M I ESSAGE FROM the GOVERNOR t’s the start of the school year again. The glorious days of summer have ended and students have to brace themselves for home works, exams and other winding school routines for another whole year round. Yet again, our young generations are looking forward to a bright and successful future. We do not want just a diploma; we want to cut the umbilical cord that ties our people to economic hardship because we believe that education is the long term solution to poverty. When I took office, there were certain sectors on which I knew the provincial government must focus on. Education has been at the forefront of these sectors. Therefore, now and also in the future, education is and will be a top priority of my administration. The outcome of our investment in the expanded Compostela Valley Scholarship Program has been successful. We have not only paid attention to four (4) year academic courses but also to vocational and technical education with the purpose of scaling up the skills and talents of our graduates with the demand of time. We have continuously focused on offering training courses for our teachers like the A-STEP and Project ARTURO, in order to enhance their ability to provide quality and modern education. I am very pleased that, inch by inch, we have already addressed the inadequacy of our school classroom buildings and facilities. With our partnership with the Federation of the Filipino-Chinese Chamber of Commerce, Inc., we have provided and constructed more than thirty (30) additional classroom buildings on various elementary and secondary public schools in the province. Nonetheless, I know there is still so much to do, but rest assured that we will constantly spare no effort with our investment in education and our children. Only then we will see genuine progress in the province when our children are happy, educated and given the opportunity to succeed. And at that time, we will all have succeeded. DepEd Comval is BEAM Pilot Project C omval’s Department of Education (DepEd-Comval) is hailed pilot division (provincial level) in the country for its successful implementation to the Human Resource Implementation System (HRIS). The HRIS, under the Basic Education Assistance for Mindanao (BEAM) project, has features which include: personal data sheet as the basic source of information, work experience as well as processing of appointments and step increment is linked to the service records, and employee records can easily be imported in cases of staff movements, to name a few. Simply put, teachers who usually prepare their budget for more than a week now has to undergo the budget process in minutes, no longer browsing through voluminous documents for reference. Even the Personnel Division also noted significant improvement in terms of finding records and filing of leave for the teachers. They now have an easy access to their records such as in the updating of their salaries and retrieval of personnel records in exact, accurate and updated data for schools and teachers as these are readily available in a click of a mouse. What’s more, the HRIS is not only limited to DepEd but it can also provide easy access in terms of personnel information to other agencies like CSC, COA, DBM, CSC GSIS, Pag-Ibig, SSS and to other stakeholders. With recent developments, DepEd Officials from the different regions visited Comval to get a first-hand experience on its successful implementation Uswag Comval such as the Autonomous Region in Muslim Mindanao (ARMM), Region 3, Region 4-A, Region 4-B to the National Capital Region (NCR) as well as the DepEd Central Office. “We saw the kind of leadership Comval has. I guess it is one of the factor for the success in the HRIS implementation, seeing the strong support of the provincial government. This is also a challenge for us to improve our division,” said a representative from Lamitan, Sulu. Gov. Arturo Uy and DepEd Division Superintendent Dr. Lillian C. Calicdan warmly welcomed each regional representatives composed mainly of Schools Division Superintendent, Human Resource Management Officers, Planning Officers, Administrative Officers and BEAM Officials. “It is only in sharing that we grow because you can also share your culture to us. There are no borders in education, the borders are only in your minds.” said Calicdan. “At present, there is only 1 HRIS at the Comval Division but we intend to have a direct access of the said project at our 13 school districts for prompt, speedy and accurate data,” she added This would mean that teachers don’t have to leave their classes for a day or two just to make request for service records or make verification on their service credits because they can just simply download it to their respective District HRIS Office. The Division HRIS team is composed of Marieta Sinto, Norberto Manlangit, Cherry Ann Eling, Andy Cabodoc, Luz Estrera, and Bob Timothy Ibojo under the tutelage of Calicdan. With the effectiveness of HRIS, Secretary Jesli Lapus has issued Memorandum Order No. 275 directing top school officials for the implementation of HRIS in the country. According to the memo, the piloting of the system in non-BEAM regions is due to commence in August this year and full implementation in all regions next year. The HRIS is a component of the Basic Education Assistance for Mindanao (BEAM) initiated by the Department of Education (DepEd), which aims to improve the quality and the access to basic education especially in Southern and Central Mindanao. BEAM is both funded by the national government and the Australian government through the Australian Agency for International Development (AusAID). (fem) 3 april-june 2009 DA Sec. Yap, Malaysian investors visit Comval, palm oil mulled D epartment of Agriculture (DA) Sec. Arthur Yap accompanied Malaysian investors in their visit to Compostela Valley on June 5. Yap brought with him foreign investors led by Goh In Seng, Meng Wei Kuok, Hua Kuok, and Jeremy Goon who are interested on expanding its palm oil industry in the country, particularly on Comval’s rich and fertile soil. During the visit, the group wanted to determine the viability of Comval’s towns as it targets a minimum of 100,000 hectares for the oil palm plantation in Comval. As of the present, necessary data prepared by PAGRO are already submitted to D.A. Central Office and are now awaiting update from them. “We always welcome investors who come in our province. Hopefully, we can attract more investors as this would mean new technologies, one that would help create jobs and develop our economy,” Gov. Uy said. Palm oil is an edible plant oil derived from the fruit and seeds of the oil palm. It is one of the few vegetable oils relatively high in saturated fats such as coconut oil and is widely used as a cooking oil, an ingredient in margarine and a component of many processed foods as well as an important component of many soaps, washing powders and personal care products. (fem) Gov. Uy turns over checks to primary coops G ov. Arturo T. Uy handed over a total of Php 800,000.00 in checks to 8 primary cooperatives representing the first batch of 22 grantees under the Micro Credit Assistance Program (MCAP) to Cooperatives as of July 7. The program is a Php 2.2 million credit facility to cooperatives of the Provincial Government of Compostela Valley launched this year. Each receiving Php100,000.00, are Andap Manlawod Tribal Coop and Lasting Agricultural Multi-Purpose Cooperative (MPC), all of New Bataan for their ginger and bamboo production, respectively. Same amount will also be used by San Isidro MPC of Mawab for their fast food operation and Pindasan MPC in Mabini for its swine raising projects. While Montevista’s Dauman Farmers Association MPC will use the credit support to finance Oathtaking of Comval Capitol Employees Coop Uswag Comval rice production and Maragusan’s Tandik MPC for its abaca production project. Upper Ulip farmers MPC of Monkayo and Andap MPC of Laak also received the same amount from Gov. Uy. Gov. Uy earlier stressed in his pronouncements that the cooperatives being a vehicle for countryside development should be given ample support aside from capability building but also in their business ventures, which has high return of investments. These projects are keenly selected by the cooperatives based on the submitted project proposal duly evaluated by the Project Management Committee headed by Isabelo L. Melendres, Executive Assistant IV. The MCAP aims to provide an accessible credit support to small but operating cooperatives in the province that are not yet ready to access to formal lending and banking institutions. With the modest capital of P100,000.00, coops could start investing or expanding their viable income operating projects and other entrepreneurial undertakings, which are envisioned to create economic wealth in their respective communities. The credit facility is interest free with only 75% of the total loan amount payable on condition that all amortizations are paid on time after a grace period of six (6) months upon release of the money. The MCAP to cooperatives is a commitment of the Provincial leadership wherein every year, two (2) cooperatives are endorsed by the Municipal Cooperative Development Councils (MCDCs) for possible assistance after submission of requirements to Cooperative Development Division, Provincial Agriculturist Office, being the program secretariat and implementing office. This, after Provincial Agriculturist Rolando Simene bared that they already received the notice to proceed from the Department of Agriculture (DA) regional office under Reg. Dir. Roger Chio. Based on said notice, the 3 FMRs which has a total cost of P10 million, will be used to repair and rehabilitate Uswag Comval the Linoan-Highway Purok 3-Pantud road located in Montevista, Purok 1-Gabi-New Burgos-Batinao road in Compostela, and Purok 8-Gabi Junction Panag road in New Bataan. The development came even as Gov. Uy continues to fast track his infrastructure program particularly on the farm-to-market roads all over Comval as this would mean higher production and income and less transportation cost among the farmers. (gmc) Pantukan Disaster Preparedness Summit, a big success! T he provincial government of Compostela Valley conducted its first “Provincial Disaster Preparedness Summit” on June 5, 2009 carrying out solutions to minimize the loss of lives when natural catastrophes occur. Gov. Arturo Uy communed with the miners and officials of Pantukan where the latest landslide happened. “The focus would be how to best prepare them. The miners themselves should take an active role. Our main objective is to lessen the loss of lives, there should be meeting of minds between the small scale miners and the government,” Gov. Uy said. Gov. Uy along with the officials of Pantukan, PNP, Phil. Army, NCIP, DENR, MGB, RDCC, Provincial Prosecutor’s Office, PAGRO, PSWD and PPDO convened with nearly 200 participants including silica/sand and gravel permittees, small-scale miners, cooperatives and community leaders coming from MayantokPulang-Lupa, Diat, Araibo, Biasong, Panganason, Boringot, Lumanggang and Gumayan. Uswag Comval The miners enthusiastically participated in the said activity saying that the summit is the best initiative that the provincial government has extended to them. The miners recognized and acknowledged their responsibilities and commitment as environmental stakeholders and as confirmation, signed the covenant deliberated for them. In response to the summit, the miners, cooperative and community leaders requested the assistance of the provincial and municipal government units to provide more seminars on responsible mining and disaster preparedness, reforestation of the denuded lands and creation of Municipal Operation Kalamidad with complete rescue equipment. With the success of the event, the provincial government is now looking forward to the next succeeding summits in the clusters of Maragusan, Maco-Mabini, Nabunturan-Mawab and Compostela-New Bataan. The first in Comval, the mariculture project is a joint project of the provincial government through the Agriculturist Office headed by Rolando Simene, Bureau of Fisheries and Aquatic Resources (BFAR) under Reg. Dir. George Campeon and LGU Pantukan under Mayor Celso Sarenas. “Considering the high demand for Bangus, the aim is to develop the province’s aquaculture industry as well as to generate livelihood opportunities among fisherfolks in our coastal towns,” Gov. Uy said. The provincial government took charge in preparing the land-based working area for the said project. An initial fund of P2 million comprising of two motorboats, chilling tank, floating station, marker buoys, mooring blocks, feed storage facility, 2 fish cages, bangus fingerlings and feeds have been provided by the BFAR. During the 1st week of June, a total of 7.379 metric tons of bangus were harvested or a total amount estimated at P674,785.20 which was then sold to concessionaires. It can be recalled that on March this year, about 15,000 fingerlings were seeded in the fish cages. Bangus, using modern technology, would then be raised in the fish cages measuring 10 meters in length and 6 meters in depth. At present, Araw-Gabi Aming Sinisikap (AGAS) and Lower Lahi Fisherfolks Associations managed the two new fish cages funded by BFAR. “Comval is only 25% sufficient in terms of fish production, that’s only about 5,000 metric tons per year. With the introduction of bangus, this will help boost our fish production in the province,” said Ronald Sibayan, head of the fishery section of PAGRO. Uswag Comval 8 april-june 2009 Garantisadong G Pambata 2009 kicks off in Comval arantisadong Pambata 2009 (GP 9), conducted twice a year, successfully launched its first leg of observance province wide on April 13-17. It kicked off with a simple yet significant program which was held simultaneously at the provincial capitol and the 11 local government units in Comval. DOH’s Perpetua Labadia, Regional GP coordinator, who represented the Regional Director Teogenes F. Baluma commended Gov. Arturo Uy’s leadership in its nutrition program implementation. “We’d like to congratulate Comval province for consistently being the leader and model in ensuring the health, nutrition and well-being of its populace. And more importantly in ensuring the survival and development of its children,” she said. GP 9 is a nationwide preschoolers health campaign initiated by the Department of Health and is already an institutionalized campaign done yearly. This year’s theme is “9 ways to save your child” which is a guide to ensure the essential survival of children aged 0-5 yrs old. It consists of strategies for child survival to be taught to mothers and their guardians, such as pregnancy and post delivery health methods, caring of the newborns, breastfeeding, immunization and deworming of children and birth spacing. Provincial Nutritionist Nena Mirafuentes bared that the Provincial Health Office and the Nutrition Council has taken steps in intensifying the implementation of the GP program particularly in various health Uswag Comval centers, barangay health stations and hospitals in the province. She added that the next GP9 set on October 12-16 will be a continuing activity on the distribution of vitamin supplements especially Zinc and Vitamin A, immunization like Hepa B, BCG, and Tetanus Toxoid injection, distribution of iron supplement to infant and pregnant women, weighing and de-worming of children. Comval has been a recipient of various awards in recognition to the government’s effort in curbing malnutrition among children including the most prestigious CROWN (Consistent Regional Outstanding Winner in Nutrition) and the Pag-asa awards. (fem) Influenza A (H1N1) Alert Forum held in Comval, Provincial Contingency Plan crafted W ith the global pandemic on the Influenza A(H1N1), the provincial government of Compostela Valley through the Provincial Health Office (PHO) held its first forum on A (H1N1) on June 9 at the capitol. Dr. Rogelio Piñera, Reg. Epidemiologist Coordinator and Victor Guerrero both from Center for Health and Development (CHD-DOH) were invited to discuss on said topic. A month after, a one-day workshop was conducted to formulate the Provincial Contingency Plan. The stakeholders came from the provincial, municipal health and information offices, rural health units, line agencies such as DepEd, PNP and Red Cross. “We need to be vigilant and practice the basic in proper hygiene. Just like any common diseases, proper hand washing and increasing one’s body resistance through eating nutritious foods and regular exercise, can help prevent the spread of the virus,” said Dr. Rodolfo Morentte, Chief of Hospital in Laak. “It is also important to observe cough etiquette by covering your nose and mouth when coughing and sneezing and to dispose of the tissue or hankie properly,” he added. For the mean time, surveillance of the influenza-like illness (ILI) and severe pneumonia are being monitored in the hospitals. For sick persons, referral hospitals in Comval are in Davao Medical Center and the Davao Regional Hospital . The virus is caused by a novel virus that resulted from the re-assortment of 4 viruses from pigs, human and birds. Its mode of transmission are exposure to droplets from cough and sneeze of the infected person and by touching one’s mouth, nose or eyes after contact with a contaminated object or person. Shape Up One of the highlights of the opening program was the presentation of lovely ladies representing their respective municipalities who vie to stand as the Sports Festival Muse. Donning their sports attire as they ramped on stage, the Muse of the Year is Ms. Joana Paula C. Ramos of Mawab with Ms. Karie M. Vista of Nabunturan as the 1st Runner Up, and Ms. Azel B. Mangco of New Bataan as the 2nd Runner Up. Ruel Nuttal of Montevista who led the official team sent to the National Chess Team Championship last year. This year’s champion is Ruther Ibañez of Monkayo for the kids category and Antonio Matuco, Jr. of Maco for the adult category. A Sack of Blessing With the famous Manny Pacquiao as their idol, local boxers were so enthusiastic to make it to the boxing arena. Good as they were in their performances, however, it’s the Compostela Boxing Team who made it to the championship bout garnering 6 gold medals, 7 silver medals, and 3 bronze medals. The presence of Rannie Laput, the new Bantam Weight Champion of the Oriental Pacific Boxing Federation inspired the players. Laput is from the Municipality of New Bataan. According to the Tournament Director, Mr. Raul Villocino, each of the 11 LGUs has been allocated with a sack of rice by the provincial government as a support for the meal consumption of the athletes. Sports development is another major program strongly supported by the very able Governor Uy. The events have not been played weeklong straight since most of the players were students. A total of 80 players participated in the Provincial Chess Tournament (29 for the Kids Category and 51 for the Adult Category) including the Brunei player, Rowelyn Acedo of Monkayo and the previous year’s provincial champion, Uswag Comval Simultaneous with the conduct of the province’s Sportsfest, the Provincial Physical Fitness and Sports Development Council (PPFSDC) through the Provincial Tourism Office in coordination with the Provincial Tourism Council has initiated a Summer Beach Festival that included events such as Beach Volleyball, Water Volleyball, Amazing Race, and Reggae Band Competition. Ten teams from Davao City, Tagum City, and Compostela Valley signed in for the event that opened on June 12 at 9:15 in time for the high tide. “The most common beach sports event is beach volleyball, but Compostela Valley wants to impress on other non-landlocked provinces that there is such a thing as playing volleyball with half of the body submerged in water…and this water is not swimming pool water,” Compostela Valley provincial tourism officer Christine T. Dompor said. The lined-up events were the regular competitions in beach volleyball for both men and women at Beach View Resort in Pindasan, Mabini, an Amazing Race in Manaklay Beach Resort also in Pindasan, and a Reggae Band competition in Beach View Resort, also in the same coastal village. The event was held at the sprawling clean beach of Welborn Beach Resort in Magnaga, Pantukan. C ompostela Valley’s real property tax (RPT) collection posted the highest for 2008, the biggest collection so far since its separation from Davao del Norte. Comval raked a total amount of P67,945,329.54 last year as compared to the past 2007 and 2006 RPT collections of P65,120,881.95 and P59,700,034.12, respectively. Aside from the RPT, Provincial Treasurer Carmen Razul said Comval’s over-all high tax collection is largely attributed to its renewed campaign in implementing policies on local government revenue administration and fund management. “Such endeavor is credited to the efficient and effective tax collection campaign of the provincial government under the able leadership of Gov. Uy,” adding that the provincial government’s collections on local sources exceeded its target by 102.51%. Grateful for such collection performance, Governor Uy has given P70,000.00 for each of the eleven municipalities of the province. A bout 238 grantees under the Special Program for Employment of Students (SPES) gathered for the culmination held on June 5 at Compostela Valley provincial capitol. This year’s grantees were provided employment during the summer months and were assigned at the province’s LGU offices and national agencies alike. Gov. Arturo Uy earlier expressed elation over the recent activities initiated by some SPES grantees. Maragusan SPES has conducted its outreach program, giving school supplies to elementary students in Langgawisan while New Bataan SPES has also conducted its clean-up drive. Janice Clarion, Provincial SPES Coordinator, bared that plans are underway for Comval SPES to meet not only during the summer break but even during school time to conduct community service. The culmination also marks the organization of the new set of SPES officers headed by Ritchel John Arellano, an incoming 1st year at St. Mary’s College taking up Bachelor of Science in Accountancy. “Being a SPES grantee is a very good and unique opportunity to work in the Provincial Government of Comval…this is the end yet a beginning of a new chapter to apply what we have learned here,” he said. The program is mandated by R.A. 7323 and is one of the program components initiated by the Public Employment Service Office (PESO) under the Department of Labor and Employment (DOLE) and is in coordination with the provincial government. As a matter of fact, the first year of implementation of the 11 municipalities was concluded through the Quality Awards 2009, held at the Social Hall of the Capitol Building on May 15, 2009, where Maco reigns as Champion, followed by the LGU-Monkayo, Mawab, Montevista and Maragusan as the Top Five municipalities, respectively. Even the constituents can now notice the difference in the workplace of the municipal halls and in the capitol and are all amazed by the sudden metamorphosis--the clutter, the chaos, the ceiling-high stack of papers are long been gone. What’s left is a neat, tidy and livable office where both employees and clients can now breath air that is dust-free and can seat on chairs that are definitely bug-free. Although the concept of 5S is deceptively simple, implementing and sustaining 5S is not easy; and our 5S experience in ComVal is no exemption. Resistance and complains are seen and heard on the first day of implementation, but with the support and belief of the provincial governor of the program itself, slowly, realization came that neither the Governor, who himself is a 5S advocate nor the provincial officials can gain from this but the employees themselves and, of course, all the Comvaleños- from the hills to the shores. Revisiting 5S 5S is the acronym for 5 Japanese words; Seiri, Seiton, Seiso, Seiketsu and Shitsuke. Roughly translated, they are - Sort, Sweep, Standardize, Systematize and Self-Discipline. It is the Japanese technique of Good Housekeeping and Workplace Organization. 5S is one of the essential pillars for productivity and quality for any company, regardless of the industry it is from.
