It was also reported that the Salford Older Persons Forum had indicated they wished June Smith to act as their representative, following the decision of Joyce Evans to stand down as a member of the Committee.

RESOLVED: (1) THAT the Councillor membership of the Committee, as detailed in (a) above, be noted.

(2) THAT the organisations detailed in (b) above, be confirmed as members of the Community Committee to be represented by the persons indicated for 2011/12.

(3) THAT the membership of the Salford Disability Forum be terminated, with them requested to submit a new application should they wish to renew their membership on the Committee in the future.

(4) THAT the request of the Salford Older Persons Forum proposing June Smith as their nominated representative on the

Committee, be approved.

6. MEMBERSHIP OF THE ECCLES COMMUNITY COMMITTEE

BUDGET

SUB-GROUP

The Deputy Chief Executive submitted a report detailing the current membership of the Eccles Community Committee Budget Sub-Group.

The report indicated that in 20010/11, the group comprised six members (one councillor, one community representative from each of the Barton, Eccles and Winton Wards) with Jim Wheelton acting as

Chairman.

RESOLVED: (1) THAT Councillor David Jolley, Councillor Lisa Stone and Councillor David Lancaster be appointed as the Council representatives on the Eccles Community Committee Budget Sub-

Group for 2011/12, for the Barton, Eccles and Winton Wards, respectively.

(2) THAT Gilbert Hearn, Ann Faulkner and John

Matthews be appointed as the community representatives on the

Eccles Community Committee Budget Sub-Group 2011/12, for the

Barton, Eccles and Winton Wards respectively.

(3) THAT Jim Wheelton be elected as the Chairman of the Eccles Community Committee Budget Sub-Group for 2011/12.

7. MINUTES OF PROCEEDINGS

The minutes of the meeting of the committee held on 22nd March,

2011 were agreed as a correct record, and signed by the Chair.

8. COMMUNITY SAFETY ISSUES

Inspector Jill Gorse provided statistics in relation to recorded crime within the Eccles community committee area, from 1st April 2011 to date, together with details of recent activities and which were summarised as follows:-

There had been an 18.5% reduction in domestic burglaries.

However there had been a series of house burglaries in the

Ellesmere Park area, where thieves had gained entry in order to obtain the keys to expensive/high powered motor vehicles.

Theft of motor vehicles had reduced by 61.1%.

Theft from motor vehicles was currently 27 offences over target - but it was hoped the figure would decrease due to the recent arrest of a prolific offender. Thefts of catalytic converters from commercial vehicles, presumably for scrap metal, had contributed to these increased figures.

Metal theft was a city wide problem which affected crime figures and fluctuated according to scrap metal prices.

Anti-social behaviour was down by 32.9%. This was mainly due to partnership work between agencies such as the police, social housing providers and the City Council.

Police had a pro-active approach to drug dealing in Eccles and had recently tackled cannabis farms and taken action which had led to the closure of a domestic dwelling used for the distribution of cocaine.

Maxine Coyle referred to the parking problems occurring around the

Tesco store in Monton. She agreed to discuss these with Jim

Wheelton so that possible Task Group action could be investigated.

Councillor John Cullen advised that traffic regulations in Monton were currently under review.

David Lamb expressed thanks to the Police and City West Housing.

He believed that good partnership working and exchange of information between these two agencies, had helped to reduce anti-social behaviour.

RESOLVED: THAT the information be noted.

9. DESIGN AGAINST CRIME

The Committee received a presentation from Louise Cooney which outlined a Design Against Crime project which a group of female pupils from Eccles College had been working on. The project involved identifying a site with problems and then using design to eradicate the problems.

The group had chosen the glass bridge over the M602 motorway in

Eccles for their project and a model of the proposed improvements was presented to Eccles Community committee. Improvements included getting more light into the tunnel for safety and incorporating artwork into the tunnel which would focus on positive aspects of Salford's history and future.

Four pupils from Eccles College who had been involved with the project assured Eccles Community Committee that, if the opportunity arose, they wanted to be involved in making the project a reality.

Eccles Community Committee were impressed with ideas put forward in the project and thanked the pupils involved.

The Committee believed these ideas should be incorporated into future works on the bridge and suggested the work could be done in stages, as funding became available.

RESOLVED: THAT Eccles Community Committee endorse the design ideas for the bridge and propose that Urban Vision and/or the

Highways Agency incorporate them into any future improvements to the bridge, subject to funding.

10. ECCLES BUDGET GROUP

The committee received the current budget statement 2010/11 in respect of the devolved budget. In addition details were submitted at the meeting of the Eccles Budget Sub Group held on 13 th May 2011, which had made the recommendations indicated, with regard to the following applications for grant from the devolved budgets allocated at the Community Committee :-

In addition the following issues were raised:-

 Eccles Community Committee ratified funding of £10,000.00 to the Children and Young People Task Group for activities, to be taken from the £30,000 already committed

 the funding of £455.99 was ratified for Eccles Joint Bowlers, following receipt of quotes.

 the release of £6,225.54 funding to Monton Amateurs was ratified as the group had now met all funding conditions and supplied the required information.

that the Budget Sub Group had recommended funding of

£550.00 towards festivals in Eccles, Barton and Winton, though funding applications from the Monton Festival and the

Brookhouse Festival had not yet been submitted.

 Salford West had made £4,800.00 available for In Bloom projects and the Community Committee were asked to meet any shortfall in this funding. Eccles Neighbourhood Team to submit a funding application to the July Budget Sub Group.

Councillor David Lancaster advised that, places were still available for respite stays, which meet the criteria established, at

The Salfordian Hotel in Southport in June 2011, the cost of which had been funded by the community committee.

RESOLVED: (1) THAT the recommendations of the Eccles Budget

Sub-Group held on 13th May, 2011 and summarised and highlighted in bold above, be endorsed.

(2) THAT the financial position statement 2011/12, in respect of the Eccles Community Devolved Budget be noted.

(3) THAT approval be given to funding of £550 to wards the staging of each of the festivals in Barton, Eccles and Winton, subject to the respective festival organising committees submitting an application.

(4) THAT approval be given to any shortfall in funding, amounting to £4,800, from Salford West for “In Bloom” projects being met form the community committees devolved budget, subject to the

Eccles Neighbourhood Management Team to the Eccles Budget

Group.

(5) THAT the information on Budget Group funding successes be noted.

10. HIGHWAYS BLOCK 3 FUNDING UPDATE

Stephen Lawton, Enforcement Officer at Urban Vision presented Urban

Vision's 'Delivering For You' paper which gave details of Urban Vision's work completed in Eccles, Winton and Barton in April 2011 and work programmed to start in May 2011.

Details of Schemes funded by Eccles Community Committee Devolved

Budget (Block 3) were included in a section of this report.

It was noted that the Block 3 funding allocation made available to

Eccles Community Committee for 2011/12 was £50,000.00 i.e. funding had been halved. Maintaining the Asset Fund (M.T.A.F.) remained the same for 2011/12 at £10,000.00.

RESOLVED: THAT the information in the 'Delivering for You' document and the points raised in the subsequent discussion be noted.

12. TASK GROUPS

Anne Godding, Eccles Neighbourhood Manager, advised that the

Neighbourhood Management Team was endeavouring to make task groups more effective and avoid duplication. To achieve this, the following recommendations were made to Eccles Community

Committee:-

Eccles Community Committee members raised concerns about the following sites:-

Muirfield Drive/Monton Road - safety issues

The Trafford Road to Barton Airport stretch of Liverpool Road - surface dressing.

Stephen Lawton agreed to discuss these issues separately with Committee members following the meeting.

The Environment and Transport Task Group be split into two separate meetings.

The Transport Task Group meeting to incorporate the Block 3 meetings.

Community Safety Task Group meetings to cease.

The Environment Task Group to incorporate aspects of community safety.

(Community Safety is directly addressed at the Local

Partnership Delivery Group meetings and updates on crime figures are advised at Eccles Community Committee meetings).

A Health Task Group would be set up (as recommended by

Eccles Neighbourhood Partnership Board).

RESOLVED: THAT the changes proposed by Anne Godding, as detailed above, be endorsed.

13. NEIGHBOURHOOD PRIORITIES 2010 - 2012

It was reported that the Neighbourhood Priorities 2010 - 2012 document was ratified at the November 2011 Community Committee meeting. Anne Godding advised she was in the process of updating this operational document and that Neighbourhood Priorities would be a standing agenda item for task groups. A progress update of achieving priorities would be presented to the July 2011 Community

Committee meeting.

RESOLVED: THAT the information detailed above be noted.

14. BRIDGEWATER DESIGNS - PUBLIC CONSULTATION RESULTS

A display on the Bridgewater Canal Project and the public consultation had been erected in the meeting room for viewing by Eccles

Community Committee.

Paul Gill, Project Manager, Sustainable Regeneration addressed the

Eccles Community Committee to seek support for the proposals and the bid to the Heritage Lottery Fund. He advised that, the proposals had been developed in partnership with the local community through detailed involvement and public consultation.

RESOLVED: THAT Eccles Community Committee fully support the proposals for the Bridgewater Canal and any associated funding bids and specifically those for Dukes Drive, Barton Promenade and Barton

Aqueduct pocket park.

15. ANY OTHER BUSINESS

(a) FRECCLES (Friends of Eccles Railway Station).

Elizabeth Charnley thanked Eccles Community Committee for their

continued support of FRECCLES. She advised that TfGM (Transport for Greater Manchester - formerly the PTE)had offered funding for

Eccles Railway Station with a choice of projects which could be funded.

The options for which were as follows:-

a new booking office, or

part funds for CCTV, P.A. system and departmental information.

It was noted that Eccles Community Committee had previously allocated £10k funding to FRECCLES on condition that the installation of a new booking office. The Committee was also advised that it was likely that CCTV and a P.A. system would eventually be installed at the

station as part of a rolling programme of improvements linked to the electrification of the railway.

RESOLVED: THAT Eccles Community Committee support the option of TfGM providing funding a new booking office.

(b) BIN PARKS

Cllr John Mullen advised that multiple planning applications for bin parks in Barton had been submitted without full consultation with all residents i.e. only tenants in the blocks and not the surrounding residents were consulted. Eldon Place was named as a specific example. He believed City West Housing Trust and Urban Vision should liaise and consult all residents before planning applications were submitted. Anne Godding agreed to pass this request on to City

West Housing.

RESOLVED: THAT Eccles Community Committee note the above information.

(c) CITY AIRPORT CONSULTATIVE GROUP

Gilbert Hearn advised that City Airport Consultative Group continued to meet twice a year and that he was the Community Committee’s representative on the group.

Minutes of the group's meetings were available to members via Gilbert or Jackie Matthews at Eccles Neighbourhood Team.

Gilbert also reported on recent successful events and forthcoming events, including the open day on Sunday 3 rd July 2011.

(d) 250TH ANNIVERSARY OF BRIDGEWATER CANAL

Councillor David Lancaster advised that barge trips on the Bridgewater

Canal were available on 16th July 2011 as part of the 250th anniversary celebrations.

Anyone interested was asked to contact Councillor David Lancaster.

ECCLES TRANSPORT & BLOCK 3 TASK GROUP MEETING 6 JULY 2011

Summary of agreements and recommendations.

Maintaining the Asset Fund (MTAF):

£10k currently uncommitted and available for year April 2011 to March 2012

All potential schemes to be agreed at next meeting on 06.09.11.

Potential schemes to be submitted well before the next meeting so that costings can be obtained.

Cllr Mullen proposed that MTAF should be used to clean and/or repair the

'Welcome to Salford' signs on Barton Swingbridge.

Meeting proposed that, if there was any money remaining when all schemes had been submitted, this should be allocated for pothole repair.

BLOCK 3

– £50,000 allocated to Community Committee for 2011/12

New Applications:

Parking issues on Gordon Rd & Howard Ave, Monton.

Meeting did not think the proposals would alleviate parking problems (i.e. narrowing the road with pinch points). Recommended more investigation into wider issues around parking in Monton and a holistic approach be taken.

Investigation needed into whether Section106 money could be used and site visit to be arranged.

Lankro Way - Installation of Traffic Thumps .

Cost of scheme £10k.

Recommended to Eccles Community Committee by the majority of the Block

3 Task Group.

Parking issues on Hampson St side of Beech St Primary School.

Provision of bollards and signage, renewal of road markings.

Cost £2,107.31 to finance the remainder of the project.

Recommended to Eccles Community Committee.

Weymouth Rd - Installation of 6 bollards to stop vehicles cutting corner and mounting pavement.

Cost £1800.00 in total.

Recommended to Eccles Community Committee.

Edison Road Scheme (amendment to previous application).

£31k had already been committed from year 2010/11. It was acknowledged that the scheme would be much more effective if it was extended along the entire length of Edison Road. It would be cost effective to do all the work at once. Extending the scheme would cost £14k from the 2011/12 budget.

Recommend to Eccles Community Committee.

Damaged Pavements on Barton Lane

Funding application to repair these pavements was submitted in 2008/09. It would cost £35k to repair the stretch from Pleasant Rd to Oxford St.

The Block 3 meeting recommended that the remainder of the 2011/12 block 3 funds (approx. £22k) should be spent on repairing a stretch of Barton Lane.

The remainder of Barton Lane should be funded as a priority from the 2012/13

Block 3 fund.
