INTRODUCTION
The Substance Abuse and Mental Health Services Administration (SAMHSA) supports the Minority
Fellowship Program (MFP) at the American Nurses Association. The MFP at ANA grew out of the lack of
mental health and substance abuse nurse professionals who could provide culturally competent care to an
increasingly diverse population with ever-expanding needs for substance abuse and mental health disorders
services, research, advocacy and policy development in local and national organizations and communities.
PURPOSE
The purpose of the MFP at ANA is to reduce health disparities and improve health care outcomes for racially
and ethnically diverse populations by increasing the number of culturally competent behavioral health
professionals available to underserved minority populations in the public and private non-profit sectors, and
in clinical and community-based organizations and institutions. MFP Fellows are trained in cultural sensitivity
and language skills as described by National Standards for Culturally and Linguistically Appropriate Services
(CLAS) and as evidenced by their academic training, practice, dissertation completion, and selected
employment.
OBJECTIVES
At the end of this Institute, participants will be able to:
1. Better understand their responsibility to become personally involved in effectively addressing the
elimination of health disparities and the nation’s most pressing behavioral health needs;
2. Articulate key issues related to SAMHSA’s mission and identify practical strategies that can be used to
enhance their Fellowship and facilitate their career development;
3. Increase public awareness on the unique behavioral health needs of children, adolescents and military
families where the burden of disease, disorder and despair infiltrate deeply;
4. Develop collaborative and long-term partnerships with MFP Alumni and other stakeholders as they
work toward acquiring the knowledge and skill sets necessary that can help address diversity issues in
the behavioral health workforce.

Class of 2014
Debbie Yong Stevens, PhD, MSN, PMHCNS-BC, successfully defended her
dissertation Spring of 2014 and graduated from Emory University Nell Hodgson
Woodruff School of Nursing. Her doctoral work with African-American caregivers
was selected by the Dean of Graduate Studies and featured on Emory University’s
website. She was also recognized by Emory’s school of nursing with the
outstanding PhD student award. Since graduation, Dr. Stevens has continued to
demonstrate her commitment to the psychiatric /mental health field. She is currently
a Clinical Assistant Professor at the Nicole C. Wertheim College of Nursing and Health Sciences
at Florida international University and practices within the Department of Psychiatry at Lakeland
Regional Health. Ms. Stevens is a dually certified Psychiatric Clinical Nurse Specialist and Adult
Psychiatric and Mental Health Nurse Practitioner with over 13 years of experience in both acute care
and outpatient settings. During her PhD program Ms. Stevens was also a Janssan scholar of the
American Psychiatric Nurses Association (2011) and is currently a member of the American Nurses
Association, International Society of Psychiatric Nurses and Sigma Theta Tau International.
Jacqueline Mosley, ScD, MPH, MSN, ACNP-BC graduated with a Doctorate
in Science (ScD) from Tulane University School of Public Health and Tropical
Medicine on May 15, 2015, in New Orleans, LA. Her dissertation, The Economic
Burden of Comorbid Serious Mental Illness and Chronic Non-Communicable
Disease in Working Age Adults in the United States, consisted of an economic
analysis that applies Donabadien’s Quality Framework to identify specific
deficiencies in the structure of healthcare delivery and processes of care that
contribute to poor outcomes among minority geriatric patients with serious mental
illness and/or dementia who experience acute care hospitalization. A mix methods approach allowed
Dr. Mosley to include patients’ perspectives on the quality of medical care received and perceived
needs related to cognitive and medical outcomes. To augment her expertise in caring for patients
with complex psychiatric and physical health needs, Dr. Mosley is slated to complete the Psychiatric
Mental Health Nurse Practitioner Post Master Certificate Program at Eastern Kentucky University
in preparation for board certification that will enhance her existing research and psychiatric skills of
therapy, prescribing psychiatric medications and clinical management needed to treat underserved
patients with mental illness and chronic medical comorbidities.

FEATURED SPEAKERS
Andrew T. Austin-Dailey, MDiv, MS, is the director of the Minority Fellowship Program
(MFP) at the American Psychological Association. He is responsible for the overall program,
including the vision and mission of MFP, and works closely with federal funding agencies
and training advisory committees regarding policy decisions. He also serves as a liaison
for MFP's relationships with other organizations. Before joining the MFP in October 2002, AustinDailey completed an MS in psychology at Palo Alto University. He received a BS in economics from the
Wharton School of the University of Pennsylvania and an MDiv in pastoral psychology at the Eastern
Baptist Theological Seminary in Philadelphia. He has been active in the community through developing
counseling, training and support programs for racial and ethnic minorities for over 20 years.
David Banks, PhD, MSSW, MPH, RN, is the Program Director for Training at the National
Institute of Nursing Research (NINR) of the National Institutes of Health (NIH). Dr. Banks
earned a Master’s Degree in Public Health and a Master’s degree in Social Work prior
to earning a PhD in Human Development and a Bachelor of Science degree in Nursing.
His multidisciplinary training has afforded him opportunities to publish collaborative articles in multiple
science areas including blood donation, domestic violence, elder care, HIV/AIDS, and substance abuse
in professional journals such as the American Journal of Public Health; Journal of Black Psychology, and
Transfusion. Since 1993 he has served as a faculty member at the University of Maryland, University
College where he designs and teaches online and classroom based human sexuality and other
psychology courses. Dr. Banks has served as an Associate Vice President of Research with a public
relations firm, Director of Research for a national non-profit organization, and as the Deputy Project
Director with the Center for Substance Abuse Prevention’s Technical Assistance to Communities Project.
He is a Board Member and hotline counselor for a local county’s sexual assault and domestic violence
survivor program and has completed advanced Spanish Language courses at schools in Costa Rica,
Nicaragua, Panama, and Venezuela.

Christopher Lance Coleman, PhD, RN, FAAN, is the Tenured Fagin Term Associate
Professor at the University of Pennsylvania. Dr. Coleman’s research focuses on Health
Disparities, particularly on understanding the numerous factors that influence health
promoting behaviors of HIV infected middle-aged African American men and HIV
and Sexually Transmitted Disease (STD) risk factors among vulnerable populations who may be
incarcerated, homeless, or mentally ill, and have a particular interest in the role of spirituality and religion
on physical and mental health. He serves on multiple editorial boards, as well as a peer reviewer for
a number of refereed journals. He has published research articles, two books, including Man Up! A
Practical Guide for Men in Nursing, and two book chapters and has received federal funding from
the National Institutes of Health (NIH) and intramural funding for HIV/AIDS. Dr. Coleman has served
as a Mayoral Appointee to the Ryan White Title-I Planning Council for the City of Philadelphia, served
on the Board of Directors for the Association of Nurses in AIDS Care and the National Association
on HIV Over Fifty. Additionally, he has served as Vice Chair and Interim Chair of the University of
Pennsylvania, School of Medicine Community Advisory Board at the Center for AIDS Research, and
served as Chairman of the Board of Directors for HAVEN Youth Center, Inc., 2007 -2013. Dr. Coleman
is frequently sought after to deliver keynote addresses on HIV/AIDS in the Black community and has
made numerous radio and television appearances on the subject. He holds memberships in numerous
organizations such as Sigma Theta Tau International Society, Onyx Honor Society and the prestigious
American Academy of Nursing (AAN); he is also an MFP Alumni, Class of 1996.
Teresa D. Combs PhD, APRN, BC, has been teaching for over twenty years in
undergraduate and graduate nursing programs. Currently, Dr. Combs is an Assistant Professor
in the Daniel K. Inouye Graduate School of Nursing at the Uniformed Services University of
the Health Sciences in the Psychiatric Mental Health Doctorate of Nursing Practice (DNP)
program, with a secondary appointment in the PhD program. Dr. Combs was the mental health expert
on a five year multi-site, multi-disciplinary collaborative investigation in the Mississippi Delta Region,
which resulted in a published workbook that is currently used in nursing programs around the country.
Dr. Combs is also a Family Psychiatric Nurse Practitioner with a private practice of more than 20 years
working with the mentally ill and substance abuse populations. She is engaged in her community
with her involvement with adolescent youth experiencing severe behavioral problems and a founding
member of the Committee on Impaired Nurses (COIN), a subcommittee of the DC Board of Nursing,
and a Commissioner on the Higher Educational Licensure Committee for the District of Columbia. Dr.
Combs earned her PhD at the Catholic University of America, a BS in Urban Health Sciences and a
BSN from Michigan State University. Her MSN is from Southern Connecticut State University in Mental
Health and Education and she earned a Post-Masters Certificate in the Family Psychiatric & Mental
Health Nurse Practitioner program at the University of Maryland.

Patrick (Pat) DeLeon, PhD, JD, MPH, is an American psychologist, former chief of staff
for United States Senator Daniel Inouye and past president of the American Psychological
Association (APA). He became an aide for Senator Inouye in 1973, when Inouye served on
a committee investigating the Watergate scandal, and remained on the senator's staff for 38
years. After DeLeon's daughter survived meningitis in 1984, he was involved in the establishment of the
Emergency Medical Services for Children program. DeLeon helped to create the nursing and pharmacy
schools at the University of Hawaii at Hilo. DeLeon retired in 2011 as Inouye's chief of staff. Upon DeLeon's
retirement, Inouye credited him with working to improve education in Hawaii and with furthering public
awareness of the importance of psychologists, nurses and other health providers. He has written nearly 175
peer-reviewed papers and has served as a faculty member at several U.S. universities. He received the APA
Award for Lifetime Contributions to Psychology in 2009. An APA award in DeLeon's name honors a graduate
student who contributes to the advancement of pharmacotherapy in psychology. He was elected to the
Institute of Medicine in 2008. He has been named an Honorary Fellow of the American Academy of Nursing.
Debbie Dawson Hatmaker, PhD, RN, FAAN, a nationally known nursing leader, is the
Executive Director (ED) at the American Nurses Association (ANA). As ED, Hatmaker leads
the implementation of ANA’s strategy and plan to advance the association’s comprehensive
policy, advocacy and national communications agenda. Hatmaker is responsible for ANA’s
programmatic, government relations, membership, board governance and communications
areas. Additionally, she is a key member of the ANA executive leadership team. Prior to joining ANA, she
served as the Chief Programs Officer of the Georgia Nurses Association (GNA), one of ANA’s Constituent/
State Nurses Associations. In her position, she managed the Southern Performance Assessment Center
program for Excelsior College School of Nursing’s external degree program and GNA’s continuing education
provider/approver units. She also supported GNA’s Leadership Development, Legislative/Public Policy,
Nursing Practice and Workplace Advocacy programs.

Colonel Jeff Hutchinson, M.D., began his military career as a 1989 graduate of the United
States Military Academy and a University of California, San Francisco alumnus. He is a subject
matter expert on risk taking evaluation and currently the Associate Dean of Clinical affairs
and Chief Diversity Officer at the Uniformed Services University of Health Sciences School
of Medicine, “America’s Medical School”. As a proponent for media education and young adult health he
teaches students, residents and faculty adolescent health issues. He serves on the National Academy of
Medicine (former Institute of Medicine) Board on Children Youth and Families and his research and national
presentations focus on Media, Military Families, Education and Sports Medicine.
Marilyn King, BS, is the Assistant Program Director for the Minority Fellowship Program
(MFP) at the American Psychiatric Association (APA). She is responsible for the day-to-day
operations of the APA MFP. Ms. King has managed the daily administration and development
of the MFP program for 20 years. She promotes the MFP program and recruits residents and
medical students to apply to the various programs and solicits MFP alumni/alumnae to join the mentor
network, speaker’s bureau, and various listserves. She is responsible for informing Fellows and students
about procedures and activities relevant to the program and ensures Fellows and students adhere to
program requirements. Ms. King also provides staff support to the Advisory Committee and represents the
program at meetings with SAMHSA officials and directors of other MFP programs. Ms. King is often the
first professional point of contact for minority residents and medical students seeking information about APA
fellowship and student opportunities.
Geraldine L. Meeks, PhD, MPA, LCSW, joined the Council on Social Work Education (CSWE)
as Director of the Minority Fellowship Program in June 2010. She has an undergraduate
degree, master’s degree, and PhD in social work and a masters’ degree in public
administration. Dr. Meeks was a CSWE MFP Clinical Fellow from 2004-2007, and completed
her PhD at Virginia Commonwealth University’s School of Social Work. She has extensive
experience in mental health counseling, program administration, as well as research and evaluation. Her
dissertation research focused on the comparison of nonprofit human service providers that are faith-based
to those with no religious affiliation. Dr. Meeks’ other research interests include health/economic disparities,
supports for families with young children and community capacity-building.

Colonel (ret) Jacqueline Mothersille Payne-Borden, PhD, RN, received her terminal
degree from Catholic University of America. She is currently Interim Associate Chief Nurse
Executive & Director, Department of Nursing Education, MedStar Southern Maryland
Hospital Center, Clinton, Maryland. She recently retired after 28 years of military service
as an Individual Mobilization Augmentee (IMA), in the United States Air Force Reserves,
Chief Nurse Executive, 779th Medical Group, Joint Base Andrews. Her diverse nursing background,
stellar and innate leadership abilities has enabled her to hold and excel in a variety of positions. Her
most fulfilling assignment was her temporary duty to Germany as a Master Clinician, Mental Health
Provider, working in the “Combat Bridge Program” to decompress over 60 Explosive Ordnance
Disposal (EOD) Airmen as their first contact upon returning from war. Her final and most recent “in
uniform” contribution, was a unique assignment with Headquarters, United States Air Force, Office
of Special Investigations (OSI), Quantico Marine Grounds, Quantico, VA. Col. Jacqueline PayneBorden’s life work is to contribute to the elimination of stigma and improve care to those suffering
from a mental illness. Of particular interest are immigrant groups, young men and couples.
Sandra J. Picot, PhD, RN, FAAN, FGSA, has served on faculty at the University of
Virginia, Case Western Reserve University and since 1999, the University System of
Maryland, namely the University of Maryland, Baltimore and the University of Maryland,
Baltimore County. Dr. Picot received both her Bachelor of Science in Nursing Degree in
1977 and Master of Science in Nursing in 1983, respectively, from the University of Virginia,
Charlottesville, VA. She earned her PhD in Nursing Research from the University of Maryland
in 1992. As a graduate of the University of Maryland, Baltimore doctoral program, she is trained
as a nurse researcher with a strong foundation in the area of theory and research methods. She
has focused her research in two areas: biopsychosocial and spiritual responses of caregivers of
dependent older adults and health disparities among African Americans. Biological responses have
included salivary cortisol and ambulatory blood pressure and heart rate. Currently, she is developing
collaborations with investigators of sleep quality and biological markers of aging. Dr. Picot is an MFP
Alumna, Class of 1992.

Michelle Quinteros de Czifra, MS, BA is the Executive Director of Hispanic-Serving Health
Professions Schools (HSHPS) where she works to improve the health of Hispanics through
academic development, research initiatives, and training. Additionally, she is the Principal
Investigator on several grants including the National Umbrella Cooperative Agreement I &
II through the Department of Health and Human Services, Office of Minority Health and the
National Diversity Internship Program through the Department of Veterans Affairs, Office and Diversity and
Inclusion to increase Hispanic and other minority representation in the health professions. She coordinates
several activities including: The National Mentorship Program, Graduate Fellowship Training Program,
Faculty Development Workshop, and How to use Data to Improve Hispanic Health Workshop. Most recently,
she has been invited to participate in an initiative titled Building the Next Generation of Academic Physicians
of Yeshiva University’s Albert Einstein School of Medicine’s Hispanic Center of Excellence. She has also been
invited to speak at several events on the importance of diversifying the healthcare workforce to achieve health
equity. Mrs. Quinteros de Czifra holds a MS in Systems Engineering and Engineering Management from The
George Washington University (GWU); graduate certificate in Emergency Management and Public Health
from GWU; and a BA in Latin American Studies/Spanish Language and International Relations from American
University.
Terreline (Shellie) Sims, MS, is the Assistant Director of Certification Services in the American
Nurses Credentialing Center (ANCC) Certification Department, since 2009. As the Assistant
Director of Certification Services, Ms. Sims is responsible for the overall management and
strategic leadership of the Registration and Operations work units including timely and
accurate reviews of applications and supporting documentation and confirming that certification
examination requirements are met to guaranteeing prompt and efficient customer service for all ANCC
customers. She routinely serves as the ANCC liaison and resource for faculty and representatives from
colleges and universities seeking information related to eligibility criteria for rising graduates and aggregate
data results, post-graduation. Ms. Sims has over 16 years of healthcare related management experience,
having worked for the Department of Health & Human Services (DHHS), the National Health Service Corps
(NHSC) Scholarship and Loan Repayment Program and others. She received a Master’s of Science in
Management from the University of Maryland University College.

Phyllis W. Sharps, PhD, RN, FAAN, an Alumna of the Minority Fellowship Program at the
American Nurses Association has conducted extensive research on intimate partner violence
and its impacts on the physical and emotional health of pregnant women, infants, and very young
children. She is the director of three centers operated by the Johns Hopkins University School of
Nursing in Baltimore, MD. She is also a committed teacher and mentor for the next generation of nurses. All
of these accomplishments have earned Dr. Sharps numerous awards and honors. But it is the work itself,
and its significance for health and well-being that continues to motivate her to contribute to the future of
nursing. Since completing her MFP Fellowship in 1988, Dr. Sharps has spent decades as a maternal and
child clinical nurse specialist, as a researcher, and a mentor to nurses. Today she is professor and associate
dean for community and global programs at Johns Hopkins School of Nursing. As director for the Center
of Global Nursing at Johns Hopkins, she directs and coordinates global nursing educational and building
initiatives and global faculty and student exchanges. Apart from her work running three community based,
nurse managed health and wellness centers, Dr. Sharps makes time to provide care in a Baltimore shelter for
battered, homeless women and their children.
Diane Thompkins, MS, RN, is the certification accreditation manager at the American Nurses
Credentialing Center (ANCC). She is responsible for the development, maintenance, submission,
and ongoing compliance activities of the ANCC accreditation activities pertaining to accreditation of
over 25 ANCC certification programs. She manages the nurse appraiser program for certifications
through portfolio. She represents ANCC at national meetings focused on the implementation of the APRN
Consensus Model and APRN issues. Prior to her current position, Ms. Thompkins was the assistant director,
certification services at ANCC for 9 years. In that role she was responsible for governance, policy, and
regulatory aspects of over 25 certification programs. She has been with ANCC for over 11 years and a
registered nurse for 39 years. Ms. Thompkins spent more than 10 years as a nurse educator at the National
Institutes of Health (NIH) Clinical Center Nursing Department where she designed, developed, implemented,
taught, and evaluated education programs for nurses. She is a former captain, United States Air Force
and holds a certificate in flight nursing from the School of Aerospace Medicine. She earned a bachelor’s of
science in nursing from the State University of New York (SUNY) at Buffalo and earned a master’s of Science
in nursing education from the University of Maryland at Baltimore.

Marla Weston, PhD, RN, FAAN, is chief executive officer of the American Nurses Association; the
American Nurses Foundation (ANF), ANA’s charitable arm; and the American Nurses Credentialing
Center (ANCC), an ANA subsidiary that promotes excellence in nursing and health care globally
through credentialing programs. A distinguished and visionary leader for nursing, Weston has
dedicated her career to improving the work and public policy environment for nurses and the quality of care for
patients. This focus has included leadership in a broad range of roles, including direct patient care in intensive
care and medical-surgical units, nurse educator, clinical nurse specialist, director of patient care support and
nurse executive. Prior to joining ANA in 2009, she served at the U.S. Department of Veterans Affairs in the
Veterans Healthcare Administration (VHA), first as program director in the Office of Nursing Services, and
then as deputy chief officer in the agency’s Workforce Management and Consulting Office. At the VHA, she
oversaw policies, programs, and initiatives that provided support for VHA employees and was responsible for
improving nurse retention and promoting nursing as an attractive career choice. Weston also served four years
as the executive director of the Arizona Nurses Association. During her tenure, membership in the association
increased by 24 percent and revenues rose by 109 percent. Dr. Weston has been widely recognized for her
leadership for nurses, including being inducted as a member in the American Academy of Nursing in October
2012. In 2014, she was named one of the 100 most influential people in health care by Modern Healthcare
magazine.
Hossein Yarandi, PhD, is a professor in the Center for Health Research at Wayne State University.
He received his Master’s and Doctorate Degrees in Statistics and Economics from Indiana University
in Bloomington, Indiana. He teaches research, statistical methods, and design at the doctorate level;
he also supervises theses and dissertations, and consults with faculty members about research grants
and projects. His research interests include research methodology, health care economics and the financing
of health care services. His collaborative research findings have been published in Nursing, Pharmacy and
Medical Journals. Dr. Yarandi is the lead methodologist and statistician on numerous National Institute of
Health funded research projects. He has extensive experience working with diverse cultural and racial groups
across the globe. Dr. Yarandi is the major faculty member who teaches and coaches Fellows during the weekly
Statistics Study Group web-based trainings, a required component of the MFP Fellowship. During his career,
Dr. Yarandi has served on more than 100 doctoral dissertation research committees.
