Antitrust Admonition
Mr. Varnell directed attention to the Antitrust Admonition, which was displayed. A copy of the Antitrust
Guidelines was available for review.

Brittney Albracht noted a correction to the December 11, 2014 draft PRS meeting minutes.
Randy Jones moved to approve the December 11, 2014 PRS meeting minutes as amended by PRS,
and the January 15, 2015 PRS meeting minutes as posted. Bill Barnes seconded the motion. The
motion carried unanimously.
Technical Advisory Committee (TAC) and ERCOT Board of Directors (ERCOT Board) Reports
Mr. Varnell noted the January 29, 2015 TAC remand of Nodal Protocol Revision Request (NPRR) 641,
Season Definition Change for Switchable Resources Reporting Unavailable Capacity, and that TAC
requested PRS and other TAC Subcommittees work, as much as possible, to advance rather than table
items.
Project Update and Summary of Project Priority List (PPL) Activity to Date (see Key Documents)
Troy Anderson provided a project update and reviewed PPL activity to-date; changes to the 2015 Release
Targets; and 2015 project bundle information. Mr. Anderson noted that items marked with “E” for the
2015 Release Targets have moved to the execution phase, and that the June Release will take place in the
mid- and later-part of June 2015 and include items related to NPRR626, Reliability Deployment Price
Adder (formerly “ORDC Price Reversal Mitigation Enhancements”). Mr. Anderson reported that the
2015 project spending forecast is oversubscribed, and that ERCOT Staff is holding internal discussions to
review which internal projects might be pushed to 2016.

Bob Helton seconded the motion. The motion carried unanimously.
Clayton Greer moved to reconsider NPRR668. Clif Lange seconded the motion. The motion
carried unanimously.

Adrianne Brandt moved to endorse and forward to TAC the 1/15/15 PRS Report, as amended by
the 2/10/15 ERCOT comments, and the Impact Analysis for NPRR668. Mr. Lange seconded the
motion. Ms. Boren noted that, as amended, NPRR668 would now have no impact. The motion carried
unanimously.
NPRR641
Mr. Varnell noted that ERCOT Staff continues to develop a whitepaper related to Switchable Generation
Resources. Market Participants discussed tabling the TAC remanded NPRR641 for a broader discussion
of Switchable Generation Resource issues.
Mr. Greer moved to table NPRR641. Chris Lyons seconded the motion. The motion carried
unanimously.
Review of Pending Project Priorities (see Key Documents)
Mr. Anderson reviewed Approved Revision Requests Not Started; there were no objections or revisions
to starts planned March, April, or May 2015. Mr. Anderson noted that additional review is being given to
whether some items should be started as planned, in light of pending prioritization discussions.

PRS took no action on these items.
Regarding NPRR562, Market Participants discussed that ERCOT would begin in March 2015 discussing
with stakeholders the Sub-Synchronous Resonance (SSR) study criteria. Brandon Whittle noted that a
second workshop for NPRR649 was cancelled, but that a draft set of comments is being prepared to
address expressed concerns, and invited interested Market Participants to contact him with additional
concerns. Market Participants suggested discussing draft Settlement language related to NPRR663 at the
February 19, 2015 Qualified Scheduling Entity (QSE) Managers Working Group (QMWG) meeting. It
was noted that a second workshop for NPRR667 is being scheduled.

Mr. Barnes moved to recommend approval of NPRR670 as amended by the 1/26/15 Credit Work
Group (Credit WG) comments; and NPRR671 and NPRR673 as submitted. Mr. R. Jones seconded
the motion. The motion carried unanimously.
NPRR672, Clarification of EMR Status
Mr. Greer moved to recommend approval of NPRR672 as amended by the 2/5/15 Wholesale
Market Subcommittee (WMS) comments. Mr. R. Jones seconded the motion. The motion carried
with three abstentions from the Independent Retail Electric Provider (IREP) (Direct Energy) and
Investor Owned Utility (IOU) (2) (Luminant, CenterPoint Energy) Market Segments.
Review of Revision Request Language (see Key Documents)
NPRR678, Posting of Wind Peak Average Capacity Percentage Data
Mr. Barnes moved to recommend approval of NPRR678 as submitted. Mr. Helton seconded the
motion. The motion carried unanimously.
NPRR679, ONOPTOUT for RUC Given After the Adjustment Period
Eric Goff moved to recommend approval of NPRR679 as submitted. Mr. Greer seconded the
motion. The motion carried unanimously.
NPRR680, Allow QSEs to Self-Arrange AS Quantities Greater Than Their AS Obligation
Ms. Brandt moved to table NPRR680 and refer the issue to WMS. Mr. Greer seconded the motion.
The motion carried unanimously.
NPRR681, Clarifications to Dynamic Ratings
Market Participants discussed that NPRR681 aligns the Protocols with actual operations, and agreed that
stakeholders would benefit from additional discussion of NPRR681 at the Reliability and Operations
Subcommittee (ROS).
Daniela Hammons moved to table NPRR681 and refer the issue to ROS. Mr. Greer seconded the
motion. The motion carried unanimously.
