Dr Jacqueline Balston
Applied Climatologist,
University of South Australia
FROM POLAR BEARS TO PAVEMENTS
– PREPARING FOR CLIMATE CHANGE

Dr Balston has worked in the field of applied
climatology for the past 12 years in
Queensland, Western Australia and South
Australia. Her work has included research on
the impacts of climate variability and climate
change on agriculture, natural resources,
ecosystems and the built environment. Prior
to joining UniSA, Jacqueline worked as Senior
Research Scientist with the Queensland
Climate Change Centre of Excellence. Recent
projects included an analysis of the break of
the northern wet season and how the timing
affects tropical temperatures, the impact of
minimum temperature on aquaculture
farming of barramundi and the impacts of
climate change on the Cairns and Great
Barrier Reef Region. She has played a key
role in the development of the Far North
Queensland Regional Plan, the Far North
Queensland Water Strategy, the Officer of
Climate Change (OCC) Cool Communities
Project, the Wet Tropics National Heritage
Trust Plan and OCC reports on the impacts of
climate change on the Cairns and Far North
Queensland Region and the vulnerability of
Australia’s coastal zone to climate change.
In 2008 Jacqueline completed a research
PhD with James Cook University quantifying
the impacts of climate variability and climate
change on the wild barramundi fishery. Her
interest includes research on the impact of
climate change, development of strategies
for climate change adaption and mitigation

– THE COMMUNITY PERSPECTIVE
Ross Butler is a professional company
director, with senior executive and
governance experience on both sides of the
“ditch”. He currently chairs his local Polytech
(TAFE), is Deputy Chair of the NZ
Government’s Geological and Nuclear
Science Institute, Deputy Chair of NZ
Swimming, and is a director/trustee of many
commercial, government and community
boards and trusts. He also chairs the
Securities Commission Code Committee.
Ross has worked with INGENIUM for many
years, guiding our NZ counterpart in
governance structures and processes, and
assisting the INGENIUM board in governance
training and personal development. Over the
past year, Ross has worked with IPWEA
National and some State Boards with a similar
brief. After twenty years in Australia, Ross
moved back to NZ and lives in Nelson at the
top of the South Island. However, the
sequence of horrific earthquakes in
Christchurch were close to him – he had
family who lost homes, a Securities
Commission colleague lost ten employees,
some of his companies had their Head Offices
and branches destroyed, and GNS provided
advice to the Government and community on
earthquake and tsunami risks.

EXCELLENCE IN LOCAL GOVERNMENT:
WHAT DOES IT MEAN?
Graham Sansom is Director of the UTS Centre
for Local Government and also the Australian
Centre of Excellence for Local Government.
He holds degrees in geography and urban
and regional planning.
Graham has over 30 years experience in local
and State Government, tertiary teaching and
consultancy, having held senior positions with
local Councils, a regional organisation of
Councils, and State agencies in New South
Wales and Western Australia.
He is a former Chief Executive Officer of the
Australian Local Government Association,
and was until recently a senior member of the
board of the Commonwealth Local
Government Forum, and editor of the
Commonwealth e-Journal of Local Governance.
In recent years he has undertaken a wide
range of international projects in Asia, South
Africa and the Pacific.
In 2008 Graham was appointed to the
steering committee of the Australian Council
of Local Government.
Councillor Paul Pisasale was elected to
Council in March 1991, elected Deputy Mayor
in April 2000, Mayor in March 2004 and
re-elected as Mayor of the City of Ipswich in
March 2008. Paul’s dedication to and pride
for the City of Ipswich, as well as his drive
and enthusiasm, are very evident to all that
come in contact with him. He is passionate
about working at a regional level, breaking
down barriers and ensuring that people are
the number one priority for local government.
He is also strongly determined to work
together in partnership with the community,
private enterprise and all levels of government
to meet the challenges ahead as the City of
Ipswich continues to prosper and grow. Paul
has an active interest in business and youth
initiatives, community organisations and
employment enterprises and is Patron of over
40 organisations. He strongly believes that
care for the community is vital to a growing
community. Paul continues to work tirelessly
in an effort to help residents affected by the
2011 flood and has supported Council’s
commitment to the cleanup and repairing of
public infrastructure to ensure the City was
“open for business” as soon as possible.
