MESSAGE FROM THE PRESIDENT
AND CHAIRMAN
Dear Friends,
CGC has been serving children and families in need of
professional mental health services for sixty years. Over the
course of six decades, we have continuously expanded our
reach and enhanced our services to positively affect more
children and help more families. Today, with four offices,
community collaborations and an excellent professional staff,
we are helping more people than ever before.
This past year was record breaking, with demand for our
services skyrocketing. Over 2,500 children came through our
programs – 500 more than the year before. Tragically, at the
beginning of the 2013-2014 school year, three teenagers in

providing extensive post-vention services to help students and
staff cope with the losses, these tragic events resulted in heightened awareness of mental health issues and
demand for our services escalated.
Our annual benefit gala drew more than 250 kind and caring friends who helped us raise more funds than in any
prior event to support CGC’s programs and services in the months ahead. Our donors’ generosity was well-timed
because of the unprecedented surge in need we continue to face. To better meet this demand, we are at the
forefront of partnerships and collaborations. Last January, we opened an office at Domus Trailblazers Academy.
Based on the success of this endeavor, we hope to replicate the model in more local schools if additional support
becomes available through new school mental health initiatives.
As awareness and understanding grows around the issue of children’s mental health, we need to be able to help
more children as soon as a need is recognized, rather than waiting for situations to escalate to emergencies.
Through Connecticut’s 2-1-1 system, CGC is the agency called in to help when a child has a mental health crisis
or when emergencies strike impacting our four town area.
Although meeting heightened demand is a challenge, it represents a tremendous success. More parents are
educating themselves and recognizing their child’s need for treatment. Progress is being made in increasing
understanding and reducing the taboo of discussing mental health difficulties, decreasing families’ fear or
reluctance to get the help they need. We recognize that timeliness is key in diagnosing and properly treating
physical illness, and also crucial to successful mental health interventions and the best possible treatment results.
Because of the greater successes in early identification, we are currently operating at maximum capacity and
are stretched to provide timely treatment under non-emergency circumstances in the face of mounting demand.
The news of actor and comedian Robin Williams’s death brings to mind last year’s teen suicides, reminding us
that we are all touched by this issue. These events have left our community reeling, struggling to understand how
and why these tragedies happen. But our population is also caring and resilient and possesses a tremendous
capacity for warmth and generosity for those in need. We are determined to continue to raise awareness and
raise up children and families struggling with these issues. Proposed legislation drafted in the wake of Sandy
Hook Elementary School identifies two major concerns particularly relevant for our area:
• Because of lower reimbursement rates and high deductible plans, families with private health insurance
throughout the state have less access to services than those with Medicaid/HUSKY coverage.
• Lower Fairfield County receives a disproportionately lower level of state support for children’s mental
health services than other regions.
Many other agencies serve only Medicaid/HUSKY families and do not accept privately insured and underinsured
patients. However, CGC serves all children who ask for help, regardless of their ability to pay for services. We
are determined to continue with this policy, but we need your help. Join us in advocating for a fair share of state
support. CGC’s voice must be heard – and loudly – at the state level to demonstrate our region’s true needs. Last
year, 93% of patients required a CGC subsidy in order to cover their cost of receiving services; this is why private
contributions are so important. A family’s financial situation should not prevent their children from receiving
mental health treatment when they need it. We must grow in order to meet the rising demand for our programs
and have expanded our staff, but this approach is not sustainable without additional support.
In this report, we invite you to read more about our accomplishments and stories of children we have helped
this year. Successes like these are why we do what we do. These are the differences that you help make. Every
childhood should be enjoyed to the fullest extent, bursting with discovery, friendship, and love. As we move
forward into a new year, please know that your support and your voice are important and truly make a difference.

Bobby suffered from anxiety, felt like an outcast in school, and had invasive suicidal thoughts every day. With
treatment at CGC, his grades have improved, he socializes with friends again, and he no longer experiences
panic attacks or thoughts of suicide.
Throughout kindergarten, Jesse suffered extreme anxiety and incapacitating physical side effects. After
following a plan developed by his therapist, parents, and teacher, he now regularly attends first grade and enjoys
going to school.
Emergency Mobile Psychiatric Services clinicians were dispatched to 16 year old Jack’s house after he
returned from a psychiatric hospitalization. He met with crisis clinicians twice weekly for several weeks to
stabilize his suicidal thoughts and has since transferred to our Child and Family Therapy program, where he and
his therapist explore the underlying issues that led to his emergency. Jack’s coping skills have improved and his
parents no longer worry about his safety.
Stacey, 5 years old, was physically aggressive towards kindergarten classmates after her parents divorced.
Stacey’s treatment dealt with anger and sibling rivalry. She can now express her feelings safely, is doing well at
home and school, and is beginning to make new friends.

CGC provides a broad range of high-quality treatment services tailored to each child’s individual needs, challenges
and strengths. Mental health treatment for children is not simply about changing behavior, but also about helping
children feel differently about themselves and their possibilities, and helping parents to be more competent,
confident and loving in their parenting.
Crisis Programs
Crisis programs target children at the highest risk for injury, abuse, or lasting psychological damage.
Child Sexual Abuse Response Team is an interagency team that integrates criminal justice and protective services
investigations, providing comprehensive services for child victims of sexual abuse and their non-offending parents.
Emergency Mobile Psychiatric Services are available 7 days a week, with clinicians meeting children in crisis wherever
they are needed – at home, school, or elsewhere – to stabilize dangerous situations and prevent violence and suicide.
Community Policing Partnership brings together police and mental health clinicians 24/7 to provide outreach to child
victims, witnesses of violence, and high risk youngsters.
Community Emergency Response Program provides on-site assistance and counseling after events impacting large
groups, such as natural disasters, school violence, death, or suicide.
Ongoing Treatment Programs
Ongoing treatment programs focus on minimizing problematic behaviors and fostering healthy development.
Child and Family Therapy, our largest program, utilizes a multidisciplinary team approach to provide a broad range of
comprehensive individualized mental health assessments and treatment services, tailored to meet the needs of each child
and family.
Child First is an intensive in-home model focused on decreasing abuse, neglect, developmental delays, and health problems
among the highest-risk children from prenatal to 6 years.
Multi-Dimensional Family Therapy is an in-home family-based approach to treat adolescents with substance abuse and
related dangerous behaviors.
System of Care helps families of seriously emotionally disturbed, abused or neglected children meet complex needs by
helping families access integrated services to safely maintain children at home and avoid the disruption of out-of-home
placement.
Beyond treating individual children and families,
CGC offers services that benefit the public and
advance knowledge, understanding, acceptance, and best
practices in children’s mental health.
Prevention Programs
Community Education Services offer seminars and workshops for the general public and professionals working with
children to increase awareness of issues affecting child development.
Community Consultation Services are available to schools, shelters, and other youth-focused agencies to help them
better respond to children’s mental health needs.
