Groundbreakings and Ribbon Cuttings
In October, County Manager Stockton Whitten
helped break ground (left) for The Lakes at Veterans Memorial Park in Merritt Island. The 80acre multi-use waterfront park includes a 20acre lake that filters storm water runoff into Indian River Lagoon. The park will also feature
salt and fresh water wetlands, walking trails,
wildlife observation, picnic pavilion and canoe
and kayak launching area.
A ribbon-cutting ceremony (right) was held Nov.
17 for the Wickham Park Community Center, which
is expected to officially open by February. The City
of Melbourne will operate, maintain and provide
facilities and programs at the Community Center.
In November, a ground-breaking ceremony
(left) officially kicked off the start of the 1.5mile Barnes Boulevard widening project in
Rockledge. The project will widen the road from
two to four lanes between Fiske Boulevard to
Cobblewood Drive (just east of Murrell Road.)

New Guidance for Disposal
of Abandoned Containers
It has become increasingly common for Brevard County
Government employees to find paint cans, used oil containers
and other regulated materials such as lead-acid batteries or
tires on County property, yet many are unsure of how to properly
handle and dispose of these items.
Many of these illegally dumped items are regulated waste and
must be properly disposed of according to Federal/State
requirements. The Countywide Compliance Assistance Team
(CCAT) has developed an Abandoned Container Response Guide
to assist employees with determining proper handling and
disposal of these items when found.
REMEMBER: These guidelines ONLY apply to waste found on
County-owned properties and road right-of-ways. For additional

Oyster Gardening Program Succeeds
Since February, over 700 waterfront residents have dedicated their time and
back yards to improving local water quality in the Indian River Lagoon by
participating in the Brevard County Oyster Gardening Program.
Oysters remove algae and pollutants from the lagoon as they filter-feed and
grow. By growing oysters, these gardeners are helping to restore clean and
clear water to the lagoon.
Oyster Gardeners grow juvenile oysters in habitats hung from their docks
and collect data weekly on oyster growth, survival and other factors.
Data collected from February to November helped to identify the best locations to construct Brevard County’s first restored oyster reefs.

now provide a permanent home for more than
60,0000 oysters (20,000 per reef) grown by Oyster Gardeners. With each oyster filtering 50 gallons a day for its 20-year lifespan, these reefs
are expected to filter 3 million gallons of lagoon
every day for 20 years!
Hundreds of current and new Oyster Gardeners are
growing more oysters this winter to expand the reefs
at the first three sites. New gardeners are always

Can You Dig It?

UF/IFAS Brevard County Extension
UF/IFAS Extension Brevard County and Parks
and Recreation have partnered to create 4-H
youth garden clubs at two sites in the county —
Walter Butler Community Center and Joe Lee
Smith Community Center.
The vegetable gardens are growing and the
youth are engaged in planting and maintaining
the garden, learning how to cook with fresh
vegetables from the garden, and learning about
the gardening process.
The 4-H garden clubs have been funded
through donations from local businesses and
grants (ex. Florida Department of Agricultural
Joe Lee youth digging into the garden compost to fill the beds.
and Consumer Services and JC Penney Afterschool Funds). Each site maintains four garden beds and plants a variety of
vegetables including peppers, okra, broccoli, cauliflower, and collard greens.
Youth maintain the garden while recreation staff lead the club and direct the
youth. Not only do youth learn about gardening but they also learn further
skills on teamwork, leadership, and citizenship.
Those who participate have the opportunity to attend a field trip to the Brevard County Fair Farmer’s Market at Wickham Park to meet with local farmers and sample local products. Through the garden club and visits to the
Farmer’s Market, youth learn where their food comes from as they become
more aware of how to eat healthier.
According to the Brevard Healthcare Forum, “childhood obesity is a serious
medical condition that affects over 25% of Brevard children and adolescents.”

Teaching youth about healthier food choices is imperative to
maintain a healthier lifestyle and weight. As it turns out, data
suggests that garden programs “increase the number of fruits
and vegetables eaten, vegetable preferences, and fruit and
vegetable asking behavior” of youth participants.
Gardens clubs help to address the need for youth to understand the importance of making better choices when it comes
to their dietary habits in the hopes they do not fall into the
25% of obese youth.

Shoreline Restoration/Reclamation of Fisherman’s Landing

Years ago, Fisherman’s Landing Park in Grant Florida was a clear, natural shoreline with intermittent mangroves and riverside access, but gradually became overgrown with Brazilian Pepper, Washingtonian Palms
and other invasive species. Picnic tables and BBQ grills that once provided patrons with scenic river views
and water access became blocked and choked with vegetation. Mangrove propagules (seedlings) that were
able to take root were choked out by Brazilian Pepper and failed to grow. Almost the entire shoreline was
unusable and inaccessible, and without intervention the overgrowth would only get worse.

Long-time area resident and new Palm Bay Regional Park employee Jesse Brumfield envisioned reclaiming
and restoring the shoreline to its earlier condition to make the park a more usable and desirable destination.
He shared his vision with three other south area employees, Jose Torales, Jamme Velleca and Mary Thompson, who together started working on the project after completing their daily duties.

Over the course of about eight weeks, they systematically cleared over 170 feet of dense overgrowth of Brazilian pepper, Washingtonian palms, ground vines and overgrown weeds and grasses. Stubborn palm and
pepper roots were completely dug out and vines were cut and stripped from the mangrove branches. Low
ground cover was mowed and cut back with string trimmers. The accumulated debris was loaded onto
pickup trucks and trailers and hauled away.
After removing the largest Brazilian peppers, the team noticed the shoreline accumulated floating
propagules and potted them for future use. Propagules that had begun to take root among the pepper trees were potted and saved as

As a result of their effort, patrons are now using long-ignored picnic areas, strolling the beach and fishing. Patrons are sharing positive comments about the improvements with park staff and are genuinely appreciative of the improvements benefitting the Grant-Valkaria community.

ELI Book Chat
Leaders are readers, and that was evident on Nov. 4, when almost 20 leaders from Brevard County
and the City of Cape Canaveral met at the Viera Government Center for our ELI Book Chat.
County Manager Stockton Whitten provided a catered lunch for all
participants and after lunch we had an engaging discussion on the book
Leadership Excellence by Pat Williams.

Manage Your Computer Hardware Purchases
The Information Technology Department has developed a new process to manage the purchase, maintenance and disposal of county owned computers.
The Standard Operating Procedure (SOP IT-39) is located on the BEACH in the Information Technology Department site or on the ITDS
(Information Technology Department Standards) application
from the Application Directory
page on the BEACH.
The County’s Administrative
Order 57 describes the responsibility of the Information Technology Department to provide,
among other things, standards
for the purchase of computer
equipment. The ITDS application has been available to provide purchasing documentation
for pre-approved hardware and
software as well as a way to
seek approval for non-standard
or un-support computer related
items.
Now IT will be introducing an
additional feature to track the
progress of purchased hardware
from Dell, our pre-approved
vendor. This new feature will
provide a link for employees/
departments to track the progress of newly purchased Dell
computers using the BEACH; as
well as courtesy emails informing you of each step along the
way.
This new feature will streamline
IT procedures, keep you informed every step of the way
and provide visibility for everyone. Keep the personalized
tracking link (there is one link
per PO/E-Quote) and use it any
time throughout the process to
view the exact progress of your
computer.

Public Works—Road & Bridge
On Oct. 24, the South Area Road & Bridge maintenance team held their
quarterly morale luncheon at the Valkaria Pit. Once a year, Buster
Clark, Area Manager, combines team building and employee recognition
into one event. Teambuilding is comprised of a heavy equipment rodeo
competition between two maintenance divisions - Wickham Shop vs.
Babcock Shop. The rodeo includes a mowing obstacle course, a dump
truck maneuvering course, as well as other activities designed to test
the teams’ various levels of skill.
This event has been a huge success with the employees, and for the
second year in a row, the Babcock Shop took home the annual Rodeo
Trophy. Let the bragging rights begin!

Susan Creamer Retires
Oct. 31, 2014, is a day that will always be remembered in the
hearts of many. Not only for Halloween, but a day of happiness as
well as sorrow for the North Area Road and Bridge team as they
joined together for the retirement celebration in honor of Susan
Creamer. Brevard County Road and Bridge has been her home
away from home for 25 years. During her tenure, she held the position of Secretary, but she will mostly be remembered as our “Team
Mom” and for the many talents she provided to everyone she came
in contact with. In addition to her office responsibilities, Susan was
the main point of contact for our customers, as well as our employees through all manmade or natural events including hurricanes
and fires storms, which impacted the North Area of Brevard County.
For this, it is with great sorrow, but happiness that we wish Susan
the best in her many years to come - enjoying her retirement.

Road & Bridge Rescue

This time of the year it's always nice to hear heart-warming
stories. I have one I’d like to share. On Monday, Dec. 8,
there was an accident on I-95 that closed the interstate and
re-routed traffic through Fellsmere onto the southern portion
of Babcock Street.
As fate would have it, two South Area Road & Bridge employees, Ken Lewis and Donald LaPoint, were working that section
of Babcock when they noticed smoke coming from a deep
roadside ditch. Once they arrived on the scene, they realized
a vehicle had spun off the road and was now upside down in
the ditch. As they approached the vehicle, Donald heard
someone inside the car crying for help. Without hesitation he
jumped in to pull the woman to safety. Since the car was upside
down, the driver's side door was submerged, so he had to pull the
woman out through the passenger side door.
While Donald was pulling the woman from the vehicle, Ken Lewis
called for emergency assistance and was able to get some photos of
the vehicle.
They both comforted the dazed and bleeding woman until Fire Rescue arrived. Who knows what the end result could have been if not
for the quick action by these two Brevard County Heroes. Because of
them, a family will have a very Merry Christmas. Brevard County is
proud and lucky to have employees like this in our workplace.

this area is vulnerable to flooding, the Central Area Road &
Bridge Maintenance team immediately began working around the clock managing pumping activities
at Hall Road and Pine Island, and responding to flood complaints.

It became clear that the team would need to work through the holiday weekend. Jason Colson and Josh Williams volunteered to each
work a 12-hour shift on Thanksgiving Day.
Keeping with the spirit of the holiday, coworker Mark Grove made
sure they didn’t miss out on Thanksgiving dinner by bringing each
one a plate of food to the job site at each shift change.
In November Ernest “Linny” Byerly was promoted to Project
Supervisor with the Central Area Road & Bridge Maintenance
office. Linny was hired as a Maintenance Worker with Road &
Bridge in 1991, fresh out of high school, and has worked for
Road & Bridge for the past 23 years in various locations and positions. Linny has completed all three phases of the Employee
Development Program and has received numerous commendations and Excellence in Action awards while working for Road &
Bridge. Congratulations to Linny on his new promotion!

12th Annual Sea Oats Sale Now Underway
Attention beachside residents! It is time again to pre-purchase sea oats for dune planting through the
annual sea oats sale offered by Brevard County’s Natural Resources Management Department and Keep
Brevard Beautiful Inc.
Liner size sea oats are for sale in trays of 96 for $48
while supplies last. Quantities are limited this year so
please order early. Sea oats must be ordered and paid for
by Friday, Jan. 30, and will be available for pickup on
Saturday, Feb. 7.
Sea oats are native to Brevard’s coastal communities and
stabilize sand quickly by developing an extensive root and
rhizome system that holds onto sand and slows erosion.
Sea oats also have the ability to build dunes, as the
grassy foliage and tall seed plumes trap windblown sand,
which builds up at the plant base and stimulates the
plants to grow taller. The dunes that are formed are an
important feature of our coastal ecosystem, as they
provide habitat for wildlife and protect upland property during wind and storm events.

Volunteers In Motion Program Gains Recognition
Volunteers in Space Coast Area Transit’s Volunteers in Motion program were recognized at an annual appreciation luncheon where Doug Lang, a former Florida Today newspaper columnist, addressed the organization on the significance of the important function
they perform. Assisting thousands of elderly individuals who would otherwise be unable to live independently, Volunteers in Motion provides reliable
transportation to frail and elderly citizens who are
physically unable to use other types of transit services, offering life-sustaining transportation to medical appointments, pharmacies and grocery stores, all
on a volunteer basis.
As a former newspaper columnist, Lang wrote a feature article on the organization when a family counselor requested assistance in locating transportation
for his transportation disadvantaged clients. Little
did Lang know that several years later, Volunteers
in Motion would be his lifeline when an accident left
his wife disabled with spiral fracture in her leg and it was cost prohibitive to pay for the type of transportation needed to get to the doctors on a frequent basis. “Those were dark days,” Lang said. “She was physically unable to get from the wheelchair into a vehicle to go to the doctors, not to mention the loss of all social life. People need to be in companionship with others as opposed to being isolated. This small, select
group of superior volunteers helped get us where we needed to go, when we needed to get there. No words
are available to describe the necessary, indispensible, and vital service they provide.”
The organization holds special significance for Transit Director Jim Liesenfelt, who as a planner at Space
Coast Area Transit 20 years ago helped secure state and federal grants to purchase the vans that spurred

Coast Area Transit co-sponsored the inaugural event with reThink, a program of the Florida Department of Transportation that promotes transportation options to commuters, and CareerSource Brevard, a place where people come to learn
business skills and set out on a career path.
The kick-off event for Resolve to reThink Your Commute Day 2015 will be held at the Maxwell C. King

HHS Costume Contest
Housing and Human Services held a Halloween Spooktacular
event in October. Festivities included a potluck lunch; a costume
contest; a lemon-eating contest; a “white elephant” sale; and
several games, including “pin the ears on Shrek (Ian Golden)”
and “pin the feather on Puss ‘n Boots (Juanita Davis).”
HHS raised $127 and the remaining white elephant items will be
donated to a United Way funded agency.

Utility Services Collects Thanks for a Job Well Done
In this day and age, it is an anomaly when you encounter people who care about their job and the people
it impacts. To go above and beyond, take that extra step, to make a matter of business or work a personal
goal to insure people are taken care of; as a family, this is what we were treated to on November 24,
2014.
We purchased our home on November 13, 2014; 10 days later our entire sewage system backed up
throughout the house leaving an unimaginable mess, as well as preventing our family from using the water
and sewer utilities. We were forced to go to a motel. It was ascertained that the issue relied upon Brevard
County Utility Services. Our call into Brevard County Utility Services Department was answered with a
prompt service call which required a follow up visit by Barbara Hoch. It was now late in the day; supervisor
Courtney Douglas showed up and commenced to spend the next three hours with Barbara determined to
locate the problem and location of our sewer line. Mr. Douglas is absolutely amazing in his knowledge and
abilities. Early the next morning a crew lead by Willie Stewart showed up and began the process of digging, removing the sewer pipe total blockage, and then repairing the pipe. Throughout the repair, Courtney
Douglas was diligent in ensuring the work progression, as well a final visit to ensure everything was working properly the next day.
Brevard County Utility Services should feel as blessed as my family does, that this workforce; from supervisor Courtney Douglas to Barb Hoch to the field crew (Willie Stewart, Jason Blackwood, Jack Hudson) are
an exception to the rule of normal working procedures. These employees have given my family renewed
belief in the goodness, sincerity, and hope that there are still people in the world who take their professions to a personal level and care about their jobs and the impact they have on the public.
My children were exposed to a kindness and goodwill from these employees which was an enlightening
breath of fresh air in the world we live in. Hopefully this letter will make an impact on the lives of the employees at Brevard County Utility Services Department; this crew in particular. You are fortunate to have
such admirable people; as is the public you serve.

Public Works Recognizes Melanie Lemon for Rendering Aid to Youth
In November, Melanie Lemon, a member of the Public Works Department, Surveying and Mapping Division,
facilitated the rescue of an 8-year old boy after he was hit by a vehicle at the intersection of Levitt Parkway
and Fiske Boulevard in Rockledge.
At about 8 a.m., the boy was riding his bike along the intersection crosswalk when a van turned into his
path and pinned him under the van pinching his right leg between the fender and the front tire. At the
time, Lemon was part of our survey field crew working at the intersection.
Upon seeing the accident, Lemon ran over to the accident scene and pulled the fender out so the boy could
free himself. She then stayed with the boy to ensure he was OK and cared for him until the police and
paramedics arrived. The boy was transported to the hospital and no serious injuries were discovered.
We would like to recognize Lemon for her quick thinking and intrepid actions in the rescue of this boy.

October 28, 2012, Hidden Acres Horse Rescue; Port St. John, Hidden Acres is hosting a horse show and
invited Brevard Animal Services to hold an adoption event in conjunction with the show.
December 2, 2012, 6:45 a.m. until over, Bayfront 5 “K9” Fun Run/Walk Benefit; Palm Bay Animal
Clinic is hosting their 3rd annual Bayfront 5 “K9” Fun Run/Walk to benefit the Brevard County Animal Shelters. This “K9 Friently” event is a fun way for the family to kick off the holiday season by participating in a
fun run/walk with the family dog(s). This is also the chance for a little pre-holiday season “Friendly” Competition between County Departments that want to participate as a team for this fun filled event. There
will be various agencies throughout Brevard County sponsoring this event. Registration and sponsor information on Pages___.
