Call In Procedure
A member may require an application to be brought to an Area Committee for decision anytime prior to
its determination by emailing the dedicated email box called.applications@swansea.gov.uk.
Whilst emails may be copied to officers, it is essential that the dedicated email box is used.
Within seven working days of this initial call-in, the Councillor must validate the call-in by providing a
written reason by email, letter or fax. The Constitution requires that the reason for the call-in is
discussed with the relevant officer. The call-in becomes invalid if no written reasons are received or no
discussion with the relevant officer has been held within this seven day period.
If the application to be called-in is within another councillor’s ward, the relevant councillor(s) must be
informed before the call-in request is made, with notification of this being given to Phil Holmes (Head of
Economic Regeneration and Planning) or Ryan Thomas (Planning Control Manager).
In addition to this, relevant Ward Members will be notified of the intention of the Delegated Officer
Panel to approve or refuse an application to which representations have been received expressing
views contrary to the Panel's recommendation. The Ward Members will then have five working days to
"call-in" the application to the relevant Area Committee for determination.
