UCF Master Plan: Origins and Opportunities

Ms. Lee Kernek, UCF Associate Vice President, Administrative Affairs, Facilities and Safety and Maria Yebra-Teimouri, UCF Coordinator, Facilities Planning will discuss the University’s recently updated 2015-2025 Master Plan. The Campus

Master Plan consists of seventeen (17) elements, each element contains the

Master Plan Goals, Objectives, and Policies. Of major focus to the 2015-2025

Master Plan is supporting UCF’s current and proposed academic programs, capital improvements at the main and regional campuses, and the University’s sustainable initiatives. b.

Osceola County Mobility Fee

Ms. Mary Moskowitz, Senior Planner with Osceola County, will talk on Osceola

County’s mobility fee study. The Florida Legislature has enacted a number of changes over the last several years that impact local governments’ ability to require that new development mitigate its impact to the transportation system.

As one transportation funding option, Osceola County is engaged in a mobility fee study. Osceola County’s mobility fee study is a capacity based model rather than a project driven approach. In order to evaluate the appropriate trip rate generation and length, the establishment of land use categories to address smallscale neighborhood retail and office uses, mixed-use developments and transit supportive uses was of vital importance. To meet the second prong of the dual rational nexus test, mobility districts were created to ensure that the funds collected be expended in areas to benefit the entities paying the Mobility Fee.

City of Longwood: Balancing Urban Principles

Mr. Chris Kintner, Planner with City of Longwood, will discuss the challenges of balancing urban planning principles with the development community. Part of the discussion will focus on the occasional disconnect between a community’s vision and the elements of a project that make it profitable and marketable for a developer. This will include examples of how cities and developers are able to produce quality projects in an environment where stringent regulations are often undesirable.

Renaissance Planning : TOD Readiness tool for FDOT

Mr. Charles Whitney Blanton, Vice President, Renaissance Planning Group will provide an overview on the TOD Readiness Tool.

The Office of Modal Development in FDOT District Four (Southeast Florida) is developing a Transit Oriented

Development Readiness Tool that is intended to help local governments, transit agencies, developers, realtors and lenders understand the opportunities and areas of emphasis to create TOD within an existing or potential transit station area or corridor. The tool is designed to help a variety of participants in the planning and development process understand a given station area’s “readiness” for TOD and what actions can be taken to build upon its strengths and opportunities. The tool is intended to be easily replicable and informative, without being overly data intensive. FDOT District Four would like to get feedback on the prototype tool and its factors from experts outside of Southeast Florida before the tool is presented to the Southeast Florida TOD Working Group.
