Protocol on Water and Health WH/TFIR 02-03 UNITED NATIONS ECONOMIC COMMISSION FOR EUROPE WORLD HEALTH ORGANIZATION REGIONAL OFFICE FOR EUROPE Task Force on Indicators and Reporting Second meeting, 12 February 2009 GUIDELINES FOR SUMMARY REPORTS IN ACCORDANCE WITH ARTICLE 7 OF THE PROTOCOL ON WATER AND HEALTH The following draft guidelines and template for summary reports have been prepared by the core group on indicators and reporting for discussion by the Task Force at its second meeting. The Task Force is expected to comment and agree on: (a) The scope and approach of the guidelines; (b) The template for summary reports to be prepared by Parties in accordance with article 7, paragraph 5. In the discussion, the Task Force should consider that the objective is to finalize the draft guidelines by the second meeting of the Working Group on Water and Health (Geneva, 2-3 July 2009) and start a pilot reporting exercise based on these guidelines in autumn 2009 with a view to present summary reports and their analysis to the second meeting of the Parties. A. Background and objectives 1. According to article 6 of the Protocol on Water and Health, Parties shall set targets and target dates latest 2 years after ratification. 2. Moreover article 7, para 1 requires Parties to collect and evaluate data on their progress towards the achievement of such targets, and on indicators showing how far that progress has contributed towards reducing water-related disease. 3. Parties shall publish every three years the results of this collection and evaluation of data (article 7, para 3). 4. In accordance with article 7, para 4, on the basis of this collection and evaluation of data, each Party shall review every three years the progress made in achieving the targets set and publish an assessment of that progress. Without prejudice to the possibility of more frequent reviews of targets set under article 6, paragraph 2, the triennial review shall include a review of the targets with a view to improving them in light of scientific and technical knowledge. WH/TFIR 02-03 5. Moreover, in conformity with article 7, para.5 and the decision of the first meeting of the Parties to the Protocol, every three years Parties shall provide to the secretariat for circulation to the other Parties a summary report of the data collected and evaluated and the assessment of the progress achieved prepared in accordance with the present guidelines. 6. The Meeting of the Parties shall evaluate progress in implementing the Protocol on the basis of such summary reports (article 7, para 6). 7. The objectives of the summary reports are to: - Assess progress (self assessment by Party and assessment by the Meeting of the Parties); Exchange experience, share lessons learned; Demonstrate the main challenges/obstacles in implementing the Protocol. 8. The summary reports do not aim to compare between Parties. However for the sake of promoting harmonization in the whole UNECE/WHO-Europe region, Parties have agreed to report on a limited number of issues using commonly agreed indicators which are closely related to the areas under article 6 para 2 for which targets should be set. 9. The present guidelines for summary reports have been prepared by the Task Force on Indicators and reporting and [endorsed by the Working Group on Water and Health] / [adopted by the Parties to the Protocol on Water and Health at their second meeting.]. 10. These guidelines aim to: (a) Assist Parties in meeting their commitments under Article 7 of the Protocol; (b) Promote the provision of consistent, transparent, accurate and complete information in order to enable a thorough review and assessment of the implementation of the Protocol by the Parties, (c) Assist the Meeting of the Parties to carry out its responsibilities to review the progress in implementation of the Protocol pursuant to Article 7 para. 6. 11. These guidelines should be read together with the Guidelines on Setting Targets, Evaluation of Progress and Reporting, in particular for what concerns the setting of targets and the identification of indicators to measure progress. B. Structure of the summary reports 12. Parties shall structure their summary reports following the format contained in the annex to these guidelines. To ensure completeness, no mandatory element shall be excluded. If mandatory elements cannot be reported for any reason, Parties shall explain the omission or the reason for partial reporting in the section relating to that element. 13. The summary reports should be useful for the self-assessment of Parties (e.g. encourage Parties to think about the process, about the circumstances, about “what is behind the figures”). Thus reports should include descriptive parts that can be of use for other Parties, not only figures but also, for instance, information on legal/regulatory, financial/economic, informational/educational and management measures. 2 WH/TFIR 02-03 14. Parties are requested to emphasize, where possible, the following kind of information: (a) Outcomes and impacts of actions or measures taken to implement the Protocol; (b) Short description of success stories and case-studies that can serve as examples of the implementation of the Protocol and be of use for other Parties; (c) Major obstacles encountered in implementation; (d) Actions that need to be taken to enhance implementation. 15. The summary reports will be made of five parts: - 16. A general part on the process of setting targets and reporting and on national circumstances Information on common indicators Information on target and target dates set and assessment of progress towards the targets Overall evaluation of progress achieved in implementing the Protocol Information on the person submitting the report The length of the summary report is expected to not exceed 50 pages. Processes of preparation 17. Parties are encouraged to consider the participation of all relevant stakeholders in the preparation and use of summary report, including NGOs, civil society, local communities, business, and the media. 18. In addition, the person/authority responsible for preparing the summary reports is encouraged to work closely with national counterparts responsible for implementation of other related international conventions and EU regulations. Coordinating report preparation will ensure sharing of data and analysis, consistency among reports, thus reducing the overall reporting burden for the country while maintaining consistency with the reporting format under the Protocol. Such coordination could furthermore enhance opportunities for synergy in the national implementation of related international Conventions and EU Directives. Outreach and communication 19. The preparation of summary reports is an important opportunity for communicating achievements made in meeting the Protocol’s objectives to the general public and other stakeholders, such as the private sector, and involving them in national implementation. To this end, in addition to involving stakeholders in the preparation of summary reports, it is particularly important for Parties, after having submitted their summary report, to communicate to the general public the positive outcomes identified in the report, and the obstacles and challenges that remain. 20. Various means of communication could be used, including: publicly launching of summary reports on World Water Day; making summary reports accessible to a wider audience through national clearing-house mechanisms or other media; developing and disseminating byproducts of national reports. Language 21. The summary report shall be submitted in one of the official languages of the Protocol. To facilitate exchange of experience, Parties are also encouraged to submit, where relevant, a translation of their summary report into English. 3 WH/TFIR 02-03 Submission 22. Parties are required to submit their summary report to the Joint Secretariat, using the format outlined in these guidelines, by XX XXX 2010 (180 days before second MOP). The submission of the report ahead of this deadline is encouraged as this would facilitate the preparation of analyses and syntheses that will be made available to the second meeting of the Parties. 23. Parties are requested to submit an original signed copy by post and an electronic copy on diskette/CD-ROM, or by electronic mail, to the address below. Such overall evaluation should not only be based on the issues touched upon in the previous parts but should, as far ass possible include a succinct overview of implementation of article 9 on public awareness, education, training, research and development and information, article 10 on public participation, article 11 on international cooperation, article 12 on joint and coordinated international action, article 13 on cooperation in relation to transboundary waters and article 14 on international support for national action. This analysis or synthesis should provide a succinct overview of status, trends and threats sufficient to inform decision-makers, rather than an exhaustive assessment of these issues.
