Minutes of 126th SLBC meeting of State Level Bankers’
Committee – Himachal Pradesh held on 18.12.2012 at

126th meeting of State level Bankers Committee- Himachal Pradesh was held on
18th December, 2012. Sh. SUDRIPTA ROY, IAS, Chief Secretary to the Govt. of
Himachal Pradesh was the Chief Guest. The meeting was chaired by Sh. B.
VENKAT RAMANA, General Manager, UCO Bank. The list of participants is

At the outset, Sh. B.Venkat Ramana, General Manager, UCO Bank on behalf of
Convenor Bank and the August forum extended hearty welcome to Sh. Sudripta
Roy, State Chief Secretary for having spared valuable time from his busy
schedule to share his views and expectations from the Banking sector to
accelerate process of socio economic development of the State. Shri Venkat
Ramana formally extended warm welcome to distinguish dignitaries sitting on
the Dias and all other
senior executives from the State Govt. Banks,
Corporations, Boards and Media persons. Sh. Ramana delivered his Key Note
address highlighting the various aspect on the recent developments in Financial
Sector and the progress achieved by Banks in the State for the Half year ended
September, 2012 . The text of key note address placed as under;
“As we all are aware that Financial Inclusion initiatives are pursued vigorously
by the Reserve Bank of India and Govt. of India, as a mean to attain the
comprehensive and inclusive growth in the country. In our country, more than
50 percent of the population is still do not have access to the banking services
through the formal banking system.
Banks have geared up to accept the
challenge of Financial Inclusion to the large section of excluded populace.
Banking Industry envisages it as a business opportunity and is prepared to
expand the scope of banking services to the excluded section through the
innovative products and services at the affordable cost. Banks are having
efficient technology support in place to leverage it for last mile connectivity with
excluded section of our society.
I would like to place before this August House some of the innovative and
strategic initiatives recently taken up the Government in the area of Financial
Inclusion initiatives.

Roadmap for providing banking services to all the unbanked villages by the
Banks in a structured manner. In the first phase of Financial Inclusion Plan,
villages with population above 2000 was targeted and in Himachal Pradesh,
48 villages with population above 2000 were provided banking services
through various modes like ICT based BC model and opening of Brick &
Mortar Branch. Now in 2nd phase the focus has shifted to unbanked villages
with population less than 2000 for providing the banking services through
various modes with in next three years. As per the direction received from
the Reserve Bank of India, Road map to provide banking services in all the
20016 unbanked villages in the State with in 2015 is prepared. Lead District
Managers have completed this exercise for all the twelve districts in the State
and finalized the District-Wise, Bank-wise Road Map. We appreciate the
efforts made by the LDMs for completing this huge exercise. The Road map
for the State is prepared by the SLBC Convenor Bank with consolidation of
Roadmaps for Districts and placed the same for approval of the SLBC on its
special meeting held on 29.11.2012 at Shimla. The Roadmap for the State of
Himachal Pradesh, approved by SLBC is now submitted to RBI. The
District-wise and bank-wise position is also mentioned in the Agenda papers
placed before you.

RBI and Govt. have encouraged Electronic Benefit Transfer for routing social
security payments and other social benefits / subsidies through the banking
channel. In this regard, Govt. of India has announced recently a Direct Cash
Transfer Scheme, being launched w.e.f. 01.01.2013 in 51 selected districts in
the country where large percentage of people have bank account and
Aadhaar number. The objective of the scheme is to prevent corruption and
to stop pilferages, duplication and leakage in distribution of benefits. Under
this new architecture of delivery of welfare services, the cash benefit will be
transferred by the Govt. straightway in to the bank account of the
Beneficiary through the Aadhaar Enable Payment System. The Department
of Financial Services, Ministry of Finance is closely monitoring the
preparedness of the Banks for smooth launching of the Scheme from 1st of
January, 2013 in all the identified Districts.

Out of the 51 Priority Districts identified under the scheme, four districts viz.
Bilaspur, Una, Hamirpur and Mandi are identified in Himachal Pradesh. To
launch the new initiatives smoothly w.e.f. 1.1.2013, Director, Financial
Services, Ministry of Finance has reviewed the preparedness by the Banks in
the State through video conferencing on 20.11.2012 with the Convenor bank
and LDMs of the four priority districts. A special meeting of SLBC was
convened on 29.11.2012 to deliberate on this issue. All such quick reviews by
the Govt. at various level with all the stake holders underline the priority
attaches to the implementation of the scheme. The action plan advised by
Deptt. of Financial Services, Ministry of Finance to the banks for readiness to
implement the new initiatives are placed in the agenda papers for
deliberation and I would like to highlight few points before the house.



Banks to scale up alternate delivery mode like ICT based BC models, low
Cost Intermediate Brick & Mortar Structures (Ultra Small Branches) and
Brick and Mortar structures in the unbanked areas which would enable
banks to overcome the barriers of geography and outreach to the
underprivileged and excluded section of the population in the country.
All the unbanked villages with population of 1000+ allotted to Banks for
providing banking services are to be covered on priority within deadline of
31st March, 2013.
Common Business Correspondent (BC) under the cluster approach is in the
process of finalization by the PNB for the Cluster including Himachal





Pradesh. But member banks can go ahead for engage the other BC
(Technical Service Provider) without waiting for common BC to implement
the FI initiatives in time bound manner as directed by Ministry of Finance.
Establishment of ATMs in all branches located with in population up to
10000 within 31.12.2012.
All treasury business branches in the State should have the ATM installed
within 31.12.2012.
Issuance of Debit Cards to all customers and Rupay Kisan Credit Cards to
all the eligible farmers in a time bound manner.
A special campaign be launched by Banks to open a bank account of each
Household in their service area. Simultaneously, seeding of Aadhaar
number in the Bank account is important to initiate the Aadhaar Enabled
Payment System. Migrant labourers and Street Vendors should be in the
focal attention of the banks for coverage under Financial Inclusion in urban
areas.
Each member Bank to put in place Aadhaar Payment Bridge- a backend
payment processing platform that allows transfer of funds to Aadhaar
Enable Bank accounts of the beneficiaries. We hope that this arrangement
is, by now, completed by the corporate offices of the member banks. I
request the controlling heads of the bank to take up this issue with their
corporate office on priority.
The highlights of action plans will be taken up in details in the course of regular
agenda and we are hopeful that with the well coordinated efforts of all the
stakeholders we will implement the scheme successfully. We urge the State Govt.
authorities to provide the beneficiary’s lists with necessary details on Bank
Account number and Aadhaar number to the Banks in respect of four priority
districts in the state. The massive publicity and awareness campaign are to be
arranged jointly by Govt. and Banks to successfully implement the Scheme. In
this context we express our special gratitude for the support and guidance
extended by RBI/ NABARD in implementation of all development initiatives.
Now, I would place before the house the highlights of Banking Sector
performance indicators in Himachal Pradesh for the quarter ended September,
2012;
The overall target under the Annual Credit Plan for 2012-13, for Half year
ended September 2012 surpassed and banks have disbursed Rs. Rs. 4472
crores against the half yearly target of Rs. Rs.4394 crores, thus recorded
overall achievement of 102 percent. The sub segment wise achievement in
– Agriculture - 94%; MSE Sector- 98%; Other Priority Sector (which also
includes Education, Housing, Demand loan, and Micro finance) - 77 %.
The targets under Non Priority Sector segments are surpassed by 161%. I
urge upon the Bankers friends to ensure that shortfall in achievements of
the ACP Targets under Priority sector segments shall be making up in the
current quarter by having close monitoring and review of the progress.
Banks have recorded Y-o-Y growth in total business of 13 percent with
total business of Rs.74675 crores as of September, 2012. Deposit has
registered the Y-o-Y growth of 19 percent with aggregate deposits of
Rs.53400 crore. Total advances of Rs.21274 crore recorded low Y-o-Y
growth of just 1 percent due to negative growth in advance (reduction of
Rs.1451.44 crores) witnessed during the period under review in Private
Sector Banks in HP. Banks in the State have branch network of 1614
branches as of Sep.2012 with more than 80 percent branches located in
rural area. Beside this 692 ATMs, as alternate delivery channel, are in
operation in the State.
Credit Deposit ratio for the State registered the positive Y-o-Y growth and
this ratio is 69 percent as of September,2012. But critically Low CD ratio
persistently recorded in eight districts in HP, is an area of concern for all
the stake holders. Each member Bank needs to review CD ratio at the
micro level with branch-wise position and to take the steps to improve the
CD ratio branch wise which will definitely have positive impact on over
all CD ratio of Banks. To augment the demand for the credit in the State,
Banks have to explore the new avenues in the area of Food processing,
Horticulture, Rural warehousing, MSME, Retail sector and higher level of
Public–private participation in infrastructure financing so that mismatch
in demand & supply side for bank credit can be reduced and CD ratio
can be improved.
It is remarkable to note that 87 percent households are covered through
revolving credit by way of KCCs / GCCs / Overdrafts etc. Banks have
issued 16075 fresh KCCs during the quarter, September, 2012; Banks are
now issuing the Repay Kisan Credit Cards- smart cards to facilitate hassle
free credit to the farmers. More thrust is to be given by the Banks for
credit linkages of SHGs to facilitate Credit Inclusion in the State. To boost
the Micro Finance and Credit Inclusion in the State, a Special Scheme has
been launched under the supervision, guidance & support of NABARD
for promotion of Women Self help groups in the TWO backward districts
viz. Sirmour and Mandi, in Himachal Pradesh and their Credit linkages
with the supporting role of reputed NGOs. As of September 2012, Banks
have total 63862 SHGs having Credit linkages in the State.
The NPA ratio has further increased from 5.43 percent as June, 2012 to
6.95 percent at the quarter ended September, 2012. Growing NPA is a
matter of concern for the Bankers and I urge the bankers to focus on
strengthening of recovery mechanism. Bankers need active support from
the State Govt. for quick disposal of pending Certificate cases under State
Recovery Act. I appeal to the State Govt. Authorities to extend necessary
support to the Banker in their recovery efforts at the grassroots level to
create the healthy recovery environment in the State.
RSETIs, the institutional frame work for promoting entrepreneurial
activities among Rural Youths for self employment generation, set up in
the state, will have to strengthen their infrastructure facilities to perform
more effectively. State Govt. has provided the land to RSETIs free of Cost
and Lead Bank concerned in the respective districts are requested to speed
up the construction of Building and creation of other infrastructural
facilities in these training institutes in time bound manner for their
effective performance.
Last but not the least I would reiterate that Financial Inclusion Initiatives
is creating a business opportunity in a big way in the Banking Industry as
well as posing challenges on the issues of expanding the geographic and
demographic reach to the large section of excluded populace in our
country. Financial literacy and level of awareness are still big issues for
the success of various innovative initiatives taken up for inclusive growth.
It calls for coordination of all the stakeholders like Regulators, Banks,
Governments, Civil Societies, NGOs etc.”
HIGHLIGHT OF CONCLUDING REMARKS GIVEN BY SH. SUDRIPTA
ROY, IAS, CHIEF SECRETARY TO THE GOVERNMENT OF HIMACHAL
PRADESH ON THE OCCASION OF 126TH SLBC MEETING HELD ON
18.12.2012.
The State Chief Secretary was kindly consented to deliver the formal concluding
remarks after the completion of normal agenda. At the outset Sh. Sudripta Roy,
IAS, State Chief Secretary remarked on the last Special SLBC meeting held at
Shimla, eighteen days ago, to review the preparedness on the banker side for
successful implementation of Direct Cash Transfer initiatives announced by
Government of India to be launch in the 51 priority districts across the country
from 01.01.2013. In the concluded address respected Chief Secretary highlighted
the various issues concerning the development in the State and the expectation
from banking Sector on achieving inclusive growth in the State. The text of
concluding address made by Chief Secretary placed hereunder for information
and necessary follow up action;
“Our State having four priority districts namely Bilaspur, Hamirpur, Mandi &
Una in the list of 51 Priority Districts identified for the purpose. As the
launching date is approaching fast the pressure of close monitoring has
mounting up directly from Prime Minister Office (PMO) and Planning
Commission to assess the ground readiness. I am confident that Banks entrusted
with the responsibility for mapping of households having a bank account and to
seed the Aadhaar numbers has the most priority area to be completed on war
footing manner so that Aadhaar Enabled Payment System can be started in the
first phase in four identified districts of Himachal Pradesh.
Friends, as we are aware that State is observing model code of conduct imposed
by election commission. Under these circumstances no public announcement
can be made for implementation of new welfare schemes in the State. However,
line departments are busy in the preparatory work in connection with Direct
Cash Transfer of subsidies in the beneficiary’s account w.e.f. 1.1.2013.
My Banker friends will certainly provided with the list of selected beneficiaries
under various schemes in due course of time. At this juncture I request the Lead
District Managers to be in touch with District Administration and share the
progress on daily basis. I request my colleagues’ attending today’s meeting to
guide the preparedness amongst bankers for smooth operationalisation of Direct
Cash Transfer Scheme.

Friends with the pro-active contribution of all stake holders the State
economy has geared up to reach achievements on new heights. Himachal has
been awarded with the “Most attractive Industrial Destination” Award on
account of registering 116% increase in Industrial Investment in 2011-12 and
consistent GDP growth at 8.3% per annum for the last four years. Bankers
also deserve appreciation for accelerating the flow of credit in various sectors
of the economy.
 I am happy to observe that banking fraternity in the State is performing well
in their areas in the State in tune with National priorities laid down by Govt.
of India. Out of six national goals the achievement of banks in five key
parameters is above the national norms i.e. Priority Sector Advances (72%),
Advances to Agriculture (22%), and Advances to Weaker Section (21%), CD
Ratio (69%) and Advances to Women (8%) as of September, 2012. Banks are
lagging behind only in DRI targets presently maintained at 0.05% against the
national parameter of 1% stipulated by RBI. 21% hike in the Priority Sector
Advances as of September, 2012 over corresponding period September, 2011
is definitely a good sign similarly 25 points increase recorded in Agriculture
Advances shows the commitment of banks to support rural economy of the
State.
 The Financial performance reveals that deposits of the banks have grown at
19% from Rs. 45046 Crores in September, 2011 and reached to Rs.53400 Crores
as of September, 2012. CD Ratio also gain 2.57% increase and moved from
67.54% as of September, 2011 to 69.29% as of September, 2012 calculated in
terms of Thorat Committee formula which also include the inflow of bank
credit sanctioned outside the State but utilized in the State. I appeal to my
Banker friends to give preferred attention for increase in Domestic CD Ratio
as well. I recall a lot of discussions took place on DRI issue in the past but no
significant improvement took place in the improvement of loan to DRI
beneficiaries. In fact we have to consider the increase in quantum of loan
under DRI to match the national target of 1%. RBI may send the suggestion
to their Central Office for consideration. However, I recommend that every
branch must sanction at least 4-5 cases under DRI to enlarge the portfolio at
their hand.
 It is observed that Banks has fully achieved the Financial Targets in terms of
disbursement of fresh credit to the tune of Rs. 4472 Crores targeted for the
half year ended Sept, 2012 under Annual Credit Plan - 2012-13 and
sanctioned 234423 number of fresh loans to various sectors out of which
102164 numbers of loans are given to farmers for agriculture purposes in the
State.
 I am happy to note that out of total 10.51 lakh targeted households in the
State, Banks has provided revolving type of credit to 9.17 lakhs households
(87.22%).
 Banking network is rapidly growing in the State as 44 new bank branches of
various banks were opened during three months period from July to
September, 2012. At present 1614 branches are catering to the needs of the
people and the State is maintaining best per branch population recorded
4248 based on 2011 Census against national average above 18000. Besides
692 ATMs were installed by Banks in the State. I am happy that Bankers



have agreed to install ATMs with all branches dealing with State Treasury
business.
I am happy to know that Banks in the State has finalized the roadmap for
providing banking services in 20016 unbanked villages having population
below 2000 under the directives received from RBI to cover all unbanked
villages in a period of three years upto March, 2015. Under the roadmap
Banks has proposed to open 162 new bank branches and 19854 number of
villages has proposed to cover through BC model for providing door step
banking services in the State.
I am happy to know that Banks has started implementation of ICT based BC
Model for distribution of Social Security Pension in district Bilaspur on pilot
basis where 151 Gram Panchayats were distributed amongst

participating banks. The Convenor UCO Bank has engaged 43 CSPs in all
the 43 Gram Panchayats allocated to Bank and they have started enrolling of
households by opening of bank account to start with Aadhaar enabled
payment system under “One District – Many banks – One leader bank
model” guidelines issued by RBI. I appeal to our other banker friends to
take a similar action and start BC model in a time bound manner. I am also
happy that Seeding of Aadhaar numbers in the bank accounts has started in
all districts in the State apart from four priority districts in the State where
so far 100423 number of SB accounts has been seeded with Aadhaar number
and need to further intensify the efforts.
Friends, you may be aware that a new Mega programme of Government of
India namely National Rural Livelihoods Mission (NRLM) replacing the
earlier scheme (SGSY) is likely to launch for implementation in the State very
soon. This NLRM (AAJEEVIKA) is a part of Financial Inclusion initiatives.
So far as per the guidelines the State has set up “HPSRLM” society (an
independent institution stand registered under Society Registration Act) and
a separate office has also made functional in the Directorate of Rural
Development Department. I request my colleague from Rural Development
Department to discuss the various initial issues with Bankers in today’s
meeting to frame out the NRLM scope.

The Convenor Bank informed that the minutes of the 125th meeting of State level
Bankers’ Committee, Himachal Pradesh held on 27.9.2012 were circulated vide

The representative from Directorate of Women and Child
Dev. informed that work relating to formation of SHG in
the remaining 11 blocks is expected to be completed
within the current financial year ending March, 2013.
The Convenor Bank informed the redistribution of Gram
Panchayats allocated in the pilot district of Bilaspur for
implementation of BC model in connection with
distribution of social security pension through Aadhaar
Enabled Payment system. The revised distribution of 151

It is informed by UCO Bank that 42 Customer Service
providers has engaged one in each allocated GP to start
with enrolment of households to take off the Aadhaar
Enabled Payment system. The Convenor Bank requested
the other participating banks to initiate necessary action
for engagement of BCs in the allocated GPs which is
delayed on account of non-finalization of common BC
under cluster approach.
The DGM PNB informed that the process for finalization
of Common TSP for the State has not materialized as yet
since some issues could not be settled with M/s
Vakrangee Finserve Ltd. and Bank has now decided to
arrange alternate TSP to avoid further delay in
engagement of BCAs under Financial Inclusion work.
Finally the PNB has entered an agreement with CSE egovernance Pvt. Ltd. on 6th December, 2012 for the State
of Himachal Pradesh.
The local company already
supervising the Lok Mitra Kendras in the State and having
a well established grass root level outlets to take up the
cash transactions on behalf of the banks.
Other
formalities for setting up of TSP arrangement are likely
to be completed within a fortnight.

During discussions, the Director, Deptt of SC, OBC &
Minorities raised an issue with regard to distribution of
lead districts under EBT scheme between UCO Bank and
PNB for stabilization of BC model in line with model
introduced by SBI in UNA district. He informed that
under that arrangement, two designated banks (i.e. PNB &
UCO bank) have not done anything concrete to implement
the EBT scheme for disbursement of Social Security
pension and position may be re-looked since the
Department has offers from AXIS and ICICI Banks to
implement the Scheme in all the remaining districts. The
House has been informed that the work allocated to M/s
Bartronics India Ltd. ( TSP) by both the designated
banks could not materialized since the TSP has its own
organizational problem as such Banks have terminated the
work order on non performance. But this work under EBT
is likely to be taken up by the new TSPs- Lok Mitra
Kendras by PNB and HCL by UCO Bank. The Chief
Secretary advised the Directorate to hold a separate
meeting of both the banks and discuss the issue in the
present scenario where Govt. of India is intended to
stabilize Direct Cash Transfer through Aadhaar and
relevance of roadmap prepared by banks under RBI
guidelines and take a comprehensive action in this
regard. The final decision arrived will be reviewed in the
next SLBC meeting.
The House shown its concern about the performance of
BCAs
particularly
for
carrying
out
Financial
transactions in the field as well as extension services
expected from them in line with the objective laid
down by Ministry of Finance. The Principal Secretary
Finance to the Govt. of H.P. urged the Banks to submit
related data on the performance of BCAs as well as
establishment of USBs by Banks in 44 BC locations in
villages having population 2000+. The Convenor Bank on an
inquiry raised by Director, Urban Development informed
that all wards in Urban areas has been distributed among
the bank branches under Urban Financial Inclusion
guidelines issued by the MOF. The bank branches in the
Urban area have to ensure implementation of all Financial
Inclusion efforts like the work entrusted in Service Area
Villages. As such it is important that all Urban Local
Bodies should coordinate with bank branches in the Urban
locations in the State.
The Principal Secretary Finance urged the Banks to
closely supervise the works of BCAs in terms of
Agreement entered with them particularly visit of
BCAs and trustworthiness with common people. The
villagers must be made aware in advance about the
scheme, services available through the BCAs and
predetermined time schedule of visit of bank officials/
BCAs etc. All the member banks are requested to ensure
compliance on the points raised by the Principal Secretary
Finance.

Convneor The position of low CD Ratio in eight districts of the State
Bank/LDM has been deliberated in length.
The Convenor Bank
Hamirpur/ informed that the District-wise analysis of CD Ratio
Banks
reveals that the position of CD Ratio of the lead banks is
not so good in the respective districts in comparison with
other banks as well as CD Ratio arrived at the State level.
Accordingly it has decided to arrive at a action plan to
take up the matter directly with the Controlling Heads
of Banks requesting to give seriousness on improvement
of CD Ratio individually to support the improvement of
CD Ratio at the district level.
The second action point emerged where LDM Hamirpur
has been instructed to carry out a detailed study in
District HAMIRPUR (having lowest CD ratio) to
ascertain reasons for low credit off take in the
district. LDM to analyze the possible reasons for less
demand of bank loans. The LDM has to complete the
study and give a presentation in the next SLBC
meeting. Thereafter this exercise will be undertaken
by the LDMs in other Districts having low CD ratio in
rotation in the subsequent SLBC meetings.
The CGM NABARD suggested the Banks to increase
their ACP targets in tune with PLP prepared by
NABARD for the next financial year (2013-14)
ensuring to increase the CD Ratio atleast with 3%
annual growth.

action at their end, LDMs to submit quarterly progress
report in the prescribed format as advised by RBI in
their circular dated 19.6.2012. LDMs are further
requested to upload the roadmap in the District web site
maintained by NIC.
The detailed discussions held on the subject in the
Special SLBC meeting held on 29.11.2012 at Shimla. The
matter is further deliberated in the 126th SLBC meeting
informing the House about the preparedness for
implementation of Direct Cash Transfer of subsidies in
the beneficiary’s account of various welfare schemes in
four selected pilot districts namely Bilaspur, Hamirpur,
Mandi and Una w.e.f. 1.1.2013. The House also reviewed
the preparedness so far achieved by banks and ensure to
provide all support for smooth operationalization of the
scheme. Three important areas has been identified as
under:
 Bank branch to ensure having a bank account of
each household (Head of the family) in their
allocated villages.
 Seed the Aadhaar number in the bank accounts
of all existing and new customers.
 State Govt. Nodal Departments to provide the
list of selected beneficiaries alongwith Aadhaar
details in advance to concerned Bank branch.

Review of Financial Inclusion initiatives:
3.1
Roadmap – Provision of Banking Services in villages with population
below 2000 in the State of Himachal Pradesh.
The Convenor Bank informed the final position of the roadmap prepared in the State for
20016 unbanked villages to be covered in a phased manner as under:

The Convenor Bank informed that unbanked villages identified in the roadmap has been
allocated amongst Public Sector Banks (PSBs) and Regional Rural Banks (RRBs) in
accordance with the directives received from RBI, Central office, Mumbai vide letter
dated 19.6.2012. The Convenor Bank vide letter dated 22.10.2012 has already obtained a
clarification from RBI, Shimla about the decision not to allocate villages amongst
Cooperative Banks in the State. Accordingly the villages allocated to Cooperative
Banks have again re-distributed to other banks and a revised roadmap has been
prepared.
Further RBI vide communication dated 25.9.2012 has clarified that this
roadmap will cover all previous roadmaps prepared for population criteria 1600-2000 or
1000-2000.
Deliberating on the issue the Managing Director, Kangra Central Cooperative Bank
(KCCB) requested the House to reconsider the decision by RBI and include the
Cooperative Banks in line with other banks to better serve the people and having good
network of CBS branches in the State. The request of KCCB supported by the entire
House from Govt. side as well as from Bankers side also and it has decided that the
matter should again suitably be taken up with Central Office of RBI by Finance
Department, Govt. of HP, NABARD and Convenor Bank. The Chief Secretary, Govt.
of HP requested the representative of RBI to convey the feeling of House to their
Central Office considering it as a special case to allow Cooperative Banks in the State
having good presence in the rural areas, for inclusion in the roadmap for the purpose
of financial Inclusion initiatives..
The CGM NABARD informed that Banks should encash the financial provisions
available under FIF for organizing Awareness Camps for Financial Literacy. NABARD
also proposed to set up FLCC by RRBs in each district and also proposed setting up of
FLCCs by Cooperative Banks in each block of the State. Banks may send their plan to
NABARD for Financial support in this regard.

3.2
Direct Cash Transfer initiatives of Government of India.
The Issue already covered under ATR. The LDMs of Priority districts viz Bilaspur,
Hamirpur, Mandi & Una are requested to hold weekly review meeting on each Monday
with Banks and line departments alongwith Deputy Commissioners and obtain scheme
wise list of beneficiaries with details of Aadhaar number and bank account numbers
selected by the respective State Govt. Departments for direct payment of benefits under
the identified Schemes for implementation under Direct Cash Transfer Scheme proposed
for launching w.e.f. 01.01.2013. The list of beneficiaries is being made available to the
members banks in the districts for further necessary action to make Aadhaar enabled
bank account of the beneficiaries. Since the payments is linked with Aadhaar numbers
it is most important for the branch to seed the Aadhaar numbers in the bank accounts of
beneficiaries well in time to avoid any constraints at the time of launching of the scheme.
LDMs are also requested to adhere the action points suggested by MOF in the State level
workshop held on 5.12.2012 at New Delhi.

3.3
Mapping of Clearing House facility of banks in the State of Himachal
Pradesh:
The Convenor Bank apprised the House about the guidelines received from Ministry of
Finance, DFS, GOI for establishment of clearing house facility in all locations having
more than 3 bank branches in 84 centers identified in the State and informed that a
communication from RBI Chandigarh received, informing the possibility of either to rearrange the bank branches with existing nearby branches having Clearing Houses or roll
out a few identified centers under CTS Grid plan in a phased manner. The
representative of RBI informed that Banks having submitted the proposal for setting of
clearing house in the allocated centers should submit distance of the nearby existing
clearing house to their Regional Office, Chandigarh containing a consolidated status to
take a decision in this regard. The Chief Secretary expressed his view to cover more
bank branches under the CTS grid plan rather than to go for old system for
establishment of Clearing Houses in the proposed centers and avoid duplicity of work
which will help for quick disposal of outstation cheques. The Convenor Bank requested
the RBI representative to coordinate the issue for collection of additional information
/data required from Banks for onward submission to RBI, Chandigarh.

3.4
On-line access of Land Records to Banks and other Financial
Institutions in the State of Himachal Pradesh.
The Convenor Bank has informed that land records are available On-line in the web site
of Revenue Department, Govt. of Himachal Pradesh under “Himbhoomi” link by
inputting various land records details which can be access by all without using any
password. The Additional Chief Secretary, Revenue informed that land records
information is updated in “Himbhoomi” almost on real time basis and the necessary
direction has already been issued to Tehsildars for regular updation. However, if
Bankers have any suggestions for its improvement, they are welcome to submit the same
for the consideration of the Revenue Department on merits. In case of any problem to
view the online land record, it may be brought to the notice of the Department.
The Addl. Chief Secretary, Revenue informed that facility for entering Equitable
Mortgage in the record of Revenue, effective since 2004, stands withdrawn w.e.f.
1.1.2013 and Government will not allow any Bank including Cooperative Banks for
registering of Equitable Mortgage thereof. Henceforth every mortgage should be
Registered Mortgage. It is further informed that State Govt. has reduced the registration
fee considerably on Registered Mortgage in the State of Himachal Pradesh.
Banks/LDMs are advised to submit their views/points in connection with difficulties
being faced to view ‘On-line’ land records to the convenor Bank for onward submission
of consolidated report to Revenue Department. The Controlling Heads of Banks are
requested to issue suitable instructions to all branches in their jurisdiction for entering of
all pending equitable mortgage well before 31.12.2012.

3.5 Installation and Managed Services of Cash Dispensers (CDs) in the State of
Himachal Pradesh.
The Principal Secretary Finance, Govt. of Himachal Pradesh emphasized the need to
install atleast one ATM in a location where bank branches are dealing in Treasury
business so that beneficiaries withdrawing cash from the banks may have the additional
facility to withdraw the payments at their convenience. The list of treasury Business
branches requiring installation of ATMs as received from State Government is given
below for compliance of the decision of SLBC by the concerned banks to install ATMs on
priority.
LDMs are requested to take up the matter with Bank branches dealing with Govt.
Business work in their respective districts and review the progress for installation of
ATMs in DLRC meeting and also submit the proposed roadmap for covering of all
locations to Convenor Bank for review in SLBC meeting.

3.6 Important decision emerged during the meeting of Hon’ble Finance
Minister Govt. of India with Hon’ble Chief Ministers of Northern States on
16.11.2012.
The Convenor Bank read out the important follow-up action points emerged in the
above meeting requesting the member banks to focus their preferred attention. It is
agreed that installation of ATMs in Treasury Business branches in the State should be
completed by 31.3.2013 instead of 31.12.2012 as proposed earlier. Banks are also
requested not to await the selection of common BC and made alternate arrangements for
successful implementation of Direct Cash Transfer initiatives proposed to launch w.e.f.
1.1.12013.

3.7 Financial Inclusion Plan Disaggregation of Targets:.
The Convenor Bank informed the House on the directives of RBI for disaggregation of
Financial Targets from Banks Head Office level to Branch level intended to review the
progress by the Top management as well by the Board Of directors of banks. As per the
directives of RBI, member banks are requested to submit the Bankwise targets viz.a.viz
achievements in the prescribed format to RBI, Shimla on monthly basis.
The CGM NABARD informed that matter regarding the flow of credit to Agriculture/
Horticulture sector also came up for discussion in FM’s meeting held at New Delhi on
16.11.2012 wherein it has urged to Banks the need to work out a separate scale of finance
for the Vegetable crops grown in the poly houses which are highly capital intensive as
compared to traditional method. The LDMs are requested to take up the matter in the
District Level Technical Committee for fixation of separate scale of finance for Poly
Houses based crops.

3.8 Campaign Drive for opening an account of migrant labour/Street
Vendors/Hawkers.
The Convenor Bank informed that work related to Urban Financial Inclusion in the State
has completed in terms of allocation of various Wards in the Urban area among bank
branches to ensure Financial Inclusion initiatives as directed by the Ministry Of Finance
/ RBI. Banks have now started opening of Bank account for Street
Vendors/Hawkers/Migrant Labour and also creating financial awareness
on new
initiatives under the Direct Cash Transfer scheme and other financial inclusion
initiatives.
The Director, Urban Development informed that all the Street vendors and hawkers are
registered with local bodies and State Industries Department had issued a directions to
all Deputy Commissioners to regularly monitor the progress under various welfare
schemes including SJSRY. The Director, UD further emphasized the role of FLCCs are
more important to create awareness amongst Urban BPL families on the financial
Inclusion initiatives.
Banks in order to intensify the efforts for opening of bank account of Street Vendors are
requested to obtain the list from ULBs. The LDMs are requested to be in touch with
ULBs for extending FLCC services on request basis.

The Convenor Bank informed that though the financial targets under the ACP 2012-13
stipulated up to half year ended September, 2012 has been surpassed but there is
shortfall in achievement in the targets under some of the sub sectors. Under Agriculture
sector and Other Priority Sector thee was shortfall in achievement of targets by 6% and
23% respectively. The highest achievement noticed in Non Priority Sector Advances
having registered an achievement of 161% over the stipulated target up to September,
2012. Under agriculture sector performance of Co-operative Banks recorded highest as
100%, followed by Regional Rural Banks (93%), Public Sector banks (91%) and Pvt.
Sector Banks (91%). There is a huge gap in the performance of RRBs under Other
priority sector recorded only 46% achievement upto September, 2012.
Banks are requested to chase the targets for the current quarter i. e Dec.2012 and meet
the shortfall witnessed in the previous quarter. NABARD Shimla has worked out a new
scheme for Apple Plantation in the apple growing areas and proposed to hold a meeting
on 27.12.2012 to launch the project in the State.

The Convenor Bank informed that out of six national parameters, five are surpassed by
the banks. But position of DRI advances is far from the achievement and needs the
focused attention. The Principal Secretary, Finance, Govt. of HP requested the Banks to

Representative from KVIB informed that Micro Units financed under the scheme
are facing problem for not having adequate marketing arrangements/ outlets to
sell their products. He further informed that there are few instances of
misutilisation of subsidy/ margin money in loan cases sanctioned by the banks
under the scheme, noticed by KVIB and despite several reminders from the KVIB
to the concerned Banks, the margin money amount not refunded back. These
points to be taken care of by the Banks.

The position with regard to targets under SJSRY for the implementing year 2012-13
Stand corrected. The convenor bank requested the Urban Development Department to
give Urban Local Bodies wise targets for further allocation of the same among Banks by
the LDMs.
The Director Urban Development also urged for support from FLCCs operating in the
State for creating financial awareness among the urban SHGs in the State and requested
that FLCC representative should also attend the District Level Monitoring Committee
for the purpose headed by respective DCs for proactive participation.
ISHUP
The Convenor Bank informed the decision of Ministry of Housing & Urban Poverty
Alleviation for extension of interest subsidy scheme for Interest Subsidy Scheme for
Housing the Urban Poor (ISHUP) for the financial year 2012-13 as per guidelines issued
to implementing agencies earlier. Accordingly Public Sector Banks, Pvt. Sector Banks
and scheduled RRBs have to note that Housing loans sanctioned and disbursed during
FY 2012-13 to the EWS/LIG Borrowers as per the earlier guidelines are eligible for
interest subsidy under the scheme. The Director Urban Development Deptt. is
requested to communicate all the Urban Local Bodies in the State to identify the eligible
borrowers and sent their loan proposals to various banks for the extended period up to
March, 2013. Regarding financial support to slum dwellers it has been decided that a
separate meeting to be called by the Convenor bank with banks and Urban Dev.Deptt. to
exploring the possibilities for assisting the beneficiaries in meeting the cost of dwelling
over and above the stipulated unit cost through Bank under the General housing
finance scheme.

DOODH GANGA – DAIRY PROJECT:
The Convenor Bank informed that during the period under review 932 number of loan
proposals were received by Banks out of which 794 loans amounting to Rs. 10.35 Crores
has been sanctioned and 762 loans amounting to Rs. 9.76 Crores were disbursed. The
CM, NABARD informed that during the current year proposals under the scheme worth
Rs. 9.06 Crores has already been approved against the current year subsidy target of
Rs.9.05 Crores and Member banks may please note that GOI has closed the scheme by
30.6.2012.

Review of Recovery Performance of Banks in Himachal Pradesh.
Sh. U.C. Sharma, DGM, UCO Bank read out recovery performance statistics of
banks indicating 81% recovery over demand calculated as of Sept, 2012 and has
shown concern about deteriorating recovery performance under Govt. sponsored
programmes worked out at 67% over demand specially under PMEGP (56%)
SJSRY (72%) and SLRS (46%).
He further informed that during the period under review only 27 Certificate
cases has been settled and there are about 2922 cases are lying pending with
various SDMs in the State as of, Sept. 2012. The House shown concern for rise in
NPAs of Banks from 5.43% in June, 2012 to 6.95% in September, 2012 due to
upsurge in Non Performing Assets of the Banks in the State.

The Convenor Bank informed that all the 12 FLCCs in the State established by
Banks have geared up the work and numbers of persons availing the services
of FLCCs are increasing. The House desired that FLCCs should increase the
outdoor activities in the field to intensify the aware campaign and fiancé
literacy including seeding of Aadhaar numbers at the grassroots level.

8.3
Functioning of Rural Self Employment Training Institute
(RSETIs) in the State of Himachal Pradesh.
The Convenor Bank informed that 9676 number of youths has been trained by the 10
RSETIs functioning in the State up to September, 2012 out of which 2819 belongs to BPL
families. PNB has finalized the construction agency i. e. BSNL for construction of RSETI
buildings in six lead districts and UCO Bank has intended to utilize the services of State
Public Works Deptt. for construction of RSETI building at Shimla, Solan and Bilaspur.
The Principal Secretary, Rural Development Department informed that there is a
massive delay on the part of Banks to start with construction work of RSETIs building.
The House suggested to utilizing the services of BSNL/CPWD having a good track
record to expedite the construction work of RSETIs.
PNB/SBI and UCO Bank is
requested to submit the stage wise progress in construction work of RSETIs in their
allocated districts for regular review of progress by the Rural Development Department.
In addition RSETI should also explore the possibility to cover Urban BPL candidates for
providing trainings as requested by Urban Development Deptt.

The Convenor Bank informed the directives received from MORD regarding launching
of NRLM and constitution of a separate sub-committee for SHG bank linkage to hold
monthly meeting thereof. The CGM NABARD has suggested including representative
from RBI, NABARD, Deptt. of RDD/SJ&E/UDD alongwith 2-3 major banks including
Cooperative Bank in the sub-committee. The Principal Secretary RDD has suggested
that matter will be discussed with Directorate of RDD and necessary notification will be
issued very soon in this regard.

8.5.
Implementation of Revival, Reform and Restructuring Package for
Handloom Sector and issuance of Weaver Credit Cards.
The CGM NABARD informed that a State level Committee under the Chairmanship of
Additional Chief Secretary, Cooperation hold its meeting to finalize the loan waiver
package for the weaver coop. societies as well as individual weavers. In fact the amount
claimed so far under the scheme is less than the budgeted amount proposed in the
financial package for the State of Himachal Pradesh. The member banks are requested to
lodge all the pending claims with them pertains to individual weavers well before the
final cut off date fixed as 31.12.2012 by the GOI.

ANY OTHER ISSUE:
The Principal Secretary Rural Development Department of Govt. of H.P. has raised a
point showing concern about the delays in sanction of DRI cases sponsored by DRDA.
The Bankers urged the Department of Rural Development to provide list of pendency to
all Controlling Heads of Banks for their perusal. It has further decided to clear all
pendency under DRI loan cases by 31st January, 2013 and the matter will be reviewed
Bank-wise in the next SLBC meeting.
The Representative from AIC of India highlighted the NAIS notification for Wheat and
Barley as well as WBCIL notification for Apple and Mango and requested the member
banks to cover all loanee farmers within the cut off dates. The Bankers urged the
Insurance Co. to attend DLCCs/BLBCs meeting for marketing their schemes.
