Also several activities of technical assistance and technology transfer in Latin American countries. Preparation of a Strategy for the “Promotion of Productive Uses of Energy and the Efficient and Rational Use of Energy" in rural communities where the government is extending the grid. From January 2000 to June 2001 - short term consultancy to advise the management team of PASA-EEC and supervise rural electrification projects implemented under Agreement with European Community and the Ministry of the Presidency of Peru (Proyecto PASA). This is a social investment programme implemented in the poorer rural areas in Peru to reduce extreme poverty. January-April 1999 UNDP - leader of an international team, organised and recruited by the United Nations Development Project for Somalia (UNDP Programme) to assess the energy sector and prepare a proposal for a regulatory framework of the North West Region of Somalia. Also an investment programme for the three major towns: Hargeisa, Bossaso and Garowe. The contract was though UNOPS (Kenya). From November 1997 to September 1998 - leader of an ITDG consultancy work for the ESMAP (Word Bank) to develop studies on rural energy issues in Peru. Studied the different issues related to isolated stand alone energy schemes in different parts of Peru, analysed financial, institutional and policy issues on rural electrification of Peru. Results published by the ESMAP in May 2001. February to September 1991, leader of an ITDG team to improve the benefits and sustainability of the project "Windmills for Waterpumping" in Pisco, Peru. Project was previously implemented by UNDP a governmental agency (the Instituto Nacional de Planificación), and this consultancy work was a joint venture with UNDP and ITDG. January 1991 - Technical and financial evaluation of "Windmills for Waterpumping". Project implemented jointly by Government and UNDP in Pisco, Peru.
