The 4-H Club Program is part of the nationwide educational
system of University of Maryland Extension–a three-way
partnership of the U.S. Department of Agriculture, the land grant
colleges of state universities and county governments. A 4-H Club
is an organization of boys and girls between 8 and 18 years of age,
who are interested in learning about and gaining skills in project
and activities. A 4-H Clover Club is for boys and girls between 5
and 7 years of age, and focuses on interactive group activities. Any
boy or girl between 8 and 18 years of age, regardless of race, color,
sex, handicap, religion or national origin may join a 4-H club by
agreeing to work on a project and follow 4-H ideals and standards.
The main requirement is a willingness to learn by doing and “to
make the best better”. Local adult leaders are trained by the 4-H
Youth Educators to assist the members with their club work
throughout the year.
HOW YOUNG PEOPLE LEARN IN 4-H






Project work – fitting 4-H activities into the home and family
situation.
Visual Presentations – teaching others through “Showing and
Telling”.
Judging – learning standards and making decisions based on
those standards.
Group action – working toward the objectives of the club, as
determined by the membership, and learning about
community problems and working for the solution of them.
Activities and events – giving boys and girls an opportunity
for enriching experiences beyond the local club.
Recreation – learning to enjoy life, self and association with
others in purposeful social activities.
MEANING OF THE 4-H’S
The expression “4-H” typifies the training of Head, Heart,
Hands, and Health, which the club program provides.

WORCESTER COUNTY FAIR
INDOOR EXHIBITS
1. NO EXHIBIT WILL BE ACCEPTED FOR JUDGING UNLESS
LISTED IN THE PREMIUM LIST.
(All Non-Animal Exhibits)
2. All entries must have been made or grown by the exhibitor since
August 1, 2015.
3. To exhibit in 4-H Division, you must be enrolled as a Worcester
County 4-H member no later than June 30, 2015. Anyone other than
Worcester County 4-H members may exhibit in the Open Division.
4. For the purpose of age categories within 4-H Divisions, a Junior will
be any youth age 8 as of January 1, 2015 through age 10, Intermediates
are those age 11 as of January 1, 2015 through age 13, and Seniors will
be age 14 as of January 1, 2015 and older. Open division entries will be
judged in two age groups: Open Youth - ages 8-18; Open Adult - 19 and
over. All youth age 7 and under as of January 1, 2015 will exhibit as a
"Youngster". Youngsters are not permitted to compete and will receive
participation awards for their efforts.
5. RULES GOVERNING EACH DEPARTMENT WILL BE STRICTLY
ENFORCED. Questions concerning interpretation of rules will be brought
before the Worcester County Fair Board for a ruling.
6. Only one exhibit by an exhibitor may be entered in each class, except
livestock, rabbits and poultry.
7. All 4-H exhibits will be judged on their own merit - "Danish System."
Open exhibits will be judged on competitive basis (1st, 2nd, 3rd) in each
class.

8. Premium Awards, provided by the Maryland State Fair Board, will be

11. Exhibits (excluding rabbits, poultry and livestock) will be received
at the Fair in Byrd Park from 4:00 p.m. - 8:00 p.m. on Wednesday,
August 5th. (Entries will only be accepted during these times). Exhibits
must be removed from 4:00 p.m. - 5:00 p.m. on Sunday, August 9th.
ANY EXHIBIT REMOVED BEFORE THIS DESIGNATED TIME
WILL FORFEIT ALL PREMIUM MONIES.
12. All livestock exhibits (including rabbits & poultry) will be accepted
at the Fair in Byrd Park from 5:00 p.m. - 8:00 p.m. on Thursday,
August 6th.
13. Registration forms for all exhibits are due by Friday, July 24,
2015. YOU MUST PRE-REGISTER. NO EXCEPTIONS! Faxed
registrations are NOT permitted.
14. No pre-registration required for special events & activities.
Registration for all special events will take place 30 minutes prior to the
start of the activity.
15. Every effort will be made to protect all entries while on display at the
Fair. However, the Worcester County 4-H/FFA Fair, Inc. disclaims any
responsibility for loss or damage to property or persons.

DIVISION A – 4-H CLUB BANNERS
Section Rules & Regulations:
CLASSES:
There are two classes offered: A) Themed and B) Open.
A) Themed: Themed banners shall use the following theme for
2015-"Reaching Beyond the Stars with4-H/FFA.
B) Open: Open banners may feature any theme promoting 4-H
or FFA One per club.
Size and Construction:
-Banner dimensions must be 50' wide and 38' tall. Failure to
comply with dimensions will cause the banner to be disqualified
and not receive a premium.
-Banner must be constructed to hand on a pole. The opening
for the pole should be a minimum of 3' and is included in the
overall size of 38" long. Do not bring your own pole.
-Banners may be constructed of any type of durable material.
Must be able to be folded or rolled.
-Appliqué and embroidery are suggested applications. The
design must be on one side only.

ID CARD:
-Identification card must be typed not hand written. Font size
minimum 16pt.
-Card should be (Business card size) 2'x3.5 in size and

side of the banner on a bottom corner.
-The ID card must include the Club/Chapter Name and the
county.

aluminum plates and covered with cellophane or plastic
wrap.

TYPES OF COOKIES
There are five basic types of cookies. All have much the
same basic ingredients, but the proportions used, the
method of mixing, and the additions result in different
finished products.
Drop: Soft dough is simply dropped from a spoon onto a
cookie sheet.
Bar: Stiff dough is spread or pressed evenly in flat pan,
baked, cooled and cut into bars or squares.
Ref riger ator: Stiff, rich dough is shaped into rolls, wrapped,
chilled well in refrigerator so that it can be cut into thin slices.
Pressed: Dough is forced through a cookie press or pastry
tube into various shapes.
Molded: Stiff dough is rolled between hands into balls, logs,
crescents, etc.

DIVISION E - FOOD PRESERVATION
1. Only standard pint or quart canning jars in clear glass and
new two-piece lids are acceptable. Jellies, preserves and
jams may be in 1/2 pint jars. Label each jar clearly as to
product and date. The label size should be no larger than 4"
x 3/4".
2. Judges reserve the right to open canned products if
necessary to make the best decisions.
3. All canning should be done in accordance with the
following publications that are available by calling Worcester
County Extension at 410-632-1972.

DIVISION U - BOOTHS
1. 4-H/FFA PROMOTION
Division Rules & Regulations:
1. 4-H and FFA Members may exhibit in Sections I & II of this
division. Only 4-H Members enter in this category.
2. Exhibitors and exhibits must comply with “General State
Fair Rules & Regulations”, “General 4-H and FFA Rules &
Regulations”, these “Division Rules & Regulations” and the
applicable “Section Rules & Regulations”.
3 All exhibits must relate to and promote 4-H or FFA. Cartoon
figures, such as Spongebob, Bart Simpson, etc., cannot be
used since they are copyrighted.
4. Booths and banners must primarily be the work of club or
chapter members. Parents, leaders and advisors may
supervise and assist with the design but may not do a
significant portion of the construction. Posters must be the
work of the Exhibitor.
5. Exhibits previously entered in the Worcester County Fair are
not allowed. Booth frames, etc. may be reused.
4-H and FFA CLUB/CHAPTER BOOTHS
CLASSES:
• There are two classes offered: A) Themed and B) Open.
• Themed booths shall use the following theme for 2015 “Reaching Beyond the Stars with 4-H/FFA
• Open booths may feature any theme promoting 4-H or FFA.
Size and Construction:
• Exterior booth dimensions must be: 47” W x 36” D x 22” H.
• The sides must be in the shape of a right triangle using the
following dimensions: 22”tall x 36”long/deep.
ID CARD:
• Identification card must be typed not hand written. Font size
minimum 16pt.
• Card should be (business card size) 2”x3.5” in size and
displayed horizontally.
• Securely attached to the bottom board, on the right front
corner.
• The ID card must include the Club/Chapter Name and the
county.
• Missing ID Cards will result in disqualification.
Booth Details:
• Nothing in the booth may be taller than the sides of the booth
where the item is placed.
• No Electrical hookups will be provided.
• Structure MUST be constructed of durable materials that will
look good for the duration of the fair.
• Booth items MUST be securely fastened to prevent damage,
loss or to prevent items from shifting if moved. Booths are
often relocated after they are dropped off, if items shift due to
poor design they will be left where they fall.
• Failure to comply with these instructions may cause the
booth to be disqualified and not receive a premium.
Booths MUST Display:
• Booth Title
• Minimum of one OFFICIAL 4-H Clover or FFA crest must be
displayed.
• Suggestions: Use readable font choices and sizes, make
sure to use proper clover and crest in readable formats, colors
and sizes. This is marketing/promotional display, make sure to
highlight your organization. When displayed can we tell who is
promoting this booth and what for? Be creative with
placements of logos, text, graphics, and 3-dimensional items.

 Talent can be any type of amateur entertaining (singing, dancing, musical. etc.) deemed appropriate for
the family atmosphere of the county fair.
 All entries must be pre-registered by August 2th 2015 and include the song’s words (whether sung or in
background) or cassette tape/cd of song, if no words just note “no vocals”, send to

 The Worcester County Fair Board reserves the right to disallow and act that does not fit into the family
atmosphere of the County Fair.
 The fair will provide a flat stage, electricity, cassette/cd player and microphone for performances. All other
props must be furnished by the performer.
 Group entries are allowed, but the prizes will be as stated above. Participants can only perform once, either
individually or with a group.
 Each act will be limited to a maximum of 5 minutes.
 All judges’ decisions are final.
 Participants MUST be at the stage area by 5:30pm on August 7th and 8th for a brief meeting to go over
judging score sheets and final questions.

2015 Livestock Rules and Regulations
WORCESTER COUNTY FAIR
At BYRD PARK
LIVESTOCK EXHIBITS
1. All entries must be pre-registered by July 24, 2015. Only forms sent by mail
or email will be accepted. No copies or faxes.
2. All livestock entries must meet the requirements of the State of Maryland
Animal Health Department and be accompanied by approved Health Papers at
the time of registration. All animals must be tagged according to the prevailing
USDA requirements.
3. All animals must be the bonafide property of the exhibitor. All 4-H exhibitors
must be registered by June 20, 2015 with the 4-H Educator in their County. All
4-H exhibit animals shall be tagged and registered in accordance with the
"Maryland 4-H Animal Ownership Deadlines." Dairy and Beef entries will be
limited to 4 animals per exhibitor.
4. Entries shall be limited to Open Youth ages 8 - 18 and 4-H youth ages 8 to 18
from Worcester, Wicomico, and Somerset County 4-H Clubs. There will be
separate classes for Youth and 4-H.

5. Registration will be from 5:00 p.m. - 8:00 p.m., Thursday, August 6,
2015. All animals must be checked in and secured in pens with proper bedding,
feed and water by 10:00 p.m. All exhibitors shall attend a barn meeting at
8:30p.m. on August 6, 2015 after registration. The Livestock Areas shall be in
Order when the Fair Opens Friday, August 7, 2015. Livestock may not be
removed until 4:00 p.m. Sunday, August 9, 2015.
4-H/FFA Club:
6. Exhibitors are responsible for the care of their animals. Pens, Stalls and
Animals shall be kept presentable at all times. The exhibitor is responsible for
providing all needed equipment to care for the animals and to keep the Barn in
order. Aisles should be kept clear to allow the public to move through the
exhibit without risk. No washing will be allowed outside of designated areas.

7. All animals must be exhibited by their owner/exhibitor, except in classes
where 2 animals must be shown in the same class. In this case, the other animal
must be shown by a properly attired youth or 4-H member.
8. Proper Fitting and Showing attire is required for all classes and shall be
according to the guidelines in the Maryland State Fair Book. No open-toed
shoes will be allowed. Work type boots are recommended.
9. All Market Classes will be broken down based on weight at weigh-in at the
Fair at the discretion of the Livestock Superintendent. Entries not reaching
minimum weight at the Fair may not compete for Grand or Reserve Champion
Market Animal. Animals entered in Market Classes may not be entered in
Breeding classes.
10. Ages of all animals for entry into classes shall be the age of that animal on
July 1 of the current year unless otherwise stated.
11. In the event that there is only one entry in the class, the placing of the
entry shall depend upon the merit of the entry and the award made at the
discretion of the Judge.
12. All Exhibitors, Parents, and persons working with the exhibits or the
exhibitors are expected to demonstrate courtesy and respect toward the
livestock, other exhibitors, any persons working in the livestock area and the
public. Anyone having inappropriate behavior may be disqualified and asked to
leave the Fair. No drugs, Alcoholic Beverages, or disrespectful language will be
tolerated.
13. All exhibitors are expected to fit their animals. Assistance from other 4Her's is permitted and 4-Her's are encouraged to offer assistance to one another.
Parents or leaders may assist novice show persons. Guidance is permitted for
Junior exhibitors, but the exhibitors are expected to do the work themselves.
Senior exhibitors are not permitted to receive assistance in fitting animals.
Parents/Leaders may help move animals.
14. Overnight stay at the Fair shall be limited to those youth with Goats,
Sheep, Swine, Beef, and/or Dairy Exhibits. Exhibitors wishing to stay at the Fair
overnight must be accompanied by a parent or approved adult supervisor
(written permission must be given to the Livestock Superintendent). All youth
staying overnight will not be permitted to leave the Fair after Fair Hours.
15.
All exhibitors will be expected to cleanup their pens on Sunday, August
9, 2015.
16. Every effort will be made to protect the entries while at the Fair.
However, the Worcester County 4-H / FFA Fair disclaims any responsibility for
loss or damage to property or persons.
17. All rules are subject to the final interpretation by the Livestock
Superintendent. Any rule interpretation or change made by the Livestock
Superintendent shall reflect the best interest of the Worcester County 4-H / FFA
Fair and the youth involved.

DIVISION Z - POULTRY
1. Poultry Show will be open to 4-H Youth, Open Youth and
Open Adults.
2. No waterfowl will be accepted for exhibit by order of
the Maryland Department of Agriculture.
3. State of Maryland regulations require that all poultry except
waterfowl, pigeons and doves entered into Exhibition must
have originated from a U.S. Pullorum-Typhoid clean flock as
defined in title 9 of the Code of Federal Regulations or every
participating bird must have a negative test for Sammonella
Pullorum-Typhoid within 90 days before the Fair. These
tested birds must be held separate from the remainder of the
flock. If the birds are commingled then all tests are void.
Documentation of tests results shall be on MDA-E20, VS
form9-2, VS form 9-3 or comparable form. Foe Out-of State
poultry health requirements you may call the Maryland
Department of Agriculture at 410-841-5810 or on the web at
http://www.mda.state.md.us
4. The Maryland Department of Agriculture regulations require
that all poultry entered into Exhibition must tested for Avian
Influenza within 10 days of entry, or originate from a NPIP
Avian Influenza Clean or Monitored Flock.
5. All poultry must be registered in the Maryland Domestic
Poultry and Exotic Bird Premises Registration Program. All
Poultry shall be identified with a Maryland Dept. Of Agriculture
approved tamper-proof numbered leg or wing band.
6. More detailed information on required testing, tagging and
certificates of Veterinary inspection may be obtained from the
Maryland Department of Agriculture at 410-841-5810 or on
the web at http://www.mda.state.md.us.
7. Entrants are limited to entering a total of 12 birds. There
may be more than 1 entry per class.

DIVISION AA - RABBITS
All entries must be pre-registered by July 25, 2015.
1. Rabbit Show will be open to 4-H Youth, Open Youth and
Open Adult. Must bring to the fair a completed self certification
of animal health for each entry.
2. Entries must be in place between 5:00 p.m. - 8:00 p.m.
on Thursday, August 6th and will be released at 4:00 p.m.
on Sunday, August 9th.
3. Exhibitors are responsible for providing food and water for
their animals.
4. Class, breed, rabbits age division, and ear tattoo* number
must be written on the entry blank. Must have a tattoo for
identification whether permanent or temporary.
5. Rabbits in breed classes must be a minimum of 12 weeks
old to be shown. NO EXCEPTIONS. There are no fur classes.
6. Rabbits will be judged by the latest ARBA Standard of
Perfection.
7. A breed champion will be selected in those breeds with 5 or
more entries.
8. Rosettes will be awarded to Breed Champion & Reserve
Breed Champion.
9. A trophy will be awarded to 4-H, Open Youth and Adult Best
of Show entry.
10. Any rabbit showing signs of diseases will be refused
entry.
11. All exhibitors are responsible for presentation of animals
for judging unless prior arrangements have been made with

1. Rules:
Classes are open to 4-H members and youth up to age
18 in Worcester, Somerset and Wicomico Counties. If
you are not from the listed counties, but would like to
participate, please contact Amanda Bradford at
443-523-9917 to check availability before the show
2. .An ASTM approved safety headgear is required by
all riders. All riders must wear boots or shoes with a
heel. "Show Clothes" are not required.
3. All classes are open to English and Western riders.
4. Negative Coggins is required for each horse entering in
a class. They will be checked upon entering by a
show steward or manager.
5. . Worcester County Fair Board, the Town of Snow Hill,
and its agents/representatives/stewards will not be held
liable for injury to participants or horses.
6. All dogs must be leashed.
7. All judges/officials decisions are final.
8. Entry fee is $5.00 per class or $25.00 (ride-allafternoon) for 4-Hers and $30.00 for open youth.
9. Ribbons and premiums will be awarded for each class.
Each division will have a Champion and Reserve
Champion. "Ride a Buck" will not be included in the
championship. The points are based on the participant,
not the horse.
10. Classes may be split or cancelled depending on
number of entries at the show steward’s discretion.
11. Any questions arising that are not covered by these
rules will be handled by a show steward.
12. Registration will be held one (1) hour prior to the show.
13. Martingales are not allowed to be worn in "Flat"
classes.
14. All times are subject to change due to participation.
15. Classes 2015-2018 are team classes. These classes
require two riders. To qualify for Champion and Reserve

HERDSMANSHIP AWARD CRITERIA
All exhibitors of livestock, goats, and larger animals are
eligible to be considered for this award.
Experience in 4-H or age will not be a factor.
The Herdsmanship Award selection committee will be determined
by the 4-H Agent, Livestock Superintendent, and Fair Board
President; prior to start of the Fair. Exhibitors and leaders will not
be aware of the members of the selection committee. Observation
will occur randomly, throughout the Fair, starting with the time of
livestock entry.
The purpose of this award is to recognize a youth who consistently
demonstrates excellence in the following areas. These are not
necessarily listed in order of importance:
1. Personal behavior consistent with the values stated in the 4-H
motto.
2. Compliance with livestock rules and regulations.
3. Knowledge of livestock being exhibited.
4. Care of livestock being exhibited.
5. Cooperation in maintenance of barn area.
6. Willingness to assist other exhibitors in care or protection of
their livestock.
7. Rapport with and courtesy toward public in the livestock exhibit
area.
8. Attentiveness to and respect for livestock superintendents,
parents, and leaders.

RULES:
1. Classes are judged on suitability of Horse Class, condition of model
(scratches, hair out of place, etc) and conformation.
2. Class 1 -20: no tack allowed UNLESS breed specific-Halter/Bridles are
used; HOWEVER, placement of bit & poor fitting halter/bridle will affect
placing.
3. Class 21 - 27: judged on suitability of horse to class, condition of
model and correctness of tack; placement of bits, and tack will affect
placing.
4. Class 24: each entrant must have card placed with entry describing what
horse is doing.
5. ID Tags: Each horse needs to have a tag attached to the back foot of the
non-show side. On the front of the tag, you put Breed, Gender, and Age. On
the back of the tag, you put Horse’s name and Owner’s initials. (These tags can
be purchased at most variety stores).
6. There will be a $5.00 entry fee per exhibitor. No limit on horses shown.
7. Time limit between classes for set-up will be 5 minutes, Halter
or Performance.
8. All entrants are responsible for getting their horses to the show
table and judge on time.
9. There will be a Grand Champion and Reserve Champion of the show for
both Adult and Youth.
10. Anything not covered in the rules will be at the Judge’s
discretion.
11. Neither the Worcester County Fair, nor organizers of the show will be
responsible/liable for the safety of the Model Horses or participants at the show
