The provincial government has called
the child development
service providers as
local “heroes” as they
provide services to
the children aged 3 to
5 years old while their
parents are busy attending to their jobs,
professions or doing
their respective household chores.

CITY OF SAN FERNANDO
--- Governor Lilia Pineda has
cited the efforts of the Department of Education (DepEd),
teachers, parents and the community in cleaning up and repairing public schools in preparation for the school opening.
“Thank you for bringing
your efforts, time, strength and
resources together for this noble activity of the Brigada Eskwela which shows your spirit
of volunteerism and cooperation,” the governor said.
However, the governor
wants to expand the meaning
of “Brigada Eskwela” as she
wants to encourage the full
participation of the parents
and the communities not only
during the school opening but
throughout the school year in
ensuring that the school teachers and students are healthy.
For

Brigada Eskwela should not
only be all about repainting of
classrooms, repairing of furniture and cleaning up school
grounds, she also encouraged
the public and private sectors
in helping and sharing their
time, strength and resources
in ensuring that the teachers
and children are physically and
mentally fit and ready for development.
The provincial government
took part in the “Brigada Eskwela” being undertaken by
the Department of Education
to spruce up not only public
classrooms but even the 629
day care centers in the province before its school and day
care opening in June.
“While we are preparing for
the school and day care opening this school year through
Brigada Eskwela, let us also
ensure that the nutrition and
health needs of the children
are ready and in place,” the
governor said.
She said the children cannot concentrate on physical,
mental, educational development while in public schools
and day care centers if they are
sick and malnourished.

stressed that they need the full
cooperation of the barangay
health scholars and barangay
welfare volunteers and barangay Health Workers under the
auspices of the DSWD and
DOH to check and monitor the
health condition of the incoming school graders and their

ANGELES CITY -- Security personnel of a shopping
mall here recently conducted a
“Brigada Eskwela” in neighbor
Mabalacat City.
About 50 security guards
from SM City Clark (SMCK)
participated in the project.
They cleaned the drainage sys-
tem and surrounding areas of
Lakandula Elementary School
in Barangay Lakandula, Mabalacat City.
During the clean-up activity, the guards were assisted
by village councilman Daniel
Odullo and school teacher Annabelle Non.
Local officials, including the
teachers, thanked the mall se-
curity guards after the activity.
Ana Datu, SMCK mall manager, said the activity is part of their
corporate social responsibility.
“With this activity, we wish
to maintain cleanliness in the
school so we can prevent the
breeding of dengue mosquitoes
in preparation for the opening
of the academic year on June
02,” Datu said. •

DAR-3 installs 96% of
Hacienda Luisita farmers
QUEZON CITY -- The
Department of Agrarian Reform (DAR) has
already installed 5,990
farmer-beneficiaries in
Hacienda Luisita or 96.43
percent of 6,212 individuals who were awarded
with lands under the
Comprehensive Agrarian
Reform Program (CARP).
Provincial Agrarian
Reform Program Officer
II (PARPO) Ileona Pangilinan in a statement said
that with the remaining
222
farmers-beneficiaries left to be installed,
it’s possible for the DAR
to install all the farmerbeneficiaries before the
end of the month.
“Unless there are no
outside forces to hinder
our activities, we will
be finished before June.
Almost all of the CARPawarded lots were already
placed with boundary
markers or mujons,” Pangilinan said.
Pangilinan said some
of the lands have still
standing crops and would
be harvested soon so that
the Department would be
able to put mujons in the
property and install the
remaining farmer-beneficiaries.
Aside from awarding
land to the farmer-beneficiaries, the DAR also
offers them support services such as provision
of credit facilities, farm
machinery and training
programs to increase the
productivity of their newly-acquired lands.
Newly installed farmer-beneficiary Pedro Aguilar Jr. from Barangay
Pando said that the DAR
is already inviting him
to attend seminars and
workshops.
“I can’t wait to cultivate my land. I am much
more excited when the
DAR said that I should
attend seminars they
conduct to empower us,”

said that the company is serious in helping the communities
where they conduct
their operations.
“We help to rehabilitate the environment and we help the
people looking for
livelihood opportunities,” Peter T. Benaires, Eramen Minerals
Incorporated
Community Relation Unit
Manager, was quoted
as saying.
According to Reynan Calderon, Samahan ng Nagtataguyod
ng Agham at Teknolohiya para sa Sambayanan (Agham) Central
Luzon secretary general, said Eramen has
tapped experts to help
in the rehabilitation of
the areas where it operates.
Aside from Calderon, other experts the
mining company have
tapped are Agham

He said reforestation is also part of the
rehabilitation efforts
of the company.
Mindoro pines, cashew trees, and other
endemic trees were
planted in the vast
mining sites.
The mining company spends P7 million every quarter to
water the trees they
planted.

that only Eramen,

in Zambales, is into
rehabilitation of mining areas as part of the

and conducted intensive
trainings for barangay officials of this city.
“The workshop activities given to us were very
difficult but helpful,” said

CITY OF SAN FERNANDO -- The Civil
Service Commission (CSC) Regional Office 3
is inviting Central Luzon residents to take the
second Career Service Professional and Subprofessional Paper and Pencil Tests of 2014 that is
scheduled on October 26.
“Exams are open to all Filipino citizens aged
18 years old and above who are of good moral
character; have not been convicted by final
judgment of an offense or crime involving moral
turpitude or disgraceful or immoral conduct,
dishonesty, examination irregularity, drunkenness or addiction to drugs; have not been dishonorably discharged from military service or
dismissed for cause from any civilian positions
in the government and have not taken the same
level of CSC examination in less than three
months,” CSC Regional Director Myrna Macatangay said.
“Passers of the Bar exams and Professional
Regulation Commission-administered tests as
well as those who graduated with honors need
not apply as they are granted with automatic eligibility,” Macatangay stressed.

COULD you imagine life without the Brigada Eskwela?
It was hard enough for teachers, all year long, to teach dayin, day-out, five days a week, to
hundreds of students in a day. So
could you just imagine the hard
work they had to put in before the
Brigada Eskwela came into being
in 2003?
The teachers themselves, with
the aid of a few parents and
cleaning crew, had to take care
of all the preparations prior to
the opening of every school year.
They had to take care of everything, even shelling out a few
bucks, for needed repairs.
But that all changed when the
Brigada was launched in 2003.
Now, companies and private
entities, as part of their corporate
social responsibility, help clean
schools all over the country. Even
the police and the military, as
well as local government units,
help out in repairs. Donations
pour in for needed facilities and
school improvements.
Life became easier, at least for
teachers and school officials, as
far as maintaining a conducive
learning environment for students is concerned, before the
start of every school year.
This year’s theme is “Building
Resilient Schools”, which was
borne out of last year’s typhoon
Yolanda which hit the Visayas region.
The Brigada Eskwela -- which
is a nationwide voluntary effort
-- has been called “people power”
by many, but it can be described
simply: a show of bayanihan spirit, which Filipinos are known for.
June 4 Tiananmen massacre
and our present woes with China
T
HERE was a massacre at the
Tiananmen Square in Beijing
perpetrated by the Chinese
military particularly on June 3 to 4 of
1989, killing at least 300 people mostly students and residents of the city
who were staging peaceful demonstrations seeking reforms and
democratic rights. The most brutal part of the bloody suppression
was when tanks rolled over fleeing unarmed demonstrators.
Until now the Chinese government has been trying to erase
all memories of what really happened during that period but the
world knew and will never forget.
We, in the Philippines, should not
forget. The architect of modern
China as it is now, Deng Xiaoping, was the very same person
who initiated and led the hardline policy against the pro-democracy
demonstrators that led to the violent
clearing of Tiananmen and other rally
sites all over China.
Four years earlier, I was in Beijing
attending an international youth conference where I fell ill and was hospitalized. A member of the Communist
Youth League accompanied me and
together with the youthful medical
staff who attended to me tried to get
as much information as possible about
the outside world with the few English
words that they could muster talking with me. When I came back from
China I used to receive copies of the
League’s magazine but they stopped
coming when the pro-democracy
movement picked up momentum. In
a country where everything must fall
under the leadership of the Communist Party, independent youth and
workers’ organizations started to crop
up as the movement progressed. Even
the workers who were supposed to be
represented by the Communist Party
in implementing Lenin’s dictatorship
of the proletariat in the stage of socialist construction were already feeling
alienated. Even the Communist Youth
League at that time was led by party
cadres above 40 years old.

Maid from the Philippines
I
T’S a sight of cruelty against our Overseas
Filipino Workers when I saw on the news the
body of a woman who was said to have been
poured with boiling water by the mother of her
employer in Saudi Arabia.
The OFW who works as a maid in the said
Middle East country was known by the name Fatima. She is barely 23 years old and hails from
North Cotobato.
She suffered serious burns in her body when
she was thrown with boiling water which caused
her skin to scald. According to Fatima, the mother of her employer did her act because the former
failed to bring her coffee on time.
Fatima has been working with her employer,
an Arab family based in Riyadh, Saudi Arabia for
two months. Sad to note was the fact that she was
not given her salaries and not properly fed.
When the incident happened, it took a couple
of hours before
she was taken
to a hospital for
the treatment of
the burns in her
body. She sought
the help of her
cousin who was
also
working
there and took
pictures of her
burnt body and
posted the same
in a social networking site.
She managed to get the number of her relatives in Riyadh, who rescued her from her employer and was taken to the Assistance to Nationals Section of the Philippine Embassy in Saudi
Arabia.
The mother of two appealed to the Philippine
government for some assistance in filing a case
against her abusive employer.
This is not the first time a maid or an OFW
employed in Saudi Arabia was made a victim of
abuses. Many are not paid, while some are beaten or raped. On the other hand, when they fight
back with their abusers, they are immediately
sent to jail without the assistance of a lawyer or
representatives from the Philippine embassy.
These incidents happen despite the mutual
agreement signed by the Saudia Arabian government and the Philippines that is said to be giving
more rights to Filipino workers in the said Mid-
dle East kingdom, especially those who are employed as maids or household service workers.
There are around 8 million workers all over
the world working as OFWs, working hard to
survive and to tend to the needs of their family
here in the country. Many of them are maltreated
and abused such as this latest case.
A large number of OFWs work in Middle East
countries, with their hope of earning right for
their families back here in the country.
There are many stories of struggles of our
considered modern-day heroes which are not reported by news nor posted in social networking
sites, that they fail to attract the attention of our
government’s authorities. The number continuously increase, brought about by abusive employers who often look down on Filipinos as modernday slaves too.

there are OFWs who
are sometimes killed by
their employers deliberately, but later on would
be described as cases of
suicides or accidents.
It’s easy for employers
to conceal their criminal liabilities since they
are in their own territory.

dismissal of the charges against them, if any.
While some OFWs have made it big in other
countries, there are quite a number of them who
are abused physically, emotionally or verbally.
The mere shouting of ruthless employers against
their Filipino workers already constitutes abuse,
by the way.
Meanwhile, Philippine diplomatic authorities are sometimes helpless since they live in a
foreign land and that they cannot simply invoke
the rights of Filipinos or simply cry foul over the
acts of some employers. It’s high time that the national government should come up with coherent
foreign policies that will provide utmost protection and welfare for our OFWs.

Teacher Leaders

IT IS NOT easy to be a teacher and a leader at
the same time. They are fundamentally different roles. But teachers have to be leaders, in order for them to establish their role as mentors or
coaches or role models of students.
For teachers to be able leaders, they receive
trainings for their new responsibilities. Teacher
leaders play vital roles in schools -- they manage curriculum projects, facilitate teacher study
groups, provide workshops, among others.
Teacher leaders also influence their students
and the school, and earn the respect of their colleagues through expertise and practice.
Effective teacher leaders have important
skills, values, and dispositions, and are always
in the process of improving their teaching
skills, and learning other skills along the way.
Being a leader means being able to collabo-
rate with others. They must always have the
support of colleagues into one vision, and build
consensus among diverse groups of educators.
Leaders also have the ability to be convincing.
While they are respected for their own skills,
teacher leaders also understand and recognize
the need to focus on the school’s programs that
are aimed at developing the skills of the students.
Teacher leaders are also open-minded. They
respect others’ views and display optimism and
enthusiasm, confidence and decisiveness. They
are also flexible and willing to rise in case of failures.

Walang expiration
I
SANG panukala ang kamakailang inihain na naglalayong
tanggalin na ang mga expiration period ng mga prepaid call
and text cards sa Senado.
Ayon sa panukala ni Senador Ralph Recto, ipinagbabawal na
sa mga telecommunication companies ang pagkakaroon nila ng
validity period ng kanilang mga prepaid call and text cards na
kadalasang napo-forfeit kapag hindi nagamit sa nakatakdang
panahon.
Ang Senate Bill No. 2231 o ang “Prepaid Load Protection Act of 2014” ay isang
malaking tulong sa mga nagmamay-ari
ng mga prepaid na mga telepono dahil
hindi ito masasayang kapag hindi ito todong nagamit.
Tama nga naman ang layunin ng panukala, na noon pa sana ay naging batas na
ito para sa kapakanan ng mga milyungmilyong mga Pilipino na gumagamit ng
prepaid na mga telepono.
Ika nga ng marami, bakit nga naman
nila babayaran ang isang commodity
na hindi man nila nagamit? Ang load ay
hindi katulad ng pagkain na kapag hindi
ito nakain ay mapapanis na at hindi na Ka Dencio Pacheco
maaaring pakinabangan pa.
Hindi ba’t may mga pagkakataon pa
nga na ang mga load ng mga cellular
phone o celphone ay sinasabing kinakain
ng kanilang mga telepono o bigla na lang
nawawala ang mga load kahit hindi ito
nagamit o dili kaya’y hindi pa umabot sa
expiration period nito.
Ang Pilipinas ay tinaguriang texting
capital ng mundo. Sinyales ito na mahilig
talaga sa interaksiyon ang mga Pilipino
sa kanilang mga kaibigan, kamag-anak
o kakilala man lang. Ibig din sabihin nito
na marami sa atin ang gumagamit ng mga
celphone sa ating komunikasyon. Dahil sa
dami ng mga telepono, madami rin ang
kita ng mga kumpanyang nagbibigay ng
serbisyo nila para sa komunikasyon.
Isang hindi birong negosyo ang telekomunikasyon at hindi rin biro ang kita dito
lalo na sa panahon ngayon na mabilis ang
pag-usad ng teknolohiya.
Kapag ang nasabing panukala ay naging isang ganap na batas, masisiguro ng
maraming gumagamit ng celphone na
sulit ang bawat pisong load na binili nila.
Kumbaga, walang masasayang sa kanilang mga pera dahil ito ay mapapakinabangan para ipantawag
o ipang-tex ang kanilang nabayaran ng load.
Ayon kay Senador Recto, marami ang mga nagrereklamo sa
kasalukuyang ipinatutupad ng mga telecommunication companies o mga “telcos” sa paglalagay ng mga expiration dates ng mga
load. Ultimong mga SIM cards (Subscriber Identity Module) ay
mayroon ding “life span” na sinasabi na kapag hindi nagamit sa
mahigit isang taon, hindi na ito maaaring magamit pa.
Ang mga load naman ay may mga life span na 15 hanggang 120
na araw bago ito ma-”forfeit” ng mga telcos. Kapag hindi nagamit
ang load, nasasayang lamang ang mga pera na pinambili ng load
ng mga may-ari ng mga celphones.

pakulo na may bayad, lingid sa kaalaman ng mga may-ari ng
celphones.
Ang mga promong ito ay legal subalit nako-konsumo naman ang load ng sinumang pumapatol sa mga ganitong mga
gimik.
Mayroon ding mga “scams” naman na nagsasabing nanalo
ang isang tao sa isang raffle promo na kung saan ay malalaking
premyo ang kanilang napanalunan. Ngunit hindi ito basta-basta
makukuha sapagkat kailangan munang magpadala ng pera ang
kunwaring nanalo sa mga raffle na ito sa taong nag-text sa kanya.
Ang tanong ng maraming mga nakakatanggap ng mga ganitong mga text ay kung bakit nga naman sila nanalo ng hindi naman sila tumataya sa kahit anung sugal? •

talk there’s a project for her and Judy Ann Santos.
But knowing Star Cinema, they now only bank on
their younger stars doing rom-coms, which the local moviegoing public prefer watching. A movie
with Juday and her would be very iffy.
Juday said she’s willing to do it, but someone
should tell her that Claudine’s public image now
is very negative because of all her public attacks
against a lot of people, especially her sisters and
husband. It seems to backfire on her. Unlike her,
Juday has maintained a wholesome and unsullied
image. She’s happily married to Ryan Agoncillo, she
has good relationship with her Mommy Carol and
siblings, she has succeeded in branching out into TV

speeding suspects who snatched
the bag of victim Kin Byung Ki, a
33-year-old Korean national. Kin
was trying to chase the suspects on
foot while shouting for help.
Immediately, the mayor, with
his security team headed by Mario Nulud, provided assistance and
gave chase to the suspects who
then lost control of their motorcycle and hit the pavement, inflicting injuries upon themselves. One
of them eluded arrest by fleeing on

Development (DSWD), Department
of Education (DepEd), Commission
on Higher Education (CHED) wants
to strengthen the comprehensive
and integrated delivery of health,
nutrition, early education, and social services development programs
for young children aged zero to four
years or even up to eight years old
children.
Elizabeth Baybayan, head of the
provincial social welfare and development (PSWD), said the provincial
government is fully implementing
the early child care and development act in Pampanga through the
promotion of the rights of the children to survival and their development and special protection with
full recognition of the nature of
childhood.
“Let us produce bright children
in Pampanga,” Baybayan said.
Baybayan said the provincial
government recognizes the age zero
to eight years as the first crucial
stage of educational development,
which shall be the responsibility of
the Early Childhood Care and Development Council in the province.
Charlo Costales, a social worker
by profession, said the responsibility to help develop children in the
formative years between age five to
eight years shall fall under the Department of Education.
“It is the duty and responsibility of the child development service
workers to prepare the children
for the formal education. So, it is
not their obligation to teach the
children the basic education being
taught in public and private elementary schools. All they have to do, is
to prepare the physical and mental
development of the children when
in day care centers.
“Kaya bawal ang libro sa pagtuturo ng day care. Ang kailangan

The recovered anchor
is currently in the possession of the SBMA-LED for

visited the province over the week,
admitted that her journey to reach
her dreams has not been easy.
According to Lastimosa, she
did not get her crown until after
several attempts at Binibining
Pilipinas.
“Don’t give up. I failed at those
attempts but here I am now. The
country, especially Pampanga,
has a lot of pretty and talented ladies who could someday take that
crown and shine the world over.
Keep reaching for your dreams,”
she told candidates of the Mutya
ning San Fernando 2014.
Lastimosa also said the “precious pageant crown” can be
achieved through hard work and
perseverance.
The beauty queen last Sunday graced the annual “Flores
De Mayo” initiated by the city
government and SM City San
Fernando Downtown-Pizza Hut
where she was crowned Mayflower Festival Queen by Mayor
Edwin Santiago.
The Flores de Mayo is part of
the ongoing Pyestang Fernandino
celebrations.
In a brief “meet and greet” at
Pizza Hut at SM City San Fernando Downtown, Lastimosa
said she loves Pampanga culture,
people and food.
She also shared that she is
looking forward to the Miss Universe pageant this year.
“I am really excited about it.
I pray and hope that my fellow
aspirants in different local beauty
pageants, especially in Pampanga
would support my quest,” said
Lastimosa.•
