Ulupalakua, Maui, HI – The 1st Annual Hawaii State Chili
Championship Cookoff was held on Sunday, September 1 at the
Ulupalakua Ranch Store & Grill in upcountry Maui. The inaugural
event drew 17 chili teams and hundreds of spectators who all
enjoyed a day of chili, charity, and fun. The non-profit event raised
over $1,600 for the Maui 4-H Livestock Association.
The 2013 Hawaii State Champion was Don Miller of
Makawao, HI who not only won the judges over with his 1st place
“Hawaii Ranch Chili” but also took the People’s Choice award. A
seasoned chili cook and longtime Maui resident who has competed
in cookoffs for 23 years, Don attributed his winning chili to a

Thank you to all the delegates and guests who attended our Great Peppers Meeting.
The annual business session and family reunion was not without the highs, lows, and
differing opinions. I would like to thank departing directors Ed Blair, David Sexton, and
Glenda Vrba for their years of service to the organization. Join me in welcoming incoming
directors Tim Collier, Patti Meyers, and Kris Hudspeth. Changing of the guard brings
new ideas and fresh perspectives on reinventing the CASI wheel. I thank you for the
opportunity to serve as an officer and hope that I can be open minded to all challenges.
And speaking of challenge it is time to move on to our 47th Terlingua International
Chili Championship. 47 times and we’re still trying to get it right! Everyone that qualifies is a champion in their
own right. You qualify to get to Terlingua and that is not easy. We don’t take walk-ons so be proud of your
invitation. There are many thoughts on the qualification process, but there is no doubt when the winner is crowned
that they defeated worthy competition. TICC is a destination. It is a reunion, a party and a challenge in a remote
and beautiful setting. It is a place for our sponsors to come and witness CASI at its best. There is nothing artificial
about our championship; it is the real deal. So is the warmth and compassion of our members for the cult that we
call chili. Sometimes we can’t see the forest for the trees. Sometimes we have to be shaken to awake from a
slumber. However, beware of waking a slumbering giant as it might take some large steps in the right direction.
Salud amigos and safe travels on your chili trail and the road to Terlingua.

REFLECTIONS FROM THE ED
Good Times! Great visiting with Peers! Valuable Sessions! Terrific Slide Show!
Unbelievable Hospitality! Easiest registration ever! Splendid Hotel!! Cold Libations!!
Wet Pool!! These were only a few phrases that I heard at the 34th Great Peppers
Meeting. Thanks to the members of the Great Peppers Meeting Committee for making
the meeting a success. Congratulations to the new Directors joining the Board; Tim
Collier, Kris Hudspeth, Patti Meyers, and to Lee Kroencke on his re-election to the
Board. I also thank Harvey West and Glenda Vrba for stepping forward with their
candidacy. A special thanks to the delegates who attended to the business side of our fun.
October brings the start of our new chili year and the count down to the 47th Annual Terlingua International
Chili Championship. The beginning of October levels the playing field and everyone starts from the beginning
gathering those points for the 2014 TICC event.
TICC this year will bring some new events and fun for the participants and spectators. Wednesday night will
begin with the Tequila Rose Party, the Tequila Rose Dessert Contest, and the Tequila In Terlingua Society. After
these gender specific (except for the Dessert Contest) parties have concluded, then both parties will converge in
the Ancira Concession area and the Main Stage area for entertainment by local Terlingua musicians.
Thursday is the Fun Day at the Ranch! Decorate your golf cart, ATV, UTV, trucks, pets or spouses and
join in the first ever Parade. The Parade will wind through the cooks area, the road to Krazy Flats, and end at
the Krazy Flats Saloon for Happy Hour! Also at the Si Brown Pavilion will be old time Chili Games and a band.
After the Krazy Flats affair, then join us at the Memorial Board by the Main Stage at 7:00 p.m. The Buster
Bledsoe Band will kick off the Halloween Night festivities with music. Everyone is invited to join the Halloween
Costume Party during the dance. Sounds like Chili, Charity, and Fun to me.

At the Great Peppers Meeting during my report I
totally forgot to thank my committee! They work very
hard during February and March of every year and I
appreciate everything they accomplish. When you see

We will start the week on Sunday
cleaning out and washing down the saloon in
the morning. At 2PM we will be folding Tshirts if anyone would like to help out.
KRAZY FLATS store will open Monday
morning at 9AM for ice and merchandise.
Beer will be ready for sale as soon as it
arrives and gets iced-down.
Thursday at 10AM come on down for
Bloody Mary’s and sign up for the day’s
events and judging. OPEN HOUSE Thursday
afternoon will be from 2-4PM. Music, food,
and special events are planned.
New this year at the Flats will be the
KRAZY FLATS Tour de Poivre Parade,
Olympics, a Drink-Off, and who knows what

As TICC is only one month away please let me
remind you of the things I need from you to accomplish
a smooth day of cooking chili in the Old 320 Arena on
Saturday, November 2, 2013.
• Our Annual Old 320 Meeting will be in the Mexene
Judging Pavilion on Friday, November 1st immediately
after announcements of all the Scholarship Cookoff
Events. Please plan to attend.
• Volunteers are needed to help with marking the cooking sites in the Old
320 Arena on Wednesday, October 30th, at 9:30 A.M. I appreciate each
of who responded to my request in the past and I hope I can depend on
you again this year. You can e-mail me at rhay16@comcast.net.
• If you are not using your Cooking Site in the Arena and you are willing to let
another cook use it OR, you have told a friend they could use your Site, please
let me know either way. We have many qualified cooks wanting to cook in the
Arena that doesn’t have their own Site.
• Cooks do NOT have to be an Old 320 Member to cook in the
Arena. For cooks that do not have an old 320 Site but would like to cook
in the Arena, please come see me immediately after registering. I will be
behind the stage during registration times.
• All Pods that have an Old 320 Site, I need to know who the Pod Member is
that will using the Pod’s Site.
• MEMBERS, please give me the courtesy of coming by and picking up
your Old 320 Badge.

TICC GATE POLICY
QUALIFIED COOK: Each listed qualified cook receives one
(1) wristband. A husband and wife who are both qualified receive only
one (1) wristband each. A second wristband will be given to the
qualified cook if their spouse or friend is with them and are not
qualified. Qualified cooks DO NOT receive additional wristbands if
they are also Old 320 members and/or captains of a show team.
SHOW TEAMS: Each listed Show Team Captain receives one
(1) wristband only if they are NOT qualified to cook or an Old 320
member. Qualified cooks or Old 320 members DO NOT receive
wristbands in addition to the Show Team Captain wristband.
Members of listed Show Teams will pay to enter the gate and
receive a spectator’s wristband. They will then proceed to the
registration area behind the stage and will be reimbursed for their entry
fee and given the appropriate wristband.
OLD 320: Each listed Old 320 member and one (1) guest
receive wristbands only if they are NOT qualified to cook or show.
Qualified cooks or show team captains DO NOT receive wristbands
in addition to the Old 320 wristband.

a day, around 9:00 AM and 3:00 PM. Meet some
interesting people and help CASI at the same time.
Early Wristband
Distribution
Attention Old 320 Members, Qualified Cooks and
Show Team Captions. You can receive your contestantstyle wristband early if you are at the Rancho CASI de
los Chisos on Tuesday, October 29th. A booth will be
set up in the Ancira Pavilion from 11:00 am until 2:00
pm. Come by Tuesday in person to receive your
wristband. You can also register for the Tequila Rose
Dessert Contest.
Toys for Tots
Don’t forget to bring your unwrapped toys for
children - infants to 12 years old - to TICC this year.
If you want to include some wrapping paper with
your toys, that would be great. Toys can be dropped
off at the Main Concession Stand.
Old 320-Marking Sites
& Registration
Site marking in the Old 320 arena will be done
on Wednesday at 9:30 a.m. Volunteers to assist
with this project would be appreciated.
Also looking for volunteers to help with Old 320
registration starting on Wednesday at 1:00 PM.

on Saturday. Additionally, any leftover chili would
be appreciated after turn-in. We have many
spectators who never get a chance to taste the chili
and want to give them this opportunity.

Ceremony
Join us Thursday, October 31, at 7:00 pm for the
Memorial Board Ceremony to pay our respects to
those who have passed before us. This is held in
front of the Memorial Board at Memorial Plaza and
this year will include a balloon release. Come and
fill out a card to attach to your balloon with a
message to be released to the heavens above, to
mingle with the unlimited stars in Terlingua.

to TICC?
Handicap Parking
As you are aware, much of the camping area is
occupied by trailers that are used to bring golf carts,
ATVs, etc. to TICC. Since space is at a premium in
the cooks’ area, all trailers must be parked on Cindy
Lane.
If you require handicap parking at TICC, please
contact the TallyMaster, Jenny Windsor, behind the
stage during registration hours. She can provide you
with the placard to allow you entry into the designated
handicapped area.

determined. Tickets will be $10.00 each or 3 for $20. Winners will be
drawn on Saturday afternoon at TICC. Because of multiple Texas laws
concerning a Texas corporation selling raffle tickets over state lines, tickets
can only be sold in Texas. Great Peppers in states outside of Texas can take
orders for tickets – then purchase those tickets at Terlingua. Detailed

Salsa Event 2013
Again this year there we will have the Traditional and Non-Traditional
categories in the Salsa Event at TICC. See descriptions below.
• $15.00 per entry.
• Turn in will be at 1:00 pm for both.
• Top 5 in each category announced.
Traditional Salsa
Salsa is the Spanish word for sauce, and in Mexico it refers to sauces that
are used as an ingredient for a variety of dishes and as a condiment. It is
normally a spicy blend of tomatoes, onions, and hot peppers finely pureed or
cooked to a liquid like consistency. Secondary ingredients are traditionally garlic,
salt and optionally, cilantro.
Non-Traditional Salsa
Pico de Gallo, Verde (green), Greek, Fruit based, etc. Anything goes here,
be creative and have fun. Any fruit, vegetable, or spice is acceptable (pineapple,
ginger, bell pepper, etc). Additionally, non-traditional ingredients such as
Worcestershire sauce and tequila are perfectly acceptable as long as the endproduct tastes great.
Salsa Judging Rules and Characteristics:
• Color/appearance – is the product attractive and visually appealing?
• Smell/Aroma – the product should have a pleasant aroma, without one
ingredient overpowering the others.
• Flavor – independent of spiciness, the product should be delicious.
• Viscosity/Texture – do you like the texture in terms of smooth, crunchy,
easy to dip, etc?
• Heat/Spiciness – CASI is looking for a “classic” level of heat, not
extreme or mind-numbing heat – mild, medium or hot are all fine, but try
not to destroy the judges’ taste buds!

Rules Regarding Fires
IF ALLOWED, Rules for having fires on the Ranch site are as follows:
√ FIRES must be contained in a fire pit, fire ring or some type of
containment. There are to be no unconfined fires on the ground!
√ No Large Fires!
√ NO ACCELERANTS are to be used on fires, ie gas, lighter fluid, etc.
√ Fires MUST be attended at all times.
√ NO furniture, cars, tires or non-earth grown items will be allowed to be
burned on site. If you haul it in, you must haul it out when you
leave.
√ The Ranch will be patrolled by the Terlingua Fire Department at all
times. Individuals in violation of the fire rules will be given one warning.
If a return visit is made due to any fire related issues, the violator will be
immediately evicted from the property without a refund.
√ It is requested that all persons entering the ranch have a working FIRE
EXTINGUISHER in their possession.
ABSOLUTELY NO FIREWORKS!
WIFI at TICC
The The CASI Ranch will have limited but free WiFi Service for TICC
donated by Hill Country WiFi, Bruce Pinnell. A free WiFi Hotspot will be at the
Main Concession beginning Monday October 28th. The signal will not be
broadcast across the ranch. Hill Country WiFi is also donating the equipment to

RED RIVER, NM - The “HOT CHILI DAYS/COOL MOUNTAIN
NIGHTS” CASI Chili/BBQ/Music event helf August 17th turned into another
fun weekend. This event which featured three days of music, a couple of CASI
chili events (CASI Red and State of New Mexico Green) and a BBQ event
had all the elements to make it a memorable event! Wonderful weather, blue
skies, special music, the smell of chili and BBQ emanating from Town Park,
friendly people and lots of public/spectators help to make this an annual event
that should not be missed!
The picture of the event featured the winner, Tim Collier (watch out for the
Cowboy hat!!) and the rest of the winners. How did that one Colorado cook
sneak in there? Other winners that day included Mike Gatlin – 1st in Green
and Bob Seymour – 1st in Showmanship. Congrats to all and thanks to
everyone who made the weekend a special one! We hope to see all of you next
August (August 2014) for the Four Corners Regional!

DURANT, OK – The
OKLAHOMA STATE
CHAMPIONSHIP COOKOFF was
held August 31st at the Choctaw RV
Park, part of the Choctaw Casino
Resort. Don’t know how lucky she
was at the casino but Rene Cortez of
Grand Prairie, TX showed her luck at
winning the cookoff, her third first
place in a row. Way to go Rene!

LEBANON, TN - NO, not aliens… just a bunch of good, “out-of-state”
chili cooks who took 9 of the Top 10 Chili awards, plus 1st Place Show, at the
Tennessee State Championship held on August 24th.
Congratulations to Jack Cobb (GA), Darin Jester (IN), and Donnell
Dickerson (MS) for taking home the top 3 Chili titles, and to Bill Heslop (AL)
for winning Show. James Brockman, 5th place chili, was 1st Tennessean with
Katie Seadler and Susie Shaw picking up 11th and 12th chili for the 2nd and 3rd
place Tennessee cooks.
Thanks to all the chili teams, especially the out-of-staters, who made this a
fun and successful event on a great day in Tennessee!

Hawaii State continued from page 1
combination of balance, timing and his secret ingredient, “Natural Punishment,”
made with fresh habaneros and jalapenos.
Other top chili cooks included 2nd place Roger Foltz, from Dallas, TX, 3rd
place Christine Vestfals from Kihei, 4th place Larry Lutz from Kihei, and 5th
place June Werner from Kula; 1st place Showmanship team was El Chivos
Banditos headed by Jeremy Johnson. Island-grazed natural beef was provided
to the chili teams by the Maui Cattle Company. A panel of 14 judges ranged
from members of the public to local media and notable restaurateurs including
Alan Wong, Bev Gannon and Karen Christenson. Prizes donated by event
sponsors Shaka Pops, Ulupalakua Ranch, and Maui’s Winery included a handpainted cook stove by Maui artist Kyle Miyajima for the Hawaii State
Champion.
Ulupalakua Ranch Store manager, Diana Azevedo, was thrilled with the
turnout. “This was our first year so we didn’t know what to expect, but the
response was really amazing. All of the cooks had such a good time and the
public support was really terrific. We couldn’t have pulled it off without the
generous involvement of our judging panel and the hard work of the 4-H kids
who sold tasting kits and Shaka Pops. Together we raised over $1,600 for the
Maui 4-H Livestock Association. By the end of the day, we had chili
enthusiasts and future competitors all wanting to know when next year’s event
will be and if it will be larger because they want to participate! We will
definitely be having a 2014 CASI Hawaii State Championship in Ulupalakua.”

Greetings!
Thanks to everyone for submitting your cookoffs
early. We have seen dramatic improvement in submitting
information timely, and as usual CASI members are rising
to the occasion. October 15th is the deadline for
submitting December cookoffs, so continue to check your
calendars closely and connect with your promoters and
referees.
An advantage for submitting cookoffs is to have an
electronic trail of your submission. That is a very easy
process when you submit your cookoff using
www.casichili.net
As the chili year winds to a close I encourage you to
take a look at how you can grow CASI chili in your area.
Maybe all it takes is a phone call of encouragement.
Maybe reaching out and contacting someone you think would enjoy chili charity and
fun. This year has been a year with plenty of change, and lots of new younger members
are attracted to CASI. We are so blessed to have them, and we are excited to have the
additional competition.
Congratulations to everyone reading this and involved in CASI cookoffs. Your
investment of time, enthusiasm, competitive spirit, and adventure is infectious, and I
thank you for your involvement with CASI whether you are a cook, a promoter, a judge,
a volunteer, or just enjoy the company of enthusiastic chili heads. All the best to you in
finding what you are looking for in CASI chili, whether it’s points, camaraderie,
contribution, entertainment, education, energy, or all of the above.

Cookoff. Held at 601 S Broad St. Come join
us for the annual Chandler Pow Wow and
CASI Chili Cookoff. The Chandler Pow Wow
draws over 5,000 people annually. There will
be a parade, arts & crafts booths, local
entertainment, a “Howl-O-Ween” Pet
Costume Contest, delicious food, bounce
houses, face painting and lots of fun to be
had by all. Chili Cook-off prizes include
“Goody Bags” for the first 20 cooks to
register, custom trophies, gift cards and a
“Cooks Only” raffle. The CASI entry fee is
$20.00. Chili grind meat only. CASI rules
apply. Awards will be given in CASI,
Showmanship and People’s Choice. Gift
cards will be awarded for CASI 1st-10th

roads will be blocked once the parade starts,
chili contestants will need to be at Winchester
Park before 10:00Am or after 11:00AM All
proceeds benefit the Chandler Historical
Society & Museum. If the roads are blocked

I would like to thank the members of CASI and the Great Peppers for
electing me to the CASI Board of Directors for three more years. I am honored
to serve this organization that I love and look forward to our chili trail ahead.
CASI is an organization like no other, rich in passion and charitable work,
and embracing the fun of competition. As we look toward the future there is
considerable change on the horizon.
Being part of change and a new Board of Directors I would first like to
thank three people who have made considerable contribution to CASI, and who
are stepping off the CASI Board following TICC. To Ed Blair, David Sexton, and
Glenda Vrba, thank you. Your hard work and long hours are greatly appreciated
by myself and CASI.
Technology is changing the way we do business. 2014 is a rules change
year. Change is all around us. We all know change is not easy, it is
uncomfortable and demands our attention. As Richard Knight noted at the Great
Pepper’s Meeting, we need to hang on to the old, but not so tightly we are
unable to embrace the new.
Please feel free to contact me with any idea’s, suggestions, critics, or
complaints you may have. More than anything I want to hear from you and
applaud you for being involved in CASI. Best wishes to each of you on the chili

War over water in the world , The Tug of War
was originally conceived by the residents of
Eastport sixteen years ago when the City of
Annapolis used the excuse of a “public
works project” to close the Spa Creek bridge
that leads to Eastport from Annapolis. This
unprovoked act of aggression on the part of
the City of Annapolis had the effect of
cutting off Eastport residents and businesses
from the rest of the city. The somewhat
fractious citizens of Eastport, feeling the
sting of rejection by The City and, perhaps,
somewhat emboldened by the generous
pouring habits of a local bartender, decided
to declare war against The City of Annapolis
and secede. Thus, to the rallying cries of “
Up The Republic” , the micro-nation known
as The Maritime Republic of Eastport was

to CASI Pods, State, Regional and
International Opens
As a CASI Pod you are required to put on a pod cookoff once a year. To help
you advertise your pod cookoff we allow each pod to place one quarter page ad in
the Terlingua Trails, each year, free of charge. This ad should run the month before
your cookoff occurs. Should you decide that you need an ad larger than a quarter
page we will simply bill you for the difference in price. This ad should not be
confused with the article advertising your cookoff in the "Cooking with CASI
Calendar" section in the Terlingua Trails. That article will start to run as soon as you
request your cookoff packet and will run until your cookoff occurs.
