Calm
The CALM Programme has been running for
Approximately 7 years, and has gradually
increased it’s delivery to the current target of
7 groups for 2008 / 09. The programme
remains heavily subscribed with all group
places provisionally allocated for 2007.
There are vacancies for future courses in
08/09.
Prisoners who have been assessed as
needing the ETS prior to undertaking
CALM should not be considered for
Kingston until this work has been
completed. We do not deliver ETS at
Kingston.
Drug and Alcohol Relapse Prevention
P-ASRO programme - although most places
are taken for 2008/09.
Psychology 1 to 1 : Prisoners should
not be transferred for the purpose of
1 to 1 work. The psychology dept is not
resoursed to undertake such work.

Second Stage Cat B allocation The physical
layout of the accommodation (open access to
three wings on a radical design) and the low
staffing makes Kingston unsuitable for the control
of prisoners with a history of disruptive behaviour.
Prisoners should not be early into a lengthy tariff
as the perimeter is a single skin wall. There is no
inner fence/sterile area.

This table is applicable to all
prisoners arriving at LH. It
enables us time to assess home
circumstance reports and
victim’s charter issues prior to
allowing prisoner on longer
absences. There will be no
deviation from this rule even if
prisoners were on 12-hour visits
prior to their arrival.
Life sentence prisoners will
continue with their regime
providing that home
circumstance reports are
approved.
6 Hour Visits
These visits must take place in the
local area i.e. Kingston or
Richmond. This period of time is
used for the prisoner to acclimatise
to his new surroundings and for us
to initiate necessary enquiries, i.e.
home circumstance reports and
victim’s charter issues.
9 Hour Visits
No prisoners will be allowed to go to
their elected Earned Visit address
until we have received a favourable
home circumstance report, victim
charter issues have been addressed
and the prisoner has passed the onemonth risk assessment.
12 Hour Visits
After two 9-hour visits prisoners will
move to 12 hours providing there
are no outstanding risk assessment
issues.

Selection Process
Prior to consideration for selection
to LH prisoners must have
completed 6 months in open
conditions. They must have good
conduct reports and had completed
at least 6 successful unescorted visits
in the community. Dossiers of
prisoners who would like to come
here and fit these criteria will be
submitted to the Lifer Governor for
consideration. Prisoners will require
a period of at least 12 months at LH
prior to their review date this will
enable us to give a fair and balanced
view of the prisoner concerned.
However should a prisoner with less
than 12 months to review want to
come to LH for
employment/resettlement reasons
having had his LSP3E reports
completed, or an establishment is
agreeable to complete the reports
when required, the request will be
considered on its merits.

staffed by a multidisciplinary team of nurses
with GP input being provided
daily by a local practice.
There are regular clinics for
dentistry, podiatry,
physiotherapy, optometry
and there is also a small Xray unit. There are a number
of visiting consultants
including a General Surgeon
and an Orthopaedic Surgeon.
Forensic Psychiatry is
provided by a Consultant
Psychiatrist from Reaside
Clinic. In addition to the
primary care facility there is
an 8 bed In-patient unit
staffed by nurses. The linked
PCT is South Worcestershire
who are due to undertake full
commissioning responsibility
in April 2005.

Directions to Preston Prison –
Tel: 01772 444723
By Car: Leave the M6 at Junction 31 and follow the signs to
Preston. You should pass the Tickled Trout Hotel on your
right. Carry on up the hill to the roundabout and then carry
on through onto New Hall Lane until you arrive at T
Junction. Turn right and you will see the County Regimental
Museum on your right and the prison is next door.
We regret that there are no parking facilities.
By Bus: From Preston bus stations it is a short walk to
the prison (approx. 5 minutes).
By Train: The nearest Railway Station is Preston on the
West Coast mainline. From the Railway station turn right
onto Fishergate from the main exit and carry on walking –
this will bring you onto Church Street. Keep walking until
you come to a major road junction – you will see the prison
on your opposite side. From the Railway station the prison is
a walk of approximately 20-25 minutes.
