1) Welcome
 The Chair welcomed everyone.

Minutes / Actions from previous meeting
The minutes were approved as a correct record.
JR is to request further a copy of the presentation given by Cecil Edey.
The door knocking exercise will be taking place in London Street during
the w/c 16 November. The citywide Information Bus will be available.
Surgeries will be held on 23 November. There will be a meeting before
the next WNT to sort out details; Nine Acre Court – feedback indicated
that incentives given were not a ‘deal breaker’. Residents would have
attended anyway. MT is to write a briefing note and circulate.
There is an open invitation to any of the partners around the table to
take part in the door knocking exercise. There will be daytime visits and
evening/weekend visits if possible. An issue was raised re. potential
problems with getting staff to cover out of hour’s arrangements. This
would need to be written up and considered by the group if it presented
a problem.
On 4 November, two further Outreach and Engagement Workshops,
hosted by Community Renewal, will be held at the Watersports Centre.
If anyone missed the ones which took place in September, please let
Seamus Lynch or Alison Moore know to book a place.

Children and Family First Proposal – MT had not received any further
comments re. the outputs. The proposal was now being considered by
NDC and Think Skills and Work.
JCP presentation – to be revisited at future meetings.
3) Performance Management
Greater Manchester Context
 SF provided an update to the group. The draft evaluation framework for
the GM Working Neighbourhood Team Project is 1 of the building
blocks of the multi area agreement.
 Before July 2009 only 3 other local authorities were using this
approach. Now 9 authorities out of 10 are using it to some extent.
Salford has the most advanced model and therefore GM partners are
looking to Salford to help shape the evaluation framework.





Developing a Local Evaluation Framework
AB reported that an evaluation framework for all the Salford WNTs
would be developed and there was an opportunity to shape this locally.
The group then split into 2 parts to discuss the following questions:
 What is it we are trying to achieve?
 Do we assess as a programme overall or into individual
projects?
 What should be included in the evaluation?
 What is the purpose of the evaluation?
(Please refer to Appendix 1 – Exercise 1 for the write up from this
working session).
Susan Ford presented Super Output Area Profiles for Whit Lane, Lower
Kersal and Brindle Health. The information contained within it could be
used to target future outreach activity. SF agreed to produce a
specification for what other information would be required (e.g. on
NEET’s, housing stock etc) and asked for the group to then send
through the information to her.
Central WNT Activities (Products)
Seamus Lynch distributed information on 12 draft products which will
be used centrally to measure progress within each WNT. Evaluation
against these products will be completed at 3, 6 and 12 month
intervals.
The groups discussed 2 products each to help shape what the 3, 6 and
12 month evaluation may look like.

working session).
4) Service Offer Audit
 Dave Timperley and Mark Turley have spoken to eight key partners to
date. This has been a useful exercise which has; engaged partners
around the outreach and engagement activities; highlighted local
indicators that can be fed into a local performance management
framework; identified some case studies and other qualitative
measures to track customer journeys.

Jane Black identified a possible resource within Childrens Services to
pull some of the audit findings together
Equally the central Marketing and Communication officer should be
involved in promotion of the above.
The information collected could be adapted to provide a ‘service offer’
toolkit for local people.
5) Action Plan and Objectives
 To be deferred to the next meeting, as a result of time constraints.
6) Jobcentre Plus – Pre-recruitment
 Sarah Edgehill, JCP sent material to MT including a ‘hot jobs’ vacancy
bulletin and Christmas pre-recruitment at Marks and Spencer. MT left
bulletins for everyone to take. In the future MT will distribute these
updates electronically.
7) Next steps
 Cecil Edey’s presentation to be requested again.
 MT to circulate a briefing note on the London Street Outreach &
Engagement exercise.
 SL to circulate further information on the Lessons Learnt from the Nine
Acre Court engagement exercise.
 The workshop/discussion about performance management (PM) to be
written up and fed in to citywide discussions on developing a PM
framework.
 SF is to circulate a specification for the local area profiles and then
WNT partners to supply relevant information to SF.
