Proposed KFC Drive Through Restaurant, Prestwich Proposed Traffic Impact Monitoring Scheme Introduction A planning application was submitted in October 2014 for the erection of a KFC drive through restaurant on a site along Bury New Road in Prestwich. The site will be served by a junction allows left-in and left-out movements only, with the right turn in/right turn out movements being physically prevented through the provision of a central island along Bury New Road. The application was subsequently approved, however, a condition was imposed to establish whether the restriction in movements at the access results in those customers approaching from the north from carrying out undesirable manoeuvres. Specifically, Condition 22 of the permission states: 'No development shall commence unless and until a traffic impact monitoring scheme and timetable for implementation has been submitted to and approved in writing by the Local Planning Authority. The approved scheme shall be fully implemented in accordance with the approved timetable. The scheme/timetable shall provide for: • • • the scope of a before and after survey to assess the impact of any traffic generated by the development on the adjacent residential streets which shall include Kingswood Road and Dashwood Road the method of assessment the submission of the study outputs and reports on the same to the Local Planning Authority.' The following sets out the details of monitoring scheme required to discharge the condition. Scope of Assessment The surveys are required to establish whether the implementation of the proposed KFC units results in: - customers using Kingswood Road/Dashwood Road/Bury New Road in a 'loop'; - results in customers carrying out u-turning movements at the bellmouth of the Kingswood Road/Bury New Road junction. In order to establish baseline figures, prior to the opening of the KFC restaurant, the ATCs will be in situ for a period of 2 weeks. The dates of the 'pre-opening' surveys will be agreed with the Local Planning Authority prior to being undertaken. Following the opening of the drive-through restaurant, and once trading patterns have stabilised, ATCs will be placed at the same locations along Kingswood Road and Dashwood Road for a 2 week period. The dates of the 'post-opening' surveys will again be agreed with the Local Planning Authority prior to being undertaken. In order to establish any potential u-turning movements at the bellmouth of the Kingswood Road/Bury New Road junction, video surveys of the Kingswood Road/Bury New Road junction will be carried out over a 4-day period (Thursday to Sunday, inclusive). These surveys will establish whether any u-turning movements that occur are related to the KFC. Submission of the Study Outputs A report summarising the results of the 'pre-opening' surveys will be submitted to the Local Planning Authority within 4 weeks of the completion of the surveys. A report summarising the results of the 'post-opening' surveys will be submitted to the Local Planning Authority within 6 weeks of the completion of the surveys. The document will include a comparison of the result obtained from the pre and post-opening ATCs and identify any u-turning movements that occur at the Kingswood Road/Bury New Road junction.
