Institute of Latin America Studies Presents Annual Forum on
International Relations
Since the beginning of this year, the department of International Relations at
ILAS has successfully held several forums and conferences on the discussion of
International Relations. A total of 7 successful conferences have been held here until
April this year. The main topics of discussion include: “Potential Impacts of Financial
Crisis on World Orders of the Western Hemisphere”, “Referendum on Venezuelan
Constitutional Amendment”, “Chinese Gains and Benefits in Latin America”,
“Non-government Organization and Political Development: From a Latin-American
perspective”, “Impacts of Financial Crisis on Economic and Trading Relations between
China and Latin America: Challenges and Opportunities”, “The Global Strategy of the
Brazilian Lula Government”, “The Fifth American State Summit”, “To Observe the
Rising of New World Powers from the BRIC summit”, “ the Cause, Effect and
Prospect of The Military Coup in Honduras” and so on. These forums have
provided members of the institution a platform for the expression of opinions and the
exchange of advanced ideas.

¨Sesenta Años de Relaciones Sino-latinoamericanas:
Retrospectiva y Reflección¨
—— Convocación de la conferencia anual de la Asociación China de
Estudios Latinoamericanos en Beijing
Entre los días 29 y 30 de agosto de 2009 realizaron en Beijing el
simpocio ¨Sesenta Años de Relaciones Sino-latinoamericanas: Retrospectiva y
Reflección¨, que es tambien la conferencia anual 2009 de la Asociación China de
Estudios Latinoamericanos. La reunión fue auspiciada por la Asociación China de
Estudios Latinoamericanos, la Asociación China de Estudios de la Historia
Latinoamericana, el Departamento de América Latina del Ministerio de Relaciones
Exteriores, el Buró de América Latina del Departamento de Relaciones Exteriores del
Comité Central del Partido Comunista de China y fue organizada por el Instituto de
América Latina de la Academia de China de Ciencias Sociales. La reunión se enfocó en
el desarrollo y la perspectiva de las relaciones sino-latinoamericanas, y giró en torno
a cuatro temas: el resumen y la reflección de relaciones sino-americanas, relaciones
políticas entre China y América Latina, relaciones económicas y comerciales entre
China y América Latina, intercambio cultural entre China y América Latina. El Dr.
Wang Weiguang, Vce-presidente Ejecutivo de la Academia de China de Ciencias
Sociales participó en la reunión y dio palabras de bienvenida. Más de 130
representantes asistieron al simpocio, entre ellos, caben destacar Cheng Siwei,
Presidente Honorario de la Asociación China de Estudios Latinoamericanos, también
conocido como Vicepresidente del Comité Permanente de IX, X Asamblea Popular
Nacional (APN), Cai Wu, Ministro del Ministerio de Cultura, y Asesor Especial de la
Asociación China de Estudios Latinoamericanos, Li Jinzhang, Vice-ministro del
Ministerio de Relaciones Exteriores, y Asesor Especial de la Asociación China de
Estudios Latinoamericanos, Cheng Fengxiang, el Vice-ministro del Departamento de
Relaciones Internacionales del Comité Central del Partido Comunista de China, Miao
Gengshu, Director del Consejo de China de Promoción de Inversión Internacional, así
como medios de comunicación como CCTV, Periódico Renmin, Agencia Xinhua, etc.
La Asociación China de Estudios Latinoamericanos, fundada el 18 de mayo de
1984, es una entidad académica nacional y no gubernamental, donde se dedica a
investigaciones de problemas regionales de América Latina. Los propósitos de la
Asociación se traducen en la unidad de todos los dedicados a investigación, docencia
y terrenos relacionados con América Latina, en la promoción de estudios respecto a
problemas político, económico, social, cultural y racial, así como de relaciones
internacionales de esa región, en fortalecimiento del conocimiento mutuo y la

amistad entre los pueblos chinos y los de diversos países de ese continente con el fin
de contribuir a la contrucción de la modernización socialista de nuestro país. La
asociación realiza con mucha frecuencia simpocios en el ámbito nacional.
La Asociación China de Estudios de la Historia Latinoamericana se fundó en 1979.
Desde su fundación, la Asociación ha efectuado actividades sobre estudios y
intercambios académicos penetrantes y sistemásticos. La Asociación insiste en
desarrollar estilos de aprendizaje de la combinación de teoría y práctica, unir y
organizar a los trabajadores dedicados a la docencia y la investigación de la historia
latinoamericana, así como impulsar con mucha eficacia el desarrollo y la difusión de
estudios de la historia latinoamericana a través de modelos como discusión
académica, intercambio material, creación de obras específicas y actividades
académicas internacionales.
INTERCAMBIOS INTERNACIONALES
Visiting Scholars from Boston University Visit ILAS
On July 15, 2009, Dr. Joseph Fewsmith and Dr. Carlos Blanco, Professors of
Department of International Relations, Boston University paid a visit to the Institute
of Latin American Studies(ILAS), Chinese Academy of Social Sciences ( CASS). The
above two professors gave a lecture respectively on the Sino-American relation and
the issues of democratization in Latin America. The researcher fellows at ILAS had a
lively discussion about the report. The meeting was chaired by deputy director
general of ILAS.
Three Brazilian Scholars Visits Center of Brazilian Studies
On August 6th, 2009, Prof. José Medeiros in the Department of Political Sciences
of Sao Paulo University, Elias Jabbour in Sao Paulo University, Prof.. Diego Pautasso in
the Department of International Relations of the Federal University of Rio Grande do
Sul paid a visit to the Center for Brazilian Studies of ILAS, CASS. The above three
scholars gave their reports respectively on the topics of the Brazilian Policies toward
South America, the political and economic situation in Brazil and the relations
between Brazil and emerging powers. The seminar was presided by Professor He
Shuangrong, Director of the Department of International Relations of ILAS.

Seminar of “Sino-Brazilian Strategic Relationship under the New
World Situation --to Commemorate the 35th Anniversary of the
Establishment of Sino-Brazilian Diplomatic Relation”
In order to commemorate the 35th anniversary of the establishment of
China-Brazilian diplomatic relation, a seminar of “Sino-Brazilian Strategic
Relationship Under the New World Situation –to Commemorate the 35th Anniversary
of the Establishment of Sino-Brazilian Diplomatic Relation” was jointly held by the
Center of Brazil Studies of the Institute of Latin America studies of CASS and the
Brazilian Embassy to China.
Chen Duqing, the former Chinese ambassador to Brazil, and also Director of the
Centre of Brazil Studies, reviewed the history of the development of Sino-Brazilian
bilateral relations in the past thirty five years. He argued that the establishment of the
strategic partnership between China and Brazil is the outcome of the constantly
deepening of the bilateral relations. The two countries---China and Brazil, as the
new emerging and developing big power, will play more important role in the
international forum to safeguard the interests of the majority of developing countries.
Clodoaldo Huguenney, the Brazilian ambassador to China, and the senior advisor
of the Centre of Brazilian Studies of ILAS,, reviewed the status quo and the future
trends of the Sino-Brazilian Relations. He said that both countries can share
experiences and realize the sustainable development of economy and society through
the enhancement of dialogue and cooperation. The Ambassador also pointed out
that the two countries does not exist the fundamental conflict of interest, which
means the development of the Sino-Brazilian relations is strongly sustainable. It also
means that the bilateral relations will have a broader space for development. And the
development of the bilateral relations in the future 35 years will be more important
than that in the past 35 years.
Miao Gengshu, President of China Council for International Investment Promotion,
and also Chairman of China-Brazil Entrepreneur Committee, argued that the
Sino-Brazilian strategic partnership provides a solid political foundation and broad
economic and trade development for both parties in business cooperation. Wu Baiyi,
deputy of Latin Aerican Studies and Executive Director of the Center of Brazilian
Studies, gave a in-depth analysis of the causes of change and a way out in the
international system as well as the way, role and strategy of the rise of emerging
powers. Mr. Roberto Dumas Damas, Chairman of Brazil Forum and also the
representative of the Itau Bank to China, introduced the economic development

process of Brazil over the last 60 years, which especially focus on the situation of
recent 30 years.

following institutions in China also send their representatives to attend this seminar:

Central committee of the Communist Party of China, Ministry of Science and
Technology, The Chinese People's Association for Friendship with Foreign Countries,
China Council for International Investment Promotion, China Development Bank,
China Export and Credit Insurance Corporation, China Institute of International
Studies, China Institutes of Contemporary International Relations, University of
International Businesses and Economics, Beijing Foreign Language University, Xi'an
Foreign Language University, the Institute of Economic Studies of Chinese Academy
of Social Sciences, Xinhua News Agency, CCTV, China Daily, Embassy of Brazil to
China, Banco Itau Shanghai Office, EMBRAE Office in Beijing, CVRD Shanghai Office,
Beijing Office of Brazilian Trade and Investment, and Brazil Fabo Law Firm
Representative Office in Shanghai. A total of seventy participants participated in this
seminar.
Chairman of CCIBC Charles Tang Talks about the
Sino-Brazilian Relations
On August 20th, 2009, Charles Tang --Chairman of the Brazil-China Chamber of
Industry & Commerce (CCIBC) visited the Center for Brazilian Studies of ILAS and
gave a report titled “the Rapid Development of the Sino-Brazilian Strategic
Partnership”. Chairman Tang analyzed the status quo and future development
trends of Sino-Brazilian relations from the aspects of the Sino-Brazilian commercial
relations and the transformation of Brazilian political situation. Professor He
Shuangrong, Director of the Department of International Relations of ILAS, presided
the discussion. After the report, Charles Tang had a lively conversation with the
three Directors-general of ILAS.
Profesora de la UNAM visita al Instituto de América Latina
De acuerdo con el Convenio del Intercambio Académico entre la Academia de
China de Ciencias Sociales (su sigla en inglés es CASS) y la Universidad Nacional
Autónoma de México (UNAM), Alicia·Girón·González, profesora del Instituto de

Investigaciones Económicas de la UNAM realizó una visita académica del 29 de julio al
19 de agosto de 2009 en torno a la Reforma y Internacionalización de la Banca China.
La profesora Girón (nivel II del Sistema Nacional de Investigadores), desempeñó
cargos importantes como directora del Instituto de Investigaciones Económicas,
miembro del Comité Directivo del Consejo Latinoamericano de Ciencias Sociales, y se
ha dedicado desde hace mucho tiempo a investigaciones sobre las finanzas
latinoamericanas, así como publicó cuantiosas obras específicas y tesis.
Durante su visita, la profesora Girón ofreció una conferencia titulada¨la Crisis
Financiera y América Latina¨, y sostuvo dos discusiones con los departamentos de
económia y de relaciones internacionales en materia de los temas como ¨efectos de
la crisis financiera sobre la macroeconomía de América Latina y las medidas
adoptadas por los países latinoamericanos para afrontarla¨ , ¨relaciones exteriore
actuales de México¨, también tomó parte en ¨el Simpocio: 30 aniversario del
establecimiento de relaciones diplomáticas entre China y Brasil¨ patrocinado por
nuestro instituto. Durante la reunión con el Director General del Instituto Zheng
Bingwen y el Vicedirector General Song Xiaoping, ambas partes llegaron a un acuerdo
sobre el fortalecimiento de intercambios académicos entre el Instituto de América
Laina de la CASS y el Instituto de Investigaciones de Economía de la UNAM, y planteó
unas sugerencias factibles. Así como, la profesora dio una visita a lugares como
oficina de Hui Yi acreditada en Beijing, Instituto de Economía y Política Mundial,
Instituto de Finanzas y dictó conferencias con investigadores como Gao Haihong,
Zeng Gang, Yu Weibin sobre problemas de finanzas chinas.
