PROGRAM/POSITION INFORMATION a. Describe the program in which this job exists. Include program purpose, who's affected, size, and scope. Include relationship to agency mission. The mission of the University of Oregon Campus Zero Waste Program is to provide excellence in waste reduction and materials recovery service, strive to meet zero waste goals and promote Program efforts to the entire University community, while attaining reduction, material reuse, recycling, composting, zero waste goals mandated by the State and University of Oregon. The Program has 3 distinct focused programs within the larger Campus Zero Waste Program: Recycling Program, Housing Zero Waste Program, and the Compost/Zero Waste Program. The Program also works with OIMB in Charleston and White Stag in Portland. Not only does the program provide campus services, it functions to serve as a place where students can be employed and involved in leadership roles. The Program has over $800,000 budget and employs 55+ student employees (17.5 FTE equivalent), countless volunteers/academic interns and manages over 2000 sites, promotional programs and waste reduction and recovery efforts (i.e. Reusable Office Supply) to help the campus achieve zero waste. The program is a cooperative venture between Campus Operations, ASUO, University Housing and University Administration. The program includes assisting other institutions in establishing zero waste and waste reduction/diversion programs and works with the city, county and state on zero waste efforts. This program operates as part of Campus Operations. The Department of Campus Operations supports a quality university experience through: The operations, maintenance and cleaning of campus buildings, building-systems, utilities, equipment, and grounds; and the administration and oversight of all construction of capital projects on campus as well as the management of energy projects. Our customers are the students, faculty, and staff of the university, campus visitors, and the employees of Campus Operations. B Describe the purpose of this position, and how it functions within this program, by completing this statement: The purpose of this position is to develop, implement, monitor, expand and oversee the UO Compost/Zero Waste Program as a focused program within the overall Campus Zero Waste Program. The Compost/Zero Waste Program serves to coordinate all the compost efforts campus-wide including: all campus food service outlets, Housing food service, living areas, campus buildings, all student events and campus catered meetings/conferences/festivals/events. Duties include: developing, assessing, implementing, overseeing operational and promotional programs for all compost/zero waste on campus; researching and identifying compostables technology/products, overseeing an average of 20 student employees (10 FTE) in operations promotions and administrative duties. Incumbent represents the Compost/Zero Waste Program and Campus ZW Program to outside entities including: industry reps, government officials, other institutions, professional organizations. Position duties include: creating tracking mechanisms, record keeping, research, regulatory compliance, providing technical information, and industry/government/collegiate networking. Position is responsible for providing trainings, presenting at/attending conferences, holding/attending meetings, and representing compost/zw interests in the overall program. Incumbent must create comprehensive reports for all compost/zw activities for legislative compliance and program monitoring. Position works a flexible schedule as needed. SECTION 3. If this is an existing position, mark "N" for new duties or "R" for revised duties. ___________________________________________________________________________________________________ % of Time N/R DUTIES ___________________________________________________________________________________________________ 35 N PROGRAM DEVELOPMENT AND REPRESENTATION Promote compost/zero waste efforts and further the University’s waste-stream management in terms of waste reduction, reuse, recycling and composting campus-wide and in University Housing areas. Accomplish the above goals by: researching institutional waste management “best practices;” creating, implementing, maintaining, promoting, and tracking new programs and program results; assessing existing programs for effectiveness; expanding programs as needed/warranted; and working with students to develop, promote, and implement project/program proposals for operations and promotional ideas. Develop and oversee campus-wide zero waste events program. Recruit, oversee and train staff and volunteers on site monitoring and zero waste events recovery at all campus and catered events. Research compost markets and compostable products for compatibility with Program and processors. Create and administer special programs (i.e. compost monitoring program) Develop policies and procedures for Compost/Zero Waste Program operations. Monitor the program for compliance, efficacy, efficiency and expansion opportunities. PROGRAM REPRESENTATION Function as liaison to campus, the community and other colleges on Compost/Zero Waste related programs, operations and promotions. Provide trainings to event participants, operational staff, campus staff, food service employees, University Housing staff, and members of the public on collection system and program compliance procedures. Serve on local, state and national associations and committees representing collegiate recycling issues as needed. Attend and speak at local, state and national conferences/webinars on university residential recycling, sustainability, and other compost/zero waste efforts and activities. Schedule site tours with colleges/industry representatives and students, other trainings as needed. Assess and create safety initiatives for program staff and participants. Represent compost/zero waste issues to program administration. Establish goals and projects with Campus Zero Waste Program Manager, ZW Operations Manager, Housing and EMU Administration, to develop systems to increase compost/zero waste and events efficiency, reduce waste, and promote safety. Create, revise, and recommend program policies, procedures, goals, projects and expansion as needed. 40 R ADMINISTRATION OF PROGRAM OPERATIONS Oversee all compost/zero waste operations. Oversee compost/zero waste operations needs including key and key-code acquisition, daily operations, special projects, and events with the Zero Waste Operations Manager and Recycling Coordinators. Create and maintain all compost/zero waste events site equipment inventory and site maps. Ensure compliance with laws, contracts, OSHA regulations, fire codes, facilities work rules and University policies. Ensure compliance on compost/zero waste through implementation of program operations and administration and representation of compost/zero waste interests in Zero Waste Program activities. ADMINISTRATION OF PROGRAM OPERATIONS (CONTINUED) Oversee, direct, train, and schedule all Recycling Program staff on compost/zero waste operations/policies/procedures. oversee student employees on compost administrative and education/promotion activities. Create and administer training programs for all campus participants, food service staff, EMU and Housing kitchen and custodial staff, and Campus Recycling Program staff working on compost and zero waste events, to ensure efficacy and compliance with laws. Create and utilize tracking programs to maintain tracking for all zero waste/compost activities, related assessment forms, vendor information for campus events, and special events tracking and reporting, Analyze data for program benchmarking and troubleshooting. Respond to customer requests for service. Troubleshoot operations by coordinating service and networking with users. Ensure maintenance and safe condition of program vehicles and equipment. Assist in other program operations as needed. Respond to service requests. Fill-in for absent employees (students and/or Coordinators/Program Director) as needed. Track all student payroll documents and prepare timesheet for student signature. Assess budgetary equipment and material needs. Work directly with Director on budgetary requests. 5 R DIRECT OPERATIONAL DUTIES Fill in for other coordinators at warehouse during absences. Forklift operation for materials marketing. Load and unload full recycling gaylords to and from recycling tractor trailers. Entails getting on and off forklift, using pallet jack to manually move gaylords. Changing propane tank as needed. Fill in for regular crew duties as needed for absences, non-routine material overflow. Coordinate large zero waste events and assist at annual large materials collection events such as move-outs, Involves operating large program vehicles, loading and unloading equipment, moving cardboard cages, servicing materials barrels to central location, picking up 55 gallon barrels of recyclables and compost. Operate compost cartlifter by compost drop box as needed when students are absent. Load full compost toter, operate electric lift, dump compost. 20 N PROGRAM PROMOTION Promote Compost/Zero Waste Program efforts and activities by developing, coordinating, managing and implementing, promotional events and programs such as: compost workshops, tabling events, contests. networking with other institutions, and marketing and advertising campaigns. Create and distribute program educational signs, brochures, posters, and literature. Create and provide presentations to campus community, students, Housing staff and Residence Hall/Family Housing residents to promote program efforts. Master and utilize advanced computer programs such as InDesign and Excel to ensure consistency in program promotional materials, signage and extensive tracking systems. Provide input, information, records and description of promotional activities to program website. Assist Program Manager in overall operation and promotion of the total Campus Zero Waste Program through coordinating efforts with Compost/Zero Waste Program promotions and other campus-wide education/promotional activities. Respond to inquiries from students, administrators, other entities regarding the UO Housing and Campus Zero Waste Program and general waste related inquiries.
