I. Answer one of the following questions. (This answer counts 60% of the mid-term exam
grade.)
a.) Differentiate democracy from other forms of government, and identify conditions
conducive to a successful democracy.
b.) The original Constitution (excluding the Bill of Rights) contains two major devices
that seek to ensure that the national government 1) has sufficient power to govern
effectively 2) while at the same time does not have enough power to endanger citizens'
liberties. Write a comprehensive analysis of one, and only one, of these two devices (your
choice which).
