LOANS - interest rates up to 40 years, in 3
tiers: market, intermediate, and poverty
depending on median household income.
For poverty rate, the proposed system
must correct a documented health and
safety hazard.
Political subdivisions with a population of 10,000 or less.
Applicants must be unable to obtain financing from other
sources at rates and terms they can afford and/or their
own resources.
GRANTS - may be up to 75% of eligible
project cost, dependent upon the median
household of the service area and the
availability of the RD's limited grant funds.

water and wastewater systems or development of new
systems.
Community assistance includes costs of community wells,
preliminary engineering studies, test wells, soil test, and water
system upgrades such as storage tank rehabilitations.
Assistance to households includes tap fees, hook-up costs,
and emergency grants for replacing or repairing plumbing,
pumps, lines.
LOANS
Communities: 4% - 7% interest, $150,000
cap, up to 10 years.
Low- to moderate-income rural households and low-income
rural communities.
Households: 1% interest, $11,000 cap,
up to 20 years.
Community assistance includes costs of predevelopment,
system upgrades and new construction of water and
wastewater services and facilities.
Assistance to households includes costs of well
improvement and septic repairs.

development objectives and sites.
ELIGIBILITY
Government entities (localities, local and regional industrial or
economic development authorities, regional authorities) and

application to demonstrate that financing is
