OVERVIEW
At this pivotal time in our nation’s history, the country is poised to take bold steps to re-imagine
the new century fulfillment of the dream of Dr. King. MLK Day is a time to respond to the yearround call to action while celebrating Martin Luther King, Jr’s vision and legacy. HandsOn
Network will fuel this momentum with tools, resources and a unified message of the power of
volunteers as leaders of community change.
The legacy of Dr. Martin Luther King, Jr. will again be celebrated on January, 18, 2010. MLK
Day is a key moment in time for HandsOn Network, as the nation shines a spotlight on service
and the important work our HandsOn Network Action Centers do 365 days a year.
Through the generous support of the Corporation for National and Community Service (CNCS)
and our National Corporate Partners, we are pleased to announce our Martin Luther King
Jr. Day of Service grants to our network of Affiliate, non-profit and government members
(network) and community partners (non-network) for the annual MLK Day of Service on
January 18, 2010.
HandsOn will employ a diverse grant-making strategy in which sub-grants will encourage
exponential growth through innovative models for engaging new Volunteer Leaders, seeding
new projects, supporting self-organizing and leveraging our National Service network and
corporate partners to drive growth in markets.
HandsOn Network will fund and support communities who identify the issues in their local
community that are most urgent, with special focus on youth, poverty and economic recovery,
community development and revitalization. HandOn Network will celebrate the life and
teachings of Dr. Martin Luther King Jr. by achieving the following goals:








Inspire, mobilize and equip a cadre of resident volunteer leaders who will in turn lead
tens of thousands of their fellow Americans in service to their communities;
Create quality service experiences that foster long-term commitment to service,
including direct connections to their next service experience;
Provide forums for civic dialogue in advance of service, so volunteers and community
members come to understand the root causes and potential solutions for some of our
nation’s most pressing social issues;
Lead major service and civic engagement efforts that demonstrate measurable
impact in communities, especially addressing economic justice and access;
Highlight the power of young people to lead meaningful change in their
communities;
Introduce the power of Skilled Based Volunteering as a compliment to the
mobilization of project volunteers;
Provide corporate partners with meaningful community connections, best-in-class
local service projects, and a range of sponsorship opportunities geared at increasing
social justice in the communities where they do business and live;
Lead an integrated media campaign that will encourage and empower individuals to
honor Dr. King’s legacy through service and a commitment to service year-round.

MLK 2009 PROJECT EXAMPLE
For MLK Day 2009, the United Way Volunteer Center of Greater Toledo hosted a highly
successful event that empowered young people to be agents of change within their community,
motivated corporate partners to collaborate with community members, and resulted in
intergenerational volunteering. The center recruited students from 26 schools, many of whom
were from low-income neighborhoods and inner city public schools and matched groups with
projects in their neighborhoods, as a way for them to give back to the place where they live. The
goal was to engage disconnected youth in changing the community in which they live and to
motivate them to be advocates for change. Strength to Lead, Courage to Love engaged lowincome youth, and their families in service…to advocate for change, strengthen neighborhoods
and empower members of the community. More successes from their 2009 MLK Day project
included:
 Partner agencies sponsored recruitment stations in schools where students signed up to
work with that agency on a project that they designed and committed to staying involved
with over the year.
 Students from schools all over the city came together to show their respect for Dr. King.
Each student proudly wore a t-shirt that stated, “I had the strength to lead and the
courage to love…I volunteered in honor of Dr. Martin Luther King, Jr.”
The United Way Volunteer Center of Greater Toledo coordinated more than 1,000 students
from 19 schools, who joined hands to sort clothing, collect food, serve meals, work with children
with disabilities, deliver mobile meals to people in their homes, conduct school supply
collections, and read stories about Dr. King to small children. In the process, these students
advocated for change, strengthened neighborhoods, and empowered others.
GRANT OPTIONS
Three distinct grant options will be available through this RFP. Organizations must choose a
single application category and address all required elements in their proposal.
Exponential Impact Partners (3-5 grants at $10,000 each):
Exponential Impact Partners are communities that are committed to exponentially increasing
the mobilization of their community using a volunteer leader strategy.
 Programmatic efforts must include significant recruitment, training, preparation and
support of volunteer leaders as project developers and project leaders. Projects or
programs must begin with or include MLK Day of Service. Volunteer leaders create the
potential for exponential impact as each leader trained and deployed can/will lead
dozens of others in service.
 A special focus and plan must include residents of under-resourced communities as
volunteer leaders equipped to address issues they have identified as priorities.
 Exponential Impact Partners also agree to create/expand a citizen education
strategy to include civic dialogue around the underlying or systemic causes of the
social issues being addressed. This may include but is not limited to: movie screening
and discussion, resident and community leader panel discussions, youth panels, etc.
 Finally, Exponential Impact Partners agree to specific strategies to engage multigenerations as well as local national service members as leaders of service. (Volunteer
leader training will be provided via webinar)

Mobilization/ Media Partners (5 grants at $5,000 each):
Mobilization and Media partners will be communities who feel their MLK day of service has
reached a level of organizational “maturity” where exponential increases may be unreasonable
or unnecessary, but whose impact in and engagement of their community make them key
partners in telling the story of impact across the network and the Nation. HandsOn Network
will partner with these markets to create a unified national messaging strategy that will allow
real-time story telling on both the local and national stage. The partnership will allow for
collective impact assessments, streamlined media engagement and an opportunity for the local
story to be framed in the national context, while allowing the national story to have a real-time
local “face” in key media markets. Mobilization/Media partners will be required to utilize
nationally developed boilerplate and evaluation templates, will be engaged in the development
of such templates and will be required to meet deadlines and impact metrics.
New Initiative Partners (50 grants at $2,500 each):
New initiative partners will be community groups, Affiliates, nonprofit organizations or agencies
that have an innovative idea for engaging residents from low-income communities in addressing
issues they have identified as priorities. Applicants will be evaluated based on breadth or depth
of impact, looking for projects or programs that either mobilize a large sector of new volunteers
OR those that will use the MLK Day of service to launch long-term engagement of community
volunteers in addressing social concerns. Past MLK Day grantees are eligible to apply so along
as their MLK Day project is a new initiative.
APPLICATION ELIGIBILITY
Eligible applicants for this funding are, by law, entities otherwise eligible for assistance under
the national service laws include, but are not limited to nonprofit organizations, state service
commissions, volunteer centers, institutions of higher education, national or regional education
agencies, educational institutions, and faith-based institutions. Funds are available through and
governed by Subtitle H of the National and Community Service Act. The applicable laws include
the National and Community Service Act of 1990 and the Domestic Volunteer Service Act of
1973. Pursuant to the Lobbying Disclosure Act of 1995, an organization which engages in
lobbying activities, as described in section 501(c)(4) of the Internal Revenue Code of 1986, 26
U.S.C. 501(c)(4), is not eligible.
Grants will be available to the HandsOn Network Affiliates, non-profit and government
agencies, and non-network organizations.
Network organizations - For the purposes of this project, network is defined as HandsOn
Network Action Centers and non-profit and government members in good standing (submitted
membership and paid dues). Network organizations are eligible to apply for this grant if they
meet the following criteria:
 Affiliate of HandsOn Network current on dues, payments and associated membership
requirements with HandsOn Network at the time of the application
 Non-profit or government member of HandsOn Network
 Written commitment to compliance with the Award Recipient Expectations &
Requirements section
Non-network organizations – For the purposes of this project, non-network is defined as
organizations other than HandsOn Network Affiliates. These may include, but are not limited to:

National and local nonprofits, government agencies and faith-based organizations
Youth organizations, K-12 schools, school districts, and public or private colleges and
universities
AmeriCorps, Senior Corps, and Learn and Serve America programs
GRANT AMOUNT, AVAILABILITY AND PAYMENT SCHEDULE
MLK Day of Service grants are made possible by the generous support of the Corporation for
National and Community Service (CNCS). HandsOn Network expects to distribute grants
ranging from $2,500-$10,000 to approximately 45 in-network and 15 out-of-network
subgrantees. The organization is developing corporate and foundation grants at the national
level to bring additional opportunities to the Network for MLK Day 2010.
The grant will be paid in two installments. Subgrantees will receive half of the grant following
the receipt of a signed Memorandum of Agreement (MOU) and the second half of the grant
following the receipt of all reports by the requested deadlines (see the timeline below for
details). Failure to meet these requirements will result in the forfeiture of the second
installment of the grant.
GRANT PERIOD and IMPORTANT DATES
Grant awards will be available on a one-time, non-renewable basis for a budget period not to
exceed nine months, beginning no sooner than October 1, 2009. By October 15, 2009, each
subgrantee will need to register their project online. A final report will be due by February 6,
2010. Funded projects must begin or occur in significant part on the federal MLK Day legal
holiday (January 18, 2010). Funds for MLK Day can be expended as early as October 2009 for
MLK Day planning and as late as July 2010 for continued MLK Day activities. Funding for
subgrantees is contingent on funds being made available by CNCS. HandsOn Network is under
no obligation to provide funding to previous subgrantees (of either HandsOn Network or the
Points of Light Institute), or to provide additional funding beyond the period of funding
described above.
MATCHING FUNDS
Applicants must provide a non-federal match of a minimum of 200% of the total grant award.
Therefore:
$10,000 grant requires $20,000 in match
$5,000 grant requires $10,000 in match
$2,500 grant requires $5,000 in match
The non-federal match may include cash and in-kind contributions (including but not limited
to: supplies, snacks and meals, donated staff time outside of regular business hours in planning,
trainers, contractors, transportation, facilities, equipment, marketing and promotion, printing
etc.) necessary to plan and carry out the service opportunity, as well as time for volunteer
leaders and volunteer project coordinators who manage projects. Volunteer time being used as a
match does NOT include time for volunteers whose only role is as a participant in the service
project. However, volunteers engaged in planning can be counted as part of the match. The
match cannot come from funds or resources provided by other CNCS federal or state funds
(AmeriCorps or VISTA), state or local government resources. All matching dollars or in-kind
donations must be sufficiently documented.

PROHIBITED EXPENSES
Grant funds may not be used for any of the following activities:
 Food
 Religious instruction, worship or proselytization
 Voter registration
 Honoraria or fees for speakers
 Celebration banquets, parades and recognition ceremonies
 Lobbying
APPLICATION SELECTION CRITERIA
Proposals will be reviewed by an internal selection committee and ranked on their overall
creativity, alignment with national goals and ability to advance the mission of the MLK Jr. Day
of Service platform. Specifically, applicants should consider the following criteria in developing
their proposals and will be judged based on:






Relevance to MLK Day Network Wide Goals (40%)—see goals under Overview Section
Innovation (20%): Program creativity as demonstrated by the program design and
dedication to HandsOn Network’s core values of service, volunteer leadership, peer
learning and long-term community impact.
Civic Engagement (10%): Create deeper connection between service and civic
engagement through particular efforts that use service as a “learning bridge” through
reflection, issues education, and community dialogue.
Partnerships/Collaboration (10%): The core of MLK Day is about bringing the message
of social justice to diverse populations and partners. Applicants should creatively
leverage partnerships and collaborations including but not limited to national service
program partners, AmeriCorps Alums, municipal governments, faith and nonprofit
partners, educational institutions etc.
Replication (10%): Our Network thrives on learning through local leadership. MLK Day
projects that have a high likelihood of launching long term programming or that offer
peer learning opportunities to others in and out of our Network will receive special
consideration.
HON National Program Integration (10%): Special consideration will be given to MLK
Day projects that incorporate programming such as EITC, Hands On Schools,
Neighboring, National Service, youth volunteering, etc.
A successful proposal will clearly articulate:
 Well-organized and clearly defined MLK Day activities, service project activities,
partnerships, community voice, orientation and training activities, reflection activities,
evaluation and recognition;
 A clear plan and description of how the proposed MLK Day of Service activities are part
of a larger program/project that will engage volunteers not only on MLK Day but in yearround service and civic engagement opportunities.;
 How the project will encourage new volunteers to participate in ongoing service activities
(Link civic education such as forums, marches, film series and other "citizen education"
activities into direct service events);

How the project(s) will honor the life and teachings of Dr. Martin Luther King,
Jr.(Bolster the connection between Action/Reflection and Dialogue, including innovative
use of art projects and develop other creative civic engagement opportunities);
A clear and accurate budget outline and narrative of how the grant will be used to
support the MLK Day event;
A strategy for providing at least a 70% match of non-federal funds (in-kind and/or cash);
and
The strategies to recruit volunteers and Volunteer Leaders to participate based on
required numbers illustrated below for each grant option

$2,500 Grant: Strategy to recruit 500-1,000 volunteers and 50 Volunteer Leaders
leading projects

$5,000 Grant: Strategy to recruit at least 2,500 volunteers as a Media partner
and 100 Volunteer Leaders leading projects

$10,000 Grant: Strategy to recruit 2,500-5,000 volunteers and 250 Volunteer
Leaders leading projects
You are required address 2 out of 3 of the following components as part of your proposal:
1. Engage low income residents (particularly youth and families) in the design, delivery
and ongoing support of their MLK Day program: This includes but is not limited to
outreach and work with neighborhood associations, Community Economic Development
Corporations, congregations, local PTAs and housing authorities. At least 25% of each local
planning team (that includes staff, partners and agency representatives) must be made up
of low income youth, community residents and other neighborhood leaders.
2. Mobilize Volunteer Leaders to guide and develop community projects on MLK Day of
Service: Volunteer Leaders are a unique change driver that will allow us to tap into a deep
new reservoir of capacity for increasing volunteer engagement. Engaging new volunteer
leaders is at the core of our MLK strategy for exponential growth by seeding new projects
in neighborhoods and communities. Volunteer Leaders are not only a catalyst for change,
but influence and empower others to create change. Engaging more volunteer leaders to
develop and manage projects extends the reach of limited resources. This model of growth
supports and defines volunteer leaders as individuals from their communities that create
projects, engage and orient volunteers through networks and partnerships, and facilitate
guided service and reflection on the impact of the day's service and connection to the
teaching of Dr. King on MLK Day of Service and beyond.
3. Engage Local Community and Corporate Partners: Sub subgrantees must
demonstrate their commitment to exponential growth and sustainability by significantly
engaging local partners across multiple sectors. Subgrantees will be expected to show at
least one corporate or foundation partner that supports their financial match as well as at
least two nonprofit or faith sector partners that are critical to the development and delivery
of their local work.
REPORTING REQUIREMENTS
Subgrantees will be required to complete and submit reports and volunteer survey data outlined
below. Standard tools and templates to complete reporting requirements will be provided to all
grantees.

Day of Project Report – very brief report submitted no later than 8 am Jan 19th, 2010.
Post Project Report- describing volunteers and Volunteer Leaders engaged, projects and
activities completed, partners in service projects, outcomes achieved that focus on
education, economic recovery and environment and impact of projects on community.
Expense Report -including original or revised budget and corresponding receipts)
Volunteer Surveys- examining the quality of participants’ service experience and longterm commitments to service
Subgrantees should keep in mind that communicating accomplishments has the maximum value
while the news is still fresh. Good communication happens before, during and IMMEDIATELY
following your project. This greatly increases the impact of the program both locally and nationally.
This also has immediate and direct benefits in communicating to media, key stakeholders and
organizational partners.

BUDGET NARRATIVE
