Summary of Student Demographic Data A. Projected High School Graduates and Admissions Data Since 1995, the total number of high school graduates in Pennsylvania has steadily increased, and is projected to continue growing through 2014. A projection of high school graduates by county through 2008 shows that the number of high school graduates is forecasted to increase in 40 of the state’s 67 counties. Despite years of decreasing high school graduates before 1995, college enrollments increased during much of the period due to increased college participation rates, especially among women and non-traditional adult students. Based on these projections, the System should continue to experience enrollment growth for the next five years, but will need to increase the recruitment of non-traditional populations (including transfers), distance education enrollments, and/or increase retention to offset the loss of traditionally aged students thereafter. Eastern counties will experience much larger increases in the growth in the number of high school graduates than western counties, and will have smaller decreases after 2014. This trend indicates that western universities will be disproportionately impacted by the declining pool beginning in 2009. By 2014, nearly all counties will have a smaller number of high school graduates than in 2008. For the entering class of fall 2003, over 73,000 students applied to State System of Higher Education universities. Of those, 50,627 were accepted, and 19,657 first-time new students enrolled. Almost 70 percent of students who applied were admitted. West Chester is the most selective university, admitting only 46% of applicants. California and Clarion have the highest yield, with 49% of those admitted enrolling. The highest acceptance rate is for white students (73%) while Native Americans have the highest yield (40%). Acceptance rates are similar for Pennsylvania and non-Pennsylvania students, but only 24.4% of non-residents accepted actually attend, compared with 42% of residents accepted. In addition to new freshmen, 6,185 new transfers enrolled System-wide. Of those transfers, more than one in three came from a Pennsylvania community college. B. System Enrollment Trends Following a period of decline in the early and mid-1990s, System enrollments began to increase beginning fall 1997, and have grown 11.2% since 1996. Fall 2003 continued this trend, as enrollment increased by 2.6% to a record 104,216. All universities except Clarion and East Stroudsburg increased enrollments. Kutztown had the largest increase of students (484) while Lock Haven had the largest percent increase (7.3%). Minority student enrollments also rose to 9,682 in 2003. More importantly, minority enrollments increased as a percent of total enrollments and are now at their highest point at 9.3%. Fall 2003 witnessed the largest number of African-American (6,772) and Latino enrollments in State System history (1,569). From 19962003, the percentage increase of minorities was as follows: African-American--33%, Native American--6.6%, Asian--40%, and Latino--49%. Actual minority enrollments are probably even higher, because nearly 4,000 students reported no ethnicity or more than one. Four Pennsylvania counties—Allegheny, Lancaster, Chester, and Montgomery—contributed 20% of all enrollments and the top nine counties were responsible for 38% of enrollments. Other salient enrollment characteristics are as follows: full-time students – 83.6%, female students – 59.4%, undergraduate students– 87.6%, Pennsylvania resident students – 90.3%, nontraditional undergraduate students – 11.4% of the undergraduate population, and international students – 1.6%. The number and percent of non-traditional students has been declining since it peaked at 15.8% in 1995. The number of out-of-state students had declined steadily in the 1990s and reached a low of 7,682 students in fall 1997. By fall 2003, non-resident enrollments totaled 10,057 students, a 32% increase. One factor responsible for this increase is the non-resident tuition policy, which allows institutions to set non-resident undergraduate tuition between 150% and 250% of resident tuition. Although the overall system rate for resident students is 90.3%, percentages vary among the institutions from a low of 76% at Mansfield to a high of 96% at Millersville. New Jersey and New York contribute the largest number of non-resident students, and are among the top 20 feeder regions for the System. Every university has at least one student enrolled from the Delaware, Maryland, New York, and New Jersey. The total number of international students was 1621 and Indiana has the largest number (540). C. Financial Aid and Student Charges More than three in four students (78.7%) receive financial aid to defray the costs of attending State System universities. During 2002-2003, over $568 million was awarded. Of this total, 29.3% was in the form of grants, 60.4% loans, 5.6% student employment, and 4.7% scholarships. Nearly 32% of students received $65 million in Pennsylvania Higher Education Assistance Agency grants with an average award of $2,002. The trend in financial aid has been for more students to get loans than grants. Indebtedness of 2001-2002 baccalaureate graduates (for 65% who had unpaid loans) ranged from less than $500 to more than $25,000. Resident undergraduate tuition has increased nearly 56% since 1993-1994 and is currently $4,598 per year; non-resident undergraduate tuition is $11,496. Resident graduate tuition is $5,518 and non-resident graduate tuition is $8,830. Student fees average $1,216 for undergraduates and $1,172 for graduate students. Cheyney has the lowest fees, and the range is from $755 to $1,410 for undergraduates and $480 to $1,644 for graduate students. Room and board fees have increased 130% since 1987 to $4,970, which is still lower than any other sector in Pennsylvania. East Stroudsburg has the most affordable combined room and board fees at $4,408 per year. The average total annual cost of attending a State System university for an instate, on-campus undergraduate student is $10,784 (including tuition, fees, room and board). The System’s tuition and fees place it 4th among state owned four-year colleges and universities (by state). D. Student Advancement—Degrees Awarded, Retention and Graduation Rates State System universities awarded 19,148 degrees in 2002-2003. This total includes 239 associate degree recipients, 15,480 baccalaureate, 3,314 masters, and 115 doctorates. More than 61% of all graduates majored in one of the following five fields—Education, Business, Social Sciences, Health, and Psychology. Second year retention for the 2001 freshman class was 76.1%--about two percent higher than the 73.9% rate for peer institutions. Graduation rates for first-time, full-time, degree-seeking students compare favorably with those of peers. The 1997 cohort graduation rates for four, five, and six years are as follows: four years, 24.8%; five years, 49.2%; and six years, 53.4%. The corresponding rates for peer institutions were 19.7% for four years and 38.9% for five years (six-year peer data is not available yet for 1997-03 cohort). E. Alumni A total of 394,250 alumni are known to live in Pennsylvania. This represents 65.2% of the grand total of 604,735 alumni. The actual number of alumni who are Pennsylvania residents is likely to be somewhat higher, as more than 30,000 alumni do not have a current address on file in alumni offices. Allegheny County has the most alumni (36,015), followed by Montgomery, Chester, and Lancaster, all of which have more than 21,000 alums. Cameron County has the fewest number with 194. Six states have more than 10,000 System alumni as follows: New Jersey—24,324, Maryland—16,814, New York—15,980, Florida—15,719, Virginia—14,429, and Ohio—11,224. Summary of Safety, Productivity, and Instructional Resources Campuses continue to be safe places to live, work and learn. Crime rates have declined by 8% for serious crimes, classified as Part I Offenses, over the past five years. The rates for misdemeanors, Part II Offenses, however, have increased 9% since 1997 with vandalism, disorderly conduct, and liquor law violations the most common crimes reported. There have been no murders on campuses since these data were first reported in 1986. Faculty productivity has increased in recent years as the rate of enrollment has grown faster than the hiring rate of new professors. Student-faculty ratios increased from 18.17 in 2001-2002 to 18.35 in 2002-2003, the highest since the inception of the System. California has the highest student/faculty ratio of 22. Average class size from 1995-1996 to 2002-2003 increased from 23 students to 24 students in undergraduate sections and from 12 to 13 in graduate sections. Class size in undergraduate sections is smaller than at Temple, the University of Pittsburgh, or Pennsylvania State University and the graduate sections are smaller than any state-related university. State System libraries contain nearly 7 million volumes and added another 109,625 during 2002-2003. Nearly 673 full-time equivalent employees staff the libraries and almost $32 million was spent on materials and salaries System-wide. Nearly one million people (including repeat users) used library materials during 2002-2003. Libraries are increasingly relying on electronic resources, from automated catalogs to on-line databases. The State System established the Keystone Library Network to interconnect all 14 universities with a shared library automation system and access to electronic resources. The libraries house 18,613,174 microforms. Summary of Budget and Finances Total Educational and General (E&G) revenues for the State System are projected at $1.083 billion for 2003-2004. Since 1983-1984, the general appropriation has increased 85% to $417,222,000 for 2003-2004, and System appropriation per FTE student has risen from $3,003 to $4,240. The appropriation decreased 3% from 20012002 to 2002-2003 and 5% from 2002-2003 to 2003-2004. State appropriations accounted for 63% of E&G in 1983-1984 but have steadily declined to only 38.5% in 2003-2004. During that same period, E&G revenues per FTE student increased from $4,770 to $11,010, but costs per FTE student have risen to $13,202 (as of 2002-2003). Edinboro has the lowest cost per FTE student ($12,207) while Cheyney has the highest cost ($20,115). When cost is determined by credit hour, West Chester is lowest ($148) and Cheyney is highest ($205), compared to a System average of $161. State System universities have increased endowments and voluntary support dramatically in recent years. System Universities received a total of $38.1 million in voluntary support during 2002-2003. Indiana and Shippensburg have the two largest endowments, representing 19.5% and 11.2% of the $146 million of system total respectively. Both fund raising and endowments have declined from their high in 20002001, reflecting the poor performance of the economy and stock market. Summary of Facilities The facilities infrastructure of the State System includes 886 buildings and over 25.5 million square feet of space. The 14 campuses, the Dixon University Center, and the McKeever Environmental Center are located on 4,887 acres. Residence halls have a capacity of 33,795 students, and 32,802 students lived in them during fall 2003. The replacement value of the physical plant is nearly $3.7 billion. Slippery Rock has the most buildings (99) and acreage (749), and Indiana the most square feet (3,181,437), the greatest residence hall capacity (3,856), and the highest replacement value ($450 million). Presidential residences and the Chancellor’s House at Dixon University Center have a combined 110,551 square feet and are worth nearly $16 million in value. These structures, which are used for official university business as well as providing living space for the Chancellor, presidents, and their families, range in age from 1885 at Edinboro to 1998 at Indiana. Summary of Human Resources During 2003-2004, the State System employed 12,108 individuals (as of October 31, 2003, excluding wage employees). Of these, 11,033 salaried employees were fulltime. This number is slightly higher than the full-time salaried employees count from fall 2002. Of all salaried employees, the Association of Professional State College and University Faculty union includes the largest number, representing 44.3% of total FTE employees, compared to 34.2% for the Association of Federal, State, County, and Municipal Employees and 12.0% for managers. Women comprise 49.8% of the full-time workforce. Total personnel expenditures for 2002-2003 were over $909 million, a 6.6% increase from 2001-2002. Within the full-time, 9 month faculty complement of 4,764 (excluding unit II), women constitute 43.5% of all faculty (2,073). The percentage of female faculty by rank is as follows: professor—30.8%, associate—42.5%, assistant—51.5%, and instructor— 56.1%. The rank distribution of the entire faculty (excluding unit II) is as follows: professor—29.2%, associate—27%, assistant—32.6%, and instructor—11.1%. Faculty salaries for all ranks have increased 81% since 1987. Faculty salaries are at the 90th percentile or higher for all professors by their respective ranks, compared to faculty from 225 public institutions with the same Carnegie classification, including each of the 14 System universities (Source: American Association of University Professors). Summary of Diversity The State System has made incremental progress in recruiting and enrolling students of color in recent years. Applications, acceptances, and enrollments of African-American and Latino students continue to increase, and the fall 2003 total enrollment of African-Americans and Latinos was the highest ever. As of fall 2003, African-Americans comprised 6.5% of the student body (6,772). Collectively, racial/ethnic minorities comprised 9.29% of all students (9,682). The Board of Governor scholars program has been recently expanded, and 1,731 students, the majority of whom are from a minority ethnic group, had some or all of their tuition waived during the 2003 Fall semester. These waivers are generally given for the entire year and are renewable. The most successful of the diversity recruiting efforts for students are the partnership programs. The original program began in 1988 in Philadelphia. Participants enroll in summer programs at State System universities and earn credit for courses taken. These students are encouraged to apply for admission at State System universities or other colleges and universities. The program was replicated in Pittsburgh in 1995 and has been expanded to Erie, Harrisburg, and most recently Reading. The graduation rate of students in these programs is comparable to that of all students at System universities. Diversity efforts have had mixed results with regard to personnel. Overall 12.8% of fulltime employees are minority, with the greatest percentage among service/maintenance (18%) and the greatest number among faculty (628). Less than 10% of technical and skilled crafts full-time employees are non-white System-wide. With the exception of Cheyney University, the largest percentage of people of color by Equal Employment Opportunity classification is as follows: • • • • • • • • Executive – 22.9%, Kutztown Faculty –
