Established in 1992, Community Health Councils, Inc. (CHC) is a non-profit, community-based health policy and advocacy organization located in the Crenshaw district of South Los Angeles. CHC's mission is to promote social justice and achieve equity in community and environmental resources to improve the health of underserved populations. CHC engages, supports, and gives voice to marginalized, low-income and under-served populations through advocacy, coalition building and community mobilization, with a particular focus on South Los Angeles. Its dynamic network of coalitions is composed of neighborhood leaders, consumer advocates, healthcare, social services, educational, urban planning, environmental-protection and faith-based organizations serving communities in Los Angeles, across California and the nation. For over 20 years, CHC has been on the cutting edge of public policy and program development, working to strengthen community engagement and promote state and local policies that focus on four key areas that can improve the health of residents in South Los Angeles. This includes: Healthcare Coverage – ensuring that all Angelenos have access to quality and affordable health coverage, and eliminating barriers that prevent community members from applying for, using and retaining their coverage. Healthcare Systems – ensuring the safety net of clinics and hospitals provide quality and comprehensive health care services to Angelenos that meet their needs. Environmental Health – ensuring that neighborhoods people live in can promote good health, including greater presence of parks and open space, improving air quality, and reducing toxics. Nutrition Resources – ensuring that community members have greater access to fresh and healthier food options, and opportunities to engage in physical activity and exercise. Under the leadership of our late Executive Director, Lark Galloway-Gilliam, a highly engaged Board of Directors, and committed staff, CHC has become a reputable and credible policy voice working in collaboration with policy makers and the community. CHC utilizes data coupled with the knowledge, experience and expertise of consumers and community stakeholders to shape and develop policy, environmental and system changes. CHC's policy advocacy is grounded by the coalitions and the community-based initiatives that form the foundation of its work. For additional information visit: www.chc-inc.org 2 Executive Director The Executive Director is responsible for leading efforts and setting direction that enables Community Health Councils to effectively advocate and influence policies that fundamentally improve the health and well being of residents in South Los Angeles. The Executive Director is appointed by and reports to the Board of Directors, and serves as the face of the organization on all major public policy, advocacy, and mission-driven activities. The Executive Director is responsible for sustaining and strengthening CHC’s role as a credible and respected expert and thought-leader. This includes identifying key policy priorities on an annual basis to engage decision-makers and local community coalitions; marketing and promoting the organization to the greater Los Angeles community; and responding to key community issues and emerging needs. The Executive Director will lead a talented and dedicated executive management team who work in unison to direct the programmatic, operational and financial/administrative management of the organization. The leadership team includes the Chief Financial Officer, General Counsel, Policy Directors and other key staff. CHC employs a staff of 30 and the 2015 operating budget is approximately $6 million. KEY PRIORITIES: 1. Maintain and strengthen relationships with funders, stakeholders and other organizations, while enhancing CHC’s overall visibility and brand. 2. Develop and implement a strategic plan that furthers CHC’s commitment to community engagement and policy/system change while strengthening the agency’s infrastructure. 3. Conduct organizational assessment in order to become familiar with programs, staff, resources and stakeholders. 4. Enhance the financial stability of the organization and increase unrestricted funding. DUTIES AND RESPONSIBILITIES: Mission, Advocacy and Programmatic Maintain CHC’s strong presence and reputation as a leading community health policy and advocacy organization addressing health equity through the lens of South Los Angeles. Cultivate and sustain strong collaborative relationships with community stakeholders, funders, government agencies and elected officials. In conjunction with the Board of Directors and senior staff, identify long and short range strategic goals and objectives, and initiate operational plans aimed at achieving CHC’s mission while growing the organization and enhancing its positive influence. Remain knowledgeable of key economic, social and political trends impacting the quality of life within South Los Angeles and similar communities throughout the county, state and nation in order to set a proactive policy agenda. Oversight of the development of external communication strategies and plans to keep the policy makers, residents and other stakeholders engaged and informed on CHC’s successes, challenges and opportunities. Operations & Management Oversee all of CHC’s fundraising activities; participate and direct staff in securing grants and donations from funding sources including: government, foundations, corporations, special events and individuals while actively cultivating and diversifying CHC’s donor base. Work with staff to prepare, monitor, and adhere to yearly budgets and financial plans of the organization. 3 Ensure that CHC’s operational systems, programs and processes are reflective of organizational best practices including performance matrixes and the organization is a model for social change; initiate and monitor rigorous program evaluation processes. Implement a staff development and training program that focuses on building a team of highly skilled and effective employees who are equipped and empowered to lead and/or contribute to the work of the organization; create an environment that fosters staff feedback, innovation and open dialogue while incorporating performance evaluations and growth opportunities. Provide regular updates on organizational development issues, opportunities and challenges including operational and financial reports to the Board of Directors. The Executive Director performs other duties as needed or assigned. IDEAL CANDIDATE: Possess a bachelor’s degree (master’s degree preferred) with 8-10 years of progressively responsible experience as a senior executive in a community based organization or government agency focused on policy development and advocacy, community health and/or social justice. Big picture, visionary leader and forward thinker with the ability to craft long-range plans and lead community transformational efforts. Knowledgeable of legislative processes at the local, state, and national levels, and successfully implementing advocacy efforts. Tenacity to discern and champion emerging social justice opportunities that further the mission, promote health equity, and enhance effectiveness and visibility in the community. Experience working within at least one of CHC’s four priority policy areas. Knowledge of and experience working in South Los Angeles and/or similar communities. Appreciation for research methods, data, and evaluation. Skilled and compassionate organizational leader who can inspire and foster trust, collaboration and respect within the organization, among the broader community and with key partners. Strong strategic planning and operational implementation skills; results-oriented, mission-driven, and community-centric. Skilled fundraiser with a track record of generating operating revenue, including success cultivating high net worth individual donors, foundations, and government agencies. Knowledge and experience with facilitating and managing coalitions, and building consensus. Broad knowledge and understanding of the social determinants of health. Commands and exhibits integrity, transparency and accountability. Prior experience cultivating an effective relationship with a volunteer board and its leadership. Experience with financial and resource management at the executive and/or senior management level. Commitment to ongoing professional development of staff.
