Purpose
The document sets out the standard configuration requirements for meters that are selected
by the DCC in accordance with the Device Selection Methodology.

Configuration Requirements – Gas Smart Metering
Equipment
2.1
Physical Requirements
The valve shall be open. The meter therefore will allow air to flow.
If the meter has been tested on Gas, then the meter shall have been purged with Air.
The meters shall be packed for easy handling.
2.2
Firmware Requirements
The GSME shall be ready to connect to a SM-HAN.
The GSME shall have a minimum of Root, Recovery, and AccessControlBroker Certificates
installed. NOTE: The provision of certificates for SIT will be confirmed by DCC.
The GSME shall be in Credit Mode
The GSME shall have a single rate tariff active. The price shall be set to £0.05 per kWh, or
equivalent. The standing charge shall be set to the equivalent of £0.3 per day.
The GSME shall be configured such that a PPMID can be installed.
The Privacy PIN shall be disabled, and/or the value set to Zeroes.
The alert and flag that indicates the flow of air through the meter, where supported, shall be
suppressed.
All parameters that can be used to hold future dated data items shall be empty.
The valve shall not close when an Alert is activated that could be configured to close the
valve.
The Billing Calendar shall be empty.
The Calorific Value shall be set to 38MJ/m3.
The Contact Details shall be empty.
The Conversion Factor shall be set to 1.02264.
The Currency Units shall be GB Pounds.
The Customer Identification Number shall be populated with zeroes.
The Debt Recovery values shall be set to Zero.

The Device Log shall be empty, unless an entry is necessary for a necessary Hand Held
Terminal to install the device.
The Disablement Threshold shall be Zero.
The Emergency Credit Limit shall be Zero.
The Emergency Credit Threshold shall be Zero.
The Low Credit Threshold shall be set to Zero.
The Maximum Credit Threshold shall be set to £50.
The Maximum Meter Balance Threshold shall be set to £2000.
The MPRN shall be empty.
The Non-Disablement Calendar shall be empty.
The Supplier Message shall be empty.
The Supply Tamper state shall be “Unchanged”.
The Suspend Debt Disabled shall be set to False.
The Suspend Debt Emergency shall be set to False
The Uncontrolled Gas Flow Rate shall be set to 5.

Metering Equipment
3.1
Requirements for all ESME types
3.1.1
Physical Requirements

Electricity
Smart
The load switch(es) within the meter shall be Closed: The meter will therefore allow current
to flow.
3.1.2
Firmware Requirements
The ESME shall be ready to connect to a SM-HAN.
The ESME shall have a minimum of Root, Recovery, and AccessControlBroker Certificates
installed. NOTE: The provision of certificates for SIT will be confirmed by DCC.
The ESME shall be in Credit Mode
The ESME shall have a single rate tariff active. The price shall be set to £0.15 per kWh, or
equivalent. The standing charge shall be set to the equivalent of £0.30 per day.
The ESME shall be configured such that an IHD, HCALC, PPMID and CAD can be installed.
The Privacy PIN shall be disabled, and/or the value set to Zeroes.
All parameters that can be used to hold future dated data items shall be empty.
Alerts shall be configured such that an Alert is sent on any occurrence, but no action is taken
by the meter with respect to the state of Supply.
The Auxiliary Load Control Switch calendar shall be empty.
The Auxiliary Load Control Switch description array shall be empty.
The thresholds that relate to voltages greater than nominal shall be set to the maximum
possible value.
The thresholds that relate to voltages below nominal shall be set to zero.
The Billing Calendar shall be empty.
The Contact Details shall be empty.
The Currency Units shall be GB Pounds.
The Customer Identification Number shall be populated with zeroes.
The Debt Recovery values shall be set to Zero.

The Device Log shall be empty, unless an entry is necessary for a necessary Hand Held

The Low Medium Power Threshold shall be set to 25 Watts.
The Maximum Credit Threshold shall be set to £50.
The Maximum Demand Configurable Time Period shall be empty.
The Maximum Meter Balance Threshold shall be set to £2000.
The MPAN(s) shall be empty.
The Medium high Power Threshold shall be set to 100 Watts.
The Non-Disablement Calendar shall be empty.
The Parameters of the Randomised Offset Limit shall be set to the lowest possible positive
value.
The Supplier Message shall be empty.
The Supply Tamper state shall be “Unchanged”.
The Suspend Debt Disabled shall be set to False.
The Suspend Debt Emergency shall be set to False.
3.2
Additional Requirements for ESME meeting Parts A, D, and E of
SMETS
3.2.1
Physical Requirements
The ESME shall be supplied with all Auxiliary Load Control Switches in the Open state.

The Auxiliary Load Switch Calendar shall be empty.
3.3
Additional Requirements for ESME meeting Part B of SMETS
3.3.1
Firmware Requirements
The ESME shall have a single rate tariff active for the second element. The price shall be set
to £0.10 per kWh, or equivalent.
3.4
Additional Requirements for ESME meeting Part B, D, and E of
SMETS
This shall meet the additional requirements for ESME meeting Parts A, D, and E of SMETS
and the Additional Requirements for ESME meeting Part B of SMETS
3.5
Additional Requirements for ESME meeting Part C of SMETS
There are no additional requirements.
3.6
Additional Requirements for ESME meeting Part C, D and E of
SMETS
This shall meet the additional requirements for ESME meeting parts A, D, and E of SMETS.
