BIG DAY OUT
Spring 07
Mighty Motueka hosted the spring
07 Big Day Out, and the 250
kids who attended were treated
to a full-on day of Oscar fun
activities. Brent and the Motueka
Recreation Centre team did an
amazing job of converting the
Recreation Centre into a huge
open playground for the 12 Oscar
Holiday Program MES present.
The Go Kids Hip Hop Crew had
the crowd jiving upstairs to a
collection of interactive dance
beats. Outside, the Rec Centre
was alive with a mosaic art and
craft projects inspiring all those
involved to get in touch with their
creative side. The go carts were a
popular activity, as was the seido
karate workshop, courtyard games
and bouncy castle pirates course.
A big thank you also to the
Nelson City and Tasman District
Councils for their continued
supported for Oscar programmes.

Choosing the right OSCAR
programme for your child.
The term OSCAR (Out of School Care and
Recreation) refers to before school, after
school and school holiday programmes for
children aged 5-14 years. There are more
than 1000 OSCAR programmes in New Zealand.
So how can you ensure you have made the
right choice for you and your child?
There are many different factors to
consider when deciding on an OSCAR
programme:
• Activities offered
• Location
• Supervision and safety
• Fees
• Does the programme work in accordance with all relevant legislation
Some of these questions can be answered if
the programme is CYF OSCAR approved. In
simplest terms the approval process is an
external check, carried out by a Child,
Youth and Family Assessor, on how the OSCAR
programme is operating. In order to gain
approval the programme must meet 11 minimum
standards.
1) Programme environment
The programme provides a safe and positive
environment with adequate and appropriate
space for active indoor and outdoor
recreation.
2) Programme operation
Programme providers have written policies
and procedures.
3) Health and safety
Programme providers comply with all
relevant health and safety legislation.
4) Child protection
The organisation is committed to the
recognition and prevention of abuse of
children and young people.
5) Programme supervision
Children are supervised by a minimum of two
staff and are within sight and sound of a
staff member at all times.
6) Emergencies
All staff and volunteers are trained in
fire, earthquake drills and other emergency
procedures.
7) Staff and management
Summer 2007/08
The programme has sufficient qualified and
competent staff to deliver and support the
service.
8) Buildings and facilities
Premises are safe and comply with all
relevant legislation.
9) Record keeping
Programme providers maintain records in
accordance with the Privacy Act 1993 and
other relevant legislation.
10) Finance
Finances are managed competently.
11) Camps (for those that provide camps)
Camps are managed competently and safely.
CYF OSCAR approval ensures the programme
is a safe place for children and that
parents are able to access the OSCAR Fee
Subsidy from Work and Income NZ when
their children are attending CYF OSCAR
approved programmes. Parents have to meet
eligibility requirements and the subsidy is
paid directly to the OSCAR programme, based
on children’s weekly attendance.
For more information on OSCAR programmes
please go to the “Parents and OSCAR”
section of our website: www.oscar.org.nz.
