Startup will be handled from a remote location whenever possible.

4.

On-site training will consist of 6 hours for Operators and 6 hours for

Control Technicians. Note: No Factory Training or testing has been included.

COMMENTS & CLARIFICATIONS:

Submittal and AS-Built Drawing Preparation Sequence. (As-Builts are the

O&M documents for PIC). The following is the recommended procedure, which outlines the various steps and responsibilities for both PIC and

CONTRACTOR.

1) PIC prepares submittal drawings marked “NOT FOR

CONSTRUCTION” using the available electrical data. As noted below, PIC should receive copies of the

MCC/VCP/Instrument submittals, to check for discrepancies with the P&IDs prior to this step. The submittal drawings will be supplied with clouds around any missing information, indicating where terminal or other information is required.

These terminals are designated with X’s. CONTRACTOR will be sent a list of discrepancies as well.

2) When the submittals are approved, the new panels will be fabricated and field modifications completed. This of course is well ahead of pulling any wires.

3) The panels are field or shop tested by BSI (wiring only) and drawings updated with any PIC PLC and/or CONTRACTOR supplied field hardware changes that are found. These updated drawings will be marked “OK FOR CONSTRUCTION” and submitted as such.

4) When the CONTRACTOR has the equipment and is ready to pull wire, he will prepare wire pull and wire markers lists as he confirms that the equipment matches the drawings. This is the point where all of the Equipment/Submittal discrepancies are resolved, “OK FOR CONSTRUCTION” drawings updated, and CONTRACTOR is ready proceed with markers and wire pull. This is an important step, since there are instances where the delivered equipment does not match the supplier submittals.

9/17/2015 TVRWRF 23 MGD Expansion Control System Quotation Rev9 Page 7 of 10

5) The contactor then makes the markers utilizing the confirmed

FROM and TO designations for the equipment. Of course, other changes will arise during the process and they need to be marked on the ‘OK FOR CONSTRUCTION” drawings and sent to PIC. PIC will modify the drawings and send to

CONTRACTOR.

6) When all wiring has been completed and FAT testing done, PIC will make any final changes to the drawings and submit them as “AS BUILT”. These are the documents referred to as PIC O&M Manuals to be delivered within two weeks after receiving all field markups

SPARES & TEST EQUIPMENT
