of tax l':ayers, justice requires that t;le narrower streets should be lighted as thOlcoughly. as'the broader stceets A}Jart from this consid.ei:a,t'i:on however, we respectfully oall your a.ttention to the importance of this matter from the point of Vlew of public safety. The present lighting facilities are, in our opinion,. insufficient to afford reasonable safe conditions for that portion of t~le public whose affairs require them to us.e the .streeta in our seotion. Several of my neighbors are elderly pea, Ie who are not as foot sure as formerly and are t:'lerefore not as well aille to protect themselves from t:'1is LiOk of proper li.ghtinc; as our you.n~er residents. I ~or its own protection, as well as theirs, we feel that the Villiige of Dobbs Fer·ry should consider oarefully their situation .and do its ut'fiost to afford them prol,er li'lhting facili ties. In addition to. th~ protection of the Village itself, the darkness of our section inv61ves other problems which are more particuliirly of importance to its residents. The policing of our section is satisfacto·ry, to the best of my lmo, vledge, but darkness, as is well known, is the chief assest.of the burgla.r, and since ,ve pay taxes at. the same rate as other prollerty owners, we feel that we are entitled to the same protection again8t this danger. J f !·212 On behalf of' myself and my neighbors above mentioned, I most respectfully su111nit our sit(:ation f,or the consideration of yourself a~d the Board of Tru~tee6. We .feel that by calling this mattu(' to your attention, we shall secure just.ice and we respectfully peti tion t:'mt the same be granted to us. We thank you in advance for your consideration of the matter. Yours respectfully, \\Talton Stonn.
