CASE STUDY TENET HEALTHCARE Encore Teams with Tenet Healthcare to Develop a Clinical Business Intelligence Environment for Meaningful Use and Value Realization CHALLENGE Tenet Healthcare (Tenet) was launching IMPACT (Improving Patient Care Through Technology), a full scale implementation of the Cerner Electronic Health Record (EHR) in all 49 of its hospitals. From the project onset, Liz Johnson, Tenet’s Vice President of Applied Clinical Analytics, recognized the opportunity this presented to not only achieve Meaningful Use (MU) but also to take advantage of the discrete electronic clinical data provided by the EHR to create metrics to understand the value realized from this multi-million dollar investment. SOLUTION Encore utilized its CoreQUEST® methodology and CoreGPS® tool to detail, stratify and organize the data requirements and upstream capabilities to assist Tenet in developing its integrated clinical business intelligence environment. The scope of the project included a major refreshed design of Tenet’s existing Electronic Data Warehouse (EDW) and a new build of all EDW components for the MU solution. The EDW sourced data from the Cerner EHR and other clinical systems (including Emergency Department and a home-grown registration system) to meet MU requirements and implement a dashboard application to report and monitor performance by hospital and overall system level in a near real-time environment. Collaborating with the Tenet project and partners, Encore’s multidisciplinary team completed the following: • Provided extensive data discovery to identify source data elements required to calculate the MU measures and track measure compliance using CoreGPS® • Directed the build and design of clinical content, workflows and order sets in the EHR implementation to capture the data necessary for MU measures • Tracked and resolved content, workflow and policy and procedure roadblocks to achieving MU • Designed and synchronized the EDW data model to accommodate the integration of clinical data for MU and for future Value Realization measures in the existing EDW environment • Designed a unique data derivation and metric calculation layer which integrated into the core EDW data meeting current MU objectives and also providing richer data for future analytics • Planned and directed the Clinical Business Intelligence Environment build of all BI layers • Conducted extensive system QA and data quality validation and associated defect remediation CONTACT: Carla Swindle, cswindle@encorehealthresources.com 1.877.787.1010 | ABOUT TENET HEALTHCARE Tenet Healthcare is one of the largest investor-owned health care delivery systems in the nation with more than $9 billion in annual revenue and a workforce of more than 57,000. PO Box 3109 #24350 Houston, Texas 77253 -3109 w w w.encorehealthresources.com CASE STUDY CONTINUED • Planned, designed and managed the self-certification of the EDW and home-grown systems to comply with ONCHIT (Office of the National Coordinator for Healthcare Information Technology) requirements for certified EHR technology • Aggregated and calculated MU measures • Using Cognos, developed a web-based MU compliance dashboard to provide near-time operational and executive insight into the completion rates and gaps by measure across all impacted facilities • Assisted with successful MU attestation (resulting in MU incentive payment) by providing the data and required evidence to meet MU and to withstand a possible audit by CMS (Centers for Medicare and Medicaid Services) • Created highly reusable and scalable processes, governance and tools that are capable to support the creation of future measures, including both Meaningful Use future stages, value metrics and other key clinical measures in Tenet’s IMPACT program IMPACT With the rollout of the Clinical Business Intelligence environment (CBI), Tenet has been able to attest successfully and receive materially significant incentive payments for the first seven hospitals to go live.
