WHAT THE DEMOCRATIC PARTY HAS DONE FOR
SMALL BUSINESS OWNERS
STRENGTHENED THE ECONOMY:
• Through the Recovery Act, provided the U.S. Small Business Administration with $730 million to
expand small business loan and investment programs
• Increased access to resources and capital for rural small businesses and their owners—such as,
investing $175 million in microloans to rural small businesses and providing additional training and
counseling services to their owners
• Created opportunities for small businesses to work with the government – such as, contracting small
businesses to convert federal buildings into “high-performance green buildings”
• Established the Small Business Network of the Americas (SBNA) to promote trade between small
businesses in the Western Hemisphere and create more jobs within small and medium enterprises
• Extended and expanded $12 billion in eight different small business tax cuts to increase business
investments and help create more jobs
REFORMED HEALTHCARE:
• The Affordable Care Act ended lifetime limits on key benefits and annual dollar limits under, allowing
for the comprehensive treatment of chronic illnesses
• Created tax credits for businesses with 25 or fewer full-time-equivalent employees and average wages
below $50,000
• Required insurance companies to spend at least 80 cents of every premium dollar on health care or
improvements to care. Insurance companies must also publicly justify their actions should they want to
raise premiums by 10 percent or more for small businesses
RETIREMENT SECURITY:
• Passed and signed legislation that helped ease the burden of pension funding for small business
employers during the recession.
SMALL BUSINESS OWNERS...
ARE EDUCATED: According to the Census’ 2007 Survey of Business Owners, 44 percent of business
owners have at least a bachelor’s degree, compared to the national average of 29.1 percent
ARE JOB CREATORS: Small businesses create two out of three new American private sector jobs,
and more than half of all working Americans are either small business owners or are employed by a
small business
CONTRIBUTE TO THE ECONOMY: Small businesses play an essential role in the U.S. economy and
provide almost half of its private nonfarm GDP
ARE INNOVATORS: Among high patenting firms, small businesses produced 16 times more patents than
large patenting firms, and account for one in four patents in the “top 100 emerging clusters”

Opposed the Recovery Act which provided grants, tax credits, and resources for
small businesses and their owners.
Voted more than 50 times to repeal or undermine the Affordable Care Act,
which provides tax credits that help businesses provide insurance for their employees
Kentucky US Senator Rand Paul’s economic plan included a flat tax to replace the current income tax which
would mean a bigger bill for a lot of middle-class households. His fellow Senator from Kentucky, Mitch
McConnell, voted in favor of the radical budget.
