Criminal History Check (CHC) Process
Jeanine Mason, Criminal History Check Specialist
Introduction
 My role
 How did we get here?
 Who is in the room?
 What do you want to gain from this presentation?
Goals
 Provide a general understanding of the CHC process
 Review flowchart of CHC process (the BIG picture)
 Review tools available to Coordinators to help simplify CHC process
Components of CHC
The criminal history check is not complete until the RESULTS of all three
components of the check have been reviewed
*This CHC applies to all terms of service, regardless of the number of times the
Member enrolls!
 FBI check
 Statewide check (x2 if Member lives and serves in different states)
 NSOPR
Components of CHC, cont…
The RESULTS of the criminal history check can come from
 CNCS approved ASP
 New CHC request
 A combination of both
What is an ASP?
An ASP is an official request to allow Compact Service Corps to use an alternative
process that varies from the requirements identified in the regulations.
 An ASP will make your life easier as a Coordinator!
 ASP allows CSC to use a pre-existing CHC as the approved AmeriCorps CHC
 Check must be less than one year old (except for AZ which can be older than
one year) and must be accessible to CNCS, if requested
What is an ASP?...cont
An ASP is NOT a CHC. The ASP is the vehicle that allows us to use a pre-existing
component of the CHC as the approved CNCS CHC (or part of it).
 ASPs can be amended
 ASPs do not expire
 ASPs can be submitted at any time to CNCS
Requesting a New CHC
If your Member is NOT covered by an ASP, all three components of the CHC need
to be requested through the appropriate vendor.
 FBI check is completed by Accurate Biometrics
 Statewide check(s) is completed by EBI, Inc.
 NSOPR is completed by EBI, Inc. (NSOPR is automatically generated when a
statewide check is requested)
 The importance of verification forms!
The FBI Check
The newest component of the AmeriCorps CHC is the FBI check, a fingerprint
based national search, completed by an approved FBI channeler, Accurate
Biometrics.
 What is a channeler, anyways?
 Accurate Biometrics training and the guidelines for communication with AB
 Livescan scheduling
 Uploading the FBI check results to the FTP Upload in JOne

Re-enrollment Process
 If a Member’s start date is within 30 days of their exit date from the previous
term, then checks do not need to be completed again
 Members who enroll in another term of service past 30 days from their exit
date from the previous term will need to complete all THREE components of
the CHC, including a new FBI check
 As a reminder, the THREE components of the CHC are the FBI fingerprint
check, the statewide(s) repository check and the NSOPW
