The Transition Guide This is a guide to the different educational and training opportunities in the greater Fredericksburg area. The Guide offers information such as contact name, address, telephone numbers and emails where appropriate and instructions on how to use the website. Many colleges and universities have on-­‐line registration as well as paper registration. Their websites are set up to provide a step by step explanation of how to apply, what forms need to be submitted, and how to choose and register for classes. Some websites are more difficult to navigate than others. Most have a contact name and number for staff at the institution who can assist with enrollment questions. RARAE’s Transition Specialist is available to assist in using the Guide as well. The RARAE office is continuing to work on this document and making changes as they are needed. Please bear in mind that phone numbers change and people change positions in an agency or company, so some information may be incorrect. The TOEFL iBT® test, administered via the internet, is offered 30–40 times a year at authorized test centers throughout the world and the TOEFL PBT, is given in a paper-­‐based form. In-­‐state tuition generally is significantly less than out-­‐of-­‐state tuition in cost per credit • Generally, in order to be considered a legal resident of Virginia, a student must demonstrate his/her intention of remaining in Virginia indefinitely. Demonstration of intent is usually accomplished through objective evidence such as  driver's license,  automobile registration,  voter registration,  payment of Virginia state income taxes,  ownership of real property • A student under the age of 19 generally assumes the residency status of the parent(s) • A student over the age of 19 may establish his/her own residency independent of the parent(s). • Military spouses or dependents • Check a college or training program’s website for specifics on residency determination • If the student is a member of a military family special provisions for determining eligibility for reduced tuition rates exist • A child or spouse of a military person stationed in Virginia is eligible for in-­‐state tuition regardless of domicile if the nonmilitary parent or spouse:  has resided in Virginia  been employed full-­‐time  paid personal income taxes to Virginia for the year prior to the semester for which in-­‐state tuition is being sought  To be eligible through the parent or military spouse, the student must be claimed as a dependent for Virginia and federal income tax purposes
