At times, this happens quietly with the passing of legislation that goes unnoticed, such as the REAL ID Act, which will essentially mandate that you possess federal identification by May of 2008. If your state legislature chooses to stand by principle and refuses to comply with the REAL ID Act, as Maine recently did, you may have a few problems: • Want to open a bank account? Sorry, Homeland Security requires you to provide proper, i.e. federal, identification. • Want to get a new job? Sorry, your employer needs to fill out Form I-9, and they'll need federally approved identification from you. • Want to travel? Sorry, the airport screener for the Transportation Security Administration will need to see that ID before you get near a departure gate at your airport. Several times throughout 2006, our liberty was blatantly robbed in front of the world. Such was the case this past October when, as the cameras rolled, President Bush signed the Military Commissions Act that suspended Habeas Corpus . . . our main protection against unlawful imprisonment. Many Americans may have seen a short segment on the nightly news regarding the Military Commissions Act. Maybe you caught it and thought to yourself, “I’m not an ‘unlawful enemy combatant’ so I have nothing to worry about.” Well that’s not for you or the courts to decide. Actually, it would be a panel of three people making that call behind closed doors. They’ll decide whether or not you are a person who has “engaged in hostilities” or who has “materially supported hostilities against the United States.” • Could a person who, for instance, gives to a charity for Iraqi children be deemed an “unlawful enemy combatant” if that charity is later found to have supported the so-called insurgency? • Could a person who attends or organizes an anti-war rally be considered to be “engaging in hostilities” for not supporting the invasion and occupation of another country? • If, after reading this Annual Report, you choose to financially support the Libertarian Party could YOU be charged with “materially supporting” hostilities against the U.S. Government simply because Libertarians demand principled government? While those scenarios are extreme, as of October of 2006, they are legal actions of our government. Even more frightening, is that this past year we even witnessed our government acting completely outside of the law. Last May, it was revealed that our National Security Agency had been spying on millions of Americans since 9/11! This is in addition to the domestic spying which has been granted by the U.S. Congress within the unlawful PATRIOT Act. Annual Report Dear Libertarian, Annual Report Add to the above dozens of other “smaller” infringements upon our liberty. These range from the banning of online gambling, a recreational activity for millions of hard working Americans, to a legislative attempt by certain congressmen to “kill” third parties such as ours. Adding insult to injury, 2006 represented a year in which our elected leaders threw fiscal responsibility out the window by raising our national debt ceiling by $781 billion. Somehow Congress managed to do this much damage while working the fewest number of days since the “Do-Nothing” Congress of 1948! Maybe one of the bright spots of 2006 is that the 109th Congress thankfully only worked 92 days out of the entire year! Imagine the damage to our nation if our supposed leaders actually had the work ethic of the common taxpayer! As the year rolled on, anticipation grew that change would come with the November elections. Much of America’s voting base was disgusted with the Republican Party and their actions as they were led by the Bush Administration. Others were deeply disappointed by the spinelessness of the Democratic Party in their refusal to slow the overreach and correct the incompetence of the Republican machine. As voters weighed their options, the leadership of the two “major” parties played politics as the lives of thousands of Americans and Iraqis remained in harm’s way. One of the most saddening aspects of 2006 is the lack of compassion showed by national politicians. Republicans, rigidly guided by the Bush administration, stood by their ongoing occupation of Iraq despite the clear signs that civil war was imminent regardless of our attempts to quell the violence. Why did they do this? Because they would give Democrats a political advantage if they admitted failure. Complicit in this atrocity are the Democrats, who, rather than attempting to lead our nation out of the ongoing violence in Iraq, sat idly by and did nearly nothing with little action or even criticism. Why did they do this? Because it was to their political advantage to let the Republicans self-destruct rather than be labeled as “liberal peaceniks” or “anti-war hippies.” They sat by as men, women and children struggled for and, in many cases, lost their lives. As a result, 791 American troops lost their lives and thousands more were wounded in 2006. Iraqis also experienced untold losses as thousands of their loved ones were violently killed throughout the year. For our nation, 2006 was supposed to be a time of change . . . possibly even a year of progress. In the end, we got nothing more than . . . politics as usual. There was no pendulum swing from the right to the left, there was no change in direction, there was no moving our nation forward. That’s because both Republicans and Democrats are the same beast that consumes and hungers for endless power. They are willing to take that power at every opportunity in the form of your tax dollars or your privacy. They’ll even revoke your basic right to defend and protect yourself, your family and your property. Let’s be clear. There is no left or right. As you are reading these words now, you are without question a person who chooses to stand against the popular and hold a line for liberty. You are not alone. You are part of a larger movement that is the Libertarian Party. And as a member of our small group, we don’t demand that you toe a collective party line. We only ask that you be true to yourself and to our nation. You stand with thousands of others who believe freedom is not a set of rights that can be taken away by a larger authority but rather an undeniable absolute that we were born with and shall die with. We Are Libertarians As such we must work together to move forward with our mission of making this nation better by working towards smaller government, lower taxes and more freedom. We accomplish our mission by electing Libertarian leaders to local, state and federal offices. But that’s much easier said than done. Not only do we lack the hundreds of millions of dollars in support that our competitors receive each year, but we lack the ability to write the rules by which these funds are collected. Also, in many cases around the nation, we lack the ability to simply run a candidate that our party sees fit for office. Before entering a campaign battle, we have to fight our way onto the field by gaining access to the ballot long before the action even begins. This only compounds our financial challenges as achieving ballot access alone makes a significant financial impact. Couple the above with the lack of media coverage for our party and our candidates and it’s clear that we walk a harsh and unforgiving path. But we have marched along this path for over 35 years and as conditions worsen along our road to freedom, our resolve and dedication strengthens as does our skill at addressing and overcoming our many challenges. 2006 represented a beautiful example of Libertarians adapting to the harsh conditions that we face. One such example happened in Washington State this past election season with one of our candidates for the U.S. Senate, Bruce Guthrie. Bruce, a passionate teacher, entered the race knowing the challenges faced by Libertarian candidates. Bruce was not discouraged when he was first informed that he had been excluded from the televised debates because his campaign failed to prove “significant public support”. . . a nice way of saying that Bruce’s campaign didn’t have enough money to be taken seriously. Annual Report There are those who will fight with every breath for liberty and there are those who have either been blinded by, or are part of, a larger group that places party loyalty and success ABOVE loyalty and protection of our nation and its citizens. Annual Report Rather than stand on the sidelines and complain, Bruce made an unprecedented move by loaning his campaign enough money to meet the rules of the debate sponsors. By scraping together his life savings and mortgaging his home, Bruce personally went “all in” with $1.2 million. The move paid off and Bruce was not only included in the debates but received praise in the press the next morning for a great showing. A local television station in Seattle had this to say about Bruce’s performance, “Libertarian candidate Bruce Guthrie provided the fireworks and humor, a counterpoint to well-rehearsed sound bites from the two mainline candidates. . . He also drew chuckles when he said ‘I’m the poorest millionaire up here.’” But Bruce Guthrie didn’t stop with the debates. He continued presenting a positive image for change and for the Libertarian Party by running some very creative television commercials. CANDIDATES AWAKEN AWAKEN CANDIDATES "PARTY PUPPETS" PUPPETS" "PARTY Using the theme “Don’t be a party puppet,” the Guthrie campaign reached out to voters in Washington, encouraging them to look at the issues and actions of a candidate rather than their party label. Countless party puppets voters were awakened from their false comfort in voting for a candidate based upon party affiliation. Bruce Guthrie and his campaign staff led by example in 2006 and proved to us that the resourcefulness and capabilities of our party and our candidates are improving by leaps and bounds. We owe him a debt of gratitude for being bold enough to risk his financial livelihood in order to advance libertarian principles. Bruce was not alone in 2006. Choosing to be a candidate for public office is a significant sacrifice for anyone. This choice requires a great deal of time, money and personal energy. Standing up within your community to present a principled alternative to voters is, without question, a courageous move in and of itself. Over 600 Libertarians made that sacrifice and stood up for liberty as candidates for public office in 2006. All should be commended for their sacrifice and also encouraged to do the same again and again in future election seasons. There is no denying that winning as a Libertarian candidate is an extremely difficult task and in some cases, seemingly impossible. That’s the reality of the commitment made by Libertarians who choose to run for office. Many of them choose to run without expecting to win, but instead expect that their presence on the political battlefield will, at the very least, improve the profile of the Libertarian Party and advance our walk along the path to freedom. One such great candidate from 2006 was Bob Smither, who agreed to run for the U.S. House of Representatives, and unexpectedly became a nationally watched figure. Bob, a soft-spoken retired engineer from Houston, Texas, dedicates most of his time and energy to a No one could have predicted the events that led John Fund, a writer for the Wall Street Journal, to write the headline, “Smither for Congress.” Not too long after Bob Smither filed his paperwork to run for Congress, the scandal involving the 22nd Congressional District’s incumbent, Congressman Tom DeLay, caught fire. That fire grew into an inferno leading the corrupt congressman to announce that he would not seek reelection despite his name already being on the ballot. After a short legal battle, DeLay removed his name from the ballot but the Republican Party of Texas was not permitted to replace DeLay with another candidate. Republicans in Texas got a small taste of the challenges that we face and were denied ballot access, forcing them to make a last minute decision on how to prevent their highly conservative congressional district from falling into the hands of a liberal Democrat. The local Republican precinct chairs in TX-22 had an important call to make: support and back our Libertarian candidate, Bob Smither, or start a write-in campaign that, as history proves, was destined to fail. While the Republicans had one congressional seat on the line in this scenario, the Libertarian Party had much, much more to gain and nothing to lose. With Republicans backing our candidate, the LP would have a likely shot at winning our first congressional seat in history. When those local Republican leaders decided to call a private meeting to make the big decision, the Smither campaign and separately, Libertarian Party Headquarters, were prepared to do all that was necessary to sway opinion in a libertarian direction. Thankfully, we had supporters on the ground in Texas who informed us of the time and date of the “secret” Republican meeting and provided us with a list of precinct chairs in the district, complete with their contact information and even their backgrounds. While LPHQ hit the phones, respectfully influencing those precinct chairs, the Smither campaign, also aware of the meeting, prepped literature and signs to pass out to attendees of the meeting. In the 24 hours before the meeting, one local Republican leader after another committed support to our Libertarian candidate. These rational Republicans understood that it was unlikely that a write-in campaign would succeed. Many also decided that in two years, a Libertarian would be much easier to beat than an incumbent Democrat. . . a line of thought that we did not dissuade despite knowing that if a Libertarian were elected to Congress, our national movement would fight tooth-and-nail to keep him there. As the hour of the meeting approached, all Libertarians involved, and even some Republicans, were cautiously optimistic. Even local and national media had covered the story presenting a positive spin on backing a Libertarian. As the doors closed to the Pearland church where the meeting was taking place, the precinct chairs began to debate and momentum began to build for the prospect of supporting a Libertarian. Then something -- uniquely Republican -- happened. Annual Report non-profit organization that helps find missing children. When he was contacted by the Libertarian Party of Texas to run for Congress in the 22nd Congressional District, he agreed because he knew that the LP could benefit from his name “filling” the Libertarian line on the ballot. Annual Report Our sources say that in the midst of the closed-door meeting and the positive talk of our candidate, the man himself, Congressman Tom “The Hammer” DeLay, stood up and made it clear to those present that they cannot trust our Libertarian candidate, Bob Smither, because he was . . . a “plant” for the Democratic Party. Let’s pause here for one moment. DELAY WARNS, WARNS, DELAY "BEWARE OF OF THE THE "BEWARE LIBERTARIAN" LIBERTARIAN" • Bob Smither, an outstanding citizen who, along with his wife, was recognized by the Texas Senate for his work on behalf of missing children . . . a plant for the Democrats. • Bob Smither, a humble Ph.D. holder, retired small business owner, and adjunct professor at the University of Houston for 14 years . . . a plant for the Democrats. • Bob Smither, a member of the Libertarian Party since 1972 . . . a plant for the Democrats. The word “outrageous” does no justice in this case. In the end, after more lies by Tom DeLay, the local Republicans of TX-22 decided to back a write-in candidate for the U.S. House seat, Shelley Sekula-Gibbs. She lost the race after one of the most expensive write-in campaigns in American history. It is rumored that enough funds and resources were diverted to this write-in campaign that it cost the Republicans not one but two House seats. Who knows? Maybe Tom DeLay was the plant for the Democrats. Overall, the Libertarian Party encountered many unique circumstances throughout the year. As Republicans and Democrats continued to lead the country down a variety of paths – all in the wrong direction – the Libertarian Party reached out to voters around the nation with an honest and down-toearth message. This message made it evident that while our country has significant problems now, there is hope, there is an alternative, and we can put this nation back on the right track. Thanks to the help of many hundreds of outstanding Libertarian candidates around the nation, millions of Americans heard our message loud and clear and voted Libertarian in 2006. All totaled, Libertarian candidates attracted over 13,400,000 votes in 2006. Over 13,400,000 Votes Were Cast for Libertarians in 2006!!! In many cases this past year, we saw our vote totals double when compared to previous election cycles. This drove our national average up to 9.1% of the vote! What this means for the LP and our future is that more and more voters are becoming comfortable deviating from the “major party” norm and voting on principle rather than voting along party lines or for the likely winner. It’s clear that America is becoming more accepting of the Libertarian Party. After our 2006 election results, the pundits and political players in Washington are now paying close attention to the “libertarian vote.” While we take no joy in seeing another political party take power, there is no question that the reason Democrats now control Congress is the role the Libertarian Party played in the mid-term elections. Control of the U.S. Senate was decided by a single seat. Nationwide, third party candidates “beat the margins” in three Senate races. In two of the three races, LP candidates earned many more votes than the margin of victory, thereby deciding the outcome. As for the third Senate race, that independent candidate is now a card-carrying Libertarian! Make no mistake, Nancy Pelosi and Senate Democrats owe their victory to Libertarian candidates. While we may not like the thought of Democrats taking power because of our performance at the polls, it’s the cost of entering the arena. Political success will not come overnight and we must realize that with each election cycle we will play a role in deciding the victor . . . that is until the day comes that we take command. After 2006, both Democrats and Republicans now recognize the power of the libertarian vote. Even the mainstream media is starting to take notice. Shortly after the November elections, The Economist ran an article titled “Libertarians Emerge as a Force.” In Washington, D.C., there have already been a number of public discussions on attracting libertarian voters and most of the talking heads on these panels arrogantly dismiss the Libertarian Party. They expect Libertarians to fall in line if they start using the proper slogans and catch phrases that identify their candidates as “libertarian leaning” or “fiscal/social libertarians.” Thankfully, we know that it won’t be so easy for them. Libertarians are intelligent people and typically have long and well-informed memories. We look at the actions of a candidate rather than targeted phrases inserted into stump speeches. As both Republicans and Democrats fumble around attempting to attract your vote, know that the Annual Report Let’s emphasize that by saying: Annual Report 10 Libertarian Party has been hard at work to not only keep your vote and confidence but also to attract the confidence of other Americans. In our 2005 Annual Report, we laid out our plans for 2006 with four goals. We are happy to report that we kept our promises and then some. We stayed on course the entire year and, in most cases, exceeded expectations while remaining fiscally responsible. By June of 2006 we kept this promise by launching a new web site that put the spotlight on our candidates rather than internal party matters. We also completed a revamp of our publication, LP News, which highlighted our outstanding candidates and their challenges and successes along the campaign trail. The Blog • Keep our Members Informed. Tying into our first goal of highlighting our candidates, we created and launched the Candidate Tracker (CT) which kept our members very well informed of not only what candidates we had running but also how they were performing. We extensively tracked their progress and applied an objective score (their CT Score) to their campaigns. Essentially the more active the campaign, the higher the CT Score. Libertarians take board, cut waste - News-Press opinion by Kim Hawk -- I turned my attention to both our employees and said, "I feel sad that I am about to vote to end your jobs but I am going to do what I believe is right, not what I think is nice." I now know how uncomfortable and awkward it feels to look government workers in the eye and tell them "You're fired." Maine rejects Real ID Act - CNet News article "Maine overwhelmingly rejected federal requirements for national identification cards on Thursday, marking the first formal state opposition to controversial legislation scheduled to go in effect for Americans next year." Bush Hopes to Expand the Size and Scope of Big Government - "President Bush delivered his 2007 State of the Union Address. While there were some things in the speech that were, on the whole, good, on most matters the President continued to show no appreciation for the concept of limited (particularly federal) government, and he continues to › Not a Dime's Worth of Difference › Exporting Democracy, One Swimming Pool at a Time › Volunteerism on the Rise › Perhaps US Should Consider Canadian Lead › 2004 Libertarian Recount Conclusion While we initially aimed to simply keep Libertarian supporters informed of our candidates, the unintended consequences of this new program resulted in a much more exciting outcome. As our candidates reported their progress to us, i.e., funds raised, media earned, and events attended, we found that these great Libertarians became competitive with one another and waged much more active campaigns in order to increase their CT Score and national ranking within the Candidate Tracker program. Needless to say, we didn’t discourage the competition and may even be guilty of making a few calls to candidates to say, “Five more points and you’re in the top ten!” After all, more activity equals more votes. • Continue Down the Path of Progress. At the beginning of 2006, we were able to launch the Libertarian Leadership School (LLS) and train well over a hundred potential candidates and campaign staffers along with activists and affiliate leaders on a variety of topics. Throughout the inaugural year of the LLS we made improvements to existing courses while addressing additional needs of the party. Along the way, we also created plans to expand our training beyond the Internet and into the “real world” with in-person seminars that, with proper funding, can launch in 2007. Make an Impact for the LP. One of our goals for 2006 was a lofty one. We intended to create a national voter ID database that was comparable to the tools that our wellfunded competitors use. This was a significant undertaking that could have cost the LP as much as a quarter of a million dollars. Unfortunately, we did not have an extra $250k to put into a new project. However, just as Bruce Guthrie found a way to compete in the U.S. Senate debates, LPHQ found a way to succeed. Not only did we create a new voter ID database, dubbed the Ballot Base, we deployed it in time for the November elections for less than one-tenth of the expected cost! As a result, we were able to use the Ballot Base in several test runs. One test run of this new get-out-the-vote tool resulted in a Libertarian candidate winning a race by one vote! In November, Libertarian volunteers used the Ballot Base to reach over 10,000 voters to inform them of our candidates. One outstanding volunteer, Martha de Forest of Washington State, called 2,000 voters alone! In addition to the Ballot Base, we were also able to complete a marketing survey thanks to the help of another outstanding volunteer, Mick McWilliams, also of Washington. With this new survey, which has caught the attention of academics around the country, we are now able to identify not only who is a likely Libertarian, but also how we can best reach them. We followed through with our commitments made for this year and as a result, had more than a few unexpected but very positive results. Late in the year, former U.S. Congressman Bob Barr made a media splash by officially joining the Libertarian Party as a Life Member. Bob also accepted a leadership position as a regional representative for the Libertarian National Committee. Not since Rep. Ron Paul has a past or present congressman switched parties and joined the LP. To top it off, this will be the first time that a person with a winning record at the federal level has taken a national leadership position within the LP. Why did Bob Barr decide to make this significant change? LP GAINS GAINS NEW NEW LP es ALLIES m i ALLIES T k r o Y The New E x-Rep.Barr Quits GOP for Libertarians T Here are Bob’s own words: “I chose to join the Libertarian Party because at this time in our nation’s history, it’s fundamentally essential to join a party, work with a party, that’s 100 percent committed to protecting liberty.” We could not agree more. The Libertarian Party is the only political party committed to stand against all odds and fight to bring about a return to liberty within our nation. That is the reason why each and every supporter of the Libertarian Party is so important. It’s not the success of our party at stake; it is the future of our nation that is in the balance. Annual Report • 11 Annual Report 12 Our efforts and activity in 2007 will be vital to our successes in 2008. If we fail to pursue and complete an aggressive agenda during this year, we will see little progress or hope for significant gains during the 2008 presidential election cycle. In order to keep the LP on-track, at a recent board meeting of the Libertarian National Committee, six goals were established to be met before the 2008 Presidential Nominating Convention. These goals are reasonable yet vital to the progress of our small party: • Increase the Number of Active Donors to 25,000. While our current donor base is phenomenal, it must be significantly expanded. This goal is the cornerstone for all other successes within the party. • Full Compliance with the Reserve Requirement. For many years, the Libertarian Party, like many American families, has survived essentially “paycheck to paycheck” with very little, if any, savings. Like any other organization, we can be severely impacted by natural disasters such as Hurricane Katrina or horrifically unnatural events such as the terrorist attacks on September 11th. By carefully managing our expenses and maximizing our income, we got a decent head start on this goal throughout 2006; however, full compliance isn’t just a goal: it’s a necessity. • Ballot Access in at least 45 States. Unfortunately for third parties such as ours, one of our largest and definitely our most immediate challenge is getting our candidates on the ballot. While the two “major” parties enjoy the benefits of automatic ballot access, we must constantly engage in a back and forth struggle to simply be included in the electoral process. MOVING FORWARD FORWARD MOVING WITH PRINCIPLE PRINCIPLE WITH In many states we achieve ballot access by running successful candidates that meet state thresholds but in many others we must petition for months at a time to meet signature requirements. Thankfully, these petition drives have been successful in the past. Many may recall our significant achievement of 48 state ballot access in 2004. While we would surely love to replicate that success for 2008, it is dependent upon the level of financial support we receive. Note that during 2007, all funds related to ballot access are now considered a “core” function. That means that if you choose to support ballot access, you do not have to give an earmarked gift. Instead you can give instantly knowing that your money will be recorded for this and other core functions of the LP. • Increase Elected Office Holders. After all, that’s our end goal. Currently, over 170 elected Libertarians are serving in public office. By running full slates of candidates while maintaining and increasing ballot access, there is no question that we will make progress. To start off the New Year with this goal in mind, the staff position of political director was • Create 51 Active State-Level Affiliates. While we currently have affiliates in all 50 states and the District of Columbia, some have either gone “silent” due to an absence of leadership or have become inactive for a variety of other reasons. In 2007, through the work of our political director and state leaders, we plan to engage and reactivate those states that don’t live up to the definition of “active.” This is yet another goal that is absolutely vital to our political success. We have to work hand-in-hand with state leaders within the community, and without active affiliates on the ground our job becomes much more difficult. • Improve our Donor Recognition and Appreciation Programs. Okay, maybe that doesn’t sound to exciting to you, but to us, it is as important as could be. Our donors provide the lifeblood of this organization. Many do so through a great deal of personal sacrifice and are willing to “tighten their belt” just to give more to the LP. Those sacrifices are appreciated and we are obligated to do a better job of expressing that appreciation. As with other goals, we’ve already started the ball rolling on this one. Many of you have received new membership cards and many more have been recognized in recent editions of LP News for recent gifts to the party. Also, on the back cover of this Annual Report you’ll find recognition for our 2006 Torch Club Members. This is just the start. Expect much more to come in 2007 in appreciation of our outstanding contributors and members. While we have many plans and projects to complete in 2007, they all revolve around a central theme . . . we’re getting back to the basics. We need to raise more funds, recruit more candidates, and improve their vote totals. To accomplish this, we need your help. We kept our promises for 2006 and plan to fight harder than ever to make 2007 a year to be remembered for “basics” progress at breakneck speeds. To do this, we have a core budget of slightly over $1.6 million. A significant portion of these funds must be raised and spent early this year to make the greatest impact for 2008. From this Annual Report alone, we need to raise nearly 20% of our budget . . . $300,000. Given our expected response to our Annual Report, it’s vital that you give a gift of at least $54 after reading this report and completing the included Presidential Survey. If you can give more to ensure that we can reach this goal, please do not hesitate! A gift of $250, $100, $500 or more will help us make 2007 an incredible year for the LP. If you can make a significant gift of $5,000, $1,000 or even the maximum allowable contribution of $28,500 you will have our thanks and the sincere gratitude of the Libertarian National Committee.
