3.1 Developing a Program
Program Overview
The Swimming and Aquatics Unit provides funding for employment of instructors to support the
range of programs indicated on the table below. Those programs marked N/A are not appropriate
to this year level.

Program Content:
The content of the program is as specified in the Swimming & Aquatics Developmental Record

Provision of Lessons
Instruction is provided to students for one program in a calendar year, funded by the DECS Sport,
Swimming & Aquatics Program Budget. In addition to this, students with disabilities may access
an extended program, providing they meet the eligibility criteria. (refer to Section 3.5)
Additional Lessons
If a school wishes to undertake more lessons than are allowed eg where a school wishes to use
both swimming and aquatic instruction or simply additional lessons, they can do this by either:
 negotiating with and paying the instructors through school funds.
or
 paying DECS for the additional hours used
Call the Swimming & Aquatics Unit to determine the pay rate.
School return (ED609) will need to be marked USER PAYS.
Time Allocation
The time allocation is the amount of instruction time available to students and can be used in any
appropriate combination. Thus a 7.5 hour program can be used as 10 sessions of 45 minutes or 5
sessions of 1.5 hours.
The S & A Unit will provide instruction for the following time allocations each calendar year.

Change over Time
The swimming lesson consists of 40 mins instruction and 5 minutes non-contact time. This non
contact time is used by the instructor for marking class assessment sheets, preparing equipment
for next lesson, toilet break, rehydration and sunscreen application.
Availability of Instructors
It is the responsibility of the Principal to arrange programs in such a way that the required number
of qualified personnel is available when needed.

Ratios
Students with disabilities will need varying support, and this will be negotiated for each student
when his/her program is negotiated.(for further information refer to SWD Section 3.5)
Other students will in most cases comply with the following guidelines:

The ratio relates to the total number of students participating at any one time and is not
necessarily the individual group size.
Thus a group of 18 R-2 students attend a lesson. The ratio will be 1:9 with two instructors working
or 2 classes of 9 students with 1 Instructor working.
Schools should make every effort to ensure Instructor:Student ratios match standard ratios as
often as possible. Reduced ratios increase the cost of the program.
Using an Assistant Instructor for oversize groups
An example of the use of an assistant instructor is:
A class of 28 year 3-4 students who attend swimming classes in two separate groups may require
an assistant instructor to help the instructor. The class should be divided into a class of 12, using
the Instructor only, and another of 16 using the Instructor and Assistant Instructor. Dividing the
class into 2 classes of 14 requiring an assistant instructor for both lessons would not be supported
by the Swimming & Aquatics Unit.
Students with Disabilities
Students requiring assistance may require an assistant instructor, safety watch or an extra
instructor. The Safety Watch is out of the water and is provided by a teacher or other responsible
adult, not a paid Instructor.
More information is provided in the Section 3.5 on Students with Disabilities.

Paid Time
Instructors are paid time is recorded on the ED608a form as “instruction”, “inservice” and “other”
time.
Instruction Time:
This is the contact time the instructor is employed to instruct the students. This is 45 minutes for
each lesson including a 5 minutes changeover time.
If instructors cannot be notified that classes are cancelled and report for duty they can claim for the
lesson lost. A minimum of 1 hour is paid claimed as 45 minutes “instruction” time, 15mins “other”.
In the event of classes being cancelled or terminated at any time during the day, payment will be
made only for the actual hours taught. Claimed as “instruction” time.
Other:
School pool instructors employed before and after a school recess break can be paid for the
recess. A maximum of one 15 minute break each day. This is recorded as “other”.
When an instructor works for one 45 minute session only, they are entitled to payment for a full
hour. The 15minute difference between actual time taught and time paid is recorded as “other.”
If there is a break of more than 2 hours 30 minutes between two 45 minute lessons, the instructor
is entitled to claim 1 hour for each lesson. The 15 minute difference between actual time taught
and time paid is recorded as “other”.
Inservice:
Refer to Section 3.4 Non Instruction Time (NIT)
If an instructor is required to complete administration duties that are
considered to be the responsibility of the Principal, the school will need to
negotiate with the instructor and pay for the agreed time through school
funds.

Departmental Guidelines
Detailed guidelines regarding the responsibilities of school staff in relation to student health
support are provided in the document “Health Support Planning in Schools, Preschools and
Childcare Services”. It is available at all schools and can also be accessed via the departmental

Specific information relevant to the Swimming & Aquatics environment can be found on the Sport,

Swimming & Aquatic Consent Form
Each student participating in a swimming or aquatics program must produce a completed and
signed Swimming/Aquatic Consent Form before entering the water.
This is available in several languages on www.decs.sa.gov.au/schoolsport - Swimming & Aquatics
- Consent forms
A copy of the consent form in English is provided in the Forms Section 6.
The Principal must ensure:
 That all medical forms are collected from the teachers
 That any medical conditions are noted
 That the instructors sight and record relevant medical information for the students prior to
commencement of lessons
 Forms are stored in a readily accessible position in the school
This form is a legal document and must be kept at the school at all times. A copy of this
document can be provided to the Instructor.
The Class teacher must:
 Assist the principal in the collection of consent forms
 Ensure that all required medication is brought to the pool enclosure for every lesson
 Be responsible for the safekeeping of the medication
 Administer any medication as required.
The Instructor must:
 Read all medical forms, prior to the commencement of the swimming block
 Note any relevant information on the swimming attendance form
Exclusion
The Swimming & Aquatics Handbook gives detailed information on medical conditions and
circumstances requiring exclusion of students with infectious diseases.

Employment of Instructors
It is the responsibility of the Principal to ensure qualified personnel are available to meet the needs
of the program and to inform them of their appointment to the program, their working hours and
conditions.
Should the Principal require a list of instructors expressing interest in working at their centre, they
need to contact the Sport, Swimming and Aquatics Unit and request the Instructors database
information. It should be noted that the information provided may not be current as it is dependant
on instructors providing and updating their information.
The “Eligibility to Work” letter and the “Permission to Teach” letter are to be used by the
Principal as evidence of eligibility for employment.
If you are planning to employ a newly qualified instructor, remember it takes about ten (10)
working days for that instructor to receive approval from the Unit. Please plan ahead.
To accelerate the approval process. A person can apply as an assistant instructor with no
qualifications, and be approved as an Assistant Instructor. Once they have completed their
qualifications and have provided evidence to the unit, their status can be immediately upgraded to
Instructor.
It is the responsibility of the Principal to maintain a reference file for each instructor that includes
current information including contact details, qualifications and availability. (example of form
provided in Forms Section 6)
No person is to be employed unless they have received approval to instruct by DECS. They
cannot be paid and are not covered by Workcover until they have this approval.
Application for Employment
Persons seeking employment as a Swimming or Aquatics Instructor should contact the Sport,
Swimming and Aquatics Unit in order to obtain an Application and Guidelines for Employment.
These need to be returned to the Unit along with copies of the relevant qualifications.
To be considered for employment as an Instructor, applicants are required to possess:

a current Austswim Certificate – current for 3 years - ESSENTIAL

a current Basic First Aid Certificate– current for 3 years - ESSENTIAL

a current Resuscitation Certificate – current for 1 year – ESSENTIAL

a current Mandatory Notification Certificate – current for 1 year – ESSENTIAL

a minimum age of 18 years - ESSENTIAL

a current Diving Qualification – current for 3 years – must have if teaching students to dive.
Eligibility to Work Letter
It is the responsibility of the Principal to engage instructors and assistant instructors but the
Superintendent, Learning, Resource & Services Site Staffing, is the only person who can approve
employment eligibility.
Instructors and Assistant Instructors who have submitted an “Application for Employment” will be
sent a letter confirming their eligibility for employment. Principals may use this letter as evidence
of eligibility for employment.
If you are unsure of the eligibility for employment of any instructor/assistant instructor or the
availability of instructors, please contact the Sport, Swimming and Aquatics Unit. (refer contact
details Page 6)

Permission to Teach
Instructors who have an “Eligibility to teach letter” will need to update their qualifications as they
expire. A copy of the relevant certificate must be sent into the Sport, Swimming and Aquatics Unit
for this information to be updated. A “Permission to teach” letter will be issued advising the
instructor of the updated information. It is the responsibility of the Instructor to check the
information in the letter and advise the unit of any mistakes.
It is the responsibility of the Instructor to update their qualifications as necessary. If the
qualifications are allowed to expire the Instructor will be paid at Assistant Instructor Rate until the
relevant information is updated.

As a DECS Employee all instructors are required to read the following information before
commencement of work.

Employment of Assistant Instructors
Assistant Instructors must be 16 years or over. The process for approval to teach as an
assistant instructor is the same as that for an Instructor with the exception that the formal
qualifications are not required. Suitable persons may be Austswim Candidates, who are
completing their practical teaching component, Royal Life Saving Society Instructors, parents who
intend to complete their Austswim qualifications in the future etc.
Note: It is strongly recommended that people intending to apply as Instructors commence the
approval process prior to completing required qualifications. This means that the final permission
to teach will be significantly expedited.
Examples of appropriate use of an Assistant Instructor could be:
 to assist a student with special needs
 to support the instructor when an extra instructor is not available and classes are larger
than the recommended Instructor to Student ratios.
Under no circumstances is an Assistant Instructor to be left in charge of a
class without the supervision of a qualified instructor.
Appointing Instructors
The Principal must be able to justify the selection of staff from the total list of eligible staff. This is
based on merit, eg qualifications, instructional skills, ability to relate to and work with students,
availability etc. All records relating to this selection must be kept for two (2) years.
The Swimming & Aquatics Website, Swimming & Aquatics Handbook includes job and person
specifications for staff which detail the personal skills, knowledge etc that are required and are the
only criteria on which staff selection are to be made.
If instructors have established a regular working pattern sustained over a period of time, these
patterns should not be changed significantly without a sound reason.
The merit principle is the only legal basis on which instructors can be
engaged for work

Use of Volunteers
Volunteers are not to work in the water with Instructors, However they may be used, at the
direction of the Principal, as a volunteer of the school, as a safety watch, to watch over students
with disabilities, epilepsy and to supervise changing etc.
Austswim Trainees
AustswimTrainees wishing to accumulate training hours to complete their Austswim Certificate
should be directed to a DECS Swimming Program which is managed by an Instructor in Charge.
Austswim Trainees can be employed as Assistant Instructors
Staff Induction
It is the responsibility of the Principal to ensure that instructors have:
 attended a meeting prior to commencement of the program
 been guided through an induction process
 attended a meeting on the first day of the program
 been observed in action during the program
 read the DECS Swimming Instructor Induction Manual
 signed the Induction Checklists (refer Forms, Section 6)
Annual Centre Rescue Update
The Principal must ensure that each instructor’s ability to retrieve a swimmer from the bottom of
the deepest part of the pool is tested annually. This can be carried out during a preseason
inservice session. A certificate known as the “Annual Centre Rescue Assessment” must be issued
to the instructors stating the depth at which the retrieval was performed. A copy of the form is
provided in the form section.
If the instructor can produce evidence of competence issued by another pool, or a Water Rescue
Certificate or Pool Lifeguard Award issued by the RLSSA, the Principal can accept this as proof of
competence.
Mandatory Notification
It is a requirement of DECS that all employees, who have direct contact with students, must
receive training in Mandatory Notification. It is preferable that instructors receive the full training
package (6 hours, available through the AEU). However the Sport, Swimming and Aquatics Unit
realises that this is not possible in some cases. Therefore if an instructor is unable to attend the
full course then that person must at least read the Mandatory Notification Package, available
through the Swimming & Aquatics website. An update MUST be done on an annual basis by all
DECS employees.
Principals must keep an accurate and current list of instructors who have read the package and it
must be updated as each instructor reviews the package annually.
Performance Development Policy
The performance development policy applies to all people employed by DECS and reinforces the
mutual obligation of management and employees to be responsible for their performance. The
Principal is responsible for the implementation of this policy.

3.4 Non Instruction Time (NIT)
In school managed programs the only Non Instruction Time, as shown on the Swimming &
Aquatics Centre Return ED608a form, is “Inservice” and “Other”.
Inservice
Each school may access a formula-based amount of Inservice time to support the operation of the
program
It is the responsibility of the Principal to:
 encourage and facilitate training and development opportunities for staff
 maintain records of training hours available, used and balance available
 maintain individual instructor records of training
 keep records for 5 years
It is recommended that you contact any Instructor in Charge of a large centre in your area for
assistance and availability of training. Contact details of all Centres are available on the website.
How to calculate inservice entitlement
Inservice hours are calculated using the following formula:
Centre allocation: 2% of instruction hours taught at your centre during the calendar year.
These would be used at the discretion of the Principal for training, meetings, maintenance of
equipment etc.
Plus
Instructor allocation: 2 hours per instructor. (only if currently eligible for work and employed at the
centre) These can be used as agreed between the Instructor and the Principal.
How to claim Inservice Training
All claims related to inservice training must be placed in the Inservice Column of the Swimming &
Aquatics Centre Return ED608a.
Other
Any other paid time will be shown in the “Other” column of the ED608a and applies as follows:





The paid 15 minute recess break where an instructor works before and after recess
The paid 15 minutes required to make up an instructor’s hours to a minimum of one hour
e.g. an instructor used only for a 45 minute lesson on any one day, will be paid for a full
hour.
The time used to round the instructor’s hours to the nearest 15 minutes. (See Rounding of
hours in Program Returns section 4)

Eligible students may access the Students with Disabilities Program. A Students with Disabilities Swimming
Program Resource Kit has been developed to assist you with the management of this program. It is available
on our website: www.decs.sa.gov.au/schoolsport/ - Swimming & Aquatics – SWD.
This is also available on CD Rom and can be ordered from the Sport, Swimming & Aquatics Unit.
Length of the Program.
It should be noted that the Students with Disabilities Swimming Program provides for an extended program of
up to a maximum of 30 hours annually (i.e up to one 45minute lesson per week for 40 weeks)
A school may determine that a student should access the program for one, two, three or four terms depending
on:
 The learning program identified
 The learning that is demonstrated in any one term
 The other learning priorities for the student as identified in the N.E.P.
This is to be indicated on the Swimming & Aquatics Students with Disabilities Swimming Program Approval
Form S&A/SWD/1 (refer Form Section 6.)
Please Note: Schools have flexibility in determining the length of the program for any
student and the program should not be accessed for the whole year just because it is
available.
Accessing the additional swimming sessions:
Some students with disabilities will be unable to achieve the learning outcomes of the Health and Physical
Education Learning Area of the South Australia Curriculum Standards and Accountability Framework (SACSA
Framework) through the school’s general physical education program. However through access to additional
specialised swimming and aquatics lessons they may be able to achieve these outcomes.
Determining Eligibility:
It is important to note that eligibility for students with disabilities is determined by the school principal using the
following criteria:
 The student is identified as a student with disabilities and is on the SWD database.
 The student demonstrates an inability to achieve the learning outcomes described in the Health and
Physical Leaning area through participation in a general physical education program after appropriate
accommodations have been made.
 The Negotiated Education Plan (NEP) developed for the student specifically includes swimming or
aquatics as the means of achieving the learning outcomes where the student is unable to achieve them
in the general physical education program of the school.
If the student meets all three of the criteria above they are deemed “Eligible” and have access to the
additional swimming sessions.
If the student does not meet one or more of the above criteria they are deemed “not eligible” for the additional
swimming sessions but will still have access to the swimming program through the school term time program.
If the student is deemed “Eligible” the principal is to complete and sign the Swimming and Aquatics students
with disabilities program approval form. S&A/SWD/1
(see Forms Section 6 )

Please Note: No student will be accepted into the additional swimming sessions without this
completed and signed form being provided to the Unit and the Centre.

Continued Eligibility:
Access to the additional swimming lessons is not automatic. When the initial application for approval is
submitted it is necessary to indicate the length of the program e.g. term 1 and 4. At the completion of the final
term an assessment of the student’s progress should be used to determine the future eligibility for this student.
Continued participation in the program will be determined during reviews of the student’s NEP.
Individualised Swimming Learning Program (ISLP):
From the General Learning Outcomes identified in the NEP the school will design an Individualised Swimming
Learning Program (ISLP) using the SACSA Framework links with the learning outcomes suite available on our
website

Schools may determine that a swimming program for a student involves a focus on only one or two key learning
outcomes for a specific purpose, and when achieved the student may move onto another curriculum activity.
Alternatively swimming could be used to achieve a broad range of learning outcomes that will involve a longer
period of involvement.
Where applicable, advice from health professionals, organisations that support students with disabilities and the
Instructor in Charge should be considered in designing the ISLP for the student.
A copy of the ISLP should be attached to the NEP and also provided to the Instructor. The Instructor will use
this information to determine the activities appropriate to facilitate the achievement of the specified learning
outcomes.
Supervision:
Schools should note that this program is a curriculum based program where the school retains a duty of care
for those students as it would for any other curriculum program conducted in or outside of the school.
The principal will need to determine how the duty of care is met for each student attending the SWD Swimming
Program. Schools are required to provide supervision
 while instruction takes place
 in the change rooms
 entering and exiting the pool.

Other requirements to support the participation of students in the program are to be resourced at the local
school level e.g. changing of students, toileting of students, provision of waterproof incontinence pads.
DECS Swimming Instructors are not required to lift students in or out of the pool and
must not be alone with the students during the sessions.
The Principal will determine the appropriate instructor to student ratio. While it may be necessary for a 1:1 ratio
to be used with some students, there will be situations where students can be provided with safe and proper
instruction using a higher instructor to student ratio (e.g. 1:2, 1:3 etc.) Principals are not to use a 1:1 ratio
unless it is essential to do so. The ratio may be increased as the student gains more confidence, stability and
improved skills or may be decreased if required.

3.6 General Information
Teaching Equipment
It is recommended that an ample supply of teaching equipment is made available for the teaching of swimming.
To fulfil their responsibilities the Principal is required to implement the following policy procedures:
 Store all equipment in a secure area
 Maintain an inventory of the equipment
 Establish policies to ensure correct use of equipment
 Develop a policy for the purchase of new equipment
 Develop a policy for maintenance of equipment
Suggested teaching equipment:
Balls
Reaching poles
Inner tubes
PFDs
Noodles
Rope
Flippers
Kickboards
Hoops
Objects that sink
A range of suitable toys to encourage beginners to participate in water games e.g. colourful floating toys, plastic
containers suitable for pouring etc.
Cancellation of Lessons
Wet Weather Policy
No more than 20% of any swimming program may be used for “dry” lessons such as showing films, playing
games or safety talks. If weather conditions do not improve, lessons must be cancelled.
Adequate notice should be given to the instructor. Should less than one hour’s notice be given then the
instructor will paid for one hour’s instruction.
These lessons may be rescheduled if possible, but there must be no extra cost due to cancellations.
Hot/Cold Weather Policy
There is no standard policy established. It is the responsibility of the Principal to develop a policy and to advise
the instructor of this policy during the induction meeting prior to the commencement of the swimming program.
Cancellation of lessons will be subject to the same conditions as wet weather

Vacswim Program
DECS supports the use of school pools for the Vacswim Swimming Program.
Policies relating to the use of the pool and equipment need to be negotiated with the Office for Recreation and
Sport.
Reporting of Student Achievements
A DECS approved Assessment form “Students Developmental Record”, must be used by the Instructor. Forms
are available from the Sport Swimming and Aquatics website:
