No (215/A), Set Hmu (3) street, Myitta Nyunt Ward, Thmwe Township, Yangon VACANCY ANNOUNCEMENT 24 February 2016 2016 PSI/Myanmar TOP center is inviting applications to fill the following position: The Program Officer works for TOP, a HIV/AIDS project aiming at reducing HIV transmission and HIV/AIDS-associated morbidity and mortality amongst the high-risk and marginalized population of MSM & FSW in Myanmar. TOP is Myanmar’s largest provider of HIV prevention and other clinical services to female sex workers (FSW) and men who have sex with men (MSM). TOP has structure of community led program across the country and provide comprehensive quality health service to target community with peer outreach approach since 2004. One of the strength of the TOP model is its inclusion of MSM and FSW in the program setting, management and service delivery chains. Peer outreach which reaches FSWs and MSMs with education, counseling and health products such as condoms and lubricants. Drop in Centers that provide a safe space for FSWs and MSMs. Clinical services that are on site and free of charge, including HIV counseling and rapid testing, STI testing and treatment, family planning, reproductive health consultation and product provision and tuberculosis testing and treatment. HIV care and support: Applying treatment cascade care model to maximize adherence and reduce loss to follow up. PLHIV members are gathering to share their experience and information. Provide ART treatment in Yangon and decentralize ART program with National AIDS Program in other TOP secondary sites. Those main program activities are aiming at reducing HIV transmission and HIV/AIDS-associated morbidity and mortality amongst the high-risk and marginalized population of Sex Workers and Men Having Sex with Men in TOP center's prevention sites in Myanmar. Job Title: Program Officer Number of position: 1 position/ TOP contract Duty station: TOP / Mandalay Reports to: Senior Operation Manager/ Senior Program Officer Job Summary His/her mission is to supervise all TOP activities for outreach and DiC in his site and lead the site team. Specific Responsibilities PROJECT IMPLEMENTATION • Contributes to target setting for his site; sets up work objectives and action plans for the site teams. • Identifies problems and decides solutions with relevant team members. • Leads and Supervises for TOP activities. (Daily, Weekly, Monthly and Special activity) • Regularly visits field peer outreach activities, for monitoring purposes. No (215/A), Set Hmu (3) street, Myitta Nyunt Ward, Thmwe Township, Yangon • • • Collects formal and informal feedback from beneficiaries and local stakeholders about the project Checks data collected are true, consistent and coherent; reports monthly program activity data to Yangon Data Entry; Actively takes part in SCU area supervisor quarterly visits and contributes to annual or biannual program reviews. STAFF MANAGEMENT • • • Directly supervises for all staff level and draws up job descriptions for each team member. Gives regular feedback on work to his supervisees, performs annual performance appraisal. Guarantees the implementation of PSI/TOP staff policies and rules & regulations. Collaborate with SCU area supervisor for anticipation of workload evolutions, definition of needs, selection of staff; Organizes team work and planning with team members for all TOP activity. Plans and chairs weekly team meeting including all team members. • • • ADMINISTRATION, FINANCE AND LOGISTICS • Ensures availability of products in his site (PSI products and pharmaceuticals). He guarantees that PSI products are readily available for distribution by peer workers and in the DIC/clinic. • Manages the stock for Clinic Medicine, PSI product for STI and RH treatment kits, Condom and lubricant, IEC and Promo items and Sends monthly PSI products inventory record to TOP HQ. • Responsible for the preparation, management, reconciliation of operational expenses in respective site; • Prepares monthly cash request and receives monthly cash advance and Sends back monthly finance report. Check and prepare monthly fixed asset report, sending to TOP Yangon admin assistant. Daily checks generator and motor vehicle records and monthly report for sending to Yangon TOP/field office. Is responsible for procurement in his site following PSI/TOP procurement guidelines. • • • EXTERNAL REPRESENTATION & COMMUNICATION Represents TOP program with stakeholders (NGOs, local authorities, particularly MoH, communities) at site level Requirements: • Must have good technical knowledge of supervising and managing programs and activities. • Must be any graduate and basic written and spoken English.
