DEPARTMENT OF REVENUE Lottery Commission 1 CCR 206-1 RULES AND REGULATIONS RULE 6.WV EMERGENCY RULES AND REGULATIONS - "CASINO ACTION" Basis and Purpose for Emergency Rule 6.WV Casino Action Game Number 449 The purpose for Emergency Rule 6.WV is to provide specific game details and requirements for Colorado Lottery Game Number 449, "Casino Action", such as numbers and sizes of prizes, the manner of selecting and validating winning tickets and the allocation of total revenues amongst prizes and costs. The statutory basis for Rule 6.WV is found in C.R.S. 24-35-208 (1)(a) and (2), 24-35-212 and 24-35-212.5. 6.WV.1 Purpose and Statutory Authority These Rules and Regulations are adopted by the Colorado Lottery Commission governing the establishment and operation of the Colorado Lottery pursuant to the authority provided by Part 2, Article 35, Title 24, C.R.S. 24-35-208 (1)(a) and (2), 24-35-212 and 24-35-212.5, Rule 5 and under such further instructions and directives as the Lottery Director may issue in furtherance thereof. 6.WV.2 Definitions In addition to the definitions provided by Rule 1.2 and Rule 5, and unless these Rules and Regulations for Colorado Lottery Game Number 449 otherwise require, Play Symbols, Prize Symbols, Legends, Identifiers, Play Symbol Captions, Prize Symbol Captions, and Retailer Validation Codes are as set forth in Paragraph 6.WV.9 and Exhibits A through C of this Rule 6.WV. 6.WV.3 Determination of Instant Prizewinners An instant prizewinner for Colorado Lottery Game Number 449 shall be determined as follows and as set forth in Exhibit A: a. b. “7-11” 1. The holder of a ticket on which the sum of the two (2) "Your Roll" Play symbols with corresponding caption in a single “Your Roll” in “7-11” totals seven (7), shall be entitled to the dollar amount of the "Prize" Symbol with corresponding caption. 2. The holder of a ticket on which the sum of the two (2) "Your Roll" Play symbols with corresponding caption in a single “Your Roll” in “7-11” totals eleven (11), shall be entitled to win double the dollar amount of the "Prize" Symbol with corresponding caption for that roll. 3. A Play Symbol with corresponding caption can only be used in the Roll it is displayed and cannot be mixed with other Rolls. “Hot Slots” 1. For purposes of determining instant prize winners for Colorado Lottery Game Number 160, “Hot Slots”, a "Pull" shall consist of three (3) "Pull" Play Symbols with corresponding captions appearing side by side on one horizontal row on the ticket play area. 2. The holder of a ticket on which the three (3) "Pull" Play Symbols with corresponding captions in any horizontal row are the same (match) shall be entitled to the prize amount of the “Prize” with corresponding caption displayed at the end of the horizontal “Pull” line containing the three (3) matching Play Symbols. 3. The holder of a ticket on which one of the three (3) "Pull" Play Symbols with corresponding captions in any horizontal row is a “Win” “ automatically win $20 for that Pull.. c. “Blackjack” 1. For purposes of determining instant prize-winners a "Hand" shall consist of one (2) "Card" Play Symbols with corresponding captions appearing side by side on one (1) horizontal row and one (1) "Prize" Symbol with corresponding caption. 2. The " ", " and the " d. ” symbol " and “ “ "Card" Play Symbols shall have the value of ten (10) " Play Symbol shall have a value of eleven (11). 3. The holder of a ticket on which "Your Hand" is greater than the "Dealer's Hand" in "Hand 1", " Hand 2", " Hand 3", " Hand 4", " Hand 5", " Hand 6", " Hand 7", or "Hand 8" shall be entitled to the dollar amount indicated in the "Prize" Symbol Play Spot shown below that "Hand". 4. The holder of a ticket on which the “Hand” totals “Blackjack” (21) in "Hand 1", "Hand 2", "Hand 3", "Hand 4", "Hand 5", "Hand 6", "Hand 7", or "Hand 8" shall be entitled to double the dollar amount indicated in the "Prize" Symbol Play Spot shown below that "Hand". 5. The holder of a ticket on which the “Dealer’s Hand” busts by totaling higher than twenty-one (21) shall be entitled to the prize from "Hand 1", "Hand 2", "Hand 3", "Hand 4", "Hand 5", "Hand 6", "Hand 7", and "Hand 8" for a total of eight (8) prizes. The holder of a ticket that contains the “ ” symbol with corresponding caption in any of the play areas shall be entitled to $5 for each of the “ captions displayed in a play areas. ” symbols with corresponding e. Players may win up to fifteen (15) times on a ticket in Colorado Lottery Game Number 449. f. In all events, the determination of prize winners shall be subject to the general ticket validation requirements set forth in Paragraph 5.17 of Rule 5, Paragraph 6.LS.8, and the requirements set out on the back of each instant ticket. 6.WV.4 Claim Period and Payment of Prizes a. All instant "cash" prizes must be claimed within 180 days after the announced end of the game. b. The holder of any $5, $10, $20, or $50 prize-winning ticket may take it to any Lottery retailer location, mail it to Lottery Headquarters as provided on the ticket back or deliver the ticket to any Lottery Claims Center for validation and subsequent payment. The holder of any $100 prize-winning ticket may mail it to Lottery Headquarters or deliver the ticket to any Lottery Claims Center for validation and subsequent payment. Lottery retailers, at their option, may accept $100 and $500 prize-winning tickets for validation and payment. c. The holder of a $1,000, $5,000, $20,000 or $100,000 winning ticket will submit a claim form and the winning ticket to the Lottery for validation and payment pursuant to instructions on the back of the ticket or deliver the ticket to any Lottery Claims Center for validation and subsequent payment. d. Any prize from a winning ticket that is not claimed within the period specified herein and in the manner specified on the back of each ticket shall remain the property of the Lottery. 6.WV.5 Price of Tickets The purchase price of each ticket for Colorado Lottery Game Number 449 shall be $5.00. However, a licensed retailer may be permitted, upon prior approval of the Director, to make gifts of tickets as a means of promoting the sale of goods or services to the public. 6.WV.6 Numbers and Sizes of Prizes The numbers (plus five percent or minus three percent [+5% or -3%based upon pool level]) and sizes of instant prizes are as set forth in Exhibit B attached to this Rule 6.WV and incorporated by reference as though fully set forth herein. Overall probability of winning includes break-even prizes. 6.WV.7 Manner of Selecting Winning Tickets The winning of any cash prizes in the amounts set forth in Paragraph 6.WV.6 results from ticket purchases by the public and removal by the ticket holder of the rub-off area revealing a winning combination of play symbols with corresponding captions as set forth in Paragraph 6.WV.3. In addition, to be a valid instant cash winning ticket, all of the requirements of Paragraph 5.17 of Rule 5 and 6.WV.8 must be satisfied. 6.WV.8 Ticket Validation Requirements In addition to meeting all of the requirements in these Rules and Regulations, Paragraph 5.17 of Rule 5, and those printed on the back of each ticket, to be a valid instant winning ticket, the number and placement of Play Symbols and Prize Symbols on the ticket must conform precisely to those in Exhibit A and the Play Symbols, Prize Symbols, Play Symbol Captions, Prize Symbol Captions, Captions, Legends, Identifiers, and Retailer Validation Codes must be present in their entirety and must conform to those in Exhibit C attached to this Rule 6.WV and incorporated by reference as though fully set forth herein. 6.WV.9 Play Symbols, Prize Symbols, Legends, Identifiers, Play Symbol Captions, Prize Symbol Captions, and Retailer Validation Codes Play Symbols, Prize Symbols, Legends, Identifiers, Play Symbol Captions, Prize Symbol Captions, and Retailer Validation Codes are as set forth in Exhibit C attached to this Rule 6.WV and incorporated by reference as though fully set forth herein. Exhibit A – Ticket Front Covered/Uncovered Exhibit A – Ticket Back Ticket Back Language: OVERALL PROBABILITY OF WINNING IS APPROXIMATELY 1 IN 3.70 INCLUDING BREAKEVEN PRIZES. Claim winners up to and including $50 at any Lottery retailer; winners up to and including $599 may be claimed at participating retailers or mail signed ticket with your name and address to Colorado Lottery, P.O. Box 7, Pueblo, CO 81002-0007 for payment. Retailers have the option on paying up to $599. Claim prizes of more than $599 by mailing signed ticket and filled out claim form obtainable at Lottery retailers to P.O. Box 7, Pueblo, CO 81002-0007or claim at the Lottery within 180 days of the announced end of game. Ticket purchasers must be at least 18 years old. All cash prizes not claimed within 180 days after end of game are forfeited. All tickets, transactions, and winners are subject to Lottery Rules and State Law. Tickets are void and not entitled to prize payment if they fail to meet requirements of game rules or are irregular in any manner.
