Services for children and young people with disabilities and their families have been identified by CYPSP as one of four priorities for service development locally over the next three years. This strategy sets out Southend’s Children and Young Persons Strategic Partnership’s approach to supporting children and young people with disabilities and their families, in line with both national requirements and local policy. For the purpose of this strategy the following is a working definition of ‘disability’: “ A person has a disability if he/she has a physical or mental impairment which has a substantial and long term adverse effect on his/her ability to carry out normal day to day activities.” (taken from Section 1(1), Disability Discrimination Act 1995). The needs of children and young people with a disability are many. Traditionally services are accessible in many varieties of locations and delivered by many different agencies. The struggle that families have to access these services is well recognised by all and it is with this in mind that this strategy has been designed. In Southend all agencies working for children and young people with disabilities and their families have committed to work together to provide a integrated, quality service that is tailored to the individual’s needs. This strategy is an evolving and dynamic document, which will change over time in response to progress and newly identified needs. Our vision for children and young people and their families in Southend is that: “ All children and young people with a disability in Southend have the opportunity to grow and develop as individuals in a safe, secure environment, enabling them to reach their full potential and optimal independence. Services will help families to meet their needs and participate in every day life. Each child/young person will be enabled to take their place amongst their peers and valued for their contribution to society”. SOUTHEND-ON-SEA CYPSP-STRATEGY FOR CWD 4 LEGISLATIVE FRAMEWORK Over the years there have been several pieces of legislation that provide the framework for this strategy. The Chronically Sick and Disabled Persons Act 1970 The Disabled Person’s Act 1986 Children’s Act 1989 Disabled Children Act 2000 SEN and Disability Act 2001 Children (Leaving Care) Act 2001 In addition the following publication has been used to inform the strategy: Let me be me – A handbook for managers and staff working with disabled children and their families (April 2003) Audit Commission Together from the Start – Practical guidance for professionals working with disabled children (birth to third birthday) and their families (May 2003) DfES and DH Services for Disabled Children – A review of services for disabled children and their families (September 2003) Audit Commission Green Paper Every Child Matters STATEMENT OF ENTITLEMENT All children and young people with disabilities and their families in Southend are entitled to: 1. Services which acknowledge Southend’s changing and culturally diverse community, driven by a thorough understanding of what local people need and want. 2. Services which are informed by the wishes of the child/young person and those of parents/carers. 3. Services that are explained in clear jargon free language. 4. Equality of opportunity to access and participate in every day life activities. 5. To have their needs identified and assessed through a single process 6. A quality education which enables them to make as much progress in their learning as possible. 7. Wherever appropriate, the experience of inclusion, to enable children to learn from their peers whilst recognising and celebrating difference. This is shown below separated into the three key statutory agencies and whether the services are universal, targeted or specialist.
